Hard Drawn Stranded Aluminium and Steel Cored Aluminium Conductors for Overhead Power
Lines
1. SCOPE
This Specification covers the details of the conductors for use on 33 KV, 11 KV and LT overhead
lines in rural electric distribution systems. The sizes of conductors standardised for lines of
different voltages are indicated below:
33KV/11KV Lines
i) ACSR 7/3.35mm (50mm2 aluminium area)
ii) ACSR 7/4.09 mm (80mm2 aluminium area)
iii) ACSR 6/4.72 mm + 7/1.57 mm (100mm2 aluminium area)
2. APPLICABLE STANDARDS
Except when they do not comply with the specific requirements in this specification, the
conductors shall comply with the Indian Standard Specification IS: 398 (Pt. I)-1976 and IS: 398
(Pt. II)-1976 or the latest version thereof.

4. ALUMINIUM WIRES
The aluminium strands shall be hard drawn from electrolytic aluminium rods of EC grade
having purity not less than 99.5% and a copper content not exceeding 0.04%. They shall have the
same properties and characteristics as prescribed in IEC: 889-1987. The properties of aluminium
wires to be used in the construction of the stranded conductors shall be as under

5. STEEL WIRES
The steel wire strands shall be drawn from high carbon steel wire rods produced by either the acid
or the basic open-hearth process, or the electric furnace process, or the basic oxygen process and

shall conform to the following requirements as to the chemical composition as prescribed in IS


398 (Pt. II)- 1996:

6. FREEDOM FROM DEFECTS


The wires shall be smooth and free from all imperfections, such as spills & splits.

7. JOINTS IN WIRES & CONDUCTORS


7.1 All aluminium conductors: No joints shall be permitted in any wire.
7.2 Aluminium Conductor Steel Reinforced:
Aluminium Wires: No joints shall be permitted in outer layer.
Steel Wires: No joints shall be permitted in any wire.

8. STRANDING
8.1 The wires used in construction of a stranded conductor shall, before stranding satisfy all the
requirements of this standard for solid wires.
8.2 Lay Ratio :
i) The lay ratio for aluminium wires in case of AAC shall be within limits given below :

9. TESTS
The samples of individual wires for the tests shall normally be taken before stranding. The
manufacturer shall carry out test on samples taken out at least from 10% of aluminium wire
spools and 10% of steel wire coils. However, when desired by the purchaser, the test sample may
be taken from the stranded wires.
a) The wires used for all aluminium conductors shall comply with the following tests as per
IS: 398(Pt.I) - 1976.
i) Breaking load test
ii) Wrapping test
iii) Resistance test
b) The following tests to be conducted for ACSR conductors shall conform to IS 398 (Pt. II)
- 1996 and IEC: 888 & 889. The procedure for conducting these tests is given below:
1. Type Tests The following tests shall be conducted once on a sample/samples of
conductor (ACSR/AAAC) for every 1500Kms. of production from each
manufacturing facility:
a) UTS test on stranded conductor
b) DC resistance test on stranded conductor
2. Acceptance Tests
a) Visual and dimensional check on drum
b) Visual check for joints scratches etc. and length measurement of conductor by
rewinding
c) Dimensional check on steel and aluminium/Al-alloy strands
d) Check for lay-ratio
e) Galvanising test on steel strands

f) Torsion and Elongation tests on steel strands


g) Breaking load test on steel and Aluminium strands
h) Wrap test on steel & Aluminium strands
i) DC resistance test on Aluminium strands
ii) Procedure qualification test on welded joint of Aluminium strands
Note: All the above tests except (j) shall be carried out on aluminium and steel strands
after stranding only.
3. Routine Test
a) Check to ensure that the joints are as per Specification.
b) Check that there are no cuts, fins etc. on the strands.
c) Check that drums are as per Specification.
d) All acceptance tests as mentioned above to be carried out on each coil.
4. Tests During Manufacture
a) Chemical analysis of zinc used for galvanizing
b) Chemical analysis of Aluminium used for making Aluminium strands
c) Chemical analysis of steel used for making steel strands
10. PROCEDURE FOR CONDUCTING TESTS ON ACSR CONDUCTORS
i) UTS Test on Stranded Conductor
Circles perpendicular to the axis of the conductor shall be marked at two places on a sample of
conductor of minimum 5 m length between fixing arrangement suitably fixed on a tensile testing
machine. The load shall be increased at a steady rate upto 50% of minimum specified UTS and
held for one minute. The circles drawn shall not be distorted due to relative movement of strands.
Thereafter the load shall be increased at steady rate to minimum UTS and held for one minute.
The Conductor sample shall not fail during this period. The applied load shall then be increased
until the failing load is reached and the value recorded.
ii) D.C. Resistance Test on Stranded Conductor
On a conductor sample of minimum 5m length two contact-clamps shall be fixed with a
predetermined bolt torque. The resistance shall be measured by a Kelvin double bridge by placing
the clamps initially zero metre and subsequently one metre apart. The test shall be repeated at
least five times and the average value recorded. The value obtained shall be corrected to the value
at 20°C as per IS:398-(Part-V)-1982. The resistance corrected at 200C shall conform to the
requirements of this Specification.
iii) Chemical Analysis of Aluminium and Steel
Samples taken from the Aluminium and steel ingots/coils/strands shall be
chemically/spectrographically analysed. The same shall be in conformity to the requirements
stated in this Specification.
iv) Visual and Dimensional Check on Drums
The drums shall be visually and dimensionally checked to ensure that they conform to the
requirements of this Specification.
v) Visual Check for Joints, Scratches etc.
Conductor drums shall be rewound in the presence of the Owner or his representative. The
Owner/his representative shall visually check for scratches, joints etc. and that the conductor
generally conforms to the requirements of this Specification. Ten percent (10%) drums from each
lot shall be rewound in the presence of the Owner's representative.

vi) Dimensional Check on Steel and Aluminium Strands


The individual strands shall be dimensionally checked to ensure that they conform to the
requirement of this Specification.
vii) Check for Lay-ratios of Various Layers
The lay-ratios of various layers shall be checked to ensure that they conform to the requirements
of this Specification.
viii) Procedure Qualification test on welded Aluminium strands.
Two Aluminium wire shall be welded as per the approved quality plan and shall be subjected to
tensile load. The breaking strength of the welded joint of the wire shall not be less than the
guaranteed breaking strength of individual strands.
ix) Chemical Analysis of Zinc
Samples taken from the zinc ingots shall be chemically/ spectrographically analysed. The same
shall be in conformity to the requirements stated in the Specification.
x) Galvanising Test
The test procedure shall be as specified in IEC: 888. The material shall conform to the
requirements of this Specification. The adherence of zinc shall be checked by wrapping around a
mandrel four times the diameter of steel wire.
xi) Torsion and Elongation Tests on Steel Strands
The test procedures shall be as per clause No. 10.3 of IEC : 888. In torsion test, the number of
complete twists before fracture shall not be less than 18 on a length equal to 100 times the
standard diameter of the strand. In case test sample length is less or more than 100 times the
stranded diameter of the strand, the minimum number of twists will be proportioned to the length
and if number comes in the fraction then it will be rounded off to next higher whole number. In
elongation test, the elongation of the strand shall not be less than 4% for a gauge length of 250
mm.
xii) Check on Barrel Batten strength of Drums
The details regarding barrel batten strength test will be discussed and mutually agreed to by the
Contractor & Owner in the Quality Assurance Programme.
xiii) Breaking load test on individual Aluminium and Galvanized steel wires
The test shall be conducted on both Aluminium and Galvanized steel wires. The breaking load of
one specimen cut from each of the samples taken shall be determined by means of suitable tensile
testing machine. The load shall be applied gradually and the rate of separation of the jaws of the
testing machine shall be not less than 25 mm/min. and not greater than 100 mm./ min. The
ultimate breaking load of the specimens shall be not less than the values specified in the
Specification.
xiv)Resistance test on Aluminium wire
The test shall be conducted on aluminium wires only, conforming to procedure as per IEC: 889.
The electrical resistance of one specimen of aluminium wire cut from each of the samples taken
shall be measured at ambient temperature. The measured resistance shall be corrected to the value
corresponding to 20 degree C. by means of following formula.

11. PACKING & MARKING


The conductors shall be wound in reels or drums conforming to IS: 1778-1980 Specification for
Reels and Drums for bare wire’ or the latest version thereof. As an alternative to wooden drum
supplier may also supply the conductors in nonreturnable painted steel drums.
After preparation of steel surface according to IS: 9954, synthetic enamel paint shall be applied
on one coat of primer. Wooden/Steel drum will be treated at par for evaluation purpose.
11.1Packing

12 INSPECTION
All tests and inspection shall be made at the place of manufacture unless otherwise especially
agreed upon by the manufacturer and purchaser at the time of purchase. The manufacturer shall

him that the material is being furnished in accordance with this Specification.

A. STEELTUBULAR POLES FOR OVERHEAD LINES


1. SCOPE:
This specification covers the general requirements towards design, manufacture, testing at
manufacturers works, supply and delivery for tubular steel poles of circular cross section (
swaged type ) for overhead lines.
2. STANDARD:
2.1 The tubular steel poles shall conform to the latest edition of Indian Standard specification
IS: 2713 (Part – I, III): 1980 or any other authoritative standards (as amended up-to- date)
except where specified otherwise in this specification.
2.2 SPECIFIC TECHNICAL REQUIREMENTS FOR TUBULAR STEEL POLES:
SWAGED TYPE
3. Topography and Climatic Condition:
3.1 The materials offered, shall be suitable for operation in tropical climate and will be
subjected to the sun and inclement weather and shall be able to withstand wide range of
temperature variation. For the purpose of design, average atmospheric temperature may
be considered to be 50ºC with humidity nearing saturation.
4. Materials:
4.1 The materials used in construction of tubular steel poles shall be of the tested quality of
steels of minimum tensile strength 540 SP 56.
4.2 The materials, when analysed in accordance with IS: 228 (Part-III:1 972) and IS : 228 (
Part-IX) shall not show sulpher and phosphorous contents of more than 0.060 percent
each.
4.3 In no case punching of holes in Steel tubular holes will be allowed. However in
exceptional cases holes using gas cutters may be allowed with an explicit permission of
AEE concerned. s
5. Types, Size and construction:
5.1 Tubular Steel Poles shall be swaged type.
5.2 Swaged poles shall be made of seamless or welded tubes of suitable lengths swaged and
jointed together. No circumferential joints shall be permitted in the individual tube
lengths of the poles. If welded tubes are used they shall have one longitudinal weld seam
only: and the longitudinal welds shall be staggered at each swaged joint.
5.3 Swaging may be done by any mechanical process. The upper edge of each joint shall be
chamfered if at an angle of about 45o. The upper edge need not be chamfered if a
circumferential weld is to be deposited in accordance with clause No. 5.3 2 of IS: 2713
(Part-I):1980.
5.4 The length of joints on swaged poles shall be in accordance with clause No. 5.4 of IS:
2713 (Par-I): 1980.
5.5 Poles shall be well-finished, clean and free from harmful surface defects. Ends of the
poles shall be cut square. Poles shall be straight, smooth and cylindrical. The weld joints,
if any, shall be of good quality, free from scale, surface defects, cracks, etc.
5.6 Tolerances for outside diameter, thickness, length, weight and straightness shall be in
accordance with IS: 2713 (Part-I): 1980.
5.7 The poles shall be coated with black bituminous paint conforming to IS: 158-1968
throughout, internally and externally, upto the level which goes inside the earth. The

remaining portion of the exterior shall be painted with one coat of red oxide primer as
specified in IS: 2074- 1979.
6. Earthing Arrangements:
6.1 For earthing arrangement a through hole of 14mm diameter shall be provided in each
pole at a height of 300mm above the planting depth.
7. Tests and Test Certificates:
7.1 The following tests shall be conducted on finished poles :
A. Tensile test and chemical analysis for sulpher and phosphorous,
B. Deflocation test,
C. Permanent set test, and
D. Drop test.
7.2 In addition to above verification of dimensions as per IS: 2713 (Part-III) : 1980 shall be
carried out during acceptance lots.
7.3 Number of poles selected for conducting different tests shall be in accordance to clause
No. 10.1.1 and No. 10.1.12: of IS: 2713 (Part-I) 1980.
7.4 Tests shall be carried out before supply of each consignment at the manufacturer’s woks
and test certificates should be submitted to the purchaser for approval prior to delivery.
7.5 Re-tests, if any, shall be made in accordance with IS: 2713 (Part-I) 1980.
7.6 Purchaser reserves the right to inspect during manufacturing and depute his
representative to inspect/test at the works.
7.7 If any extra cost is required for carrying out the above specified tests, the same shall be
borne by the supplier.
8. Marking:
8.1 The poles shall be marked with designation, manufacturer’s identification, year of
manufacture and name of the purchaser: Employer Name JKSPDC
8.2 The poles may also be marked with the ISI certification mark.
9. Guaranteed technical particulars:
9.1 The tenderer shall furnish all necessary guaranteed technical particulars in the prescribed
Performa enclosed hereinafter.
10. Performance:-
10.1 The supplier shall furnish a list of the major supplies effected during the last 3 (three)
years indicating the volume of supply and actual delivery dates along with the bids.
10.2 Supplier may not be considered if the past manufacturing experience is found to be less
that 3 (three) years.
11. Deviation:-
11.1 Any deviation in technical specification shall be clearly indicated with sufficient reasons
thereof. Purchaser shall however reserve the right to accept and/or reject the same
without assigning any reasons what-so-ever.

1. SCOPE: The specification provides for manufacture, testing before dispatch, supply and delivery
of (LT/11KV/33KV) Porcelain Pin Insulators as per the particulars given in the "Schedule of
Requirements" attached.
2. STANDARDS: The (LT/11KV/33KV) Pin Insulators shall conform to the following standards
with latest amendments if any. The tenders shall go through the IS thoroughly before making
their offer. The material shall be for use in moderately hot and humid tropical climate, conducive
to rust and fungus growth (A).

3. GENERAL REQUIREMENT:
i) The porcelain shall be sound, free from defects thoroughly verified and smoothly glazed.
ii) The design of Insulator should be such that, stresses due to expansion or and contraction
in any part of the insulator shall not lead to its deterioration. The porcelain shall not
engage directly with hard metal for 11 KV and 33 KV pin insulators.
iii) The glaze shall be Brown in colour –except for the screw threads and the top portion on
which the conductor is supported during firing which may be left unglazed, all other
surfaces of the insulator shall be effectively glazed.
4. TYPE AND DIMENSIONS: The dimensions and construction of (LT/11KV/33KV) Pin
Insulators should be as per IS mentioned in clause (2) with latest issues thereof.

6. BASIC INSULATION LEVELS: -


6.1 The test voltage of Pin insulators shall be as per the values given in Guaranteed Technical
Particulars
6.2 In this specification power frequency voltages are expressed as peak values divided by √2
and impulse voltages are expressed as peak values.
6.3 The withstand flashover voltages are referred to the reference atmospheric conditions.
7. The firm may offer insulators of higher creepage distance, but the mechanical and electrical
parameters of their product shall be as per the mechanical and electrical requirement in GTP
8. TESTS: -
i) All the tenderers must submit copies of type test certificates along with laboratory approved
drawings for the products offered by them. The Certificates shall be from any NABL
accredited laboratory, but not more than 5 years old as on date of opening the tender.
ii) Copy of type test certificate of each type offered must be submitted.
iii) The type test certificate shall be final and complete for all the tests as per the list of type tests
given in specification Cl.No.8.1of the specification.
iv) Failure to submit the type test certificates as described above shall be liable for rejection of
tender offer.
v) Routine test shall be carried out on every insulator as specified in IS in clause no.2 with latest
amendments. Details of test result on each of the insulator supplied, has to be submitted to
inspector for his perusal and verification.
vi) The insulators shall comply with the type tests as per IS in clause no.2 with latest
amendments.
8.1 TYPE TESTS: The following shall constitute the type tests. However, the test voltage value
shall be as per GTP.
a) Visual examination.
b) Verification of dimensions.
c) Visible discharge test.
d) Impulse voltage withstand test (+ve wave & -ve wave)
e) Impulse voltage flashover test (+ve wave & -ve wave)
f) Dry and wet power frequency voltage withstands test.

8.2 ACCEPTANCE TESTS: - From the offered lot, samples shall be drawn randomly as per the
criteria given. The firm has to arrange for carrying out all following acceptance tests at firms
works only at firm's cost in presence of inspector deputed by JKSPDC.
a) Verification of dimensions and Visual examination.
b) Temperature cycle tests.
c) Mechanical failing load test
d) Puncture test.
e) Porosity test.
f) Galvanizing test.
8.3 ROUTINE TESTS: - The following tests shall be carried out as routine tests by firm on each
insulator before offering the lot for inspection.
a) Visual examination.
b) Mechanical routine test
c) Electrical routine test
9. TEST CERTIFICATES: The test shall be carried out as per the IS before dispatch and the test
certificates shall be furnished for approval. Copies of type test certificates of identical materials
for each type with dimensional drawings shall invariably accompany the tender.
The type tests as specified in the IS should be carried out not later than 5 years from the date of
opening of bid.
10. PACKING: This shall be done in wooden crates suitable for rough handling.
11. GUARANTEED TECHNICAL PARTICULARS: The technical particulars as specified in the
IS shall be guaranteed and a statement of guaranteed particulars shall be furnished along with the
tender as per the enclosed format, without which, the tender will be liable for rejection
12. SAMPLES: Two Nos. samples of (LT/11KV/33KV) Pin Insulators shall invariably accompany
the tender. Tenders for which samples are not received by the stipulated date will be rejected.
13. MARKING: The Material shall be engraved with your trade mark, year of manufacture and
“JKSPDC” name shall be legibly and indelibly marked on the insulator similar to the supplier
name inscription on the insulator. Marking on porcelain shall be printed and shall be applied
before firing.

22 1. GENERAL TECHNICAL REQUIREMENTS

C. LT upto (1100 V) XLPE Insulated

SCOPE:
The scope of this specification covers the design, manufacture inspection and testing the finished ISI
marked LT (1100 volts, Single & 31/2 x25 Sq.mm to 400 Sq.mm stranded, compact aluminum conductor,
with XLPE insulated, PVC inner sheathed, galvanized steel strip armored/ unarmoured and overall PVC
sheathed Black colour cable conforming to IS:7098 /88 with latest amendments and as per specification
detailed.

1. GENERAL TECHNICAL REQUIREMENTS


1 The power and control cable shall, in general, comply with the relevant IEC/IS standards of
latest edition including amendments except to the extent explicitly modified in the specification
and shall also be in accordance with requirements specified in this section. A list of relevant
Standards are given in Annexure-I of Section – “General Technical Requirements”.
2 The design and workmanship shall be in accordance with the best engineering practices to ensure
satisfactory performance throughout the service life.
3 The cables shall be suitable for laying in racks, ducts, covered trenches, conduits and
underground-buried installation with chances of flooding by water.

4 The cables shall be designed to withstand all mechanical, electrical and thermal stresses under
steady state and transient operating conditions. The XLPE insulated LT power cables of sizes 240
sq. mm and above shall withstand without damage a 3 phase fault current of at least 45 kA for at
least 0.12 sec with an initial peak of 105 KA in one of the phases. The armour of these power
cables shall be capable of carrying 45 kA for at least 0.12 sec without exceeding the maximum
allowable temperature of PVC outer sheath.

5 The aluminum/copper wires used for manufacturing the cables shall be true circular in shape
before stranding and shall be of good quality, free from defects. All aluminum used in the cables
shall be H2 grade.

6 The fillers and inner sheath shall be of non hygroscopic, fire retardant material, shall be softer
than insulation. Outer sheath shall be suitable for the operating temperature of the cables.
7 Progressive sequential marking of the length of cable in metres at every one metre shall be
provided on the outer sheath of all cables.

8 Suitable chemicals shall be added to the outer sheaths of all cables to protect them from rodent
and termite attack. These chemicals shall not have any harmful effect on the human being.

9 The cables shall have Outer sheath of material with an oxygen index of not less than 29 as per
ASTMD-2863 and temperature index of not less than 250 deg C.

10 Strip wire armouring method (a) mentioned in Table 5, Page-6 of IS: 1554 (Part 1) – 1988 shall not
be accepted for any of the cables. For control cables, only round wire armouring shall be used.

11 The normal current rating of all PVC insulated cables shall be as per IS: 3961.

12 The XLPE insulated cables shall be capable of withstanding a conductor temperature 250 deg C
during a short circuit and PVC insulated cables shall be able to withstand a conductor
temperature of 160 deg C during short circuit.

13 All the cables shall pass fire resistance test as per IS:1554 (Part-I)

14 Allowable tolerance on the overall diameter of cables shall be  2mm.

15 Repaired cables shall not be accepted.

D. SPECIFIC TECHNICAL REQUIREMENTS

The technical parameters of the Power and Control cables are detailed in Section – “Specific
Technical Requirements” of the specification.

a. GUARANTEED AND OTHER TECHNICAL PARTICUALRS

The tenderer shall furnish all the guaranteed and other technical particulars for the cables
offered by him as called for in Section – “Guaranteed and Other Technical Particulars”. Any
other particulars considered necessary may also be given in addition to those listed in that
Section.

b. DRAWINGS/DOCUMENTS
In addition to any other drawings, which the tenderer may like to supply, five (5) sets of the
following drawings/manuals must be submitted during detailed engineering:

i) Drawing showing sectional view of cables.


ii) Technical and descriptive literature giving details of the cables offered.
iii) Type test reports.
iv) Tables of rating factor for correction of current rating for variation from standard
condition to installation condition.
v) Test facilities available at the supplier’s works.

c. LT POWER CABLES

a. The XLPE insulated 1100 V grade power cables shall be of FRLS type, of category C1 conforming
to IS: 7098 Part I (as amended up to date). The conductor shall be stranded aluminum, circular /
shaped and compacted. In multi core cables, the core shall be identified by red, yellow, blue
and black coloured strips or colouring of insulation. A distinct inner sheath shall be provided in
all multi core cables. For multi core cables the inner sheath shall be of extruded PVC of type ST-2
of IS: 5831. Armouring for single core cables shall be aluminum strips/wires. Outer sheath for all
cables shall be extruded PVC of type ST- 2 of IS: 5831.

b. The PVC insulated 1100 V grade power cables shall be of FRLS type, of
category C1 conforming to IS: 1554 (Part I) (as amended up to
date) and shall be suitable for a steady conductor temperature of
70 Deg. C. The conductor shall be stranded aluminium. The
insulation shall be extruded PVC of Type A of IS: 5831. The inner
and outer sheath shall be of extruded PVC of Type ST-I of IS: 5831.
A distinct inner sheath shall be provided in all multi core cables.
The armour shall be aluminum wire or strip for single core cables
conforming to IS: 3975.

d. CABLE DRUMS

a. Cables shall be supplied in non-returnable wooden/steel drums of heavy construction. For


wooden drums, the wood used for construction of the drum shall be properly seasoned, sound
and free from defects. Wood preservative shall be applied to the entire drum.

b. The standard lengths for each size of power and control cables shall be 500/1000 meters. The
Purchaser shall have the option of cable drums with non-standard lengths. The cable length per
drum shall be subject to tolerance of + 5% of the standard drum length. However, the total
quantity of cable after taking into consideration of all cable drums shall be within the tolerance
of +2%.

c. A layer of waterproof paper shall be applied to the surfaces of the drums and over the outer
most cable layer.

d. A clear space of at least 40 mm shall be left between the cable and the lagging.

e. Each drum shall carry the Manufacturer’s name, Purchaser's name, address and contract
number, item number and type, size and length of cable, net and gross weight stenciled on both

sides of drum. A tag containing the same information shall be attached to the leading end of the
cable. An arrow and suitable accompanying wordings shall be marked on one end of the reel
indicating the directions in which it should be rolled.

f. Packing shall be sturdy and adequate to protect the cables from any injury due to mishandling
or other conditions encountered during transportation, handling and storage. Both cable ends
shall be sealed with PVC/rubber caps so as to eliminate ingress of water during transportation,
storage and erection.

e. IDENTIFICATION MARKINGS

To identify the cables as JKSPDC’s property it is necessary to emboss or print "JKSPDC," and
also the name or trade mark of the manufacturer alternatively at every 1.0 meter interval
on all the cables.

f. INSPECTION AND TESTING

a. Tests and inspection of cables shall in general be in accordance with requirement of


Section - “General Technical Requirements”.

b. PVC insulated power and control cables shall comply with all type tests and be subjected
to all routine and acceptance tests as per IS: 1554 (as amended up to date). XLPE
insulated power cables shall comply with all type tests and be subjected to all routine an
acceptance tests as per IS: 7098 (as amended up to date).

c. The type tests on cables shall be conducted on each type and size of cables offered.

d. Following type tests as per IS: 7098 (Part 1) including its amendments and additional
type tests shall be carried out on 1.1 kV grade XLPE insulated cables:

k) RATED VOLTAGE:

1 The rated voltage of the cable shall be 1100 Volts AC with the highest system voltage of 1100 Volts
between phases of the effectively earthed three-phase transmission system.
2 The cables shall be capable of operating continuously under the system frequency variation of ± 3 Hz,
voltage variation of ± 10% and a combine d frequency – voltage variation of ± 10%.

l) APPLICABLE STANDARDS:

i) Unless otherwise stipulated in the specifications, the latest version of the following Standards shall be
applicable:
IS 7098 (Part 2)-Cross-linked Polyethylene insulation for Cables.
IS 8130-Conductors for insulated electrical cables and flexible cords.

1 - Elastomeric and thermoplastic insulated cables.

ii) The cables manufactured to any other International Standards like BSS, IEC or equivalent standards not less
stringent than Indian Standards are also acceptable. In such cases the Manufacturer shall enclose a copy of
the equivalent international standard, in English language.

m) CONSTRUCTION:

1. Conductor: - The cable conductor shall be made from stranded aluminum to form compact sector shaped
conductor having resistance within the limits specified in IS:8130/1984 and any amendment thereof. The
wires shall be laid up together with a suitable right hand lay. Stranded Class 2 – as per the IS:8 130 / IEC
60228/ BS 6360 standards.

2. Insulation: - The insulation shall be cross linked polyethylene applied by extrusion and shall be steam
(wet) cured as pre IS:7098(1)1988 and curing in hot water tank/bath is not accepted.:

i) The XLPE insulation should be suitable for specified 1.1 KV system voltage.

ii) The manufacturing process shall ensure that insulations shall be free from voids.

iii) The insulation shall withstand mechanical and thermal stresses under steady state and transient operating
conditions.

iv) The insulation of the cable shall be high stranded quality, specified in IS:7098 (Part-II/1985). Withstand
continuous conductor temperature of 90 deg C, which means higher continuous rated current carrying
capacity.

v) The cables can operate even at conductor temperature of 130 deg C continuously and
250 deg C during a Short Circuit condition

3. SHEATH :
The sheath shall be suitable to withstand the site conditions and the desired temperature. It should be of
adequate thickness, consistent quality and free from all defects. The PVC sheath shall be extruded as per
IS:7098 (Part – I/1988). IEC:60502 Part– I,BS:6622, LSOH to BS:7835.

4. ARMOUR :
Armoring shall be applied over the inner sheath with single galvanized steel complying with the
requirements of IS:3975/1979. The dimensions of the galvanized strip shall be as specified in table 4 of the
IS:7098/Part-I/1988. The armour wire shall be applied as closely as practicable. The direction of the lay of
the armour shall be left hand. The joints in armour wire shall be made by brazing or welding and the
surface irregularities shall be removed. A joint in any wire shall be atleast 300mm from the nearest joint in
any other armour wire in the complete cable and shall be as per IS:7098 Part 1, IS: 3975.

The cable without armouring shall also be accepted of type detailed in price schedule.

OUTER SHEATH : Extruded PVC ST2, outer sheath as per IS:5831/1984, IS:7098

Part 1, IEC:60502 Part – 1, BS:6622, LSOH to BS:78 35. shall be applied over armoring with suitable
additives to prevent attack by rodents and termites. Outer sheathing shall be designed to offer high degree
of mechanical protection and shall also be heat, oils, chemicals, abrasion and weather resistant. Common
acids, alkalis, saline solutions etc., shall not have adverse effects on the PVC sheathing material used.

i) The cables should be suitable for use in solidly earthed system.

ii) The power cables shall be manufactured to the highest quality, best workmanship with scientific material
management and quality control. The Manufacturer shall furnish the quality plan, giving in detail the quality
control procedure / management system.

iii) The cable shall be suitable for laying in covered trenches and/or buried underground to meet the outdoor
application purposes.
iv) The parameters of the LT power cables to be supplied shall be as specified below

p) DESIGN CRITERIA:

i. The cables that are covered in these specifications are intended for use outdoor , under the climatic
conditions and installation conditions described in the technical specification.

ii. For continuous operation of the cables, at specified rating, the maximum conductor temperature shall be
limited to the permissible value as per the relevant standard, generally not exceeding 90°C under normal
operation and 250°C under short – circuit conditions.

iii. The cables in service will be subject to daily load cycles, of two peaks during a day; morning peak and
evening peak, with around 25% to 50% loading during the nights.

iv. The materials used for outer sheaths shall be resistant to oils, acids and alkalis.

v. The cables shall have the mechanical strength required, during handling and laying.

vi. The cables shall be designed to withstand the thermo-mechanical forces and electrical stresses during
normal operation and transient conditions.

q) MANUFACTURE PROCESS:

Cross-linking of the insulation materials (pre compounded polyethylene) shall be conforming to IS: 7098
(Part – II) and the proof of purchase of the above insulating material shall be submitted and is to be offered
for stage inspection..

r) MATERIALS:

i. Conductor: -The conductor shall be of stranded construction. The material for conductor shall consist of
the plain aluminum of H2 or H4 grade as per clause – 3 of IS 8130/ 1984.

ii. The minimum number of wires shall be 53 for circular compacted 400 sq. mm aluminum conductor as per
table – 2 of IS 8130/ 1984.

s) CORE IDENTIFICATION:

i. The core identification for 31/2 core cables shall be provided, by suitable means, like, by application of
individual colour or colored stripes, or by numerals or by printing on the cores as per clause 13 of IS: 7098 -
Part 2

ii. For identification of different coloring of XLPE Insulation, or by using colored strips, red, yellow and blue
colors respectively shall be used to identify the phase conductors.

t) LAYING UP OF CORES:

The cores shall be laid together with a suitable right hand lay. The interstices at the center shall be filled
with a non- hygroscopic material.

u) INNER SHEATH (COMMON COVERING):

(i) The laid up cores shall be provided with inner sheath applied either by extrusion. It shall be ensured that
the shape is as circular as possible. The inner sheath shall be so applied that it fits closely on the laid up
cores and it shall be possible to remove it without damage to the insulation.

(ii) The thickness of the inner sheath (common covering) shall be given as follows:

(iii) IDENTIFICATION:

The outer sheath shall have the following information embossed or indented on it; ISI marking, the
manufacturer’s name or trade mark, the voltage grade, the year of manufacture and the letters “DDUGJY,
Name of Employer” The identification shall repeat every 300/350mm along the length of the cable. Outer
sheath of cable shall be black in permanent colour.

x) INSPECTION AND QUALITY CONTROL:

The Manufacturer shall furnish a complete and detailed quality plan for the manufacturing process of the
cable. All raw materials shall conform to relevant applicable standards and tested for compliance to quality

physical and dimensional parameters, for verification to compliance to the standards. The Manufacturer shall
arrange, for inspection by the purchaser, during manufacture with one month advance notice for verifying
the various stage inspections as specified in the quality assurance plan enclosed to verify the quality control
process of the Manufacturer.

y) TYPE TESTS:
Type test certificates from Accredited NABL Testing Laboratories for 1.1 kV XLPE, shall be submitted along

(v) Insulation resistance (volume resistivity) test.

1. ROUTINE TEST:

The following shall constitute routine tests:


o Conductor resistance test.
o High voltage test.

2. DETAILS OF TESTS:

i. Unless otherwise mentioned in this specification, the tests shall be carried out in accordance with
appropriate part of IS: 10810.

ii. High Voltage Test at room temperature:


The cables shall withstand a voltage of 3KV AC (rms) at a frequency of 40 to 60 Hz or an AC voltage of
7.2kV , between conductors and between conductors and ECC ( if any) for a period of 5 minutes each test
connection.

iii. Flammability test: Period of burning after removal of the flame shall not exceed 60 seconds and the
unaffected (uncharred) portion from the lower edge of the top clamp shall be at least 50-mm.
Employer reserves the right to select a random sample of 1.1 kV UG cable from the Manufacturer’s end
which are ready to dispatch and also ongoing cable laying works and the same samples will be sent to any
testing laboratory as desired by Employer. If the testing results are found to be not satisfactory Employer
reserves the right to reject the entire batch of cable received and insists for replacement of material free of
cost. The decision of Employer in this regard is final.

3. PACKING:

i. The cables, as per specified delivery lengths, shall be securely wound /packed in non-returnable wooden
drums, capable of withstanding rough handling during transport by Rail, Road, etc. The packing should
withstand storage conditions in open yards. The cable drums shall conform to IS 10418-1982 or equivalent
standard. The dimensional drawings of wooden drums shall be furnished with the Purchase order. The drum
shall be provided with circumferential lagging of strong wooden planks. The end of the cable shall be sealed
with good quality heat shrink sealing caps. The sufficiently required additional sealing caps shall be supplied
for use of testing during laying and jointing at site and to seal spare lengths of cable. The packing should be
able to withstand the rigorous of transport. The following information in bold letters in English shall be
painted on the flanges.

4. SEALING OF CABLE ENDS ON DRUMS:


i. The cable ends shall be sealed properly so that ingress of moisture is completely prevented. The individual
core endings shall be sealed effectively with water resistant compound applied over the core and provided
with a heat shrinkable or push-on or Tapex or cold shrinkable type cap of sufficient length with adequate
cushion space so that the conductor does not puncture the cap in case of movement of the core during
unwinding or laying. Before sealing, the semi conducting layer on the cores may be removed for about 2
mm at each end, to facilitate checking the insulation resistance from one end, without removing the sealing
cap at the other end.

ii. The three cores should have an overall heat shrinkable or push-on or Tapex or cold shrinkable type cap with
adequate end clearance, and sufficient cushioning to prevent puncturing of the overall sealing cap due to
stretching of the cores. The sealing cap shall have sufficient mechanical strength and shall prevent ingress
of moisture into the cable. The ends of single core cables shall also be sealed on the same lines to prevent
entry of moisture.

5. CABLE LENGTHS:

The cables shall be supplied in continuous lengths of 500 m or more with 5% tolerance and cable shall on
the wooden drums only.

6. QUANTITY TOLERANCE:

A +3% tolerance shall be allowed on the ordered quantity including 300-m cable as spare.
7. MARKING:

i. The packed cable drum shall carry the following information, clearly painted or stenciled.

10. GUARANTEE: The cable manufactured shall be guaranteed for the period of 18 months from the
date of receipt at stores.

11. The Manufacturer shall furnish a copy of valid BIS licence for ISI marking without which the

1. APPLICABLE STANDARDS:
The mild steel shall conform to IS: 2062 grade ‘a’ modified upto date or equivalent international
standard for steel materials, documents for which shall be made available at the time of inspection
to the owner’s representative.

2. GENERAL REQUIREMENTS:
Material shall be supplied as per the following sizes:

100x50X6 ISMC channel conforming to IS: 2062 grade ‘a’ modified upto date or its equivalent
International Standard having length ranging from 5.5 to 13.5 meters.

50x50x6 mm ISA angles conforming to IS: 2062 grade ‘a’ modified upto date or its equivalent
international standard having length ranging from 5.5 to 13.5 meters.

3. GALVANISATION:
All above steel members shall be fabricated as per approved drawing having smooth edge, drilled

not be less than 610gm/sq. meter for all structural steel members. All weld shall be 6mm filled

BOLTS AND NUTS
 All bolts and nuts shall conform to IS: 6639 and shall be galvanized as per IS: 1367 – Part 13)/IS-
2629. All bolts and nuts shall have hexagonal heads, the heads being forged out of solid truly
concentric, and square with the shank, which must be perfectly straight.

 Bolts upto M16 and having length upto 10 times the diameter of the bolt should be manufactured
by cold forging and thread rolling process to obtain good and reliable mechanical properties and
effective dimensional control. The shear strength of bolt for 5.6 grade should be 310 MPA
minimum as per IS – 12427. Bolts should be provided with washer face in accordance with IS:
1363 Part – I to ensure proper bearing.

 Nuts should be double chamfered as per the requirement of IS: 1363 Part – III 1984. The
manufacturer should ensure that nuts should not be over tapped beyond 0.4 mm oversize on
effective diameter for size upto M16.

 Fully threaded bolts shall not be used. The length of the bolt shall be such that the threaded
portion shall not extend into the place of contact of the component parts.

 All bolts shall be threaded to take the full depth of the nuts and threaded enough to permit the
firm gripping of the component parts but no further. It shall be ensured that the threaded portion
of the bolt protruded not less than 3 mm and not more than 8 mm when fully tightened.

 All nuts shall fit and tight to the point where shank of the bolt connects to the head. Flat washers
and spring washers shall be provided wherever necessary and shall be of positive lock type.
Spring washers shall be electro-galvanised.

 The thickness of washers shall conform to IS: 2016.

 The Bidder shall furnish bolt schedules giving thickness of components connected the nut and the
washer and the length of shank and the threaded portion of bolts and size of holes and any other
special details of this nature.

 To obviate bending stress in bolt, it shall not connect aggregate thickness more than three time its
diameter. Bolts at the joints shall be so staggered that nuts may be tightened with spanners
without fouling.

 To ensure effective in-process Quality control it is essential that the manufacturer should have all
the testing facilities for tests like weight of zinc coating, shear strength, other testing facilities etc,

in-house. The agency should also have proper Quality Assurance system which should be in line
with the requirement of this specification and IS –14000 services Quality System standard.

 Fasteners of grade higher than 8.8 are not to be used.


RAW MATERIALS
MS round 16mm / 12mm used shall be tested for quality as per IS: 2062 Gr. “A”.

GALVANISATION
The bolts & Nuts shall be ISI Marked Mild Steel of Black Grade “B” and shall be round with
hexagonal head. The finished product shall be hot dip galvanized. The mass of zinc coating on pins
shall be as per Clause-4 of IS: 4759-
1979 and in case of Nuts shall be as per Clause No.”4” of IS: 1367 (Part-XIII)-1983having zinc
coating not be less than 610 gm/sq meter.

OTHER
The Bolts and Nuts shall be manufactured by Hot/Cold forging process neatly and cleanly finished
and shall have metric threads as per IS: 4218/1967 with its latest amendments.

The dimensions of the bolts & nuts and tolerances should conform to IS: 1363 with their latest
amendments in all respect. The eccentricity and angular errors of various elements shall be within
specified limits as per IS: 1367/1967 with its latest amendments. The bolts & nuts shall be free from
forging and threading defects such as cuts, splits, burns, bulging, taper, eccentricity, loose fill etc.
which may affect their serviceability.

The bolt heads and nuts shall be chamfered on one face only and other face shall be machined made.
Mechanical property requirement of tester shall conform to IS: 1367 (Part-III) 1979 property class 4.6
for bolts & property class-5 for nuts as per IS: 1367 (Part VI) – 1980.
The bolts & nuts shall be supplied in well-cleaned conditions and suitably protected against corrosion
in individual bags of 50 kgs.

ACCEPTANCE TESTS
The tenderer should furnish test certificate from his own/recognized Govt. Laboratory giving the
results of tests as per IS: 1367 (Part-III) –1979 & IS: 1367 (Part-VI) 1980 witnessed by Board’s
inspecting officer for each lot under inspection. The test certificate shall be in respect of the following
for all sizes of both bolts & nuts as applicable given below:-
a) Galvanizing Test: The uniformity of zinc coating and Wt. of zinc coating for pins and nuts shall
be verified as per requirements of IS: 2633/1972.
b) Dimensional particulars (Sampling in accordance with IS: 2614 for both bolts & nuts (tolerance
as per drawing).
c) Tensile strength test on full size (for bolts min. 400 N/ Sq.mm and for Nuts. Proof Stress (Min
610 N/Sq. mm).
d) Power load test on full size bolts and M-12-51400 N for 15 Sec.
e) (with Head soundness tests for bolts (no fracture).

PRE-DESPATCH INSPECTION AND TEST


The contactor shall arrange to carryout acceptance tests in presence of Board’s inspecting officer in his
own laboratory. In case testing facilities are not available at his works he will make necessary
arrangements for carrying out these tests at a Govt. recognized lab at his own expense(s) and will provide
all testing arrangement for Board’s representative to witness the tests.

MARKINGS
On the bolt head, there shall be identification marking of the manufacturer as well as property class “4.6”.
If possible property class “5” shall be marked on Nuts also. Further “ISI Mark” shall be marked on Sunny
Bags for proper identifications.

TECHNICAL SPECIFICATION FOR 11KV & 33KV DISC INSULATORS

1. SCOPE :
This specification covers the details of the porcelain insulators and insulator fittings for use on
33KV & 11KV lines in rural electric sub-transmission systems. The Porcelain insulators shall
conform to IS: 731-1971ammended upto date. Insulators shall be of Tongue & Clevis type
(T&C).Disc insulators made of glazed porcelain shall be used as insulators on dead ends or on
suspension type lines of 11 KV and above. Tongue & Clevis type (T & C) disc insulators of
mechanical strength not less than 45KN for 11KV lines and 70KN for 33KV lines shall be used
confirming to IS: 731/1971. These shall be mounted on metallic cross-arms with the help of
suitable non-magnetic galvanised iron hardware fittings. Small fittings like spring washers, nuts
etc may be electro-galvanised.

5. General Requirements
i) The Porcelain insulators shall generally conform to IS:731-1971 and any amendments up
to date to the same
ii) Conductors: The Disc Insulators will be used on lines on which the conductors will be
A.A.A. Conductor of size up to 100 sq. mm. The insulators should withstand the
conductor tension, the reversible wind load as well as the high frequency vibrations due
to wind.
iii) Type
a) Insulator shall be suitable for both the suspension and strain type of load & shall be
of Tongue and Clevis type. The insulators shall conform to Type ‘B’ of IS:731-1971.
b) Diameter of porcelain disc insulator shall be 255mm . The center to center distance
between Tongue and Clevis shall be 145mm.
c) Insulator Ends. Disc Insulators shall have Tongue and Cleave ends. The security
clips will have to be provided as per fig. 25 of I.S. 2486 (Part-2) 1989 ( amended up
to date) REC Specification 3/1971(Revised 1993).
d) The colour of the units shall be brown for 45 KN and 70KN Disc Insulators.
e) The number of units to be used both on suspension and tension strings shall be as
given below :

6. String Insulator Fittings


6.1 General Requirements
6.1.1 All forgings and castings shall be of good finish and free of flaws and other defects.
The edges on the outside of fittings, such as at the ball socket and holes, shall be
rounded.

6.1.2 All parts of different fittings which provide for interconnection shall be made such
that sufficient clearance is provided at the connection point to ensure free movement
and suspension of the insulator string assembly. All ball and socket connections shall
be free in this manner but care shall be taken that too much clearance between ball
and socket is avoided.
6.1.3 All ferrous fittings and the parts other than those of stainless steel, shall be
galvanised. Small fittings like spring washers, nuts, etc. may be electro-galvanised.
6.2 Type and Dimensions
6.2.1 Only ball and socket type insulator sets shall be used. The nominal dimensions of the
ball and sockets, ball eye and cross-arm straps shall be as per relevant IS
Strain clamps shall be suitable for ACSR conductors 6/4.72mm + 7/1.57 mm
(100 mm2 Al. area). The ultimate strength of clamps shall be as per relevant
IS
7. Tests :
Suitable number of individual units and complete string shall be subject to the following tests in
accordance with IS:731/1971 with its latest amendments.
i) Type Tests: Following Type test shall be carried out on porcelain insulators as specified
in IS: 731 /971 amended up to date.

8. The tenderer shall furnish detailed type test reports of the offered Disc Insulators as per clause 7
of the Technical Specifications at the NABL approved laboratories to prove that the Disc
Insulators offered meet the requirements of the specification. These Type Tests should have been
carried out within five years prior to the date of opening of this tender.
i) Their offered Disc Insulators are already fully type tested at approved Laboratory
CPRI/NABL within five years prior to the date of opening of this tender.
ii) There is no change in the design of type tested Disc Insulators and those offers against
this tender.
iii) Such tenderers complying (i) and (ii) above shall furnish an undertaking in the format
schedule.
The purchaser reserves right to demand repetition of some or all the Type Test in
presence of purchaser’s representative at purchaser’s cost. For this purpose, the tenderer
shall quote unit rates for carrying out each Type Test. However, such unit rates will not
be considered for evaluation of the offer. In case the unit fails in the Type Tests, the
complete supply shall be rejected.

9. Testing Facilities :
The tenderer must clearly indicate what testing facilities are available in the works of the
manufacturer and whether facilities are adequate to carry out all Routine & acceptance Tests.
These facilities should be available to Board's Engineers if deputed or carry out or witness the
tests in the manufacturer works. If any test cannot be carried out at the manufacturer's work, the
reasons should be clearly stated in the tender. The insulators shall be tested in accordance with
the procedure detailed in IS-731/1971 amended up to date.

10. Material Quality and Workmanship :


The quality of porcelain and hardware in case of porcelain insulators and core & housing in case
of polymeric insulators shall be of the highest grade and best workmanship such as is suitable and
customary for extra high tension lines and shall conform to current IS or IEC (only in absence of
the relevant I.S.S.).
The porcelain shall be sound, free from defect, thoroughly vitrified and smoothly glazed and
brown in colour.
Unless otherwise specified the glaze shall cover all exposed porcelain parts of the insulator.
Glazing shall be uniform and free from defects. Small and isolated defects in the insulator glaze
of a total surface less than 0.5 sq.cm. will however be ignored. Deviation on this account may be
supported by relevant IS.
11. Mechanical Design :
The design shall be such that stresses due to expansion and contraction in any part of insulator
shall not lead to deterioration.
Cement used in manufacture of the insulators shall not cause fracture due to expansion or
loosening due to contraction.

The tender shall be accompanied with the detailed drawings showing the dimensions of the
individual Disc giving all the design dimensions of various component parts. The drawing for
Insulators should clearly show the method of cementing the porcelain to the metal caps and balls.
Generally it shall be as per IS.
13. Markings:
13.1 Each insulator shall be legibly and indelibly marked to show the following :
a) Name or trade mark of the manufacturer.
b) Voltage Type
c) Month and year of manufacturing.
d) Electromechanical strength in KN
e) Property of JKSPDC.
13.2 The “W” clip shall be marked with/punched with the ball and socket sizes for which it is
meant e.g.16B, 20 etc.
13.3 Marking on porcelain shall be printed and shall be applied before firing.

14. Packing
14.1 For packing of strain clamps and related hardware, double gunny bags (or wooden cases, if
deemed necessary) shall be employed. The heads and threaded portions of pins and the
fittings shall be properly protected against damage. The gross weight of each packing shall
not normally exceed 50 Kg. Different fittings shall be packed in different bags or cases and
shall be complete with their minor accessories fitted in place. All nuts shall be hand-
tightened over the bolts and screwed upto the farthest point.
14.2 The packages containing fittings may also be marked with the ISI certification mark

1. SCOPE
This Specification covers porcelain guy strain insulators for use in rural electrification system.
2. APPLICABLE STANDARDS
Unless otherwise modified in this specification, the insulators shall comply with IS: 5300-1969 or
the latest version thereof.
3. GENERAL REQUIREMENTS
3.1 The porcelain insulator shall be sound, free from defects, thoroughly vitrified and
smoothly glazed.
3.2 The design of the insulator shall be such that the stresses due to expansion and
contraction in any part of the insulator shall not lead to its deterioration.
3.3 The glaze, unless otherwise specified, shall be brown in colour. The glaze shall cover the
entire porcelain surface parts except those areas that serve as supports during firing.
4. TYPE OF INSULATORS
4.1 The standard guy strain insulators shall be of designations ‘A‘ and ‘C‘ as per IS:5300.
4.2 The recommended type of guy strain insulators for use on guy wires of overhead lines
ofdifferent voltage levels are as follows :

H. DANGER NOTICE PLATES


1. SCOPE
This Specification covers Danger Notice Plates to be displayed in accordance with rule No. 35 of
Indian Electricity Rules, 2003.
2. APPLICABLE STANDARDS
Unless otherwise modified in this specification, the Danger Notice Plates shall comply with IS:
2551-1982 or the latest version thereof.
3. DIMENSIONS
3.1 Two sizes of Danger Notice Plates as follows are recommended:
a) For display at 415 V installations - 200x150mm
b) For display at 11 KV (or higher voltages) installations - 250x200mm
3.2 The corners of the plate shall be rounded off.
3.3 The location of fixing holes as shown in Figs. 1 to 4 is provisional and can be modified to suit the
requirements of the purchaser.
4. LETTERINGS
All letterings shall be centrally spaced. The dimensions of the letters, figures and their respective
position shall be as shown in figs. 1 to 4. The size of letters in the words in each language and
spacing between them shall be so chosen that these are uniformly written in the space earmarked
for them
5. LANGUAGES
5.1 Under Rule No. 35 of Indian Electricity Rules, 2003, the owner of every medium, high and extra
high voltage installation is required to affix permanently in a conspicuous position a danger
notice in Hindi or English and, in addition, in the local language, with the sign of skull and bones.
5.2 The type and size of lettering to be done in Hindi is indicated in the specimen danger notice plates
shown in Fig. 2 and 4 and those in English are shown in Figs. 1 and 3.
5.3 Adequate space has been provided in the specimen danger notice plates for having the letterings
in local language for the equivalent of' Danger',' 415' '11000' and 'Volts'.
6. MATERIAL AND FINISH
The plate shall be made from mild steel sheet of at least 1.6mm thick and vitreous enameled
white, with letters, figures and the conventional skull and cross-bones in signal red colour (refer
IS:5-1978) on the front side. The rear side of the plate shall also be enamelled.
7. TESTS
The following tests shall be carried out :
i) Visual examination as per IS:2551-1982
ii) Dimensional check as per IS:2551-1982
iii) Test for weather proofness as per IS:8709-1977 (or its latest version)
8. MARKING
Maker's name and trade mark and the purchaser's name shall be marked in such a manner and
position on the plates that it does not interfere with the other information.
9. PACKING
The plates shall be packed in wooden crates suitable for rough handling and acceptable for
rail/road transport.

I. EARTHING COIL

Earthing Coils shall be fabricated from soft GI Wire Hot Dip Galvanized. The Hot Dip galvanized wire
shall have clean surface and shall be free from paint enamel or any other poor conducting material. The
coil shall be made as per REC constructions standard (Refer tender drawing No. REC-XI Plan-Gen-005).
The Hot Dip galvanizing shall conform to IS:2629/1966, 2633/1972 and 4826/1969 with latest
amendments. Galvanizing should be heavily coated and should stand for the following tests.

Galvanizing Tests
i) Minimum Mass of Zinc
a) ON GI Wire used 280 cm/m2
b) After Coiling – 266 gm/m2. The certificate from recognized laboratory shall be submitted
towards mass of zinc.
ii) Dip TestShall stand 3 dips of 1 minute and one dip of ½ minute before coiling and 43 dips of 1
minute after coiling as per IS : 4826/1979.

THE DIMENSIONAL REQUIREMENT SHALL BE AS FOLLOWS

1. 20 MM DIA STAYS SETS FOR 33KV LINES (GALVANIZED)
THE STAY SET (LINE GUY SET) WILL CONSIST OF THE FOLLOWING COMPONENTS:

a) ANCHOR ROD WITH ONE WASHER AND NUT:


Overall length of Rod should be 1800mm to be made out of 20mm dia GS Rod, one end
threaded upto 40mm length with a pitch of a threads per cm. And provided with one square
G.S. Washer of Size 50x50x1.6mm and one GS Hexagonal nut conforming to IS:1367:1967
& IS:1363:1967. Both washer & nut to suit the threaded rod of 20mm. The other end of the
rod to be made into a round eye having an inner dia of 40mm with best quality welding.
Dimensional and other details are indicated and submitted by bidders for owner’s
approval before start of manufacturing.

b) ANCHOR PLATE:
Size 300x300x8mm: To be made out of G.S. Plate of8mm thickness. The anchor plate to
have at its centre 22mm dia hole.

c) TURN BUCKLE, EYE BOLT WITH 2 NUTS:


To be made of 20mm dia G.S. Rod having an overall length of 450 mm. One end of the
rod to be threaded upto 300mm length with a pitch of 4 threads per cm. The 20mm dia bolt so
made shall be provided with two G.S. Hexagonal nuts of suitable size conforming to
IS:1637/1967 & IS:1363/1967. The other end of the rod shall be rounded into a circular eye
of 40mm inner dia with proper and good quality of welding. Welding details are to be
indicated by the bidder separately for approval.

d) BOW WITH WELDED CHANNEL:


To be made out of 16mm dia G.S. Rod. The finished bow shall have and overall length of
995 mm ad height of 450 mm. The apex or top of the bow shall be bent at an angle of 10R.
The other end shall be welded with proper and good quality welding to a G.S. Channel
200mm long having a dimension of 100x50x4.7 mm. The Channel shall have 2 holes of 18
mm dia and 22 dia hole at its centre.

e) THIMBLE 2 Nos.:
To be made of 1.5mm thick G.S. sheet into a size of 75x22x40mm and shape as per
standard.

f) GALVANISING: The complete assembly shall be hot dip galvanised.

g) WELDING: The minimum strength of welding provided on various components of 20mm


dia stay sets shall be 4900 kg. Minimum 6mm filet weld or its equivalent weld area should be
deposited in all positions of the job i.e. at any point of the weld length. The welding shall be
conforming to relevant IS: 823/1964\ or its latest amendment.

specification IS: 4218:1967 (ISO Metric Screw Threads). The Nuts shall be conforming to
the requirements of IS: 1367:1967 and have dimension as per IS 1363:1967. The mechanical
property requirement of fasteners shall confirm to the properly clause 4.6 each for anchor
rods and Eye bolt and property clause 4 for\ nuts as per IS: 1367:1967. AVERAGE WEIGHT
OF FINISHED 20MM STAYS SET: 14.523 KG. (MIN.) (EXCLUDING NUTS THIMBLE
& WASHER): 15.569 KG. (MAX.)

2. TEST CERTIFICATE:
The contractor shall be required to conduct testing of materials at Govt./Recognized
testing laboratory during pre – dispatch inspection for Tensile Load of 3100 Kg/4900 Kg. applied
for one minute on the welding & maintained for one minute for 16 mm and 20 mm dia stay sets
respectively.
3. IDENTIFICATION MARK:
All stay sets should carry the identification mark of word JKSPDC Plan and size of the
stay set. This should be engraved on the stay plate and on stay rods to ensure proper identification
of the materials. The nuts should be of a size compatible with threaded portion of rods and there
should be no play or slippage of nuts. Welding wherever required should be perfect and should
not give way after erection.

The bidder shall use ISS, however, wherever this standard is not available, corresponding IEC
may be followed. Material conforming to ISS or the internationally accepted standards, which
ensure equal or higher quality than the standards mentioned above, would also be acceptable. In
case the Bidders who wish to offer material conforming to the standards, salient points of
difference between the standards adopted and the specific standards shall be clearly brought out
in relevant schedule. Four copies of such standards with authentic English translations shall be
furnished along with the other.

The equipment shall be for safe operation in moderately hot and humid tropical climate,
conducive to rust and fungus growth.
4. PRINCIPAL PARAMETERS OF THE TRANSFORMER The transformer shall be suitable
for outdoor service as step down transformer. The electrical parameters of the transformer shall
be as follows:

5. NO-LOAD VOLTAGE RATIO The no-load voltage ratio shall be 11000/433 V.


6. TEMPERATURE RISE The transformer shall be capable of operating continuously at its
normal rating without exceeding the temperature rise limit. The temperature rise shall not exceed
the limits of 40°C (measured by resistance) for transformer windings and 35°C (measured by
thermometer) in top oil above the ambient temperature when tested in accordance with IS. The
Transformer with higher temperature rise shall not be acceptable. Hot spot temperature shall not
exceed 95°C when calculated on an annual weighted average temperature of 35° C as per IS:
2026.
6.1 The limits of temperature rise mentioned above will have to be satisfied by the manufacturer
by carrying the Heat run test at the lowest negative tap by feeding losses corresponding to the
rated current of the tap.
7. LOSSES
7.1 The total losses at 50% & 100% loading shall not exceed the values given below:

These losses are maximum allowable and there would not be any positive tolerance. However, the
manufacturer can offer losses less than above.
7.2 The supplier shall quote No-Load loss in KW at the rated voltage and frequency. The load
loss in KW at rated voltage, frequency & output, for the temperature of 75 degree centigrade
shall also be quoted. The supplier shall guarantee these loss figures.

8. IMPEDANCE: The recommended percentage impedance at 75°C is 4.5 % up to 630 kVA &
5.0% for 990 kVA T/F with a tolerance as per IS 2026.

9. WINDING
9.1 The primary (HV) windings shall be connected in Delta and the secondary (LV) winding in
Star (Vector system DYn11) so as to produce a positive displacement of 30 degree from the
primary to secondary vectors of the same phase. The neutral of secondary windings shall be
brought out to a separate insulated neutral terminal. The neutral is to be solidly earthed in a
separate earth pit and the transformer body is to be connected to station grounding system.
HV windings shall consist of single coil design or cross over coil design. The copper
wires for coil formation shall be of sufficient cross-sectional area to impart desired
mechanical strength. All delta leads from HT coils as well as HT line leads should be taken
out through DPC. The current density in these leads should not exceed 0.8A /sq.mm.
9.2 The winding shall be so designed as to produce minimum out of balance forces in the
transformers. Transformers of 200 kVA shall be Aluminium wound and sizes above 200 kVA
shall be copper wound. The current density for Aluminium wound transformer shall be
limited to 1.5 A l mm2 and for copper wound transformer shall be limited to 2.6 A l mm2.
9.3 The winding design shall ensure that all the coil assemblies are of identical voltage ratio and
shall be interchangeable and repairing of the winding could be made easily without special
equipment.
9.4 The conductor used in the coil shall be best suitable to the equipment and all the permanent
current carrying joints in the winding and leads shall be properly sleeved and crimped/brazed
instead of jointing with solder or welding. All LV coil ends shall be provided with
brazed/crimped lugs and HV coil ends by brazing/crimping.
9.5 Double paper covering shall be used for winding insulation both for HV & LV windings.
Electrical grade epoxy coated insulated paper shall be used for inter-layer insulation of the
HV& LV coils, corrugated cylinder made of pre-compressed board shall be provided between
HV & LV winding. Angle shaped and rings made from precompressed board shall be used
between end coil and the core.

OR
For 400/630 kVA transformers HT winding shall have enamel conductor and LT winding
shall have enamel copper insulation. (For 200 kVA transformers DPC insulation shall be
used)Electrical Grade insulation Kraft paper in layers of total thickness not less than 4 MIL
shall be used for interlayer insulation, DPC and Kraft paper used shall be of uniform density
and free from any foreign particles and shall conform to IS: 698/56 and latest amendments
thereof. The end turn of each layer shall be properly and fully covered to avoid interlayer
flashover. Corrugated Cylinder made from precompressed insulation board should preferably
be used between LV and HV windings. The insulation of coils shall be vacuum impregnated
in oil to develop full electrical strength in the windings. All material used in the insulation
and assembly of the winding shall be insoluble non catalytic and chemically inactive in the
hot transformer oil and shall not soften or otherwise be adversely effected under operating
conditions. The core and coil assembly shall be fully dried out in 'Air Drying oven' till the
coils are shrunken to the designed level and are completely dried. Only then they will be
impregnated in the transformer oil.
9.6 Minimum gap of 25 mm shall be maintained between the end coils and core.
9.7 The minimum insulation resistance values in Mega Ohms between winding and earth when
the transformer is filled with oil should be:

The insulation resistance values (HV windings) should be measured with a 2500 V
Megger.
9.8 The overloading capacity transformer shall be as per IS-6600.
9.9 The value of unbalance current indicated by the ammeter shall not be more than 2% of the
full load current.
10. CORE CONSTRUCTION
10.1 MATERIAL – CRGO METAL The core shall be stack / wound type generally of high
grade rolled grain annealed steel lamination having low loss and good grain properties,
coated with hot oil proof insulation, bolted together and to the frames firmly to prevent
vibration or noise. The complete design of core must ensure permanency of the core losses
with continuous working of the transformers. The value of the maximum flux density allowed
in the design and grade of lamination used be clearly stated in the offer. The bidder should
offer the core for inspection and approval by the purchaser during manufacturing stage.
Bidder’s shall give notice for inspection with the following documents as applicable as a
proof towards use of prime core material.

10.2 Core clamping for CRGO Stacked core.
10.2.1 MS channel shall be used on top and bottom
10.2.2 Core channel on LV side to be reinforced at equidistance, if holes/cutting is done for
LT lead in order to a avoid bending of channel.
10.2.3 MS channel shall be painted with varnish or oil resistant paint
10.2.4 Clamping & Tie-rods shall be made of HT steel and shall be parkarised.
10.3 Core clamping for CRGO wound core.
10.3.1 Core clamping shall be with top and bottom U-shaped core clamps made of sheet
steel clamped HT steel tie rods for efficient clamping
10.3.2 MS core clamps shall be painted with varnish or oil-resistant paint.
10.3.3 MS rods shall be used as tie rods.
10.4 Suitable provision shall be made in the bottom core clamp/ bottom plate of the
transformer to arrest movement or the active part.
10.5 The transformers core shall be suitable for over fluxing (due to combined effect of
voltage and frequency) upto 12.5% without injurious heating at full load conditions and shall
not get saturated. The Bidder shall furnish necessary design data in support of this situation.
10.6 No load current shall not exceed 2% of full load current and will be measured by
energizing the transformer at 433 volts, 50c/s on the Secondary. Increase of voltage of 433
volts by 12.5% shall not increase the no load current disproportionately high. Test for
magnetic balance by connecting the LV phase by phase to rated phase voltage and
measurement of an, bn, cn voltage will be carried out.
10.7 ‘’The core material should be imported directly from the reputed manufacture. Core
material shall be processed by slitting only. Core cutting/slitting be done in front of
inspecting officers deputed by JKSPDC”. Details of the core shall be filled & supplied as per
Annexure-II.
10.7.1 Temperature rise The temperature rise over ambient shall not exceed the limits
described below:
i) Top oil temperature rise measured by thermometer: 35 deg. C
ii) Winding temperature rise measure by resistance: 40 deg. C
Bids not meeting the above limits of temperature rise will be treated as nonresponsive.
10.8 AMORPHOUS METAL.
10.8.1 The core shall be high quality Amorphous ribbons having very low loss formed into
wound cores of rectangular shape, bolted together to the frames firmly to prevent
vibration or noise. The complete design of core must ensure permanency of the core
loss with continuous working of the transformers. The value of the flux density
allowed in the design shall be clearly stated in the offer. Curve showing the
properties of the metal shall be attached with the offer.
10.8.2 Core Clamping for Amorphous metal Transformers.
10.8.3 Core clamping shall be with top and bottom U-shaped core clamps made of sheet
steel clamped HT steel tie rods for efficient clamping.
10.8.4 MS core clamps shall be painted with varnish or oil-resistant paint.

10.8.5 Suitable provision shall be made in the bottom core clamp/ bottom plate of the
transformer to arrest movement of the active part.
10.8.6 The transformers core shall be suitable for over fluxing (due to combined effect of
voltage and frequency) upto 12.5% without injurious heating at full load conditions
and shall not get saturated. The Bidder shall furnish necessary design data in support
of this situation.
10.8.7 No load current shall not exceed 2% of full load current and will be measured by
energizing the transformer at 433 volts, 50c/s on the Secondary. Increase of voltage
of 433 volts by 12.5% shall not increase the no load current disproportionately high.
Test for magnetic balance by connecting the LV phase by phase to rated phase
voltage and measurement of an, bn, cn voltage will be carried out.
NOTE:
I) Equal weightage shall be given to the transformers with Amorphous Metal Core and
CRGO.
II) Wherever variable prices are provided IEEMA formula should be applicable in such
a way that indices applicable for CRGO are used for amorphous material also since
the indices for latter are not declared by IEEMA.
11. TANK CONSTRUCTION
11.1 The tank shall be of robust construction in accordance with the best engineering practice.
The main tank of the transformer shall be fabricated from tested quality of mild steel of
adequate thickness i.e. minimum 4.00 mm. (for side walls) and 6.00 mm. (for top & bottom
plates). The tank shall be valid (V shape welding fillet) inside of tank two outside welding of
tank to bear more pressure to avoid bursting.
11.2 To provide rigidity and to meet the pressure inside the tank, due to short circuit current,
the tank shall be suitably stiffened. The stiffeners wherever applicable are provided on all the
four side walls of the tank, designed not to retain water.
11.3 The tank cover shall be slightly sloping towards HV bushing and shall provide facilities
for draining of water.
11.4 The transformer tank shall be complete with all accessories, lifting lugs and shall be
designed as to allow the complete transformer tank, filled with oil to be lifted by crane or
other means without risk of any damage and transported by Rail / Road without straining any
joint and without causing leakage of oil.
11.5 Bolted inspection covers shall be provided on top cover to inspect core, winding and have
access to the bottom of bushing.
11.6 The tank shall be capable of withstanding the pressure of +/- 1kg /cm2 without
deformation. The transformer body should be welded from inside of the main tank body so
that the joint is stronger due to V-shape welding fillet besides the outside welding be
additional. The word UHBVNL / DHBVNL shall be properly engraved on the top cover plate
and side plate of tank body.
11.7 INSULATION MATERIAL:- Material:-Electrical grade insulation Kraft papers and
press Boards of standard should be used.
11.8 Spacers, axial wedges / runners used in windings shall be made of precom pressed
pressboard-solid, conforming to type B 3.1 of IEC 641-3-2. In case of cross-over coil winding

of HV all spacers shall be roperly sheared and dovetail punched to ensure proper locking. All
axial wedges/ runners shall be properly milled to dovetail shape so that they pass through the
designed spacers freely. Insulation shearing, cutting, milling and punching operations shall be
carried out in such out in such a way, that there should not be any burr and dimensional
variations
12. SURFACE PREPARATION AND PAINTING
12.1 The painting procedure shall be in line with the UHBVN/DHBVN requirement.
12.2 All paints shall be applied in accordance with the paint manufacturer's recommendations.
Particular attention shall be paid to the following:
a) Proper storage to avoid exposure as well as extremes of temperature and shelf life for
storage
b) Surface preparation prior to painting.
c) Mixing and thinning
d) Application of paints and the recommended limit on time intervals between coats.
12.3 All paints, when applied in normal full coat, shall be free from runs, sags, Wrinkles,
patchiness or other defects.
12.4 All primers shall be well marked into the surface, particularly in areas where painting is
evident, and the first priming coat shall be applied as soon as possible after cleaning. The
paint shall be applied by airless spray according to the manufacturer's recommendations.
However, wherever airless spray is not possible, conventional spray be used with prior
approval of purchaser.
12.5 The supplier shall, prior to painting, protect nameplates, lettering gauges, sight glasses,
light fittings and similar such items.
12.6 Cleaning and Surface Preparation:
12.6.1 All machining, forming, welding and other manufacturing activities shall be
completed before surface preparation. All steel work surfaces shall be thoroughly
cleaned of rust, scale, welding slag or spatter and other contamination by sand / shot
blast cleaning or chemical cleaning by seven tank process including Phosphating to
the appropriate quality in accordance with IS 6005.
12.6.2 The Pressure and Volume of the compressed air supply for the blast cleaning shall
meet the work requirements and shall be sufficiently free from all water
contamination.
12.6.3 All rough surfaces shall be filled with approved two pack filler and then rubbed down
to a smooth finish.
12.7 Protective Coating As soon as all items have been cleaned and phosphated within four
hours of the subsequent drying, they shall be given suitable anticorrosion protection of Zinc
chromate primer.
12.8 Paint Material Followings are the type of paints that may be suitably used for the
transformer to be painted at shop and supply of matching paint to site:
i) Heat resistant paint (Hot oil proof) for inside surface.
ii) For external surfaces one coat of Thermo Setting Paint or 2 coats of Zinc chromate
followed by 2 coats of polyurethane paint. The color of the finishing coats shall be
light admiral gray conforming to No. 697 of IS: 5:1961

12.9 Painting Procedure


12.9.1 All paints in anyone particular system, whether shop or site applied, shall originate
from one paint manufacturer.
12.9.2 The paint shall only be applied in the manner detailed by the manufacturer e.g.
conventional or airless spray and shall be applied under the manufacturer's
recommended conditions.
12.9.3 Where the quality of film is impaired by excess film thickness (wrinkling, mud
cracking or general softness) the supplier shall remove the unsatisfactory paint
coatings and apply another. As a general rule, dry film thickness should not exceed
the specified minimum dry film thickness by more than 25 %. In all instances, where
two or more coats of the same paints are applied, such coatings should be of slightly
contrasting colors.
12.9.4 Paint applied to items that are not being painted, shall be removed at supplier's
expense, leaving the surface clean, un-stained and undamaged.

12.10 Damaged Paint Work


12.10.1 Any damage occurring to any part of the painting scheme shall be made good to the
same standard of corrosion protection and appearance as that originally employed.
12.10.2 Any damaged paint work shall be made good as follows:
12.10.3 The damaged area, together with an area extending 25 mm around its boundary, shall
be cleaned down to bare metal.
a) A priming coat shall immediately applied, followed by a full paint finish
equal to that originally applied and extending 50 mm around the perimeter of
the originally damaged.
b) The repainted surface shall present a smooth surface. This shall be obtained
by carefully chamfering the paint edges before & after priming.
12.11 Dry Film Thickness
12.11.1 To the maximum extent practicable, the coats shall be applied as a continuous film of
uniform thickness and free of pores. Over-spray, skips, runs, sags and drips should be
avoided.
12.11.2 Each coat of paint shall be allowed to hardened before the next is applied as per
manufacturer's recommendations.
12.11.3 Particular attention must be paid to full film thickness at edges.
12.11.4 The requirement for the dry film thickness (DFT) of paint and the material is to be
used shall be as given below:-

13. CLEARANCES The external electrical clearance between phase to phase and phase to earth
shall be in accordance with Clause 7.1 of IS:2099 shall not be less than the values given below:-

The aforesaid clearances are minimum, and no negative tolerance on these clearances
shall be allowed.
14. BUSHINGS
14.1 Terminal arrangement: The transformer shall be fitted with three high voltages and four
low voltages outdoor type’s porcelain bushing of appropriate voltage and current rating and
LT bushing shall be provided on the side of the tank. Each terminal including the neutral shall
be distinctly marked and coloured for phase voltage on both HV and LV sides. The system of
marking shall be in accordance with the latest amendment of relevant IS.
14.2 The electrical characteristics of high voltage bushing shall conform to latest version of
IS: 2099and IS 3347. The low voltage bushing shall conform to latest version of IS: 7421. All
porcelain bushing shall be homogeneous, free from flaws effecting its mechanical strength or
dielectric quality. They should be well vitrified, uniformly glazed, tough and impervious to
moisture. The creepage distance of all the bushing shall be 25mm per kV of highest system
voltage suitable for heavily polluted atmosphere and the protected creepage distance not less
than 50% of total.
14.3 Bushing terminals: To avoid bimetallic action at the point of connection to the copper
windings and to the external aluminium cables/conductors, both HV & LV bushing stems
shall be made of aluminium alloy / copper confirming to the requirement IS: 3347.
14.4 The terminal connectors shall receive ABC or ACSR on HT side. The terminals shall be
directly screwed on to the stem to secure effective sealing of the bushing. The transformers
shall be provided with terminal lugs / thimbles of approximate size on bushings both on HV
side & LV side.
15. FITTINGS AND ACCESSORIES The transformer shall be fitted with the following fittings &
accessories
a) Two earthing terminals;
b) Oil level Indicator;
c) Lifting lugs and Platform lugs (4 heavy duly fitting lugs on side walls, 2 heavy duty
lifting lugs on top cover).
d) Rating, diagram and terminal marking plate(s)
e) Breather shall be screw type and inside container for Silica gel shall be tin sheet. Volume
of Silica gel shall be 0.5 KG min.
f) Drain-cum-sampling valve (steel) welded to the tank.

k) Filter valve- 2 nos. on top and bottom ends of tank at opposite sides.
l) Conservator with filling hole and drain plug
m) Porcelain bushings with arcing horns and terminal connectors on HV side.
n) Porcelain bushing on LV side and HV side conforming to IS-3347, part-I and III of the
latest version thereof with brass studs fitted with single gap arcing horns.
o) Offload tap changer (for above 200 kVA transformers with tapping range of +3% to -6%
in steps of 3% each with a locking device.
p) Bimetallic terminal connector for HV/LV Bushings connecting to ABC/ACSR.
q) PSR Radiators duly tested for leakage and pressure.
r) Plain rollers (4 nos., bi directional) suitable for use on 1000 mm gauge track with
clamping device or base mounting arrangement as required.
For transformers up to 200 kVA the mounting arrangement shall be as per relevant IS.
NOTE (I) The fittings listed above are indicative and any other fittings which are generally
required for satisfactory operation of the transformer are deemed to be included.
16. CONSERVATORS
16.1 A Conservator shall be provided with each transformer. The oil level gauge and the plain
silica gel breathing device shall be fixed to the conservator which shall also be provided with
a drain plug and a filling hole with a cover. In addition, the cover of the main tank shall be
provided with an air release plug to enable trapped air to be released unless the conservator is
so located as to eliminate the possibility of air being trapped in the main tank.
16.2 The inside diameter of the pipe connecting the conservator to the main tank shall be
within 20 to 50 mm and it should project into the conservator in such a way that its end is
approximately 20 mm above the bottom of the conservator, so as to create a sump for
collection of impurities. The minimum oil level (corresponding to -5o C) should be above the
sump level. Breather pipe should be connected at top of the conservator tank with two bends
at right angles.
17. SEALING GASKETS All sealing washers and gaskets shall be made of 'oil and heat resistant
Nitrile / Neoprene rubber/synthetic .rubber-bonded cork type RC-70C gaskets. The oil level in the
transformer shall be made up to the required level while the transformer filled with oil is
maintained at a temperature of 45 Deg. C. All steel screws, nuts and fasteners exposed to
atmosphere shall be either galvanized or cadmium plated.
18. TRANSFORMER OIL The transformer oil used shall comply with the requirements of the
specification as per Annexure-IV enclosed in addition to the provision in the IS: 335-1993
(Latest). Oil sample will also be taken out from fresh stock of T/F oil to be tested as per latest IS:
335-1993.
19. BASE MOUNTING ARRANGEMENT The under base of all transformers shall be provided
with two 75x40x6mm. Channels with holes (at a centre to centre distance of 415mm) to make
them suitable for mounting on platform or plinth.

20. RATING AND TERMINAL MARKING PLATE(S) Each transformer shall be provided with
non-detachable rating diagaram and terminal marking plate(s) of weather proof material, fitted in
a visible position and showing the complete information as given under clause 17ofIS: 1180(part-
I)- 1981. Further each transformer shall have inscription of Owner name- Purchase order and
date.
21. TESTS:
21.1 Routine Tests: All transformers shall be subjected to routine tests at the manufacturer's
works in accordance with IS: 2026 and IS: 1180(part-I).
21.2 Acceptance tests: The following tests acceptance tests are to be carried out in presence of
purchaser's representative in accordance with procedure mentioned in the General
specifications:
a) Measurement of winding resistance
b) Measurement of voltage ratio and check of voltage vector relationship
c) Measurement of impedance voltage/short circuit impedance and load-loss
d) Measurement of no-load loss and current at full voltage.
e) Measurement of insulation resistance
f) Induced over-voltage withstand test
g) Separate-source voltage withstand test
h) Dielectric tests
i) Oil sample test for BDV and moisture content
j) Visual examination& Measurement of Dimensions
21.3 TYPE TESTS: Type tests to be conducted on one unit: In addition to the Tests
mentioned in para 21 following Tests shall be conducted.
21.3.1 Temperature rise test for determining the maximum temperature rise after continuous
full load run. The ambient temperature and time of test should be stated in the test
certificate.
21.3.2 Impulse voltage test: As per Clause No. 13 (With chopped wave) of IS – 2026 part-
III latest version. BIL for 11kV shall be 95 kV Peak instead of 75 kV.
21.3.3 Air Pressure Test: As per CI. - 22.5 of IS- 1180/part-I/1989.
21.3.4 Short Circuit withstand test: Thermal and dynamic ability.
21.3.5 Magnetic Balance Test.
21.3.6 The type test report(s) submitted by the bidder/ supplier from any NABL accredited
laboratory shall be acceptable for participation of the bidder in the procurement/
empanelment process. In case NABL accredited laboratory happens to be that of
manufacturer itself added precaution shall be taken to get type test and other tests
witnessed in the laboratory by JKSPDC representative at the time of acceptance of
material
Type test certificates for the tests carried out on prototype of same specifications
shall be submitted along with the bid. The purchaser may select the transformer for
type tests randomly
NOTE: Purchaser reserves the right to get all or any type/ special test carried out on one
sample per 100 units or a part thereof. The test shall be conducted at manufacturer's
works or any recognized laboratory or a Govt test house.

The supplier shall furnish calculations in accordance with IS: 2026 to demonstrate the
thermal ability of the transformers to withstand short-circuit.

22. INSPECTION & TESTING All tests and inspection shall be made at the place of manufacturer
unless otherwise especially agreed upon by the manufacturer and the purchaser. The
manufacturer shall afford the inspector representing the purchaser all reasonable testing facilities,
without charge to satisfy him that the material offered for inspection is in accordance with the
requisite specifications.
The bidder shall give three weeks advance information to enable the purchaser to depute
his representative for witnessing routine tests and acceptance thereof. The manufacturer shall
provide all services to establish and maintain quality of workman ship at his works and that of his
sub-contractors to ensure the mechanical I electrical performance of components, compliance
with drawings, identification and acceptability of all materials, parts and equipment as per latest
quality standards of ISO 9001:2000. JKSPDC intends to purchase only High Quality material.
For this purpose Stringent testing of the material shall be done as per procedure given below:-
1- On offer of inspection for distribution transformers by the firm, a team of JKSPDC's
officials may go to the Works site of the Manufacturer to pick up samples from offered
lot and may send the same for testing as per GTP/JKSPDC's Technical Specifications at
some Govt. Testing Lab. Or at JKSPDC's Transformer Workshop at JKSPDC's cost.
2- At the same time after receipt of offer for inspection, Inspection Agency will be deputed
to inspect100% of the offered lot.
3- The checking inspection reports received from both the agencies i.e. sample checking
report from Govt. Testing Lab. and inspection report of inspecting agency will be
scrutinized and, if both the reports are found O.K. the dispatch authorization will be
issued to the firm
4- After the receipt of material in the Stores, the tests for no load and full load losses shall
be carried out on each TIF through post receipt inspection Committee constituted for the
purpose.
5- i) NO LOAD LOSSES AND FULL LOAD LOSSES ARE FIXED.
ii) During post receipt inspection if the losses of any transformer are found more than
the prescribed limit given in the technical specification, the transformer(s) shall be got
replaced and in addition the penalty equivalent to the cost of the transformer supplied will
be charged from the firm for supplying inferior quality material
6- If during the post receipt inspection the failure rate of Transformer is more than 10%
(Ten percent) of the lot supplied then the entire lot will be rejected and firm will not be
entitle for any payment. The payment, if any, made will have to be refunded back within
10 days of giving such notice of failure to the supplier.

7- Inspection will be conducted every year, for the first 5 years on a 2% sample of the
quantities supplied. Samples will be collected at random to establish that the guaranteed
technical parameters are as per the submitted bid by the supplier. In the case of non-
adherence, the purchaser may take suitable action on the supplier including cancellation
of vendor registration and banning further dealings, depending on the gravity of the
deviation. These random inspections may be entrusted to a third party.
8- If the distribution transformer rejection rate exceeds 5% of the total supply, the firm will
be automatically blacklisted.
9- All such firm's who after giving inspection call do not put up materials to Inspecting
Officer for inspection due to one or other reason, shall be required to remit Rs.20,000/- as
penalty for every such call made by the supplier.
23. STAGE INSPECTION The purchaser's representative may carry out stage inspection of the
transformers during manufacturing / assembling stage. The purchaser shall have absolute right to
reject the raw material/component / sub assemblies or complete equipment not found to be
conforming to the requirement of specification or being of poor quality / workmanship. The stage
inspection will particularly include following tests / check besides the general Routine tests to be
conducted during manufacturing stages as per manufacturer's standard practice.
a) Physical inspection / checking of winding insulating material, core material for annealing and
prime quality and other accessories /fitting of Transformer.
b) Measurement of Core area and flux density.
c) Verification of HV & L.V coils, conductor’s size, I.D., O.D., Axial length, Weight, Insulation
covering etc.
d) Measurement of thickness of tank plates (Top, bottom and sides) and to conduct air pressure
& vacuum tests as specified in the specification, to ensure the adequate strength of the
transformer tank body.
e) Sample testing of core material for checking specific loss and thickness of core plates.
f) Visual and dimensional check during assembly stage of core.
g) Check for proper provisions of spacers and bracing outline drawing, provision for all fittings,
finishing etc. The purchaser at his option may collect the sample of the following raw
material / component for independent testing:
i) CRGO Lamination - One specimen sheet of 300- 500 mm length and 50-75 mm
width ( for each lot)
ii) HV Winding wire- 1250 mm length specimen for each type
iii) LV Winding wire- 1250 mm length specimen for each type
iv) Transformer oil - 2 samples of 5 Liters each
To facilitate stage inspection, the supplier should intimate complete schedule of
manufacturing programme of the transformers at least 15 days in advance to the concerned
purchasing authority. At least 25% of the transformers shall be offered in the shape of finished
core - coil assembly. The inspecting officers during the course of stage inspection may seal these
core-coil assemblies.
The manufacturing program shall not be interrupted in case purchaser's representative
does not reach within seven days of the date of intimation.

24. WARRANTEE PERIOD The supplier shall be responsible to replace, free of cost, with no
transportation or insurance cost to the Purchaser, up to destination, the whole or any part of the
material which in normal and proper use proves the defective in quality or workmanship, subject
to the condition that the defect is noticed within 78 months from the date of receipt of material in
stores or 72 months from the date of commissioning whichever period may expire earlier. The
consignee or any other officer of JKSPDC actually using the material will give prompt notice of
each such defect to the supplier. The replacement shall be effected by the supplier within a
reasonable time, but not, in any case, exceeding 45 days. The supplier shall, also, arrange to
remove the defective within a reasonable period, but not exceeding 45 days from the date of issue
of notice in respect thereof, failing which, the purchaser reserve the right to dispose of defective
material in any manner considered fit by him (Purchaser), at the sole risk and cost of the supplier.
Any sale proceeds of the defective material after meeting the expenses incurred on its
custody, disposal handling etc., shall however be credited to the supplier’s account and set off
against any outstanding dues of the purchaser against the supplier. The warranty for 72/78 months
shall be one time.
24.1 DOCUMENTATION: All drawings shall conform to International Standards
Organization (ISO) 'A' series of drawings sheet/ Indian Standards Specification IS-656. All
drawings shall be in ink and suitable for microfilming. All dimensions and data shall be in SI
Units
24.2 LIST OF DRAWINGS AND DOCUMENTS: The tenderer shall furnish four sets of
following drawings along with his offer:-
a) General outline and assembly drawings of the equipment.
b) Graphs showing the performance of equipment in regard to magnetization characteristics.
c) Sectional views showing general constructional features.
i) The materials / gaskets/ sealing used.
ii) The Insulation, the winding arrangements, method of connection of the primary /
secondary winding to the primary / secondary terminals etc.
iii) Porcelain used and its dimensions along with the mechanical and electrical
characteristics.
d) Arrangement of terminals and details of connection studs provided.
e) Name Plate.
f) Schematic drawing.
g) Type test reports in case the equipment has already been type tested.
h) Test reports, literature, pamphlets of the bought out items and raw material.
24.3 The successful tenderer’s shall within 15 days of placement of order, submit three sets of
final versions of all the above said drawings for purchaser's approval. The purchaser shall
communicate his comments / approval on the drawings to the supplier within 30 days. The
supplier shall, if necessary, modify the drawings and submit three copies of the modified
drawings for purchaser's comments. After receipt of purchaser's approval, the suppliers shall
within 15 days, submit 12 prints and two good qualities reproducible of the approved
drawings for purchaser's use.
24.4 Six sets of the type test reports, duly approved by the purchaser, shall be submitted by the
supplier for distribution before commencement of supply. Adequate copies acceptance and

routine test certificates, duly approved by the purchaser, shall accompany the dispatched
consignment.
24.5 The manufacturing of the equipment shall be strictly in accordance with the approved
drawings and no deviation shall be permitted without the written approval of the purchaser.
All manufacturing and fabrication work is connection with the equipment prior to the
approval of the drawing shall be at the supplier's risk.
24.6 Approval of drawings / work by purchaser shall not relieve the supplier of his
responsibility and liability for ensuring correctness and correct interpretation of the drawings
for meeting the requirement of the latest version of applicable standards, rules and codes of
practices. The equipment shall confirm in all respects to high standards engineering, design
workmanship and latest revisions of relevant standards at the time to ordering and purchaser
shall have the power to reject any work or materials which, in his judgement is not in full
accordance therewith.
25. PACKING Transformer shall be suitably packed as per the standard practice while dispatching
from the works. Although the method of packing is left to the discretion of the manufacturer it
should be robust enough for handling normally encountered during transportation by road/rail.
All accessories shall be dispatched in suitable boxes or crates. They shall be securely bound with
wire and shall have all descriptive marking stamped thereon.
26. COMPLETENESS OF EQUIPMENT
i) All fittings and accessories, which may not be specifically mentioned in the specification but
which are necessary for the satisfactory operation of the plant, shall be deemed to be included
in the specification and shall be furnished by the contractor without extra charges. The
equipment shall be complete in all details, whether such details are mentioned in the
specification or not, without any financial liability to the Purchaser under any circumstances.
ii) All deviations from this specification shall be separately listed under the requisite schedules,
in the absence of which it will be presumed that all the provisions of the specification are
complied with by the bidder.
27. INSPECTION: All tests and inspection shall be made at the place of manufacturer and unless
otherwise especially agreed upon the manufacturer and the purchaser at the time of purchase. The
manufacturer shall afford the inspector representing the purchaser all reasonable facilities,
without charge to satisfy him that the material is being furnished inaccordance with specification.
The bidder shall give 15 days (for local supplies) and 30 days (in case of foreign bidders) advance
information to enable the purchaser to depute his representative for witnessing acceptance routine
tests. The manufacturer shall provide all services to establish and maintain quality of
workmanship in his works and that of his sub-contractors to ensure the mechanical/electrical
performance of components, compliance with drawings, identification and acceptability of all
materials, parts and equipment as per JKSPDC intends to purchase only High Quality material.
For this purpose stringent testing of the material can be done. Inspection can be got done from
third party Inspection agency or from JKSPDC’s own officers. JKSPDC reserves the right of
100% testing of the transformers. The JKSPDC representative / inspector shall be provided all the
facilities including air travel /boarding lodgin by the contractor .
28. DOCUMENTATION: The Bidder shall furnish along with the bid the dimensional drawings of
the stems offered indicating all the fittings.

29. PACKING & FORWARDING:
29.1 The packing shall be done as per the manufacturer’s standard practice. However, it
should be ensured that the packing is such that, the material would not get damaged during by
Rail/ Road/ Sea.
29.2 The marking on each package shall be as per the relevant IS.
30. RATING AND TERMINAL MARKING PLATES: There shall be rating plates on the
transformer containing the information specified in clause 15.2 of IS: 2026-1977 (part-i). No load
& full load losses of the transformer should also be mentioned on the rating plate. The following
additional information must also be punched on the plate and imposed two opposite sides of the
body of T/F.
i) Purchase Order No & Date.
ii) Date of inspection.
iii) Property of JKSPDC
iv) Make
v) Guarantee period
vi) 4-Star rating label in accordance with colour design, logo etc., shall be provided on
the transformer as per the design / recommendations of Bureau of Efficiency (BEE)
31. PENALTY FOR NON PERFORMANCE:
31.1 Purchaser reserves the right to reject any transformer during the test at supplier’s works,
if it is found that actual measured losses are more than the values quoted by the bidder
31.2 Transformer with temperature rise and impedance beyond the Guaranteed values.
31.3 Purchaser reserves the right to reject any transformer during the test at supplier’s works,
if the temperature rise exceeds the guaranteed values.
31.4 Purchaser reserves the right to reject any transformer during the test at supplier’s works,
if the impedance values differ from the guaranteed values including tolerance.
31.5 Purchaser also reserves the right to retain the rejected transformer and take it into service
until the Bidder replaces it with a new transformer at no extra cost. The delivery as per
contract will be counted when the new transformer as per specification is provided by the
manufacture
31.6 During post inspection if the losses of any DT are found more than the prescribed limit
the DT shall be got replaced and in addition the penalty equivalent to cost of DT will be
charged from the supplier. If the DT rejection rate exceeds 5% of the total supply the firm
will be blacklisted
