1. OVERVIEW
Three phase prepaid meter is designed for the purpose of prepayment. Its main functions
include prepayment, energy measurement, data display, communication, etc.

The conventional method of electricity billing involves a person from the distribution unit
reading the number of units of electricity consumed in the energy meter, conveying this
information to the distribution unit and then preparing the bill according to the units
consumed for a fixed amount of time. This can prove quite tedious as it involves various
tasks like reading, then preparing the bill. Still, accuracy cannot be guaranteed as there can be
errors in human reading. Even though digital meters are being replaced by conventional
electro-mechanical meters that provide many accurate readings, still the problem of
deliberately making a false reading can exist [political reasons]. Despite this, the task of
billing for every consumer is a time consuming job for the distribution grid. Also, the
consumer can deliberately consume more amount of power than required and still refrain
from paying the bill and nothing can be done to restrict the electrical power supply.

To eliminate all these problems, the most convenient method is making the whole system
prepaid.

Basically like in a mobile phone recharging, the consumer buys a recharge card and gets
some energy units in return for the balance amount. The balance amount will keep reducing
for every unit of energy consumed and once it‘s zero, the power supply would be
automatically cut off. The amount deducted for every unit of energy consumed can be
controlled by the distribution unit according to the peak hours.

A Prepaid Energy Meter enables power utilities and the maintenance team to collect
electricity bills from the consumers prior to its consumption. The prepaid meter is not only
limited to Automated Meter Reading [AMR] but is also attributed with prepaid recharging
ability and information exchange with the utilities pertaining to customer‘s consumption
details.

The idea of prepaid metering will be very important for the new research fields of Micro-grid
and Smart Grid and is an inevitable step in making any grid smarter than it is now. Prepaid is
a plan that deducts usage charges and any fixed charges from account balance each day,
where the consumer is expected to take responsibility.

1.2 ADVANTAGES
 Advance revenue collection before consumption of electrical power.
 It is highly accurate as the whole idea of reading the units and then billing manually or
any other means is eliminated.
 Consumer cannot escape from paying the electricity bill and the State Electricity Board
gets free from debts.
 On the consumer front, the tedious task of paying the bill and waiting anxiously for the
bill is eliminated.
 Wastage of energy is diminished as now only the required energy will be consumed as
allotted.
 The power grid can monitor the overall energy consumption and any tampering attempts
are actually of no use and can be detected if still prevalent.

1.6 PRINCIPLE OF OPERATIONS

The energy meter supplies pulses to the micro-controller for every unit of energy consumed.
The micro-controller increases the used up energy unit by one and decreases the balance
amount by the fixed tariff. As soon as the balance amount comes down to zero, the micro-
controller sends a signal to the relay driver which in turn switches off the relay, such that, the
main supply to the load is switched off. A display is also interfaced to the micro-controller
which displays the amount of energy consumed. Meter display starts blinking when the credit
balance gets decreased to a pre-defined programmed value.

The energy meter gives an electric signal to the opt isolator which consists of LED and an
opto transistor combination such that the LED glows and emits light for every electric signal
received by the energy meter [which sends an electric signal for every unit consumed].

It is a 3 in 1 dual source meter. It also monitors water and gas consumption along with
electrical consumption.

5. PREPAID METER FUNCTIONS

5.1 OVER VOLTAGE CONTROL

There is always a chance of suffering an electrical power system from abnormal over
voltages. These abnormal over voltages may be caused due to various reasons such as sudden
interruption of heavy load, lightening impulses, switching impulses etc. These over voltage
stresses are eliminated from the system by means of over voltage protection.

Whenever the voltage crosses the predetermined threshold value of the meter, the meter
relays will get cut-off and load switched to off, this feature protects the equipment when the
over voltage occurs. When the Line voltage is more than programmed value, the prepaid
meter trips the load, thus protecting the household equipments. This replaces the need for
over voltage relays in individual houses.

5.2 OVER LOAD CONTROL

The current in a circuit depends on the rating of the appliances connected to it. The choice of
wires depends upon the maximum current estimated to pass through them. If the total power
rating of the appliances exceeds this permitted limit, they tend to draw a large current. This
may cause an overloading.

To limit this, our meters have the unique feature to program the set limit for consumption
when it is operating on EB and DG in terms of KVA. When the consumption crosses the set
value then the load gets disconnected for a span of 1 minute [programmable through
configuration] after which the load gets connected for the SET DELAY time to see that the
load is reduced and if the consumption is still higher it trips the load for the 2nd delay time
[programmable] and this process gets repeated with the different programmable delay time
until the consumption is reduced.

5.3 DG PHASE SELECTION

This meter is having a great optional feature called DG phase selection were an individual
phase selection is given an option for the user to configure in DG i.e. [R, Y, B or RYB or No
DG]. This feature can avoid ACCL to individual houses.

5.4 LOW CREDIT ALARM

In order to remind the user to recharge in time and to avoid the inconvenience of power
disconnection, the meter provides the function of low credit alarm, including visual alarm and
audible alarm.

Visual alarm: When meter balance goes to less than low credit alarm, LED starts blinking.

Audible alarm: Whenever balance falls to below the predefined level, ex:[Rs.100] the
buzzer gives a 5 beep for every 5 minutes when the balance is less than Rs.100.

17 | P a g e
User Manual-PE5120
5.5 NON TRIP HOLIDAY

Meter provides two modes of power interruption: Normal power interruption and non trip
holiday. Under the mode of normal power interruption, load disconnects when the balance
reaches zero. However, under non trip holiday, in order to ensure consumer‘s power
consumption, the load doesn‘t disconnect during certain periods, i.e. at weekends or on
holidays, even if meter balance reaches zero. This weekends or holidays are configurable.

5.6 HAPPY HOURS

Most consumers have provisioned for happy hours periods. These periods usually comprise
of those hours which lie outside the working hours of the management. Feature description
behind providing happy hour is that the supply of a consumer should not get disconnected in
a period in which he cannot recharge a meter and get his supply restored. Hence, in case the
credit in the account of a consumer is exhausted at 11:00 PM on a particular day, his supply
will not get interrupted till the beginning of the working hours on the subsequent working day
and therefore he shall have sufficient time to recharge a meter and hence avail uninterrupted
supply. It is to be noted that the management has the flexibility of changing the happy hour as
per their convenience and hence the same can be customized for different consumer
categories.

5.7 EMERGENCY CREDIT

Usually, load gets disconnected automatically when the meter balance reaches to zero.
However, in case that customer needs power and cannot go to purchase power immediately,
the meter provides the function of emergency credit. Under the mode of emergency credit,
meter calculates the balance as a minus value. When meter balance crosses the emergency
credit limit, load disconnects. The function of emergency credit can be used only once before
next recharge. The emergency credit will be deducted automatically during next recharge.

5.8 RECHARGE HISTORY

An additional feature called recharge history can be seen by the service provider of each
consumer by login into our ELNet-PPS software or last 10 recharge history in meter display.

5.9 DIGITAL INPUT

The Digital Input Module interfaces up to three standard utility [electricity gas, or water]
meters and monitors four digital inputs. It can translate the pulses from meters into a register
count that is maintained and compiled.

 One DIM is capable of reading four separate meters.

 The DIM Pulse counter value is stored in memory during power outages and restored
when power is reapplied so the consumer doesn‘t lose data.

18 | P a g e
User Manual-PE5120
5.10 REMOTE UNIT

In addition to the display screen at the metering unit, the prepaid meters are also provided
with a display unit called as the Remote unit, which can be installed inside the consumer
premises so as to enable the consumers to access their meter information at any hour.
Through the remote unit, the consumers can check their balance, consumption, instantaneous
parameters and maximum recorded load etc..

7. COMMUNICATION INTERFACES
7.1 RS485 COMMUNICATION

The RS-485 bus standard is one of the most widely used physical layer bus designs in
industrial applications. It defines not only a single device-to-device interface but also a
communication bus that can be used to form simple networks of multiple devices. Its
configuration and specifications also extend the range and data rate beyond the RS-232
interface capabilities.

The range of the meter ID‘s are 1 to 247. This allows the user to communicate with up to 247
meters on one COM port of the PC. The prepaid meter works on the Mod-bus RTU protocol.
Under Mod-bus, each port supports up to 247 meters.

Available standard baud rates are 2400, 4800, 9600 and 19200. For best results under normal
conditions, leave the meter factory-set at 9600 baud.

FIG 5: RS 485 COMMUNICATION WITH METER

The key features of RS-485 that make it ideal for use in industrial communications and the
applications are

 Bi-directional communication in the single pair of twisted cables

 Multiple Driver can be connected to the same bus

 Differential communication makes it work for long distance up to 3000 feet or

approximately 900 meters [depending on the cable and environment]

7.2 COMMUNICATION REGISTER MAP

All the parameters declared in the communication map are displayed either in Float or in
Unsigned long as mentioned in the below table and follows the standard Mod-bus RTU

8.2.1 INSTALLATION REQUIREMENTS

:During normal operation of this instrument, hazardous

voltages are present at the rear terminals, which can cause severe injury or death.
These voltages are present throughout the potential transformer (PT), current
transformer (CT) auxiliary supply, communication & Input / Output terminal.
Installation, disconnection or removal of the meter should be carried out only by
qualified, properly trained personnel, after de-energizing connected circuits.

8.2.1.1 LOCATION & MOUNTING

Improper installation, including improper wiring and/or improper grounding will void ELECON’s
warranty.
Environmental Conditions

The PE5120 is a high - precision prepayment meter and its operating environment is of
utmost importance. For maximum performance, the instrument should be mounted in a dry,
dirt-free location, away from the heat sources and strong electromagnetic fields. To operate
reliably, the following conditions must be met:

Relative Humidity: Less than 95%, non-condensing

Operating Temperature: 0° to 55° C (32°F to 131°F).
Storage Temperature: -20° to 70°C.

Mounting

The front & back case of the meter is PC+ABS plastic.

Dimensions are L×W×H=171.35mm×69mm×242.53mm.
Mounting Method: Wall mounting with mounting hook
Terminal Screws: M5.5x12 Brass

8.2.1.2 GENERAL WIRING CONSIDERATIONS

Connections to the meter are made to 8 terminals located on the terminal block of the unit.

Power supply connections

The Prepaid meter accepts Universal Power supply of 240VAC. The name plate on the meter
indicates the power supply details.

Power Sources and Connections

The meter can be powered from the voltage source which it is monitoring, shall be 240V AC.
The direction of AC power supply being used is not important as the design takes care of
interchange.

29 | P a g e
User Manual-PE5120
8.2.1.3 VOLTAGE AND CURRENT INPUT CONNECTIONS

VOLTAGE INPUTS

Whether or not potential transformers (PT's) are required depends on the nature of the system
being monitored, the voltage levels to be monitored. For LT Models (415 VAC L-Nominal),
connect the voltage inputs directly to the terminals. For HT Models, the inputs should be
from the secondary of the Potential Transformer. In a 3-wire system, the Neutral terminal is
not connected. In a 4-wire system, the neutral may or may not be connected to the terminal
marked ‗N‘.

CURRENT INPUTS

The meter requires CT's to sense the current in each phase of the power feed. It is important
to maintain the direction of the current flow from S1 to S2. If this is reversed in one or more
phases, the Power computation will be negative in the corresponding element(s). Though the
computation is internally corrected to an equivalent positive value, it is not advisable to leave
a reversal of current flow uncorrected.

It is important to adhere to phase relationships. Current ‗IR‘ must correspond to the phase
that has the Voltage connected to the ‗VR‘ terminal. The same holds good for current inputs
‗IY‘ and ‗IB‘. If the current and voltage inputs are swapped, the Power and Energy
computations may be erroneous.

PT & CT CONNECTION

Figures placed below to illustrate all the required phase voltage and phase current
connections for the various circuit configurations to ensure correct installation. Phasing and
polarity of the AC current and voltage inputs and their relationship are critical to the correct
operation of the unit.

: CT secondary circuits are capable of generating lethal voltages and

currents when open circuited with their primary circuit energized. Standard safety
precautions should be followed while performing any installation or service on the device.

CONNECTION FOR THREE PHASE DIRECT CURRENT METER

The figure given below provides a wiring diagram for 3 Phase 4 Wire system configurations.
For a 4-wire system, the meter senses the Line-to-Neutral voltage and current of each phase,
making for an equivalent 3 element metering configuration.

Elmeasure recommends using lugs for wiring terminals. If lugs is not used, strands can
standout and short the terminal which will not be under warranty.

Due to a programming error or site conditions, some problems can cause the meter not to
function properly. The fault symptoms and their remedial action for correction are given
below.

1. If the display does not operate:

Check that there are at least 80 volts available to the power supply [L and N connections] on
the Aux supply terminals. If the above steps do not solve the problem, Contact Elmeasure or
your local Elmeasure representative and report the problem and results of the test.

2. If the voltage or current readings are incorrect:

a] Check that the Connection mode is properly set for the given wiring.

b] Check that the voltage and current scales are properly set.

3. If the Watts or Power Factor readings are incorrect but voltage and current readings
are correct:

Make sure that the phase relationship between voltage and current inputs are correct by
comparing the wiring with the appropriate wiring diagram. CT reversal can be observed by
either seeing the Individual Watt or Total Watt. If Watt is with a negative sign, check the
phase wise Watts. The negative Watt is shown where the current polarity is reversed, and it
needs to be corrected.

4. If RS-485 communication does not work:

a] Check that the baud rate of the host computer/PLC is the same as that of the meter.

b] Check all communications wiring.

c] Check that the number of data bits is set to 8, with one stop bit and even parity.
