Sub:- Hiring of 01 No. JCB Loader (with minimum 0.24 Cum Excavating bucket at rear
and 1.1 Cum Loader bucket at front) for a period of one year, on as and when
required basis, for Bhupalpalli Area - Reg.
We shall be obliged if you could kindly quote your lowest price and time of delivery for
supplying the JCB Loader on hire basis as per list attached herewith.

Part A – Technical Offer (in one cover)
1) Technically parameters of the equipment
2) The machinery installed by the manufacturers
3) Technical competence of the manufacturers
4) Order Copies for supplies made to reputed concerns or Govt. undertakings
5) Performance reports if any
6) NSIC or SSI, ISO certificates along with other documents drawings & specifications
7) Guarantee / Warranty
8) Service Support, Spares Depot
PART B – Commercial Terms (in one cover)
1) Validity, EMD, Delivery period, applicability of taxes and duties, LD penalty, warranty / guarantee
2) Specimen copy of part C without prices
Part C – Price Bid (in one cover)
1) Basic price quoted PVC formula if any, duly taxes and other commercial terms viz credit rebate etc.,
All the above three covers, i.e., Part-A, Part-B, Part-C should be distinctly marked with the following on
its left hand top corner
1) Enquiry Number & Date and Name & Address of the Bidder
2) Cover No. i.e., Part-A / Part – B / Part – C as the case may be and name & address of the bidder

All the Three covers are to be individually sealed and superscribed as mentioned above and shall be kept
in another single sealed cover superscribing Enquiry No. due date of the submission of the tender and
due date of opening of tender and name & address of the bidder
Sealed tenders are invited by the under signed for Hiring of 01 No. JCB Loader

for a period of one year, on as and when required basis, for Bhupalpalli Area , as per the
terms and conditions mentioned below.

1) The contractor should use minimum 1.1 Cum. Bucket for loading of coal / sand
etc., and should use minimum 0.24 Cum. Bucket for excavating / cleaning of
nallas, preparation of sand yards, trench cutting around sand yards / acquired
land, desiltation / widening of nallahs & drains in mine premises, clean the
nallahs, culverts and approach drains etc., in various colonies at Bhupalpalli Area
etc., as per the directives / requirements of mine authorities, as per the directives
of S.O. to G.M., BHP.
2) The contractor should work with the excavating bucket and also loader bucket to
carryout the job, as per the directives of mine authorities, rate for the both
operation is same.
3) Period of Contract: The work shall be started immediately within one week as per
the instructions of S.O. to G.M., BHP and to complete 1000 hours for a period of
one year.
4) Price variation clause: the prices shall be firm till execution of the order. No price
variation is acceptable including diesel price escalation.
5) Escalation: Rate / Hire charges shall be firm for the entire period of contract and
no escalation on hire charges shall be allowed till the complete period of contract.
6) Taxes, Duties, Octroi etc: The hire charges shall be inclusive of all the taxes,
duties, Octroi etc., (excluding service tax) applicable for such kind of work and no
separate payment shall be made for the same. Income Tax or any other tax as
applicable will be deducted from contractor’s bills at source as per prevailing
rules.
Service Tax Extra, payable against the Tax Invoice only. Before commencement
of the work, the contractor should register with Service Tax department and
submit the registration number to SCCL. The firm has to submit tax invoice to
avail Cenvat Credit.
7) Fuel: Fuel & Lubricants required for the operation of equipment shall be born by
the contractor only. The contractor shall be responsible for procuring and storage
the same in their own drums / vessel and filling the same with hand pumps.
8) Spares, Consumables & Lubricants: Spares, Consumables and lubricants requires
for running the equipment shall be arranged by the contractor. Hire charges shall
be include cost of such items and no separate payment shall be made for the
same.
9) Man power of the Operation: The rates shall be inclusive of operators provided.
Accommodation and food for the Operators shall be arranged by the contractor at
their own cost.
10) Tools, Plants and Consumables: Tools, Plants and Consumables required for
installation, Operation and maintenance of equipment shall be provided by the
contractor and the hire charges shall be inclusive of the same.
15) The contractor shall arrange insurance coverage for the personnel employed on
the work and the contractor should not engage child labour.
16) The workmen engaged by the contractor shall not have any right or claim for
employment with SCCL.
17) Any applicable statutory taxes (like Income Tax, Work contract tax etc.,) will be
recovered from the bills as per rules (TDS).
18) The Contract is liable for termination in cases:
i. There is continued default by the Contractor for three days and if the
concerned officer certifies that the performance of contract is not
satisfactory.
ii. The performance of Contractor is unsatisfactory at any stage.
19) The persons employed by the contractor should be of his own employees and
receives the wages from him. The SCCL would not accept any claim from the
labour whatsoever. The contractor shall be responsible for payment of
compensation as his employee(s) may be entitled to in the event of any accident
or disability arising out of or during the course of his deployment with us and in
all the events, the SCCL shall be indemnified from any claim.
20) Sub-contracting is not allowed. The contractor and his personnel adhere to the
mines act and should work as per the directives of mines authorities.
21) Compensation of any sort under any situation like accidents, fires, extremists’
activities etc shall be borne by the contractor and SCCL will not take any
responsibility.
22) All protective measures of persons should be take care by the contractor. The
contractor must provide suitable uniform to persons for identity and discipline.
23) The contractor must provide identity cards to his employees.
24) The Bio-Data of the persons deployed should be submitted to the SCCL along with
their photographs from time to time. The contractor should responsible for the
good conduct and integrity of such staff. The contractor has to verify the
character and antecedents before deploying at SCCL site.
25) No conveyance or accommodation will be provided by the SCCL for the contractor
persons at their work spot or during the duty.
26) The contractor should follow all statutory rules, regulations, applicable laws etc.,
and statutory requirement related to Government licenses, workmen
compensation, insurance, CMPF/EPF, including minimum wage act,.
27) The contractor shall solely be responsible for any accidents, injuries, to his
personnel or to third parties arising out of duty in the course of deployment of
loader. The contractor shall adhere to all the formalities/regulations/obligations.
28) Necessary statutory permits shall be obtained by the contractor only and inform
the same to SCCL.
29) Price Fall Clause: In the event, a price lower than the price in this Contract are
accepted by the contractor, within a period of 6 months from the date of signing
of this Contract from any other agency under similar terms and conditions of the
contract issued to the Contractor, benefit of such lower price shall also be offered
to SCCL under this Contract. The Contractor shall intimate SCCL about his
acceptance of such lower price immediately.
30) Risk purchase Clause: In case the Contractor fails to deliver the terms of the
contract as per the order and SCCL is forced to enter into new contract for the
purpose with another firm at a higher price, the Contractor shall pay the
difference in prices to SCCL.
31) Contractor should hand over copies of the valid driving license of the drivers of
the earth moving machinery engaged by contractor to the Manager of the mine
for their security.
32) The successful tenderer shall obtain labour licence, insurance, CMPF/EPF Account
details etc. of the workmen with in one month from the date of commencement of
the work.
33) Penalty: The contractor has to commence the work within one week on receipt of the
order. The contractor should positively deploy the JCB Loader within the stipulated period
as per the order terms and conditions. If it fails to deploy the JCB Loader within
stipulated period, a penalty of Rs. 1000.00 / day will be recovered from the contractor’s
future bills. The Area GM / Head of Department will take a decision either to penalise the
firm or cancel the order depending on the need & situation (From the date of completion of
the lead period and till the deployment of JCB Loader).
JCB Loader is required for as and when required basis, if it fails to deploy the JCB Loader
within 48 hours on as per the instructions of S.O. to G.M., BHP, a penalty of Rs. 1,000.00 /
day will be recovered from the contractor’s future bills, as per the instructions of S.O. to
G.M., BHP.
34) The contractor should carryout all operations in accordance with rules and
regulations and bye-laws that may be applicable to entire satisfaction of the
concerned mine authorities of S C Co. Ltd.

35) EARNEST MONEY DEPOSIT: The tenderer shall deposit along with ofer an amount
of Rs. 20,000.00 (Rupees Twenty Thousand Only) towards EMD, by way of
crossed Demand Draft drawn in favour of “THE SINGARENI COLLIERIES
COMPANY LIMITED, BHUPALPALLI”. Payable at State Bank of Hyderabad,
Bhupalpalli. Demand Drafts payable on out station banks will not be accepted.
EMD in the form of Cheque/Fixed Deposit Certificate/Bank Guarantees etc., will
not be accepted. Tenders without the requisite EMD will be rejected outright.
EMD of unsuccessful tenderer shall be returned only after finalization of the
tender.
36) The contractor has to follow all statutory rules & regulations of SCCL from time to
time, in accordance with mines regulation act.
37) The possession, owner ship, control and operation of the equipment including
safety of the equipment will always remain with contractor only.
38) Pollution under control certificate should be obtained from concerned statutory
authorities from time to time and certificate is to be kept in the vehicle.
39) The SCCL will not be held responsible for any taxes, duties, loans or debts on the
vehicle provided by the agency and should ensure no involvement of SCCL on
such account.
40) The SCCL is reserves the right to cancel the tenders is full or part thereof without
assigning any reason.
41) Contractor should not engage workmen/drivers below 18 years of age. All the
workmen should be medically examined and trained at MVTC at contractor’s
expense, before engaging for work. The contractor and his personnel wherever
they work i.e., mine/department they should follow the prevailing rules and
regulations existing at the site and should follow the mines act.
42) Any contravention by the contractor or any person employed by him or acting on
his behalf or may of the terms of contract or any of the provisions or any act,
rules, regulations or Company'’ standing order or any rules regarding conduct and
discipline as formulated by the Company would be communicated in writing to the
contractor or to the person acting on their behalf by concerned officer. After
having been informed of such contravention, if the successful contractor fails to
take appropriate action, the concerned officer has the right to refuse entry to the
person responsible for such contravention, to the premises of the office or any
other company’s establishments till the cause of such contravention is removed or
inform in writing of the corrective action taken the successful contractor with an
assurance about non-recurrence of such contravention.
