NOTICES
1. All local horses based at Chennai should be stationed at MRC
on or before Thursday, 12th August 2021 and not leave station
before conclusion of the season except with the prior permission
of the Stewards. The local horse/s will be permitted to race at
any other centre and return to MRC with prior permission from
the Secretary (Racing).
2. No stable / course fee will be charged. However, in case a
horse does not race twice (Once in case of horse/s rated 80 &
Above and for 3 year old horses {foaled in 2018}) during the
Udhagamandalam Races 2021 and / or the Udhagamandalam
Races to be held at MRC, Chennai, a stable charge of Rs.5,000/
- (plus applicable GST) per horse for the season will be charged
in respect of MRC based horses. This stable fee is exclusive of
the Stable Rent that is levied for the special stables at MRC,
Chennai.
3. “A” Licensed Trainers under the Madras Race Club Rules of
Racing should have minimum (10) Ten Horses and can have a
maximum of (50) Fifty Horses, Including a maximum of (20)
Twenty two year olds per trainer.
4. Outstation horses will be permitted to run ONLY in Classics and
Sweepstakes Races and will not be permitted to run in any
handicap races.
5. No entry fee/forfeits will be charged except for the Sweepstakes
Races. However, a service charge @ 0.5% (plus applicable
GST) of the advertised stakes/professional fees to the winner
(Owner, Trainer and Jockey) for races other than Sweepstakes
Races will be charged in respect of the entries made and
scratched at the time of acceptance of the race/s.
6. (a) Outstation horses which are eligible to race under MRC
Rules of Racing in terms of the conditions of the Prospectus will
be provided Stable accommodation for a period of 7 days.
(b) A stable charge of Rs.1,000/- per day or R.20,000/- per
month whichever is less will be charged after the permitted
period of stabling for outstation horses.

7. Fodder subsidy will not be paid w.e.f. 1st April 2021.
(i) “A” & “B” Licensed Trainers will be supplied oats and bran at
cost price (plus applicable GST).
8. Owners, Trainers and authorized agents are advised to keep
sufficient funds in their accounts with the Club to cover any and
every liability during the process of the meeting.
9. It is hereby notified for the information of all concerned that all
horses arriving at the premises of Madras Race Club should
possess the following documents without which they will be
strictly prohibited from entering the MRC premises:
(a) A valid Coggins Test Certificate negative for E.I.A.
(b) A Health Certificate from the Senior Veterinary Officer of the
respective Club stating that the horse does not show any clinical
signs of E.I.A., Glanders, AHS strangles or Equine Influenza at
the time of its departure.
(c) An endorsement in the passport to the effect that they have
been administered with approved vaccination against Equine
Influenza. The details of the vaccination such as Date and Name
of the Vaccine, Batch No. and must be duly signed by the
Senior Veterinary Officer of the respective Club.
10. Horses on arrival should be produced before the Club’s Veterinary
Officer and a certificate of soundness obtained.
11. The Club accepts no responsibility for any damage to horses,
employees or property whilst in these stables or within the
premises.
12. Owner’s account will be debited by 0.5% from the Stakes money
earned and credited to the Animal Welfare Board Fund to
generate funds for retired race horses.
The Stewards of Madras Race Club reserve the right to add,
amend or alter any of the terms of the conditions of the prospectus
at any time even during their validity at their absolute discretion.
Further, the interpretation of any of the prospectus conditions
will rest solely with the Stewards of the Madras Race Club and
their decision will be final and binding.

13. COVID – 19 PROTOCOLS
All the protocols to be followed as regards the Covid-19 pandemic
in terms of the guidelines formulated by the Central / State
Governments, as also by the Club will be circulated to all the
members of the Racing fraternity separately.

6. (a) The dates and times at which forfeits/ scratching are advertised
to fall due are liable to alteration after closing of entries should
circumstances arise, which in the opinion of the Stewards make it
desirable. All horses accepting i.e., ‘left-in’ after the time fixed for final
forfeits/scratching must be declared to start unless prior permission
for their withdrawal has been obtained from the Stewards. No horse
shall be entered to participate in more than one race on the same race
day, or the following race day, excepting the Sweepstakes races.
However, no horse shall be permitted to run in more than one race on
the same day.
(b) In the event of a horse being entered to participate in more than
one race in contravention of the above condition, both such entries
of the said horse shall be rejected and further the person responsible
for it shall be fined not less than Rs.10,000 (rupees ten thousand) by
the Stewards.
7. Stakes in all handicap races will be disbursed up to Five (5) places
subject to Clause 8(a) & (b), however Trainer’s/Jockey’s commission
will be disbursed up to four(4) places only.
8. Stakes will be disbursed for the 4th and 5th position in Handicap races
and terms for 3 year olds with respect to actual runners in a race to
be as follows:
i) Stake money for the 4th place will be paid stakes when there are 8
actual runners and 5th place will be paid stakes when there are 9 or
10 actual runners.
ii) No Stake money will be paid for 6th place onwards in all races.
9. Only such horses which are certified fit for racing by the Veterinary
Officer of the Madras Race Club will be allotted stables at Madras
Race Club, Chennai.
10. (a) The full advertised prize will be given in every race except in the
case of a walkover when only half the advertised prize will be given
in accordance with rule and subject to the deductions mentioned
below in clauses (c),(d),(e),(f),(g) & (h).
(b) Stake/prize money/incentives in any race will be credited to the
respective Owner/Trainer/Jockeys account, only after the receipt of
the analysis of the Urine sample of the Winner and placed horses in
that race coming clear of any prohibited substance.

(c) 0.5% of Gross Prize money to the owners for 1st, 2nd, 3rd, 4th and
5th places in all races will be deducted as Owners’ Contribution
towards the Tamil Nadu Racehorse Owners’ Association.
(d) 13.33 % of Gross Prize money to the Jockeys for 1st, 2nd, 3rd and
4th places in all races will be deducted as Jockeys’ contribution in
favour of Jockeys Association of India.
(e) 0.5% of Gross Prize money to the owners for 1st, 2nd, 3rd, 4th and 5th
places in all races will be deducted as Owners’ Contribution towards
the Animal Welfare Fund.
(f) 10 % of Gross Prize money to the Trainers for 1st, 2nd, 3rd and 4th
places in all races will be deducted as Trainers’ contribution in favour
of Tamil Nadu Trainers Association.
(g) The prizes for lower division race/s, if any, will be the same as for
the first division including the Trophy. However, the value of the
Trophy will be given to the Owner/s in respect of lower divisions
instead of the Trophy.
(h) In case the Owner/s of the winner wishes to surrender the Trophy
to the Club in any Cup race excepting Sweepstake Races, an amount
equivalent to the value of the Trophy will be paid. Request for such
exchange should be made to the Secretary of the Club within seven
days from the date of running of the relevant race.
(i) “Any Tax Central/State, liable to be paid on prize money/cup/
trophy is included within the prize money/cup/trophy respectively
and shall be paid by the Owners/ Trainers/ Jockeys/ Breeders or any
other persons”.
Special attention is drawn to the following:
11. (a) The list of entries shall be closed at the time appointed and no
entry shall be admitted on any ground after the time.
(b) Attention of all Owners and Trainers is invited to Rule 85 which
reads as under:
An owner or his authorized agent entering any horse in a race for
which he is not qualified to start by the conditions of that race may
be liable to a fine not exceeding such amount as may be fixed from
time to time by the Stewards of the Club.
(c) If no hour is fixed for closing of entries, the list shall not be closed
till midnight.

(d) In the event of any horse becoming ineligible for Sweepstakes
Race/s, the Subscriptions will not be refunded, except in the case
where horses have been rejected or balloted out due to the Sweepstakes
Race not being divided; only the final forfeit will be refunded.
(e) Entries must be made with requisite particulars. If the entries are
not signed by the Owner, they must be accompanied by a written
authority from the Owner to the enterer (special attention is drawn to
Rule 83) unless such authority has already been filed in the office of
the Madras Race Club, otherwise they will be declined.
(f) Note: In case of entry made by any modern mode of communication,
confirmation in writing on prescribed form and remittance if any must
be sent as soon as possible.
(g) Entries should be made on forms which will be supplied by the
Madras Race Club and correct details of all particulars required on the
form should be filled in.
(h) Should there be any entrance money the same goes to the Fund,
unless otherwise specified in the condition of the race. (Subject to
Rule 124)
12. The Minimum Acceptors in handicap races to be as follows:
(a) 1000 Meters to 1600 Meters – 8 Acceptors
(Horses Rated 00 to 25, 20 to 45, 40 to 65 & 60 to 85)

14. (a) Unless otherwise decided by the Stewards, MRC the maximum
number of races for a race day would be 8 (eight) and the minimum
number of races for a race day would be 6 (six). In the event of there
being more number of races than the above stipulation on a race day
by virtue of division of races and in order to limit the number of races
as stipulated, the excess number of acceptors in races for the lower
rated race/s (first) more than the prescribed field limit of 10 will be
rejected by ballot. A horse once rejected/balloted out after acceptance
shall not be rejected/included in the ballot on the next occasion
(except for sweepstakes race) when the horse/s is an acceptor provided
the horse/s has not run after being excluded so as to restrict the field
size for each division to 10.
(b) The following order of preference for division will be followed:
Handicap – 80 & Above
Maiden Terms Races
Terms Races with Penalties
Handicap – 60 to 85; 40 to 65; 20 to 45 and 00 to 25.
(c) Note – The time and date for the acceptances of two consecutive
race days will be on the same day and in the eventuality of division
of race/s, the Stewards reserve the right to divide as many number of
races as into as many divisions (not exceeding three per race) as
deemed fit. Further, the Stewards may Advance/ Postpone any race/
s so as to balance the number of races on two consecutive race days
with a limit of not exceeding 8 races per day.
(d) In case of acceptances time being fixed on same day for two
consecutive race days, the owners/trainers are allowed to lodge a
conditional prescribed blue form in the scratching box or by any
modern mode of communication prior to the scheduled time and date
fixed specifying in which race they would prefer to accept their ward
in case of entry in two races on consecutive race days if a race/s
going void/not getting divided or a horse getting balloted out from
a race. Further, any horse/s balloted out on the first of the two
consecutive days of racing shall not be balloted out from the second
day. Scratching forms for each consecutive race day should be lodged
separately.

(e) However, when such race/s (except for sweepstakes) are not
divided due to above stipulation, the excess number of acceptors will
be eliminated from amongst the horses belonging to Trainer/s and
Owner/s (i.e. anyone owner either individually or in a partnership)
who have accepted the highest number of horses by applying one or
more of the following criteria in that order:-
(i) Preference of elimination submitted by the Owner/ Trainer, if any.
(ii) Descending order of the age of horses.
(iii) Descending order of the number of starts of the horses during
the meeting.
(iv) Descending order of the Performance (1st, 2nd, 3rd and 4th) of
the horse during the meeting.
(v) In case of a tie, lots will be drawn.
This process will be continued till the required numbers of horses are
eliminated.
(f) In case of ballot the owner/trainer will have an option/priority of
rejections where they can lodge on a pink form or other modern mode
of communication giving the order of rejection by ballot. The order
of preference for balloting out must be in sequential order.
17. The procedure for division of race/s will be as under:
Division of Handicap Races:-
The procedure of allocating horses in to divisions will be as under:
For example, if a race is left with 20 acceptors; the horses in each
division will be allocated as under:
(a) If the acceptors are 20, 10 horses will be assigned to each division.
(b) If all the horses belong to different Owner/ Trainer, the first 10
horses will be assigned to Division I and the remaining 10 acceptors
will be in Division II.
(c) If any Owner or Trainer has two horses accepted, the higher
weighted/rated horse will be allocated to Division I and the lower
weighted/ rated horse will be in Division II.
(d) After separating the horses belonging to the same Owner/Trainer,
the balance number of horses required for a particular Division will be
allocated starting from the top weighted horse, till the required number
of horses for that particular Division is met.

+18.In the event of the number of acceptors in a Sweepstakes race/s
exceeding 14, the number of acceptors will be rejected as under:
(a) The rejection of excess number of acceptors will be based on the
aggregate value of stakes earned by the horse/s during the current
and two proceeding seasons. Horses having higher aggregate value
shall be given priority to remain in the race whilst horses with lower
aggregate value will be rejected to the field as prescribed. If two or
more horses are of equal lower aggregate value of stakes, the horse/
s shall be rejected by ballot.
(b) In case of Sweepstakes/Terms races confined to maidens the
rejection will be by ballot.
(c) In case of a horse/s being rejected after acceptance stage, or in
case of balloting out in a Sweepstakes race only the final forfeit will
be refunded.
(d)A horse rejected from a race shall not be rejected/included in ballot
when it has been accepted next time provided the horse/s has not run
after being balloted.
19. (a) The time and dates advertised for forfeits are liable to alteration
after the closing of entries should circumstances arise, which in the
opinion of the Stewards, make it desirable. All horses accepting i.e.
left in after the time fixed for final forfeits must be declared to start
unless prior permission for their withdrawal has been obtained from
the Stewards.
(b) The Stewards reserve the right to refuse or to accept the tender
of an entry and/or to cancel an accepted entry at any time without
assigning a reason.
(c)The Stewards reserve the right to amend or alter the conditions of
any race at any time and to indicate any race or races to be ridden
by Indian Jockeys and Apprentices at the time of publication of
Handicaps.
(d)The Madras Race Club reserves the right of paying stakes after
seven working days after a race is run.
20. In all Handicaps, a winner of a race after publication of weights to
carry 5 Kgs., i.e., 10 handicap rating points extra provided it is otherwise
eligible (i.e., if the winners rating exceeds the top rating of the class
it shall become ineligible).
21. In all handicap races the lowest weight allotted shall not be less than
50 Kgs., and the lowest top weight to be allotted shall be 60 Kgs.

Further, unless otherwise specified after final forfeits should the top
weighted horse be less than 60 Kgs., it shall be raised to 60 Kgs., and
the weights of remaining horses will be raised relatively.
22. No horse shall carry more than 2 Kgs overweight in any race, except
with the permission of the Stewards if the horse is ridden by a Jockey
who is either not entitled to claim an Allowance or cannot claim an
Allowance under the Conditions of the race.
However, in case a horse is ridden by a Jockey claiming an Allowance
it shall not carry, except with the permission of the Stewards, more
than 2 Kgs in excess of the weight which it would have carried if the
Jockey in question had claimed in full the Allowance to which he was
entitled. Such permission must be obtained before the Starting
Declaration box for such race is opened.
23. Except in Handicaps, correct weight of any horse/s not struck out
must be notified in writing not later than the time the final forfeits are
due for the race. Any Trainer failing to comply with this condition
will be fined a sum of Rs.500 in each case.
24. Unless otherwise specified starting declarations for all races must be
in the declaration boxes set apart for each race day by 10.00 A.M., two
days prior to the races. The declaration must be in writing and must
state the name of the race, the name of the horse, weight to be carried
and the name of the Jockey. Such declaration must be accompanied,
by the amount due including the Jockey’s fee if not already paid. It
shall also state if the horse is running shod or unshod, if the former,
it shall state the description of shoes plates, or tips used, omissions
or errors in the starting declaration will render the Owner or person
making it subject to a fine at the discretion of the Stewards [vide rule
141(a)].
25. (a) Indian Jockeys 25 years old and below and Apprentices, shall be
entitled to allowances in any handicap flat race, on the following scale
viz.
Not having ridden ten winners - 5 Kgs.
Having ridden ten winners, but not ridden
twenty winners - 3.5 Kgs.
Having ridden twenty winners, but not ridden
thirty winners - 2.5 Kgs.
Having ridden thirty winners, but not ridden
forty winners - 1.5 Kgs.

(b) After having ridden forty winners or attaining the age of 25 years
whichever is earlier, they are not entitled to claim any allowances.
Provided, however, that an apprentice jockey/Indian jockey may claim
the same allowance during the day which he/she was entitled at the
beginning of the race day. The change in allowance as per the scale
will take effect from the subsequent race day.
26. Note:
(a)No Apprentice shall be permitted to ride in any race for three year
olds until he has ridden in atleast ten races. No Apprentice shall be
permitted to ride in any race for 2 year olds until he shall have ridden
ten winners.
(b)Apprentices during their first 10 rides will be permitted to ride only
in races where the number of runners is 10 or less.
(c) No rider shall ride in any race unless he/she is wearing a Skull Cap
and Body Protector of a pattern approved by the Stewards, Madras
Race Club.
27. (a) Colours must be declared with the entries unless already registered
with the Madras Race Club. Unregistered Colours must be declared
in the Office at or prior to the time fixed for the final forfeits and must
be of the pattern as described in the regulations governing the
registration of colours as published in the Racing Calendar. Such or
other approved colours must be registered with the Madras Race Club
when notification to do so has been issued. If there be more than
one horse of any one Owner left in a race, a different coloured cap
must be declared for each horse. Every person running a horse in
colours other than those registered or declared as per above will be
fined in accordance with Rule 118 in respect of each horse so run.
(b) In the event of a person being unable to run a horse in colours
as declared in the Race Card, the Jockey will wear “All Black”. A set
of these colours may be obtained from the Clerk of the scales.
28. Trainers must ensure that Passport of every horse intended to be
raced under the Madras Race Club Rules of Racing is with the Madras
Race Club well before the time of the race in which the horse is
intended to be raced, as a horse without a Passport will not be
permitted to race.
29. In view of the introduction of Goods and Services Tax (GST) Act w.e.f.
1st July 2017, there will be a levy of GST @ 18 % on all payments made
by owners to the Club i.e: Entry Fees, Sweepstakes, etc., & any other

payment / deduction as applicable as per law. Any further changes
due to GST will be notified separately.
30. Amount of Stakes payable to Trainers and Jockeys, as reflected in the
Prospectus, represents commission on stake payable by owners to
them as decided by the Committee of the Club.
31. All persons taking part in the Udhagamandalam Races 2021 to be
held at MRC, Chennai shall be bound by the Rules of Racing of
Madras Race Club and notifications issued from time to time in the
Madras Race Club Calendar and such regulations as may be laid
down by the Stewards of the Meeting from time to time.
32. The Stewards reserve the right to amend or alter or cancel any of the
Conditions or Clause/s at any time contained in the General Conditions
of the Prospectus, if the circumstances so warrant at their sole /
absolute discretion.
33. All E-mails and Fax messages (must be confirmed by letters) and all
communications addressed to the Chief Executive Officer, Madras
