TOR for Implementation of Municipality Solid Waste Management in Dhangadhi Sub-Metropolitan


City

1 Introduction

Municipal Solid Waste (MSW) Management is a critical crosscutting concern with far-reaching impacts on
ecological, economic, and societal sustainability domains, encompassing livelihood, sanitation, public
health, freshwater and terrestrial ecosystems, access to decent jobs, and the sustainable utilization of natural
resources within a nation. Recognizing the inherent interconnections between these domains and the well-
being of society, the Government of Nepal (GoN) has placed utmost priority on the effective management
of MSW.

The Solid Waste Management Act of 2068 BS and Solid Waste Management Rules of 2070 BS assigns the
responsibility of managing solid waste to local governments and grants them the authority to issue
directives that promote waste reduction, reuse, and recycling. In addition to implementing basic waste
management practices like waste collection, processing, and disposal, local governments are also
responsible for constructing and operating essential facilities such as transfer stations, landfill sites, and
waste processing plants including compost making and biogas plant. Moreover, the Act explicitly permits
for public-private partnerships (PPP) in solid waste management, allowing local bodies to collaborate with
the private sector, communities, and non-governmental organizations while adhering to the existing legal
framework.

Dhangadhi Sub-Metropolitan City is one of the largest city and fastest growing urban area of Kailali district,
Sudurpaschim province. It is expected to continue to grow in the coming years, due to its strategic location
and economic potential. Municipality generates around 58 tons of waste with 66% of organic (bio
degradable) and 34% dry waste (possible to recover 60-70% as resource from dry waste) from households.
Several initiative for solid waste management like mandatory segregation of dry and wet waste, separate
collection for dry and wet waste, ban of single use plastic etc. have been taken by municipality to address
the growing problem of waste management but need more contextualized solution to implement scientific
methods of waste management which includes segregated waste collection, resource recovery center
(Waste Processing Center), and sanitary end disposal.

In this context, UNDP Nepal, through its LNOB-GRIC Project aims to support improved management of
municipal waste in Dhangadhi Sub-Metropolitan City and seek this request for expression of interest (EoI)
from Non Governmental Organizations (NGO) to establish and operationalize efficient waste management
practices in the municipality.

2 Objectives

The objective of the project is to support municipality to implement waste management practices, promote
their sustainability, improve resource recovery and enhance the overall environmental conditions within the
municipality. The main objectives are

1. Strengthen the institutional capacity of municipality to manage the municipal solid waste
2. Develop and implement the required awareness training at various levels
3. To promote green livelihood initiatives through vermi-composting and organic farming in rural
wards of the municipality.
4. Support urban municipal ward as a model to promote composting of decayable waste at
household level.

3 Scope of Works

1. Support municipality to develop policies, strategy, plan and guidelines, regulatory framework to
promote and govern waste management practices in its entire value chain
2. Support to develop SOP for waste segregation at source, collection, and ensure proper handling
and transportation practices
3. Establish the proper methodology to operate (SOP) waste processing center including health and
safety guidelines, resource recovery, composting, and end disposal of reject waste
4. Facilitate local government for establishing and conducting policy dialogue and engagement with
stakeholders (Elected bodies, Private sectors, NGO, Local residents, hotel associations, CSO’s, and
Government agencies)
5. Support municipality to develop technical specification document for procurement and
installation of waste processing machines e.g., trommel, conveyor belt, composting machine, etc.
6. Provide 200 home compost bins to households in urban wards.
7. Support in setting up 100 vermi-composting bed/bin with training and materials to rural wards of
municipality in cost sharing basis
8. Organize trainings and workshops to enhance the capacity of municipal staff and waste
management personnel on proper waste management practices
9. Support to develop partnership between municipality and private sector for effective and
sustainable operation of Waste Processing Center (WPC) along with recycling and composting
process.
10. Support the municipality to organize public awareness campaign to educate the community
about the importance of clean environment, waste management and green lifestyle.
11. Support to develop and operationalize a monitoring and reporting tool to assess the effectiveness
of the initiatives.
12. Develop Web-based management system for GPS tracking of collection vehicles and integrate it
at municipality web domain. Procure and install GPS tracking devises in 5 collection vehicles

4 Expected Outcome

1. Municipality practices the procedure of solid waste management and resource recovery following
the guidelines and SOP.
2. Strengthened institutional and infrastructure capacity of municipality, local government, human
resource involved and private sector in waste management

3. Local residents are aware about waste management and waste segregation at source
4. Waste Processing Center constructed and operationalized
5. Semi urban households are able to generate additional income from vermin composting

6 Procedures for the Selection of Potential Partner Organization

 The EoI will be assessed based on pre-defined selection criteria and UNDP will prepare a roster
of eligible organization for each of the provinces/District.
 Final selection of the organization will be carried out following UNDP procedure and contract
will be awarded accordingly

7. Location of Project Activities


Dhangadhi Sub-Metropolitan City, Kailali, Sudurpaschim Province

8. Duration of project execution

5 Months

9. Eligibility and experience required

 At least two-years of working experience in municipal waste management with local government
 Experience of capacity building on solid waste management and conducting awareness campaign
 Experience in training of various composting techniques and developing partnership with private
organization.
 Must have strong technical team (Solid waste management expert, composting and organic
farming expert) to understand carry out the above-mentioned objectives
 Prior experience of working with UN Agency and international organizations in the field of waste
management and sustainability will be an asset.
 Offering NGO should have minimum turnover of NPR 5 million in last two fiscal year
 The organization must be registered in relevant province but registered in project municipality and
district will be given priority.
 Local NGO willing to partner with a national institution with proven experience of working on solid
waste management issues in Nepal will have an added advantage.

9. Documents to be submitted

Mandatory Document Requirements

The Proposal shall contain the mandatory documentation identified below which will constitute Partners
Technical Proposal.
Profile and qualifications of the Organization and personnel

 Legally registered and having requisite registration documents (valid registration certificate i.e.
DAO, VAT and SWC, etc.), latest tax clearance certificate (2078-79), recent audit report (78-79).

 Organization Policies (Human Resource, Finance, Procurement, Operational, Gender Equality and
Social Inclusion, Protection from Sexual Exploitation and Abuse and Anti-Corruption etc.).
 Provide organizational profile indicating the legal status, executive board, type of development
work performed and results along with the details of partnership and contract value.
 Provide the details of board members and staff (Name, Designation, Gender, Ethnicity, PwDs,
LGBTIQ etc.).
 Expression of Interest and technical proposal precisely indicating about the methodology, GESI
perspective, monitoring and evaluation (M&E), project HR plan with CV and relevant experience
letter, workplan, and action plan, etc.
 Organization experience in waste management (such as: experience letter, contract copy etc.) with
development partners)

10 Institutional Arrangement

The selected organization will work under regular technical guidance of LNOB-GRIC project/
UNDP. UNDP Country Office and Field Offices may provide monitoring support and necessary
guidance based on the requirements.

10. Time Frame

Expression of Interest (EOI) can be submitted either by hard copy delivered to UNDP Country
Office, UN House Pulchowk, or through email at: registry.np@undp.org by 27 July 2023.
