RE : Possible outbreak of NCOV-2019

PREFACE:

OBJECTIVE:

1. This Contingency Plan was made to serve as a reference on how to respond for any
natural disaster our projects might encounter.
2. To prevent major damages and loss to company assets, liabilities and most
especially to prevent loss of lives.

3. To protect the safety and health of all PA properties employees and its affiliates
against any unexpected events brought by the environment.
4. To set control measure and maintain our workplace safe and free from major loss..

BACKGROUND:

Natural Phenomenon could occur anytime and mostly it could cause major
destructions and delays in operations. Advance preparation is very vital in preventing
such damages, securing constructionSince December 2019 a pneumonia of unknown
cause, which has clinical manifestations similar to severe acute respiratory syndrome
originated in Wuhan China and has rapidly spread across China and to at least 23
countries. NOVEL CORONA VIRUS was recently announced by the World Health
Organization to be considered as Pandemic stage since the said virus already spread
over several countries or continents, affecting a large number of people. Based on the
current advisory the total number of COVID cases in our country already reached 52
reported cases as of this writing. And persons who had interacts with the said 52
infected persons were still unidentified.
Indeed prior to this, dated March 4, 2020 DOLE-BWC releases an Advisory 9-20
recommending private establishment to practice a “four-day workweek and/or
adjust/flexible worktime”. This virus already killed thousands of lives across other
countries. Thus, if a contingency plan was prepared, effects upon our employees will
be controlled.

The Project Operations is the primarily responsible in the implementation of these


preventive measures with the support of Safety Department and Admin/HR
Department. 

ACTION CHECKLIST BEFORE OUTBREAK:

1. Consider the four-days’ workweek and/or adjust/flexible worktime for our workers
and employees pursuant to the Presidential Proclamation 922 and DOLE Advisory
9-20.

2. Produced a thermal scanner or infra-red thermometer intend to monitor the daily


body temperature of our employees and workers including individuals having
transactions within our premises (e.g. visitors, applicants, and suppliers).

3. Staffs, workers, visitors, applicants and suppliers who will traced exceeding to the
normal body temperature will be subject for temporary repudiate from entry within
the premises.

4. Project Manager should prepare plan for the following concerns:

a. Organize an emergency meeting with all head departments and contractors


to set a systematic plan for possible control measures in preventing NCOV-
2019 from spreading within azure north premises.

b. Schedule of working days/hours depending on the work urgencies.

c. Ensure that medical supplies and/or vaccines is sufficient to support any


medical problems workers might encounter.

d. Possible steps or procedures for workers or individuals within our premises


being discovered having symptoms of COVID-2019.

e. Provide contingency funds for emergency expenses that would be needed in


the project.

f. Set certain guidelines or parameters to our workers to possibly control the


virus from reaching or spreading inside our premises.
5. Human Resources Department and Occupational Safety and Health Personnel
should articulate and update new information regarding the virus and control
measures set by the DOLE-BWC or by the National Government.

6. Occupational Health Personnel or Project Nurse must be present at the site as


possible and/or during his/her absence he/she must be relieve by another first
aider.

7. Security and Safety Personnel must prepare readiness to ensure that all incoming
individuals were properly check and undergone body temperature monitoring prior
starting to work.

8. Provision of temporary quarantine facility.

9. Training and proper education of personnel as per DOH.

10. Maintaining premises of establishments tidy and standardized.

11. Temporary control or prohibit stay-in for newly-hired workers

12. Regular Disposal of construction waste materials.

13. Procurement of additional informative signage’s on how to deal with or prevent from
being inflect with the virus.

14. Provide sustainable handwashing facility and hand sanitizers or disinfectant.

15. More stocks of foods and drinks at canteen for personal usage that might extend
additional hours of duties.

16. Emergency Hotlines

DURING POSSIBLE OUTBREAK:

1. Management should immediately suspend all activities for a certain period of time.

2. Organize skeletal workforce.

3. No workers will be allowed to stay within company premises except to the skeletal
workforce (if needed).

4. Can require a home based work for those who are inclined to office jobs.

5. Update from the Local Government regarding the possible resolutions and orders
made by the LGU’s in response to the virus outbreak.

Note: Prevention is always better than cure.
