assessment report (TIA)

for enhancements based on the impact
study especially on the smooth traffic
flow and resubmit to local authority.

What is the
different between
TMP & TCP (ATJ 2C-
85)??
Traffic Management Plan
(TMP)
• is a document to be prepared by the
Contractor prior to construction works.
In this document, the Contractor will
spell out his approach to the
management of the site during the
construction period. Most important
are the details of Planning and the
Method Statement for the overall
project length and duration of the
project implementation.
Traffic Control Plans (TCPs)
• Drawings showing the use of the Traffic
Control Devices (TCDs) in the layout of
the Work Zones. The TCPs shall be
drawn on scaled drawings of existing
road layout showing construction
sequences, including detours, lane
closure and U-turns.
Construction Traffic Management
Plan (CTMP)
• CTMP is a document that includes the drawings of
overall construction traffic control and
specifications, prepared by the contractor and
approved by the local authority before work can
commence at the work zone
• Contractor will describe the methodology and
steps in carrying out the works in the document
at the construction stage. Method of Statement
(MOS) is an important topic throughout the whole
duration of implementation
• CTMP includes few criterias such as site plan,
survey plan, data obtained from site visits, phases
in construction, CTMCP as per phases,
construction stage /activity , traffic impact and
CTMCP work requirements

Preparation of CTMCP
• Refer to overall work program as well as CTMP and gathering of data at
site – Complete information from the construction project manager/site
engineer regarding the overall project works program is vital and need to
be integrated with the CTMCP
• Specify time period – the work zone are categorized according to the
speed profile and duration of construction as shown in table 4.2 and
table 4.3 of ATJ 85 2017
• Specify the area and road capacity – the type of construction will
determine the degree to which the roadway will be occupied and closed
to normal traffic
• Identify road zone category – this serves to identify the possible work
area such as lane narrowing, lane closure etc
• Analyze suitability and cost effect as well as environment and safety – to
conduct impact assessment related to safety, traffic flow and cost to
evaluate in detail extent of each impact due to the construction
activities.
• Select suitable CTMP based on JKR ATJ 2017 – after all critical impacts
are analysed, the most effective strategy will be often has less impact on
all overall measures
• To review for reduction – mitigation measures will be necessary for the
preferred TMP to minimize impact caused by the construction works
