Proposal training on Performance based Navigation (PBN) and Air Traffic Flow and Capacity
of Management (AFTCM) Course
1. Objectives
The 60-hour training period is intended to introduce the performance-based Navigation
concept to participants. This course also described air traffic flow and the capacity of management
concept. The instructors how to increase capacity within the airport and the surrounding airspace
to handle air traffic by improving the current working procedures. Aviation safety is at the core of
fundamental objectives. This can be achieved through:
Part I PBN: 18 hours, Air Traffic Flow Concept: 12 hours

2. Duration: Part 1, 10 Days (30 hours) for: Online, the lecture will take place on
• 13, 20, 27 August 2021, 3, 10, 17, 24 September and 1, 8, 15 October 2021
Time 0900 – 1200 hrs.
• 14 and 21 September Time 1700 - 2000 hrs.
Part 2, 10 Days (30 hours) for: Online, the lecture will take place during the week
of 4 - 15 Oct 2021, Time 1700 – 2000 hrs.
3. The course details: Training presentation and discussion
4. Who should attend?
It is important that all Instructors at IAAI understand the Performance based Navigation
(PBN) and Air Traffic Flow and Capacity of Management (AFTCM).
Pilots and air traffic controllers are the end-users of PBN, each having their own
expectations of how the use and capability of the RNAV or RNP system (PBN concept) affects their
working methods and everyday operations. Furthermore, air traffic flow and capacity management
(AFTCM) will be described.
As importantly, an understanding of how RNAV and RNP systems work as well as their
advantages and limitations are necessary for both controllers and pilots. (DOC 9613)
English speaking civil and military personnel with 1 year of aviation education or work
experience including; ATM stakeholders, Air Navigation Services Providers (ANSPs), Aeronautical
Information Service (AIS) / Aeronautical Information Management (AIM) officers civilian and military

aerodrome operators as well as civil and military airspace users, ATCOs, Engineers and others in
related fields required by ICAO.
5. Evaluation Method:
Part 1 Evaluation Method for KMITL Certificate, the methods are to be considered
Examination: ICAO STANDARD
Part 2 Evaluation Method for ENAC Certificate the methods are to be considered:
• The time of each participant to attend the classes is 90% of the total of Lecture time
• Participants report how much they understand PBN, AFTCM and Airspace
Optimisation.
• What are recommendations for improving future ATM, in Thailand?
• Do they meet their objectives? Please comment on how much they have learnt?
• What suggestions would they make to improve this course?
6. Expert of Instructors:

7. Price:
• The price of the course for 10 participants is 63,000 Baht including Value Added Tax
(VAT). The price for 1 person is 6,500 including Value Added Tax (VAT).
8. Application Date

9. Payment Conditions:
• The total amount will be bank transferred to International Academy of Aviation
