    A solicited proposal is when the customer asks for a proposal. They may ask verbally or they
    may issue a written Request for Proposals
    Example 
    1. the proposal was written by MR X to GM Motors for a custom-built car with a V8
    engine 
    2. An education institution proposal to Lenovo ltd for providing 100 pc for school  
    Unsolicited proposal
     “Unsolicited Proposal” means a written proposal for a new or innovative idea that is
    submitted to an agency on the initiative of the offerer for the purpose of obtaining a
    contract with the Government, and that is NOT in response to a Request for Proposals,
    Broad Agency Announcement, Small Business Innovation
