A. Masters (Above 2000 ELO Rating), Prize Fund: Rs. 23 Lakhs
B. Challengers (Below 2000 ELO Rating), Prize Fund: Rs. 12 Lakhs
1.Rules & Regulations:
 The Masters Event will be FIDE TITLE NORM category tournament with
players above 2000 ELO Rating.
 Challengers Event will be Fide rating tournament with players below 2000
L ELO Rating.
 Only players who have not crossed the FIDE rating of 2000 in the past 36
l months prior to the start of the event are eligible to participate in challengers
lllllllll event.
 Organizers reserves the right to add players below 2000 rating under special
circumstances.
 Master event will be played in 10 rounds 1 round every day.
 Challenger’s event will be played in 09 rounds 2 rounds first four days and one
L round last day.
 Masters time control is 90 minutes for first 40 moves followed by 30 minutes
for the rest of the game with and addition of 30 second per move starting
from move one.
 Challengers time control is 90 minutes with addition of 30 second per move
starting from move one.

8.Hotel & Accommodation:

• All invited participants will be provided free lodging on double - sharing basis &
boarding.
• All other participants may avail discounted package for AC lodging room /dormitory
& boarding at the rate of 1250 per day per head with good quality veg food only.
• All accompanying person need to pay rupee 1000/- towards double sharing AC
accommodation room and rupee 500 for veg food per day per head .
Note:- All participants need to confirm their requirement of lodging and boarding
(including extra person -if any) while registering for the tournament.

9.AICF Registration 2022-2023 for Indian Players:

• Indian players should be compulsorily registered with AICF. Players not yet registered
can do so by remitting a sum of Rs.250/- online on https://prs.aicf.in. Entries from
unregistered players will not be entertained.

10.Default Time (Walkover Time):

• The default time will be 15 minutes.

11.The Drawn Game:

• The players shall not agree for a draw without consent of arbiter before each player
makes 30 moves.

12.Tie-Break:
• The following tie break rules will be applicable for all the FIDE Rated Swiss Events under
AICF.
i. Buchholz Cut 1
ii. Buchholz
iii. Sonneborn-Berger
iv. Direct encounter
v. The greater number of wins including forfeits vi. Number of wins with Black
pieces

13.Appeals Committee: A 5-member Appeals Committee (inclusive of 2-reserves)

shall be formed from players. The decision of the said committee shall be final and binding
on all the participants.

14.Protest: Protest
if any, against the decision of the Chief Arbiter, shall be made in writing with a protest fee
of Rs.1000/- (Rs. one thousand only) within 30 minutes of the occurrence of the incident.
The amount would be refunded if the appeal is upheld.

15.Interpretation: For further interpretations of the rule(s) and deciding any aspect
not covered by the said tournament prospectus, the decision of the Tournament Director
shall be final and binding on all the participants. The Tournament Director has every right
to make any addition/deletion/amendment to these rules. However, such changes shall
be displayed on the noticeboard.

16.Players are not allowed to carry bags, mobile phones, wrist watches and other
electronic devices to the playing arena. Arrangements have been made for players to
deposit their bags, mobile phones, etc.
17.Force Majeure:
 The Organizing committee are bearing no responsibility in case of a force
Majeure. Which might cancel or postpone the event.

18. All title holder regarding their Queries & All Foreign Players
regarding their Visa Assistance are requested to contact :-

Notes:
• The prizes shall not be shared and a player would be eligible for one higher prize
only.
• If applicable, as per Income Tax regulations of India, tax shall be deducted at
source
(TDS) from the prize money awarded to the foreign players (@ 20.80%) & Indian
players
(@ 10% for the prize amount above the threshold of Rs.30, 000/- and above).
• All Indian players are required to submit a copy of the PAN card and AADHAR
card.
For players who fail to submit a PAN card, TDS would be deducted @20.80%
irrespective of the prize money won.
• All payments to Indian players would be made by cheque/RTGS and will be
issued
in the name of the concerned prize winner only.
• Payment of prize money awarded to foreign players would be made by SWIFT to
their
bank accounts.
• Prize winners from foreign countries would be required to submit a copy of their
passport & VISA

COVID PROTOCOL

1. All players are required to mandatorily adhere the Covid Protocol issued by
Government of India/Government of Chhattisgarh at the time of tournament.

2. Any symptomatic players will be removed from the tournament as pre-caution.

All players are obliged to obey this rule and no protest can be made against this
decision of Organizing Committee.
3. Players are obliged to undergo random RTPCR/Antigen Test conducted by the
organizing committee .

4. Preference in entry will be given to fully vaccinated players .

5. All Officials and Arbiters will be fully vaccinated.
6. Sanitization of Chess Board and Chess pieces will be carried out at regular
intervals.
7. Parents and accompanying persons are not allowed inside tournament hall at all
times.
8. Chhattisgarh state Chess Association takes all the measures for safe
tournament environment. However, in case any untoward situation arises, the
players will not ask damages from Organizers .

9. By enrolling for the events, the players are abide by all the terms and conditions
of the Tournament for participants .

IMPORTANT NOTE :- The climate of Raipur will be rainy with a temperature of

24 degree to 32 degree Celsius.
