COURSE GUIDE TO PA 19 – ORGANIZATION AND MANAGEMENT


2nd Semester, SY 2020 – 2021

Welcome to PA 19 – Organization and Management Subject. First my congratulations to


you for successfully finishing your previous courses last semester. This course will one of the Major
Subjects in the course Bachelor of Public Administration, designed to provide understanding in the
major theories and practices of organization and management and their relevance to public
administration.

This material will serve as your guide in successfully understanding and completing this
subject. Please read this material before starting any lesson, because it outlines all the information
and requirements that you will be needing to complete this subject.

I. Course Introduction
A set-up where individuals from diverse backgrounds, different educational qualifications
and varied interests come together to work towards a common goal is called an organization. The
employees must work in close coordination with each other and try their level best to achieve the
organization’s goals.
It is essential to manage the employees well for them to feel indispensable for the
organization. Organization management helps to extract the best out of each employee so that
they accomplish the tasks within the given time frame.
Organization management binds the employees together and gives them a sense of loyalty
towards the organization.

II. Course Learning Objectives


1. Understand the critical grounding in basic organizational theory and management.
2. Explain the development of modern organizations and organizational analysis.
3. Identify the profit firms and other complex organizations (churches, the state, unions, social
movements, voluntary associations and so on.
4. Explore different explanations oof how organizations work, why fail, how experts have said
they should be managed and how they connect with other aspects of social structure and
culture

III. Target Learners and Prerequisites


As mentioned in the introduction, this course is one of the major subjects in Master of
Public Administration and it requires a prerequisite of the subject Introduction to Public
Administration. In taking this subject therefore you are expected to have a background on theories
of public administration, organization and management.

IV. Mode of Delivery


For this semester, the University identified three (3) types of learners, namely: students

V. Course Structure and Schedule


The course is divided into eight (8) chapters/units and is further divided into 40 lessons.
Each lesson will have its own lecture (printed/video/recorded), learning activities and self-
assessment. You are expected to finish all the 40 lessons within the 18-week period. The table
below shows your weekly activity for the whole semester please refer to it on a weekly basis to
make sure you are not missing any activities or deadlines.

VI. Course Requirements / Assessment Activities


The assessment that will be used is categorized into two: criterion-reference assessment
and interim/benchmark assessment. For criterion reference assessment you will be measured if
you have achieve the goals set forth in the course learning outcomes of the subject. For the
interim/benchmark assessments, you will be evaluated at the end of every period. In these two
categories you will be graded accordingly.
You will also be required to submit additional required reading analysis for additional
learning in relation to the subject. Your outputs for each topic shall also be graded using a rubric
whenever applicable. The final requirement of this course is a portfolio of the Best Practices for
Organization and Management of an Agency/Organization/Office of your choosing . In any case
that there will be a deviation from this requirement you may communicate with me to find a more
suitable equivalent.

VII. Grading System


As indicated in the syllabus, your course performance will be evaluated based on the
following:

VIII. Learning Resources

To support your learning, lecture materials and resources will be provided along during the
duration of the course that will be uploaded to the course site. Some resource materials for the
discussion of some topics are already readily available in the internet for you to access. Just make
sure that these materials will suit the topic and its publishing is within five years, as not to have
outdated information for better understanding.
