SUBJECT : CREATION OF SAFETY AND HEALTH COMMITTEE AND


DESIGNATION OF SAFETY AND HEALTH OFFICERS IN
DTI – REGION 1

Pursuant to the 1987 Constitution and CSC-DOH-DOLE Joint Memorandum Circular


No. 1, s. 2020, “Occupational Safety and Health (OSH) Standards for the Public
Sector”, the Safety and Health Committee in the Department of Trade and Industry –
Region 1 is hereby created, which shall be composed of following:

The Safety and Health Committee is the policy making body on matters
pertaining to safety and health. The Committee is tasked to:

1. Develop occupational safety and health policy and standards.


2. Plan and develop health related trainings/seminars for the furtherance of
promotion and accident prevention programs in the workplace.

3. Initiate and implement improvement of working conditions relative to a safe
and healthy working environment.
4. Ensure health promotion and accident-prevention efforts in compliance with
the government safety programs to maintain healthy work habits and safety
practices in the workplace.
5. Conduct periodic safety meetings.
6. Review reports of inspection, accident investigations and implementation of
programs.
7. Provide the necessary support to the government inspection authorities in
the proper conduct of the said activities.
8. Initiate safety trainings on OSH by coordinating with appropriate training
institutions.
9. Develop and maintain contingency plans and provide trainings/seminars in
handling disaster situations.
10. Prepare an Annual Work and Financial Plan and budget needed to support
the OSH programs.

Likewise, the following personnel are hereby designated as Safety and Health
Officers (SHOs) who shall be responsible for ensuring personnel’s adherence to
safety regulations, rules and policies. Further, to assess and implement/monitor the
required actions to be taken should there be identified unsafe acts and/or any
environment and hazardous circumstances in the workplace.

As Safety and Health Officers, they shall perform the following functions:

1. Attend relevant trainings, seminars and workshops and conduct related


orientations and trainings for DTI Staff.
2. Ensure that personnel are aware and compliant to all legislation and policies
related to safe workplace environment activities including the use of
disinfecting equipment and its substances.

3. Monitor the regular cleaning and disinfection of workplace/building in the
regional and provincial offices in accordance with the Health and Safety Plan
and the Proper Waste Management Plan of DTI Region 1.
4. Assess and recommend to the Committee should there be a need for
temporary closure of premises in extreme cases in accordance with the
existing protocols.
5. Coordinate, network and collaborate with other professionals, offices, agencies
and other entities to ensure the safety of work areas in DTI Region 1.
6. Assess and provide recommendations and proposals to the Committee for any
Health Safety and Wellness activity, Mental Health Resiliency Programs and
other related activities as intervention to the employees.
7. Conduct regular inspection of machinery, equipment and other relevant items
related to safety in the workplace, e.g. fire extinguishers, generators, and
recommend appropriate preventive/safety measures.
8. Ensure that Personal Protective Equipment (PPEs) are available and utilized
by personnel whenever necessary.
9. Monitor and ensure the appropriate storage of dangerous and potentially
dangerous materials.
10. Assist the fire brigade and/or the appropriate agency to conduct emergency
drills and coordinate actual incidents in the workplace.
11. Submit weekly report of compliance to health and safety standards / protocols
in the workplace and status of activities indicated in the OHS Plan to the
management.
12. Perform other related functions in accordance with the OHS Plan of DTI Region
1.

Under this order, expenses incurred in the discharge of the functions of the OSHC
shall be charged to any available fund of the Office, subject to the usual accounting
and auditing rules and regulations.

This Order shall take effect immediately and shall remain in force until December
31, 2021, unless sooner revoked or superseded.
