1.2 SUMMARY
A novel (new) strain of coronavirus which originated in Hubei Province, China in 2019 can cause a
respiratory disease called COVID-19. Coronaviruses are a family of viruses that can cause colds,
and in some cases can cause severe acute respiratory syndrome (SARS). Most cases of the virus
infections have common symptoms including high temperatures, body aches, sore throat, running
nose and cough. In most circumstances, these symptoms last for days and then disappear.
There is still limited information about the characteristics and transmission of Coronavirus, the
Ministry of Health is coordinating with the World Health Organization (WHO), as well as a number
of international experts, to learn more about it.
 
Medical consensus recommends that citizens, residents and visitors observe general health
guidelines to contain the spread of all infectious respiratory diseases. 
Since its emergence, Coronavirus cases have been detected in a number of regions across the
Kingdom.

1.3 SPREADING OF COVID-19


COVID-19 spreads from person to person in a similar way to the flu:

1. From close contact with an infected person


2. From touching objects or surfaces contaminated by the sneeze or cough of an infected
person and then touching your eyes, nose or mouth.
3. Direct contact with patients or infected animals or animal products.

1.4 COVID-19 SYMPTOMS
COVID-19 can cause symptoms similar to the flu, including fever, cough, sore throat, tiredness or
shortness of breath.

Most people who are infected experience mild to moderate symptoms from which they fully recover.
However, some people develop more serious illness with pneumonia and other complications.

1.2 PEOPLE AT HIGH RISK OF COVID-19


People at increased risk of serious illness include the elderly and those with chronic medical
conditions (e.g. diabetes, heart and lung disease) or a weakened immune system.

It is important to remember that most people who become ill with respiratory symptoms at work
are likely suffering from a cold, the flu or other respiratory illness – not COVID-19.

2 PROCEDURE

2.1 INITIAL NOTIFICATION

Immediate Supervisors or Construction managers in the region has the responsibility to


immediately report any suspected cases of COVID-19, using the attached Form (SHE-F-28A-
COVID-19 INITIAL INCIDENT REPORT) to the SAPL Project Director.

Employees with initial symptoms of flu or respiratory track infection must stay at home and
inform their supervisors.

2.2 DAILY REPORTING REQUIREMENTS (SAPL


EMPLOYEES)

All SAPL NHC employees to report in by 10am – text/WhatsApp/email to their respective line
managers, as mentioned below:
a. Engineers to Construction Managers (CM’s)
b. Regional Teams to CM’s
c. CM’s to Key Account Managers (KAMs)
d. Core Team
i. KAMs to Project Director
ii. Derek to Project Director
iii. Galal to Project Director
iv. Sattar to Project Director
v. Wael & QSs to Derek
vi. DC to Lead DC

All of this is then to be issued to Program QHSE Manager who will notify Project Director if anyone
hasn’t reported in and that they are fit and well. THIS IS A DAILY REQUIREMENT

2.3 SELF-QUARANTINE

2.3.1 CATEGORIES OF WORKERS THAT NEEDS TO SELF-QUARANTINE

Workers and others cannot go to work and must self-quarantine for 14 days if they have:

 Recently travelled to an overseas destination considered high risk by KSA Ministry of
Health
 Been in close contact with a confirmed case of COVID-19.

2.3.2 NOTIFYING THE SUPERVISOR

Workers who need to self-quarantine should notify SAPL Construction Manager and stay away
from work.

2.3.3 MEDICAL ATTENTION

Suspected workers should seek immediate medical attention if they become ill during the
quarantine period and call ahead of arriving and mention their travel or contact history.

2.3.4 SAPL ARRANGEMENTS

SAPL Construction Managers should make appropriate arrangements so that workers


who need to self-quarantine stay away from work. Where possible, the worker should
be provided with flexible work arrangements such as working from home.

2.4 PREVENTING THE SPREAD OF INFECTION AT


WORK
2.4.1 HYGIENE PRACTICES
For most scenarios, the health risk is low. Simple hygiene practices, similar to those used to
protect against the flu, can help prevent the spread of COVID-19 and other respiratory infections.

2.4.2 HAND SANTIZATION


Provide hand washing facilities and make sure these are kept clean, properly stocked and in good
working order.
Provide alcohol-based hand sanitizer, tissues and cleaning supplies.
Workers should wash their hands frequently with soap and water or use an alcohol-based hand
sanitizer.

2.4.3 SAFE PRACTISE - COUGHING


Cover your nose and mouth with a tissue or flexed elbow when coughing or sneezing, dispose of
tissues immediately after use and wash your hands or apply hand sanitizer.

2.4.4 AVOID CLOSE CONTACT
Avoid close contact with anyone who has cold or flu-like symptoms.

2.4.5 STAY HOME


Encourage workers who are sick with respiratory illness to stay home until they are recovered.

2.4.6 CLEANING OF WORKPLACE


Keep the workplace clean and hygienic. Regularly cleaning high-touch surfaces such as door
handles and workstations helps prevent contamination.

2.4.7 WORKER’S WITH RESPIRATORY SYMPTOMS


 If someone becomes ill with respiratory symptoms at work, isolate them by placing
them in a room or an area away from others.
 Arrange for the person to be sent home and advise them to seek medical advice. If they
are very unwell, call an ambulance.
 If a worker is confirmed to have COVID-19, call 997 for advice. Inform co-workers about
possible exposure to COVID-19 but maintain confidentiality. Advise workers to seek
immediate medical advice if they develop symptoms or are concerned about their
health.

2.4.8 WORK REMOTELY


Workers with flu like symptoms or with respiratory illness can be encouraged to work remotely.

2.5 PERSONAL PROTECTIVE EQUIPMENT


PPE should be worn by:

 People with suspected or confirmed COVID-19 as advised by their doctor.


 People with close contact with suspected or confirmed cases of COVID-19
 Surgical masks can help prevent the spread of disease from infected people to others
but are not currently recommended for healthy members of the public to prevent
COVID-19.

4.1 APPENDIX-A: SAPL Visitors Policy
SAPL MEA – Visitor Policy (COVID-19) (Coronavirus)

With immediate effect the following guidelines are to be implemented at all SAPL Home Office
locations until further notice. The principles contained within this local policy may be applied to
project offices at the discretion of the Project Manager and with the agreement of the client (if
applicable).

4.1.1 General Guidance


The following constraints apply to all SAPL Home Office Locations:
• No third-party visitors, contractors or otherwise, from COVID-19 Level 3 countries will be
allowed into Parsons offices.
• Required meetings need to be held by telephone conference or video conference call.
It is essential that meeting rooms located close to / adjacent to reception areas are available for
essential external meetings, as such internal meetings should be kept to an absolute bare
minimum and scheduled in other meeting rooms where possible.
All Home Office Receptions will post details of countries that are subject to Warning Level 3 in a
prominent place, the template for this notice is at Annex A

4.1.2 Implementation

4.1.2.1 Staff requiring a meeting with 3rd Parties in a Parsons Home Office:
When arranging an essential meeting in a Parsons Home Office the meeting organizer is to:
 Consider an alternative means of meeting before arranging a physical meeting.
 Ascertain that all invitees are not from a COVID – 19 Level 3 Country (The current list can
be found here: https://wwwnc.cdc.gov/travel/notices). The organizer will have to ask
them directly in advance of the meeting.
 Schedule the meeting to take place in the meeting room nearest to the Home Office
Reception.
 Inform the Home Office Reception Team of names and expected arrival time of visitors.
 Inform all proposed visitors that they must book in at the Home Office Reception and
provide their passport or a copy, for verification of their home country. Without this
they will not be granted access to our offices.
 The organizer is to personally meet and escort visitors to the meeting room and escort
them back to reception to book out.
 If any pre-arranged visitor is to be refused entry as a result of their response to the
questions detailed in Annex B, the meeting organizer will be informed by Reception that
the visitor cannot be granted access. The organizer should either go to reception or
speak

to the visitor over the phone informing them that are not going to be able to enter our
offices.
 Visitors arriving in groups will be denied entry if one of the group is refused entry as a
result of their response to the questions detailed in Annex B.
 The Arabic version of Annex B is to be provided to any Arabic visitor that requests it. The
receptionist should complete the English Version on behalf of the visitor for our records.
4.1.2.2 Reception Staff
The protocol for receiving pre-booked visitors is as follows:
 Request all visitors sanitize their hands using available hand sanitizer on arrival.
 Check passport / copy to ensure that they are not from a Level 3 Country. No copies are
to be retained.
 Ensure the visitors complete the short questionnaire detailed at Annex B. These are to
be retained in a dedicated file.
 Check answers to the questionnaire and in the event of an unsatisfactory answer,
inform the meeting organizer that the visitor is not to be permitted entry to the offices
and ask the visitor to wait for the meeting organizer.
 In the event that someone is refused entry to the office then the following actions are to
take place immediately:
o A complete sanitization of reception by cleaning staff
o Al items touched by the individual must be be sanitized or disposed of by
cleaning staff
o Reception staff to immediately wash hands and sanitize
o Regional CRE&F Director VP SH&E to be informed

 Issue visitors ID badges (fitted with clips not lanyards) to those permitted entry and log
in accordance with existing policy.
 Ensure the meeting organizer collects attendees and is briefed to accompany them back
to reception after the meeting to book out and return ID badges.
 Sanitize ID badges with hand sanitizing gel on receipt prior to storage.

4.1.3 Setting up video conference calls


There is no change to the existing protocols for arranging Video Conference calls in Home
Offices.

4.1.4 Setting up telephone conference calls


There is no change to the existing protocols for arranging telephone conference calls in Home
Offices.
