A Mock Diplomacy Session

Concept Note
Introduction
After almost two decades, the Taliban has once again risen up and occupied most of Afghanistan.
The haste with which the Taliban captured city after city of Afghanistan after the U.S. withdrew
its troops has shocked experts across the globe. As various footage of people desperately trying
to flee Afghanistan in apprehensions of the dark times surface, the world is trying to anticipate if
the Taliban would once again use the land of Afghanistan to export terror to the rest of the world.

History
The Taliban first emerged in the early 1990s in Northern Pakistan after Soviet troops withdrew
from Afghanistan. The Taliban promised people that once they came to power, they would
restore peace and impose their austere version of the Sharia Law. Starting from Capturing Herat
in 1995, Taliban came to control almost 90% of entire Afghanistan by 1998. The Taliban had
overthrown the regime of President Burhanuddin Rabbani. Only three countries recognised the
Taliban, namely- United Arab Emirates, Saudi Arabia and Pakistan. Pakistan was the last nation
to break diplomatic ties with the Taliban and has also repeatedly denied being one of the
architects of the group. After the 9/11 attack, the U.S.A. led a military coalition and attacked
Afghanistan. By December, the Taliban had fallen. However, many leaders of the terrorist group
escaped. There were numerous instances of Taliban attacks in Afghanistan post that.
After years of negotiations, President Joe Biden announced in April 2021 that U. S. forces would
leave Afghanistan. The U. S. stated various reasons for doing so such as heavy and unnecessary
military expenditure, the reluctance of the Afghan military to fight the war etc. The Taliban
captured the first provincial capital on August 6, 2021. By August 15, they were standing at the
gates of Kabul. It is now expected that the dark times of 1996-2001 would again return in
Afghanistan. Human Rights activists are apprehensive of grave crimes.

Discussion
The discussion shall focus on the various problems that are now likely to engulf Afghanistan as
a nation and how international diplomacy is likely to play out. Various stakeholders shall be
identified in this mock diplomacy session. Discussions shall be held on the accountability and
responsibility of the current and probable future happenings, and the need for international
cooperation at such times. The discussion may also include such other points as the speaker
may consider necessary. The objective of the discussion is to develop a greater understanding
of how international diplomacy plays out in such blindsiding but sensitive circumstances. The
speakers shall achieve greater understanding of the need to combat terrorism on a global level,
and shall view the situation through an analytical lens.
Rules
1. The discussion will be a formal one, with the mode of communication as English.
2. For every three members, one portfolio will be assigned.
3. Participants will act as the representatives of the countries assigned to them and are
not supposed to deviate from their official stances. They must not present opinions in
their personal capacity.
4. The discussion will proceed as follows-

In the first round, one member from each group will present the position paper of the
country the member represents (this is to be done in a time of one minute).
In the second round, another member from each group will give her/his speech, which
would go into some detail about the stance of the country (the speech must not last for
more than two minutes).
In the last round, the floor will be made open for questions. The third member will be
interrogating the other teams and answering the questions raised to them. There is a
limit of three questions that can be raised by a team. In this round, it won’t be
mandatory for each team to participate (however, performance in this round will be
taken into account while determining the awardees).
In each stage, a different team member is expected to represent the country.

Criteria for Judgement


The participants will be judged on:-

1. The depth of research conducted by them.


2. Conceptual clarity of the positions of their own and that of others.
3. The general conduct of the participants throughout the session.
4. Their position paper.
