1. NAME OF COMPETTION
The official name of this competition is ‘IIUM SPORTS CARNIVAL’ pronounced ‘ISC’ after this.

2. LOGO & THEME

2.1. Logo for ISC shall be maintained as follows except year of carnival. Any changes must be
proposed to ‘Board of IIUM Sports Carnival’.

2.2. The theme for ISC shall be maintained as ‘RISE AS ONE’

3. GAMES RULES
All rules and regulations are used according to the latest international and national sporting
body rules. However, if necessary, the Technical Committee has the right to amend the
games rules.

4. SPORT OFFERED
The game offered must be based on:-

4.3. Host have the privilege to select 2 (Two) Optional Sports without any objections by
other committee members and other 3 (Three) Optional Sports chosen should be
agreed by members of organizing committees (OC).

4.4. DEMONSTRATION SPORT – Organizing Committee must choose minimum Two (2)
games to be offered from the list and other game(s) unlisted in the Demonstration
Sport.

4.5. The organizing of unlisted additional Demonstration Sport(s) cost should be fully borne
by the host for any technical aspects or financial implications.

5. PARTICIPANT

5.1. All Mahallah in IIUM Gombak Campus shall participate in this ISC.

5.2. Athletes Eligibility :-

5.2.1. All registered, full time under graduate students are eligible to participate in
this ISC and represent respective Mahallah.

5.2.2. All ‘Students Leave Outside Campus’ (LOC) shall represent their respective
registered Mahallah.
5.2.3. Only eligible students are allowed to participate in the ISC and the
identification shall be proven via student’s matric card and mahallah
registered slip.
5.2.4. Student shall represent their current Mahallah only and not allowed to
represent their previous Mahallah. (Applied for students who changed their
Mahallah).
5.2.5. For COED mahallah, they shall compete in both categories separately.

6.3. All Mahallah must submit the ‘Intention of Participation’ (F1) & ‘Game Confirmation
Form’ (F2) within the stipulated period instructed by the ‘Technical Committee’.
6.4. All teams must use the ‘Official Registration Form’ and ‘Official Match Entry Form’
issued by the ‘Technical Committee’.
6.5. Only replacement of athlete registration (with medical reason) will be entertain during
team managers meeting. Late submission after 1st match is not allowed.
6.6. ‘Match Entry Form’ must be submitted to the ‘Game Coordinator’ before each game

6.7. A student can only participate in two (2) sports offered and compete in Tracks & Field
event.
6.8. Only Mahallah Staff i.e Fellows, Assistant Manager, Administrative staff shall be
appointed as ‘Team Officials’.
6.9. Students may be appointed as ‘Team Assistant’ or ‘Coach’ for respective games
Brother’s are not encourage to coach Sister’s team.

7. UMPIRING & REFEREE

7.1. Only qualified umpire/referee will be provided by the ‘Technical Committee’ during the
competition.

8.2. Mahallah is COMPULSORY to provide own team jersey with number for each game
sports according to mahallah theme color.
8.3. All teams must wear proper attire according to the rules and regulation of each game.
8.4. All participants are responsible and required to follow the university dress code
according to the university rules and regulations.
8.5. If both teams wear the same color of jersey; the first team stated in the game schedule
must change to different colored attire.
8.6. Team that FAILED to wear their own jersey, they will be given 10 minutes to find a
replacement jersey. If the team still FAILED, the team will be penalized under ‘ISC Game
Rules’; Article 11: ‘Delayed Game’.

9. EQUIPMENT & VENUES

9.1. All equipment and venues will be provided by the ‘Technical Committee’.
9.2. However, the ‘Technical Committee’ will not provide any personal equipment such as
shoes, racquets, tights, training balls etc.

10. COMPETITION FORMAT

10.1. The game shall be played or conducted whenever there are a minimum of 4 teams
for ‘Brothers Category’ and a minimum of 5 teams for ‘Sisters Category’. The game
shall be played in one-round robin league or group league and knock-out basis.

10.2. ONE-ROUND ROBIN SYSTEM.

10.2.1. Shall 4 teams participate in the tournament, it will be played in a One-Round

Robin system.

10.2.1.1. The team with the highest point shall be declared Champion and
the second best team shall be the Silver medalist.
10.2.1.2. The team in the third position shall be declared Bronze medalist.
10.2.1.3. There shall be a maximum of 6 matches for this format.

10.2.2. Shall 5 teams participate in the tournament;

10.2.2.1. The team with the highest point shall be declared Champion and
the second best team shall be the Silver medalist.
10.2.2.2. The team on the third position shall meet the fourth position in the
play-offs to determine the Bronze medalist.
10.2.2.3. There shall be a maximum of 10 matches for this format.

10.3. TWO-GROUP SYSTEM.

10.3.1. Preliminary round.

10.3.1.1. Shall 6 to 8 teams participate, it will be divided into two groups and
played in group league basis.
10.3.1.2. The defending champion and the Silver medalist from the previous
ISC will be separated in different group. They will be position at A1
and B2 respectively. Other teams will be open draw.
10.3.1.3. Shall only 6 teams participate and one team withdraw and left with
only 2 teams in a group, the One-Round Robin system shall apply.
10.3.1.4. Shall 7 teams participate and teams from Group A withdraw,
therefore the team position at B4 will be automatically replacing the
vacant position in Group A.

10.3.2. Semi-final Match.

10.3.2.1. Group champion and 2nd placing will be group as follow:

10.3.2.2. The game will be played on Knock-out system.

10.3.3. 3rd/4th Placing and Final Match.

10.3.3.1. Winner from Group X shall play winner from Group Y to determine
the Gold medalist.
10.3.3.2. Loser from Group X shall play Loser from Group Y to determine the
Bronze medalist.

10.4. THREE-GROUP SYSTEM.

10.4.1. Preliminary Round.

10.4.1.1. Shall 9 teams participate; the teams shall be divided into 3 group
consist of 3 teams and shall be played in group league basis.
10.4.1.2. The defending champion and Silver medalist from the previous ISC
shall be separated in different groups and placed A1 and B2
respectively. Other teams shall be positioned after the draw has
been made.
10.4.1.3. Shall any team withdraw after the official draw, the schedule will be
remain.

10.4.2. Knock-Out Game Arrangement.

10.4.2.1. Only group champion and 2nd placing will qualify to knock-out stage.
10.4.2.2. The placing shall be made by an open draw.
10.4.2.3. All Group champions shall be drawn for 1 and 6 or X (3/4) position.
10.4.2.4. The remaining position in X will be maintained in the main draw box.
10.4.2.5. The 2nd placing from each group shall be determined at position 2/X/5.
10.4.2.6. The 2nd placing from each group shall not be drawn at the same tier
with their group champion

10.4.2.7. All matches will be played on Knock-out basis.

10.5.1. The defending Champion and runner-up will be separated in different group.
The position shall be at A1 and B2 respectively.

11. OVERALL CHAMPION

11.1. The overall champion for ISC should be determining as follow:-

11.1.1. Highest point collected;

11.1.2. If draw, Highest gold medal collected;
11.1.3. If draw, Highest silver medal collected;
11.1.4. If draw, Highest bronze medal collected;
11.1.5. If draw, The Organizing Committee should finalize the championship.

11.2. The accumulative point for team event as follow :-

Gold Medal 10 point

Silver Medal 7 point
Bronze Medal 5 point
Semi-Final 3 point

11.3. The accumulative point for individual event as follow :-

Gold Medal 5 point

Silver Medal 3 point
Bronze Medal 1 point

12. DELAYED GAME

12.1. Any teams that came late later than 10 minutes from the official match time can be
concede as a ‘Walk-over’. The opponent shall be declared as the winner.
12.2. Any delayed games due to nature calls, the team must report as soon as possible to
the ‘Games Chairman’ or ‘Game Coordinator’ and the ‘Technical Committee’ will
make the games postponement.
12.3. ‘Match Entry Form’ must be submitted to the umpire/judge in charge 10 minutes
prior each match.

13. WITHDRAWAL AND WALKOVER

13.1. All Athletes/Teams must complete the tournament schedule and teams are
prohibited to concede walkover to the opponent.

13.2. Mahallah involved will be penalized, which they will be barred for the next games
and further action shall be taken by the ‘Organizing Committee’.
13.3. Withdrawal of an athlete can only be made on medical ground and advise from the
tournament Doctor (IIUM Health Centre only) or with the consent of the Referee.
Otherwise, the failure of the athlete to complete the tournament may barred the
athlete from the whole championship.

14. PROTEST/APPEAL

14.1. All protests/appeals must be made in writing with related document by Team
Manager Only and to be submitted to the Game Chairman or Organizer not later
than 30 minutes after the game ended or the time stated in the game rules with RM
200.00 as payment for recheck.
14.2. Shall the protests be rejected the payment for recheck shall remain with the
‘Organizing Committee’.
14.3. Shall the protests be accepted, half of the payment (RM100.00) for recheck shall be
return to the team who make the protest.

15. ORGANIZING COMMITTEE

15.1. The organizing committee for IIUM SPORTS CARNIVAL must consists of:-

a) Co-Chairman (Principal of Mahallah & Head of Sports Development Centre).

b) Secretary (Principal of Mahallah).
c) Treasurer (Principal of Mahalah).
d) All Mahallah Principals.
e) 2 officials from Sports Development Centre.

15.2. The responsibility of this committee as follows:-

15.2.1. To confirm the date of ISC.

15.2.2. To determine the sports to be offered, number of participants and format of
the competition.
15.2.3. To appoint ‘Game Programme Manager’ (Student).
15.2.4. To appoint ‘Game Chairman’ (Principals of Mahallah).
15.2.5. To appoint ‘Technical Coordinator (Fellows of Mahallah).
15.2.6. To brief the tournament general rules and regulations to all participants.

16. TECHNICAL COMMITTEE

16.1. Technical Committee will be led by Spots Development Centre.

16.2. The Technical Committee will consist of:-

a) Chairman: Head of Sports Development Centre.

b) Deputy Chairman: Senior Sports Officer.

c) Secretary: Sports Officer.
d) General Coordinator: Senior Assistant Sports Officer / Assistant Sports
Officer.
e) Games Chairman: All Mahallah Principle.
f) Games Coordinator: All Fellow of Mahallah.
g) Venue Coordinator: Sports Development Centre Staff.

16.3. This committee will determine the ‘Rules and Regulation’ of each game.

17. PROTEST COMMITTEE

17.1. The Organizing Committee will form the Protest Committee consists of six (6)
members and they are:

a) Chairman: Head of Sports Development Centre or Representative.

b) Secretary: Games Coordinator of game concerned.
c) One (1) Technical Advisor.
d) Three (3) Neutral Game Coordinator.

17.2. The Committee has the right to get any information from any parties to discuss prior
to any decisions made.
17.3. The Chairman of this committee has the right to finalize all decision.

18. APPEAL COMMITTEE

18.1. The Organizing Committee will form the Appeal Committee consists of six (6)
members and they are:

a) Chairman: Deputy Rector (Student Affairs) or Representative.

b) Secretary: Sports Officer.
c) One (1) ISC Games Chairman.
d) Three (3) Neutral Principals.

18.2. The Chairman of this committee has the right to finalize all decision.
18.3. All decision of this committee cannot be appeal at any level or court.

19. DISCIPLINARY COMMITTEE

19.1. The ‘Organizing Committee’ will form the Discipline Committee consist of six (6)
members and they are:-

a) Chairman: Director of STADD.

b) Deputy Chairman: Deputy Chairman ISC.

c) Secretary: Organizing Committee Secretary.

d) One (1) Senior Official from SDC.
e) Two 2 Neutral Mahallah Principals.

20. DISCIPLINARY ACTION

20.1. Officials/Players/Teams who are found guilty on any offence or disciplinary action
shall be fine as follow:-

20.1.1. Banned from participating in IIUM Sports Carnival during the period of one
(1) or two (2) year; or
20.1.2. Withdraw the championship or medal; or
20.1.3. Penalty not more of RM 500.00 (Ringgit Malaysia Five Hundred); or
20.1.4. The case will be brought to ‘Legal Advisor’ for further action.

20.2. IIUM Mustangs athlete who is found guilty on any offence or disciplinary action shall
be fine as follow:-

20.2.1. Banned from representing IIUM Mustangs team and university at any
competition level for 3 months.

21. BOARD OF IIUM SPORTS CARNIVAL

21.1. The Board of IIUM Sports Carnival is the highest body to amend any matters in the
‘ISC General Rules’.
21.2. A meeting must be conducted by the Secretary of ‘Council of Principals’ prior to any
amendments.
21.3. The chairman for this board is the Deputy Rector (Student Affairs), International
Islamic University Malaysia.
21.4. This board must consist of:-

21.4.1. All Members of ‘Council of Principals’.

21.4.2. Head of Sports Development Centre.
21.4.3. All Senior Sports Officer.
21.4.4. All Sports Officer.
21.4.5. All Fellows of Sports Bureau.
21.4.6. All Chairperson of respective MRC Sports Bureau.

22. CERTIFICATE

22.1. The ‘Organizing Committee’ will provide certificate for all participants.

23. PRIZES / MEDAL

23.1. The ‘Organizing Committee’ will provide all prizes for Gold, Silver and Bronze medals
for team and individual event.

24. CHALLENGE TROPHY

24.1. All winners are responsible to safe keep the Challenge Trophy.
24.2. Shall the Challenge Trophy be damaged or lost, the respective mahallah are
responsible for the replacement.
24.3. All Challenge Trophies shall be returned to the Organizer one (1) month prior to ISC.

25. OTHER UNSTATED RULES

25.1. All rules must be respected unless stated otherwise.

25.2. The IIUM Sports Carnival Organizing Committee will determine other unstated
matter in the General Rules of IIUM Sports Carnival and all decisions are FINAL.
25.3. Any amendments or addition to the General Rules of IIUM Sports Carnival is
prohibited during the Team Managers briefing.
