12 RADIO HOST: I think, everybody is excited and ready for the discussion.

13 RADIO TEACHER: Welcome to this new

14 :broadcast episode in Disaster Readiness

15 and Risk Reduction.

16 :Today’s lesson is all about Differentiating Risk

17 Factors Underlying Disaster (PAUSE) It is

18 :expected that at the end of the lesson, you will be able

19 :to identify the risk factors underlying disasters

DRRR...333

20 : So, listen attentively for you to follow. Are you ready?

21 : (PAUSE) Good! Let’s get started.

1 BIZ: MSC UP FOR 3 SECS AND UNDER

2 RADIO TEACHER: Disaster can affect everyone.

3 It does not discriminate between and among

4 Social classes, gender, creed, race, and nationality.

5 But certain risk factors put those affected in a position

6 Where they will have graver or longer-lasting

7 Post-disaster stress reaction.

8 :(PAUSE)

9 BIZ: MSC UP FOR 3 SECS AND UNDER

10 RADIO TEACHER: Disaster risk as defined in the first module,

11 has three important elements such as:

12 Exposure, Hazard and Vulnerability

1 BIZ: MSC UP FOR 3 SECS AND UNDER

2 RADIO TEACHER: Exposure is the elements at risk from a

3 : natural or man-made hazard event.

4 : Hazard is a potentially dangerous physical occurrence

5 : phenomenon or human activity that may result in

6 : loss of life or injury, property damage, social and

7 : economic disruption, or environmental degradation.

8 : and Vulnerability is the condition determined by

9 : physical, social, economic and environmental

DRRR...444

10 : factors or processes, which increase the susceptibility

11 : of a community to the impact of hazard.

12 BIZ: MSC UP FOR 3 SECS AND UNDER

13 RADIO TEACHER: Let’s discuss further for you to understand better.

14 :(PAUSE) Reduction of the level of vulnerability

15 : and exposure is possible by keeping people and property

16 : as distant as possible from hazard.

17 : We cannot avoid natural events from occurring, but

18 : we can concentrate on addressing the reduction of risk

19 : and exposure by determining the factor causing

20 : disaster

21 BIZ: MSC UP FOR 3 SECS AND UNDER

1 :Risk factor are processes or conditions, often

2 : development-related, that influence the level of disaster

3 : risk by increasing levels of exposure and

4 : vulnerability or reducing capacity.

5 :(PAUSE) Is it clear? That’s good.

6 BIZ: MSC UP FOR 3 SECS AND UNDER

7 RADIO TEACHER: the following are also taken into consideration when

8 : risk factors underlying disaster

9 : first severity of exposure, gender and family

10 : age, and economic status.

DRRR...555

11 BIZ: MSC UP FOR 3 SECS AND UNDER

12 RADIO TEACHER: Severity of exposure measures those who

13 : experience disaster first hand which has the highest

14 : risk of developing future mental problems, followed

15 : by those in contact with the victims such as

16 : rescue workers and health care practitioners and the

17 : lowest risk are those most distant like those who

18 : have awareness of the disaster only through news.

19 : did you get it? (Pause) Very good!

20 : Gender and Family – the female gender suffers

21 : more adverse effects. This worsens when children

22 : are present at home.

23 : when we also talks about Age, adults in the age range of

24 : 40-60 are more stress after the disasters but in general,

25 : children exhibit more stress after disasters than adult do.

26 : Economic status of country – evidence indicates that

27 :severe mental problems resulting from disaster are

28 :more prevalent in the developing countries. It has been

29 :observed that natural disasters tend to have more adverse

30 :effect in developing countries than do man caused disaster

31 :in developing countries.

32 :did you understand? (Pause) Great!

DRRR...666

33 BIZ: INSERT INFO (CUE IN: XXXXXX THEN CUE OUT:XXXXXX)

1 BIZ: MSC UP FOR 3 SECS AND UNDER

2 RADIO TEACHER: As we continue our lesson we will also discuss the

3 :different factors which underlie disasters

4 : These are the climate change, Environmental

5 : degradation, Globalized economic development,

6 : Poverty and inequality, and Poorly planned,

7 :managed urban development, and weak governance.

8 BIZ: MSC UP FOR 3 SECS AND UNDER

9 RADIO TEACHER: Let’s begin with Climate change.

10 : Climate change can increase disaster risk in a variety

11 : of ways – by altering the frequency and intensity of

12 :hazards events, affecting vulnerability to hazard.

13 : For most people Climate change means the

14 : alternation of the world’s climates that we human

15 : are causing such as burning of fossil fuels, deforestation

16 : and other practices that increase the carbon footprint

17 : and concentration of greenhouse gases in the

18 :atmosphere.

19 BIZ: MSC UP FOR 3 SECS AND UNDER

20 : Environmental degradation, changes to the environment

21 : can influence the frequency and intensity of hazards,

22 :as well as our exposure and vulnerability to these hazards.

23 : Like deforestation of slopes often leads to an increase

DRRR...777

24 : in landslide hazard. Over consumption of natural

25 :resources results in environmental degradation.

26 BIZ: MSC UP FOR 3 SECS AND UNDER

27 :On the Globalized Economic Development, it result

28 : in an increased polarization between the rich and the poor

29 : on a global scale. Currently increasing the exposure of

30 :assets in hazard prone areas, globalized economic

31 : development provides an opportunity to build

32 : resilience if effectively manage.

1 BIZ: MSC UP FOR 3 SECS AND UNDER

2 RADIO TEACHER: Poverty and inequality, Impoverished people are more

3 : likely to live in hazard-exposed areas are less able to

4 : invest in risk-reducing measures.

5 : the lack of access to insurance and social protection

6 : means that people in poverty are often forced to use

7 :their already limited assets to buffer disaster losses.

8 BIZ: MSC UP FOR 3 SECS AND UNDER

9 RADIO TEACHER :Poor planned and Managed Urban Development

10 : A new wave of urbanization is unfolding in hazard

11 : -exposed countries and with it, new opportunities

12 : for resilient investment emerge. People, poverty,

13 :and disaster risk are increasingly concentrated in cities.

14 : The growing rate of urbanization and the increase in

15 : population density can lead to creation of risk,

DRRR...888

16 : especially when urbanization is rapid, poorly planned

17 : and occurring in a context of widespread poverty.

18 BIZ: MSC UP FOR 3 SECS AND UNDER

19 RADIO TEACHER :Lastly the Weak Governance

20 : weak governance zones are investment environments in

which public sector actors are unable or unwilling to

assume their roles and responsibilities in protecting rights,

providing basic services and public services.

21 : Did you get it? (PAUSE) Very good! Now let us

22 : sum up our lesson.

23 BIZ: MSC THEME UP FOR 6 SECONDS AND THEN UNDER

24 RADIO TEACHER: First, what are the three elements of disaster risk? (pause)

25 : (SFX) very good these are the EXPOSURE (SFX)

26 : HAZARD (SFX) and VULNERABILTY (SFX). Next, What

27 : are the different factors which underlie disaster?

28 : ( Pause) (SFX) that’s right! The Answer is Climate

29 : change (SFX), Environmental Degradation (SFX), Global

30 : Economic Development (SFX), Poverty and Inequality

31 : (SFX), Poorly Planned and Managed Urban

32 : Development (SFX), and Weak Governance (SFX).
