उनके पिता, काली राम कौशिक th, अपने गांव में एक सम्मानित कवि थे और सोनीपत के tkaVh के कवि पंडित
लखमी चंद के प्रिय थे। वह एक किसान और व्यवसायी Fks A

दौरान वह मरु थल से जिला परिषद का चन

2019 में , बडोली th को हरियाणा विधानसभा चुनाव, 2019 के लिए सोनीपत के राय निर्वाचन क्षेत्र से

भाजपा के उम्मीदवार के रूप में नामित किया गया था। वह इस सीट पर जीत हासिल करने में सक्षम

थे, जिसे कांग्रेस के लिए एक निश्चित सीट माना जाता था।

2020 में , बडोली th को भाजपा सोनीपत का जिला अध्यक्ष नियुक्त किया गया था। इसके अलावा,

2021 में , उन्हें प्रदे श महामंत्री के पद के साथ कोर बीजेपी हरियाणा टीम में शामिल किया गया।

PESAT PRESS NOTE

PESAT for admission to class IV & OSP category was conducted successfully from
20th to 24th January, 2020 in the MNSS Rai premises, Transparency was maintained
throughout the procedure. Test was conducted by professional team from coaches &
trainers of NIS Patiala, Army sports institute Pune, Railway Spots Promotion Board
Delhi, Services Sports Control Board, SAI Bahalgarh. Result was declared within 24
hours of completion of test procedure. Details of score sheet of every student with
scoring parameters uploaded on school website. Only one girl could get a perfect
score of 21 marks whereas 12 boys could not open an account and managed to get
zero score. No discrepancy was found during the procedure.

Honorarium for extra classes conducted in the year 2014-15 and 2016-17 was to be
given 29 teachers and coaches in 2015 and 2017. However, the file was misplaced
when dealing hand was changed in 2017. The missing file was traced in 2019.
The queries of the hon’ble Principal & Director are answered as follows :-
1. There was no policy before 1980. After 1980, honorarium was paid whenever
vacational staff worked in the school during the period of vacations.
2. The Special Board decided the honorarium as a matter of policy.
3. No decision was taken later on regarding payment of honorarium, as non-teaching
staff ( mess and hostel staff ) have already been paid honorarium for the same period.

Report : Regarding indiscipline case against Vikas (S-1234) and Vishal (V-1301).
The committee after going through complain submitted by Mr. Sunil Kaushik,
Hostel Superintendent, Sr. Boys Hostel, and statements of the concerned
students found the following :-
(i) Vikas Balhara (S-1234) had given his shirt to Vishal (V-1301) for
washing on 08.10.2019 for washing.
(ii) Vishal (V-1301) in turn passed on the same shirt to Rehan (V-1366) for
washing.
(iii) Rehan (V-1366) was seen by the hostel warder while washing the shirt of
Vikas Balhara (S-1234).

All the above statements have been accepted by the students and Vikas and
Vishal have admitted their mistake in their statements. As mentioned by Vikas
(S-1234), if this is his first act of indiscipline and assured that he will not repeat
this in future. So committee recommend that the following :
It is suggested by the committee that Vikas may be asked to was the clothes of
Vishal and Vishal may be asked to wash the cloths of Rehan for three days.

On 6th August I requested both Mayank (I-1148) School Vice Captain


and Shubham (I-1151) Captain-Indra House to conduct anchoring for boys
section in Indra House Show and both of them accepted. On the night
( 08.08.2019 ) there was final run through of Indra House boys for Indra House
Show after dinner at 9:00 pm in auditorium. When I told Mayank and Shubham
to conduct the anchoring for the programme, as they were assigned, they refused
by saying that class 12th boys performers are under suspension and hence they
will not conduct anchoring in House Show. Hence I cancelled the participation
of boys except class VII and immediately I informed the case to Vice Principal.

1. Cemented cupboards for the students in all four hostels are damaged and
many are unserviceable due to seepage. Iron cupboards with sliding doors
can be used to replace them. One cupboard can be used by two students.
Around 450 to 500 Godrej cupboards can be purchased of 1 cupboard is
Rs. 30,000/-.

2. Total renovation of school bakery, along with tiling of the floor and walls
and equipments.
3. Senior and Junior mess to be fully air-conditioned.
4. Furniture of both Sr. & Jr. mess to be changed, with stainless steel top
tables for improved cleanliness.

5. Complete renovation of Sr. Girls Hostel.

6. Bansilal Auditorium’s capacity to be increased from 500 to 1000 so that


combined programmes/assemblies of MNSS & KNS can be conducted
there.

7. Upgradation of post of PTI to DPE as qualification asked for PTI in MNSS is


equivalent to DPE outside. Qualification of PTI outside is only certificate of
Phy Edu. after class XII.

8. 10% residential allowance for teaching and coaching staff. The same is
given in other schools outside.

9. Designation of school lecturers for teachers of Sr. wing.

10. Staff recreational area with a creche. Indoor games like carom, chess and
outdoor games like badminton can be introduced there. Venue could be
the area occupied by the now deferent Playhouse.

Autonomous bodies are established by an Act passed by the


Parliament/State Legislature. They have their own constitution and
legislation.
Autonomous organization are run by the govt. grant there is no
budgetary allocation. They are registered as society/statutory
corporation under society Registration Act/company Act.
Autonomous bodies are not entitled to claim rebate/relief/exemption
on property tax, GST, TDS etc. Autonomous bodies have distinct logo
as separate entity.
Keeping in view the above fact of autonomous body committee is of
the view that since MNSS, Rai has not been established by an Act
passed by the State legislature and does not have its own constitution
legislation.
MNSS Rai is not run by govt. grant. It has a budgetary allocation in
the state budget and all financial transactions are done through the state
treasury.
MNSS Rai is not registered as a society/statutory corporation/Samiti
under society registration act. MNSS Rai has been using state govt.
logo – and its name on all vehicle. i.e. staff car, sumo, Bus etc. MNSS
has been claiming relief/rebate and exemption from property tax, GST,
TDS a being govt. institution. Thus in all respect MNSS, Rai is a govt.
institution and must be assessed accordingly for Income Tax.

As per assessment of value of perquisite is concerned before HCR
2016 assessment for RFA was done as per the institution FD HR No.
10/24/2001-2FICW dated 01.09.2008 at rate of 1.5 % of the basic pay
+ DA + CCA (copy attached) and accordingly the deemed value @
1.5% was added as value of perquisite. After HCR 2016 the license fee
was determined category wise Rs. 500, Rs. 400, Rs. 300 ( per month )
copy attached – for govt. accommodation accordingly by the Govt. of
Haryana.
The assessment for the value of perquisite has been done at the rate of
7.2% of the annual basic pay for the past 3 years and there is nothing
on paper/record for justification for the rate of assessment presently in
practice.
Account section should be instructed to provide the relevant
documents in this regard. Otherwise it should be deemed to have been
done erroneously and for this the section should be held responsible.

Committee has worked out and is of the opinion that 7.2% should have
been calculated on the basic pay of the last salary drawn. Doing so the
value arrived is approximately equal to the license fee determined by
the govt. as per HCR 2016.

If you want success you need to be positive and the best source of positivity is
nothing but providing education services and dedication. And the most important
elements to reach your goal further you need to do regular practice and respect to
the masters and everybody says mistake is the first event of success but real fact
is that correction of mistake is the first event to the success. I say that money is a
small coin. Health is a big coin. Love is a lucky coin. Friendship is a sweet coin.
But service is a golden coin so keep it safe.
What kind of interest you have needs to identify. Because if you have zeal to
achieve you can achieve anything.
And the best example is a boy from remote area had zeal to know how to birds
fly so this zeal made him to fly from the remote area to the president house. And
this person is none other than Dr. APJ Abdul Kalam Sir.
As Gandhi said Mother is the first teacher and the father is the source of the
energy so never ever ignore your parents. So one tree can start a forest. one smile
can start a friendship. One touch can show how you care but one teacher can
make the whole society worth living so always respect your teachers. and a great
