1. Project Title- Construction of Buds School at Enmakaje under
Kasargod Development Package

2. Executive Summary
“The Persons with Disabilities (Equal Opportunities, Protection of Rights and
Full Participation) Act, 1995” had come into enforcement on February 7, 1996.
It is a significant step which ensures equal opportunities for the people with
disabilities and their full participation in the nation building. The Act provides
for both the preventive and promotional aspects of rehabilitation like
education, employment and vocational training, reservation, research and
manpower development, creation of barrier- free environment, rehabilitation of
persons with disability, unemployment allowance for the disabled, special
insurance scheme for the disabled employees and establishment of homes for
persons with severe disability etc.
To uphold the act in the field on education and rehabilitation, BUDS School
and BUDS Rehabilitation Centres were initiated in the in endosulphan effected
area to develop as a functional unit to provide vocational,medical and social
rehabilitation for childres in the endosulphan effected area. Parents having a
child with special needs experience a variety of stressors and stress reactions
related to the child’s disability. Parents are known to get impacted in many
ways because of having a child with special needs. Their social life is likely to
be affected, recreational and leisure activities take a beating, and interpersonal
relations with family members may worsen. In most cases, mothers are more
affected; poverty adds a new dimension to the stresses faced by such families.
BUDS School Project envisages addressing the emotional and economic
hardships of poor families with children having special needs.

3. Rationale of the Project
Endosulfan directly affects the central nervous system, causes recurred
epileptic problems, cerebral palsy, retardation of mental and physical growth
among children. More than 100 children in the age group of 0-18 were
identified as affected by Endosulfan in Enmakaje. These children are suffering
from various kinds of physical and mental problems. Several children are
suffering from multiple disabilities also. At present there is one buds school
running in semi-permanent building .This buds school face several problems.
The facilities in buds schools are very poor. This Buds schools do not have
child friendly environment. Due to space constraint and inadequacy of staff
children of all age groups with a wide range of disabilities are grouped
together. Development of new buds school can double up as satellite unit/basic
functional unit of vocational, medical and social rehabilitation primarily of
children in the affected area. This is particularly relevant in the wake of the fact
that neuro-behavioral disease of young age group is one of the major effects of
Endosulfan and accounts to about 40% of all identified victims. The children
with cerebral Palsy, Autism, Attention Deficit Hyperactivity Disorder (ADHD)
etc. can be enabled to live a near normal life and can be trained to take
challenges in life if properly trained and provided with customized and
specialized health and vocational rehabilitation.

LSGD Engineering wing was formed on 01.01.2008. As a result of the
decentralized planning and transfer of large volume of fund to the Local Self
Government Institutions (LSGIs), the responsibilities and demand for
infrastructure development of the Local Self Government Institutions have
increased many fold in the last two decades. The main objective of LSGD
Engineering Wing is to assist the Local Self Government Institutions namely
Corporations, Municipalities and Panchayats in implementing various
infrastructure related development works

5. Project Vision
Development of successful model buds school and aims to fine-tune the
skills of children with learning difficulties and enable the earn a living

 To have sufficient building facilities for buds school Enmakaje

 To set up rural centers for training, day care, and health care of mentally
challenged persons (mental retardation, cerebral palsy, autism, multiple
disability) above 18 years of age
 To enable mentally challenged persons to lead a life as self-contained as
possible within their familial and social context.
 To set up vocational training centers
 Arrange for alternative education for mentally challenged persons below 18
years of age also if they are with little possibility for school education

Enmakaje is situated about 3 kilometers away from Perla town.Proposed
Buds school has been constructed in survey No……. with a total land area of
50.00 cent.

8. Project Overview
Buds Schools are run by the Grama Panchayats, to cater to the educational and
training needs of the mentally challenged children in the Endosulfan affected
area. Buds schools as satellite centers for vocational, medical and social
rehabilitation of children. In Enmakaje, More than 100 children in the age
group of 0-18 were identified as affected by Endosulfan in Enmakaje. These
children are suffering from various kinds of physical and mental problems.
There is a one buds currently working in Enmakaje in a semi-permanent
building.The building facilities present in the current building are insufficient
to satisfy the actual need.. If sufficient building for the Buds school is
constructed, the school could improve its service delivery and thereby to
provide quality education to the Endosulfan effected children. So far, no fund
from any of the agency is received for building construction of this Buds
school.

In this context, it is Prabhakaran commission proposed to construct new
building for Buds school at Enmakaje,Enmakaje Grama Panchayath under
Kasargod Development Package

9. Summary of the Project Cost


Total cost of proposed buds school building: 1, 9000000(One Crore and Ninety
Lakh Only)

10. Source of Funding


The source of fund for the project is kasaragod Development package provided
by Government of Kerala

11. Operation and maintenance of the project


The concerned Grama Panchayat or other Local Bodies will carry out the
responsibility of operation and maintenance of the project.

12. Implementing Methodology


This project will be implemented under Kasargod Development Package by
Executive Engineer of LSGD Kasaragod Division. District Panchayath.District
Panchayat (LSGD Division) has an Engineering wing which has technical
manpower to provide technical assistance for the implementation of the project.
All the Panchayats has either Engineer or Overseer. Service of themwill also be
utilized for the project. The District Panchayat will hold meeting of these
officials and assign them the duties officially. This team will meet in due
course to monitor the progress of the work. The work will be a tender work.
The Engineering department of the District Panchayat renders technical
assistance. The concerned Grama Panchayat would also invest money for the
O&M, if needed.

13. Buds School concept and Requirements


All children in BUDS School are classified based on a Programming Schedule
(commonly referred to as a Checklist). Once enrolled in the pre-primary of a
BUDS School, the children are expected to develop their skills over a period of
three years.
 At the end of three years, those who have achieved 75% of the expected
improvement move to Primary I; others move to Primary II
 After three more years in Primary I or Primary II, those who achieve 75% of
the expected improvement move to Secondary; others move to Pre-
Vocational Division
 Those who achieve 75% of the expected improvement over three years in
the above categories move to Vocational Division
The Government of Kerala issued guidelines to the Local Government
Institutions for setting up and running BUDS Schools so that the quality
standards of services are ensured. Given below are the guidelines.
1. The schools should be located at places easily accessible by public transport
and with the least possibility of accidents; while deciding on the location, places
accessible to people from more than one local body should be given priority.
2. The school should have at least 15 cents of land of its own; otherwise such
area of public land should be available.
3. A minimum built up area of 40 square feet for one child; school should not
start functioning unless there are at least 25 children of 5 – 21 age group.

4. School building should have at least five class rooms (this can be a larger hall
partitioned into class rooms), office room, staff room, recreation space, store,
kitchen, dining room, space for conducting vocational training, therapy, and day
care centre.
5. Building should be barrier free and accident free.
6. There should be at least four bath rooms each for boys and girls; at least one
each should be provided with European closet.
7. Kitchen, store room, and dining area should be clean and free of dust, smoke,
dampness, and dirt.
8. Clean dining tables, drinking water, facility for hand wash, and system for
waste disposal should be provided.
9. Adequate number of teaching aids, furniture, vocational training tools, and
physiotherapy equipment should be ensured.
10. School should have three trained teachers (Rehabilitation Council of India-
RCI), two nurses, and a cook. Staff strength should increase in accordance with
the increase in the number of students.
11. Appropriate furniture should be provided to each student according to the
type of disability.
12. School should organise vocational training for adult students.
13. Mothers of children with serious disabilities should be allowed to be with
the student during school hours.
14. Regular visits of physiotherapist, speech therapist, medical officer, and
social worker should be ensured; there should be a system for counselling.
15. Transport facility should be provided to the students.
16. Parents’ meeting should be organised at least monthly.
17. LSGIs should find sources and mobilise additional resources so that the
burden on plan funds in meeting the running expenses of the school could be
kept at minimum level.
18. All children with disabilities in the local body should be considered for
individual benefits; in addition, special survey should be organized to identify
people with disabilities with the support of the State Commission for People
with Disabilities.
19. It would be advisable to conduct feasibility study before starting the school
in order to convince the three tier local bodies (Integrated Child Development
Scheme (ICDS) Family Survey Document).
20. Each block could have a BUD’s school; blocks with large areas may have
more schools than one. No need to start BUDS schools in Panchayats where
private or voluntary agencies are running schools satisfactorily. However, day
care centres may be set up in such Panchayats subject to the conditions for
utilisation of plan funds. Such centres should be registered with the Social

Welfare Department as per the provisions of the Persons with Disabilities
(Equal Opportunities, Protection of Rights, and Full Participation) 1955.
21. Hence forth, schools should be set up only after ensuring convergence of
resources among the three tier 19 panchayat institutions and by ensuring
minimum required facilities and human resources.
22. Schools, on opening, should be registered with the Department of Education
as per the provisions of the Persons with Disabilities (Equal Opportunities,
Protection of Rights, and Full Participation) Act 1955 without delay.
23. LSGIs should avail the permission of District Level Advisory Committee
before starting institutions on the lines of BUDS School.
