Explosion safety – General requirements

This standard replaces the TCVN 3255 : 1979.

This standard stipulates the general requirements of explosion safety for production
processes, transportation, and preservation of substances that may bring about the
dangerous explosion.
As regards to the special production process such as mine; must have the specific
standards for the production, preservation and transportation of explosion materials
beside this standard.

1. General requirements

1.1. Explosion safety for production processes must be guaranteed by the

methods of organization, technique, explosion prevention and protection.

1.2. The specific factors of dangerous explosion:

The maximum explosion pressure and explosion temperature;
The rate of pressure increasing when explosion;
The pressure at the main direction of shock wave;
The destructive and fire creation properties of the dangerous explosion
environment

1.3. The dangerous and harmful factors caused by explosion that may effect to
human including:
The shock wave with the pressure at the main direction higher than the
allowed limit;
Fire;
The destroyed structures, equipments, pipelines, houses and constructions,
and their breakdown pieces;
The harmful substances created or/and escaped form breakdown pieces by
explosion that have the concentration in the air higher than the limits.

2. Requirements of explosion prevention

2.1. To prevent from explosion must exclude:

The creating of dangerous explosion environment
The appearance of stimulating explosion source

2.2. The dangerous explosion environment may be created by:

Mixing between substances (steam, gas and dust) and the atmosphere, and
other oxidants (oxygen, ozone, chlorine and nitric oxide…)
The substances have incline transformation to explosion (acetylene, ozone..)

2.3. The stimulating explosion sources including:
The open flame and the burning things;
The electric discharges;
The heat spread from the chemical reaction and by mechanical impacts;
The spark caused by friction and smash;
Shock wave;
Electromagnetic radiation and others

2.4. To prevent the ability of creating of dangerous explosion environment and

guarantee the concentration of dangerous explosion substances not higher
than the lower fire limit, taking in to account the safety factor must:
Use the closed equipments
Use the ventilation in operation as well as in the breakdown
Put out the dangerous explosion environment and the substances with ability
of creating dangerous explosion
Test the components of the atmosphere

2.5. To prevent the creation of dangerous explosion environment inside the

industrial equipments must ensure:
Make the process equipments to be tight.
Maintain the composition and parameters of the environment out of flaming
limit.
Use the additive materials (active chemical, inert gas) to inhibit the ability of
creating explosion dangerous environment
Apply the technology solutions and sensible structure in design and
production processes

2.6. To prevent the appearance of stimulating explosion source, must ensure:

Have a stimulation of work related to flame or heat sources
Prevent warm up the equipment to the self-burning temperature of the
dangerous explosion environment
Use the equipments to reduce the pressure at the main direction of shock
ware
Use the materials that when clashing or friction no spark created with ability
of stimulating the dangerous explosion environment.
Use the lightning-proof and electrical charged proof equipments, exclude the
leakage and earth electric current…
Use the explosion prevention equipments
Use the quick response protection equipment to break off the power supply
with explosion danger
Limit the capacities of electromagnetic radiation and others

Exclude the appearance of danger heat from the chemical reaction and
mechanical effects.

3. Requirements of explosion prevention

3.1. To prevent the effects of dangerous and harmful factors to human resulted
from the explosion and to maintain the value of the construction, construction
and equipments must:
Limit the use of dangerous explosion substances that are required for the
production processes
Use the fireproof equipments, water release valve, water and dust partitions,
the inert gas curtain and water steam curtain.
Use the equipments that were calculated the explosion pressure
Use the safe mechanism for breakdown pressure releasing (layer, safe
valve) to protect equipment from explosion
Use quick open/close valve, check valve,
Use the active explosion put out system
Use the equipments for preventing signal transform

4. The organization and technical methods for explosion guarantee

The organization and technical methods for explosion guarantee must
include: Studying and setting up the training documents, guiding and
disseminating the safety requirements, granting the working permit, the
preparation and fulfillment procedures of production processes, testing and
supervising the implementation of safety requirements presented in section 2
- 4 of this standard.
