Blended Learning: An Analysis of It’s Implications to The TVL

Students of Panoloon National High School

CHAPTER I

Introduction

It’s been a year since the pandemic outbreak hit in the Philippines, a Corona-

virus disease a disease caused by a newly discovered corona-virus (WHO Philippines,

2020). It’s a deadly disease that killed millions of people around the globe and

according to World Meter (2021) on June 9, 2021 there are 22, 064 people died by the

coronavirus in the country. Most Filipinos’ are affected by the pandemic COVID’19

and it causes an economic crisis. Mostly it affects the livelihood of the people, some

businesses are closed, public transportation stops running, even school were forced to

stop in avoidance of infecting students from the disease. From primary school up to

tertiary the education stopped because the government cannot risk the life of

students.

Meanwhile, government implemented protocols and regulation in the country

to stop the spreading of the virus. Some places are under Modified General

Community Quarantine (MGCQ) and General Community Quarantine as

implemented by Inter Agency Task Force (IATF) of the Philippines. Limited

establishment are allowed to operate and DEPED are not allowed to conduct a face-

to-face classes. The education in the Philippines continued by the Memorandum from

the Executive Secretary (Office of the President) on the opening of classes for
Academic Year 2020-2021 and it started on October 5, 2020 pursuant to Republic Act

No. 11480. Orientations, dry runs, and delivery of learning resources are conducted

so that the school will be ready for the opening of classes on October 5. An academic

year 2020-2021 is almost come to an end and it has different impacts to some of the

students specially to TVL-student of Panoloon National High School. Panoloon NHS

is using the blending learning for it’s students that no online class involved only

modular learning given by the teachers to students.

Panoloon National High School offers Technology and Vocational Livelihood

specifically Bread and Pastry, Food and Beverages, and Cookery. This strand requires

an application of it’s laboratory for the desired outcome of the course. Hence, the

student are not allowed to go to school TVL students cannot perform the actual task

or activities. Therefore, this study aim to analyse the implications of the Blended

Learning Implemented of the Department of Education in TVL- Students of

Panoloon NHS.

1.1 Objectives of the Study

The main objectives of this study is to analyse the implications of the TVL

students of Panoloon National High School with the application of blended learning.

The study aims to answer the following questions.

1.1 What are the implications of blended learning of TVL students in PNHS?

1.2 What are the effects to TVL students of blended learning?

1.3 Is blended learning suitable for TVL students of PNHS?


1.2 Significance of the Study

DEPED- This study is significant to the Department of Education because it

is an assessment and evaluation on the implementation of blended learning on public

schools. This will help them developed a more concrete plan for an upcoming annual

year 2021-2022 specially on the TVL strand.

Teachers- This study is significant to teachers for teachers to know what are

the desired teaching strategy for their TVL students to fully realized their course.

Students- This study is significant to students of Panoloon NHS for them to

know the state of the school regarding on the implementation of blended learning.

This study will help them realized the need of education even we are have in new

normal education.

Future Researcher- To those researcher who wants to study on the

implementation of blended learning this paper could and can be used as basis. I

encourage to the researcher to develop a more critical study on this topic for a better

contribution of the study.

1.3 Scope and Delimitation of the Study

The scope of this study is to analyse only the implications of the

implementation of blended learning in Panoloon NHS specifically to TVL-students

that needs to perform an actual task and laboratory for experiencing the actual work

or activity. An actual activity will help students to learn and earn experience . This
study looks what are the different outcomes of blended learning and will identify if

the blended earning is effective to the TVL-students of Panoloon NHS. However,

other strand is not included of this study and the implementation from other school is

not included.

1.4 Definition of Terms

Blended Learning-is an approach to education that combines online

educational materials and opportunities for interaction online with traditional place-

based classroom methods. 

TVL-is a learning area used in the Philippines secondary schools as part of

their curriculum. The meaning of technology; The actual meaning of the words can be

broken down to understand what this type of education might entail. Technology is

the usage, making and knowledge of tools, crafts, systems and techniques.

Analysis- Analysis is the process of breaking a complex topic or substance

into smaller parts in order to gain a better understanding of it.

Implications: this means something implied or suggested as naturally to be

inferred or understood.

Deped- s the executive department of the Philippine government responsible

for ensuring access to, promoting equity in, and improving the quality of basic

education. It is the main agency tasked to manage and govern the Philippine system

of basic education. 

Panoloon NHS- Is a secondary school located in Panoloon, Sapad, Lanao del

Norte.
CHAPTER II

Review of Related Literature

From the era of teaching using chalk and blackboard, transparency and

projector to LCD and presentations, the education system has gone through another

phase of evolution. Latest trend in education is usage of Blended Learning as a method

of teaching. Now, Blended Learning is a widely used term in education. According to

Krause(2007), “Blended Learning is realized in teaching and learning environments

where there is an effective integration of different modes of delivery, models of

teaching and styles of learning as a result of adopting a strategic and systematic

approach to the use of technology combined with the best features of face to face

interaction”(pg.2).

The traditional way of teaching which is practiced around the world is face-to-

face method, a method where the educators serves a source of knowledge plays a vital

role in the classroom while the students becomes passive learner. Active students

achieve about 4% (min and median) more in their evaluation session compared to
passive students, according to Norbert Michel, John James Cater III, Otmar Varela.

(2009) and there are many more research that agrees that teaching process should be

student centered with the students becoming active learners in the classroom

environment. In order to change from instructor centered to student centered, such

approach like Blended Learning can be used as it combines the traditional face-to-face

and online activities. One might think the importance of face-to-face in Blended

Learning as it is traditional way and the curiosity is answered by (Wall, Ahmed and

Smit, 2006) by saying “It is the face-to-face element of blended learning that maintains

the students’ high level of commitment “. Hence, face-to-face element is as important

as the online activities in Blended Learning as that is the time actually the instructor

could emphasize or strengthen the strategy of the teachers.

One significant impact of faster and better technologies, we have started to use

web based learning environment. As web based is it as its optimum peak level, and

people especially students knows more about where and how to use it, now it seems

more relevant to blend online resource with traditional face-to-face blended learning

idea.

Blended learning brings together the best of both classroom learning and

eLearning [2] to reach and appeal to a wider variety of learning styles and

circumstances. Classroom learning allows for direct interaction between learners and

the trainer, as well as learning through hands-on activities. With online methods,

learners can move through content at their own pace, and even revisit content for

additional clarity. From these examples, it’s apparent that blending classroom and

online methods could be the ideal training solution.


Additionally, by digitizing training content for blended learning, organizations

are able to deliver high-quality training to a large number of employees all over the

world at a low cost. It also makes it possible for learners to access learning content

from mobile devices or personal computers anytime, or anywhere.

Modular education refers to the division of conventional courses into smaller

components or modules. Each module enables students to obtain a partial certificate

that can be combined into a qualification. This article evaluates whether modular

education, which is widely used in secondary and tertiary education, has been

effective in reducing school dropout. For this purpose, the study exploits a policy

change in the Flemish Community of Belgium, which recently introduced modular

education for some programmes. Using a difference-in-differences framework with

diverse adoption dates per school, the results indicate that modular education may

significantly reduce school dropout by 2.5 percentage points, with the largest effects

on foreign origin students. Therefore, modular education is likely to be an effective

policy to tackle school dropout and reduce the ethnic attainment gap. Additionally,

students enrolled in modular education are more likely to be employed and to incur

higher earnings on the labour market.
