Central Approval and Monitoring. Committee(CAMc) of the Fisheries and Aquaculturc

Secretary(lnland Fisheries) on 2Stl' January. 2021.

Minutes of the gthmeeting of Central Approval and Monitoring Committee
(CAMC) of Fisheries and Aquaculture lnfrastructure Development Fund (FIDF)
held on 28.01 .2021through Video Conferencing.
The 9th meeting of the Central Approval and Monitoring Committee (CAMC)
of Fisheries and Aquaculture lnfrastructure Development Fund (FIDF) was held under
the Chairmanship of Shri Sagar Mehra, Joint Secretary (lnland Fisheries), Department
of Fisheries on 28.01 .2021 through Video Conferencing (due to Covid-19 Pandemic)
to examine and considerthe proposals received under FIDF from Government of Goa
and Government of Tamil Nadu.

2. The list of participants in the CAMC meeting is furnished in the Annexure-1.

3. After detailed discussion on the Agenda items, the following decisions were
ta ken:

3.1 Proposal of Government of Goa

3.1.1 The CAMC was informed that the Government of Goa has submitted a
proposal for modernization of State fish seed farms and item of works include
construction and strengthening of bunds, desilting of culture ponds and
drainage canals, reconstruction of inlet outlet arrangements and
reconstruction of office building at Estuarine Fish Farm at Ela Old Goa at a
total cost of Rs. 641.68lakhs.

3.1.2 The Director of Fisheries, Goa explained the modernization proposal of the
State owned Fish Farm at Ela Old Goa and elaborated the need and necessity
of the project and requested CAMC to consider this proposal under FIDF.

3.1.3 CAMC after detailed deliberations recommended the proposal of Government


of Goa under FIDF as detailed below:

3.2 Proposals of Government of Tamil Nadu

3.2.1 The CAMC was informed that the Government of Tamil Nadu has submitted
eighteen (18) proposals for development of fisheries infrastructure especially
Fishing Harbours/Fish Landing Centres for ional finance under FIDF.
3.2.2 The Principal Secretary, Government of Tamil Nadu explained the need and
necessity of the proposals related to Fishing Harbours and Fish Landing
centres and requested the CAMC to consider the proposals under FIDF.
Further, he also justified the need for the Vellapallam Fishing Harbour Project
at a total project cost of Rs 100 crore.

3.2.3 The Director, CICEF stated that the siltation in the harbours basin is a
perennial problem in Tamil Nadu fishing harbours and will require continuous
and periodical maintenance dredging every year for which the State may have
to spend Rs 4 crore to Rs 6 crore annually.

3.2.4 ln response, the Principal Secretary, Government of Tamil Nadu assured that
the State Government is ready to carry out the maintenance dredging
whenever necessity arises and the State Government is ready to meet the cost
of such maintenance dredging. He further added the proposed fishing
harbour facilities are essential, as a large number of fishing vessels are
operating without safe landing and berthing facilities at the proposed
locations. While quoting an example, he informed that more than 100
mechanised fishing vessels along with large number of FRP boats are
operating from the proposed fishing harbour site at Vellapallam.

3.2.5 The Principal Secretary, Government of Tamil Nadu also explained the need
for the Extension of main Breakwater in the Thengapattinam Fishing Harbour
for the total project cost of Rs 77 crore. He stated that Thengapattinam
Fishing Harbour is functioning well. However, during the monsoon season due
to heavy turbulence at the mouth of the harbour basin, the vessels are
capsizing and causing damages to vessels and loss of fishermen lives. He
added that during the previous monsoon four fishermen lost their lives at the
entry mouth of the Fishing Harbour. He added necessary model studies have
been carried out which has recommended for extension of main breakwater.
He requested the CAMC to consider the project under FIDF.

3.2.6 The Director CICEF has suggested taking a second opinion from CWPRS, Pune
for extension of the breakwater at Thengapattinam. CAMC after detailed
discussions, CAMC advised that the CICEF and State Government may firm
project details taking into consideration a holistic view on the above proposal.

3.2.7 After detailed discussions and deliberations CAMC agreed in-principle to all
18(eighteen) proposals of Government of Tamil Nadu as detailed at Annexure-
ll with the followings suggestions:

(i) The cAMC observed that the Government of Tamil Nadu has
submitted two proposals for Thengaipattinam Fishing Harbour namely
(i) Extension of existing Main Breakwater in Thengapattinam Fishing
Harbour in Kanniyakumari District and (ii) ing Additional
lnfrastructure facilities, forwarding and backwarding linkages to the
Thengapattinam Fishing Harbour (l Phase) in Kanniyakumari District.
CAMC suggested merging both proposals and submit it as a
consolidated proposal of Thengaipattinam Fishing Harbour.

It was informed that the development of the proposed fish landing


centres and creation of additional facilities at existing fishery harbour/
fish landing centres are not based on any pre-investment studies and
structural designs. CAMC advised to the Government of Tamil Nadu to
confirm the project-wise studies completed. CAMC further suggested
thae Government of Tamil Nadu to complete necessary studies,
wherever not yet completed and firm up the project components and
detailed cost estimates and submit and submit the complete DPRs.

(iii) lt was agreed that the complete DPRs in respect of all the in-principle
agreed 1B (eighteen) proposals 'approved in-principle' will be
submitted at the earliest for consideration of CAMC.
