RESOLUTION BY THE BOARD OF SUPERVISORS

OF RAPPAHANNOCK COUNTY, VIRGINIA,


CREATING THE
RAPPAHANNOCK COUNTY FIRE & RESCUE DEPARTMENT

WHEREAS the Fire and Rescue/EMS Services Agreement by and among Rappahannock
County, the Rappahannock County Fire and Rescue Association (Association), and the seven
volunteer fire and rescue companies operating in the county (Companies) sets forth in paragraph
46 that “The Association, in cooperation with the County Public Safety Committee, shall notify
the County as soon as possible of the need for career staffing, and prepare a plan, schedule, and
procedures for integrating such career staff”; and,

WHEREAS the Association, by letter dated December 17, 2020, recommended to the Board
of Supervisors that, initially, the Board approve the hiring of a part-time ALS (Advanced Life
Support) provider equipped with a chase buggy serving 24/7 to be stationed centrally in the
county at Co. 1, Washington Vol. Fire & Rescue; and,

WHEREAS the Rappahannock County Public Safety Committee met on December 28, 2020
and after discussing the recommendation put forward by the Association, voted to recommend
that the Board of Supervisors pursue the recommendation of the Association (implementation
of a chase buggy with ALS capability); and,

WHEREAS the Board of Supervisors heard and considered the recommendations put forth by
the Association and Public Safety Committee during their meeting of January 4, 2021, at which
meeting they voted to support the recommendation from the Association and Public Safety
Committee “that a chase vehicle was an appropriate first step, and that staff be directed to work
with the Association and the public safety committee to develop an implementation process and
schedule;” and,

WHEREAS the Board of Supervisors adopted the fiscal year 2022 budget such that it
incorporated $211,000 for EMS personnel funding, $69,000 for EMS operating funding, and
$150,000 for EMS capital funding; and,

WHEREAS Rappahannock County Code § 22-8, paragraph C, recognizes the enabling


authority granted by the Code of Virginia in Title 32, Chapter 4, Article 2.1, § 32.1 -111.4:6
and Title 27, Chapter 2, Article 1, § 27-6.02 for public bodies to establish an emergency medical
services agency and fire department.

NOW THEREFORE BE IT RESOLVED that the Rappahannock County Board of


Supervisors finds that it is in the best interests of the citizens of, and visitors to, Rappahannock
County that the “Rappahannock County Fire & Rescue Department” be created as an agency
of Rappahannock County, pursuant to the authority granted by the Code of Virginia in Title 32,
Chapter 4, Article 2.1, § 32.1 -111.4:6 and Title 27, Chapter 2, Article 1, § 27-6.02; and,

BE IT FURTHER RESOLVED that the Rappahannock County Fire & Rescue Department
shall be managed by the Emergency Services Coordinator and such department may consist of
County-employed emergency medical and fire service personnel, volunteer emergency medical
services personnel, or both; and,
BE IT YET FURTHER RESOLVED that the Rappahannock County Fire & Rescue
Department is authorized to provide emergency medical services, render aid in cases of actual
or potential medical emergencies, and respond to and mitigate actual or potential damage from
fire and all-hazards occurring in Rappahannock County.

the Board of Supervisors of Rappahannock County, Virginia, at its regular monthly public
meeting held at the Rappahannock County Courthouse, Town of Washington, Rappahannock
County, Virginia, on September 1, 2021:
