As per the averages calculated for all states, Nagaland comes at the last position, followed by Arunachal Pradesh, Uttar
Pradesh, Meghalaya, and Madhya Pradesh.

Punjab came at the first position with the highest score in improvement. Specially in year 2009 and 2015-16 , the
average for the state was highest. Bihar came at 2 nd position in terms of improvement where it started from the average
percentage of 32.8 in year 2005-6 and went up to 61.7 percentage by the end of 2015-16
