PURPOSE OF THE STANDARD

The Standard has been created through the collaboration of members of the
Victorian Rail Industry Operators’ Group (VRIOG) for the purpose of establishing
standards which, if implemented throughout the Victorian Rail Network, will facilitate
the interoperability of infrastructure.

The use of the Standard is not prescribed by law but, if adopted, conformity with the
provisions of the Standard is mandatory in order that the purpose of the Standard be
achieved.

SECTION 1.0 CONVENTIONS

1) Words or phrases that appear capitalised out of context are defined within the
Definitions section of this VRIOG Standard.
2) The word “Shall” is to be understood as mandatory.
3) The word “Should” is to be understood as non-mandatory i.e. advisory or
recommended.
4) Uncontrolled Standards may not be referenced within the VRIOG Standards.
These include former PTC Standards, Franchisee Standards, Franchisee
Subcontractor Standards and Infrastructure Lessee Standards.
5) Controlled Standards, including Australian Standards and other VRIOG
Standards, may be referenced but only if:
ƒ The referenced item can not be adequately explained with an amount

SECTION 2.0 DEFINITIONS


Terminology used and/or applied in this Standard is defined as follows:-

Terminology Definition
Accredited Rail A Rail Infrastructure Manager or Rolling Stock Operator who is
Operator (ARO) accredited under Part 5 of the Rail Safety Act 2006.
Application for An application to the Safety Director by an accredited rail operator
Variation of for variation of its accreditation due to the accredited rail operator
Accreditation proposing to make change to or to the manner of carrying out,
accredited rail operations that may reasonably be expected:-
• To change the nature, character and scope of the accredited
rail operator; or
To not be within the competence and capacity for which the
accredited rail operator is accredited.
Back Contacts: Normally Closed contacts (de-energized state).
Drop Away Voltage The maximum voltage (or current) by which all front contacts has
(or Current) opened.
Fragility Factor The ‘fragility factor’ (sometimes called the ‘G’ factor) of an article is
a measure of the maximum shock that can be applied to it without
damage being caused.
Front Contacts: Normally Open contacts (de-energized state).
Nominal Voltage The Voltage at which the Relay is designed to operate.
Non-Vital A term applied to equipment whose correct operation is not
essential to the integrity of the signalling system.
Pick Up Voltage (or The minimum voltage (or current) at which all front contacts of the
Current) relay has made.
Purchaser Person or organisation to which the vital relays is supplied or being
supplied.
Note: They may not be a direct representative of the ARO.
Service Operating The voltage range within which the relay should be operated when

Vital A term applied to equipment whose correct operation is essential to
the integrity of the signalling system.

SECTION 3.0 SCOPE AND GENERAL


3.1 Scope
This specification describes the general requirements for new miniature plug-in
safety relays conforming generally to BR Specification 930 for vital railway signalling
applications to be manufactured and supplied to ARO organisations or contractors to
ARO organisations.

3.2 General
Vital Signalling relays have been purpose designed for application in fail safe
signalling circuits and can be divided into three categories:

• Miniature plug – in relays


• Large plug – in relays
• Shelf type relays

This specification refers only to miniature plug-in relays in service within VRIOG.

Miniature plug-in relays (called miniature only because of their size in relation to the
large or standard plug-in relay) are manufactured to the British Rail 930 series of
specifications in 12V DC line, 24V DC line, 50V DC line, 110V AC line and various
track relay varieties together with electronic timers.

These relays have carbon-silver to silver contacts except:

a) Where heavy duty contacts are necessary such as in contactor versions and;
b) Where the welding of a contact will not prejudice the safety features of the
relay.

Carbon-silver / silver contacts are resistant to welding.

Silver to silver back contact (MNCM 2HF 4B)

3.3 Quality Assurance


The Supplier shall be accredited to the appropriate Australian Quality Standards or
recognised international equivalent if the manufacturer is based overseas.

It is considered that the following are appropriate Australian Quality Standards:

- AS/ISO 9001 - Quality Management Systems – Requirements


- AS/ISO 9004 - Quality Management Systems – Guidelines for performances

3.4 Advisory Bulletins


The Purchaser shall check and act upon any related manufacturer and ARO issued
product bulletins in order to ensure that they are aware of and appropriately action
any safety related concerns regarding the miniature plug-in relay.

The matching of coding of relay to base is critical to the safety integrity of the
signalling system.
Under no circumstances is a base to be “re-coded”.

SECTION 4.0 COMPLIANCE

Unless otherwise stated herein the relays shall comply in every respect with the
applicable BRB specifications.

Wherever a relay does not comply with a particular BRB specification or equivalent,
its description shall be related to the closest relevant specification.

4.1 Plugboards

The relay plugboard shall be in accordance with BR Specification BR 829.

The coding of the plugboard shall be as indicated in Section 3.5 of this specification.

4.2 Connectors

The crimp type connectors shall be in accordance with BR Specification BR 831 and
suitable for wire size 24/.020 double insulated.

4.3 Operating Voltages

The nominal operating voltages of the relays within this specification are specified in
Section 3.5.

The required performance for 50V relays is:


Nominal Operating Voltage: 50V DC
Max Operating Voltage: 40V DC
Min Drop Away Voltage: 7.5V DC
Service Operating Voltage: 50V DC ±10%

The required performance for 24V relays is:


Nominal Operating Voltage: 24V DC
Max Operating Voltage: 19.2V DC
Min Drop Away Voltage: 3.6V DC
Service Operating Voltage: 24V DC ±10%

The required performance for 12V relays is:


Nominal Operating Voltage: 12V DC
Max Operating Voltage: 9.6V DC
Min Drop Away Voltage: 1.8V DC
Service Operating Voltage: 12V DC ±10%

specified in the relevant appendix.

SECTION 5.0 TESTING OF NEW RELAYS

Each relay shall be subjected to a series of tests to confirm that it conforms to the
requirements of the relevant BRB standard(s) and the requirements of this standard.

Each relay shall be supplied with a test sheet containing at least the following
information:

• The manufacturer’s unique serial number assigned to the relay.


• The nominal working voltage of the relay.
• The VRIOG relay type designation and the pin coding and contact
arrangement.
• The manufacturer’s reference identification for each coil.
• The resistance of each coil at 20°C.
• Confirmation that the pin coding conforms to the requirement of this standard.
• Confirmation that the contact configuration conforms to the requirements of
this standard.
• Confirmation that the relay has been subjected to and passed the non-
destructive electrical insulation tests.
• Confirmation that the contact pressure of each closed contact meets the
requirement of this specification.
• Confirmation that the alignment of each contact meets the requirement of this
specification.
• Confirmation that the operation, opening and closing of the contacts conform
to this specification.
• The actual electrical performance: pick up and drop away of each part of the
relay.
• Confirmation that each of the time setting strappings for relays noted in
Appendix E and Appendix F yield the nominated time delay with the fine
adjustment in the centre position.
• The actual measured resistance of each contact when closed.
(The use of full or from High Current Contact Cleaning is specifically
prohibited)
• Certification that the relay meets the requirements of this specification.
• The unique identification of the individual tester.
• The date of the test.
• Relay Record Card (Refer to Section 7.3)

SECTION 6.0 SEALING OF RELAYS

All vital relays supplied by manufacturers and authorised relay servicing staff shall be
sealed. All relays installed in the field that are not presently sealed, shall be
considered as not fit for service.

This seal shall not be broken in the field except in exceptional circumstances when
directed by an authorized representative of an ARO Infrastructure Manager. In the
event of a defect being observed in a relay the seal shall be left intact until the relay
is examined by an appropriately competent railway safety worker. (See below.)

Only railway safety workers approved by an ARO Infrastructure Manager as


competent to open and maintain railway signalling relays shall be authorised to seal
a railway signalling relay for use within the VRIOG network. Each ARO authorised
rail safety worker has an individual numbered seal to trace in case of an incident.

All new relays shall be supplied with BLACK seal plugs. This colour plug shall be
used exclusively for new relays only.

Any relay resealed shall be sealed with plugs of any colour other than black.

SECTION 7.0 IDENTIFICATION AND LABELLING

Miniature Signalling Relays in use in VRIOG shall be identified in accordance with


the nomenclature used in Section 3.5 of this standard.

7.1 Relay Identification

Each relay shall be identified by a unique serial number assigned by the


manufacturer.

The ARO Infrastructure Manager may assign another unique serial number to assist
maintenance of their asset register.

7.2 Labelling

Labelling shall generally be in accordance with the requirements of VRIOG Standard


“General Requirements for Labelling of Signalling Equipment” VRIOGS 012.7.30.

Specifically, each relay shall have a self adhesive label (Type A see below) with its
assigned asset number, its VRIOG type (see Section 3.5) and its initial Pick up and
Drop away figures and the initials of the tester and the date of test. This label shall be
affixed to the front of the relay case immediately below the handle.

Following any subsequent overhaul or examination the relay shall be retested and
the results recorded on self adhesive label (Type B: see below), which shall be
affixed to the front of the relay case immediately above the handle.

7.3 Asset Management System

Each relay shall be supplied with a relay record card (See below) which is contained
within a “REPLACEMENT or SERVICEABLE RELAY” envelope which shall be
securely attached to the relay. The card shall be completed by the person installing
the relay. The card is to be then replaced with in the envelope and sent to the
relevant Infrastructure Asset Manager for updating of the Infrastructure Asset
Management System.

SECTION 8.0 PACKAGING

The contact assemblies and other fittings within Q style railway signalling safety
relays are the quite fragile. The relays shall be packaged and handled in such a
manner that the transport and storage of these units does not materially influence
their subsequent in-service performance.

The relays shall be packaged such that the contact springs are in vertical alignment
with the contacts at the top and the plug-base is lowest. The cushioning of the
packaging must allow that the fragility factor of the relays is approximately 50: (Ref
Australian Standard “Packaging – Part 10: Protection against shock and vibration”
AS 2400.10 - 2006: Table 2).

The relays shall be packaged such that their performance including contact
resistance shall not deteriorate if stored in an environment equivalent to their
operating environment (Ref: VRIOG Standard “Environmental Conditions” VRIOGS
012.7.25) for 12 months before installation.

SECTION 9.0 CARE OF AND HANDLING

Cases have occurred where newly installed miniature plug-in signalling relays have
failed to operate, and it was found that their contacts were out of adjustment due to
distortion of their stationary contact support brackets.

It has been demonstrated that this fault was a result of the relay having been
dropped or struck during transport or installation.

Extreme care shall be exercised in transporting and handling relays. Any relay which
is bumped should be closely examined and an operational check should be
performed, and if need be returned for overhaul and retest.

For relay which is dropped, they should be returned for overhaul and retest
immediately.

Because of the risk that relays may have been dropped or damaged without
knowledge, any relay which is to be placed in service shall be visually inspected
before being plugged into service.

If there is any sign of damage to the case or to the internal assembly of the relay it
shall not be put into service but sent for retest and if necessary, servicing.

SECTION 10.0 INSTALLATION OF PLUG-IN RELAYS

The removal and re-insertion of all miniature plug-in relays should be minimised to
avoid damage to and/or loss of tension in the contacts in the relay and base.

10.1 Inserting into Base

When inserting miniature plug-in relays into their bases, the relay must be held at 90
degrees to the base as it is plugged in. If the relay is offered up to the base at an
angle, there is a high risk that the contact fingers on the back of the relay will be bent
back leading to high resistance or open circuit between relay and base. This is
particularly important when inserting a relay of one make into a base made by a
different manufacturer.

10.2 Removal and Replacement of Installed Relays

Where miniature plug-in relays are removed from their bases for any reason, the
relays should be inserted back into the base from which they were removed and they
shall be replaced by a relay with a current test certificate.

10.3 Re-Use of Miniature Relay Contacts

Before Q Type (BRB930) miniature plug in relays which have been in service for
longer than 8 weeks are considered for reuse in new or altered works, the contacts
shall be retested and, if necessary, serviced and a current test report shall be
provided with the relay.

APPENDIX E MSX
Safety critical slow release timer (3 to 300 seconds).
These units shall conform where applicable to the general requirements of BRB
Specification 930 (attached to this specification) with the exception of Clauses: 19,
22.1 and 22.2.
The registration code for the timer unit is shown in Section 3 of this specification.
The timer shall be identified and labelled in accordance with Section 7 of this
specification. The time setting and associated strappings shall be noted on the relay
test label (Label Type B in Section 7.2 of this Standard.)
If a relay cannot be coarse adjusted to suit the adjustment range, then the relay
should be rejected.
Input voltage 12V DC ± 20%.
Output voltage, DC: Adjustable by strapping:
• 12V: D2 to D1 strapped
• 24V: D2 to D7 strapped
• 50V: D2 to D8 strapped
Delay Adjustment:
• Coarse adjustment - by wire straps on plugboard
3 to 10 seconds No straps
11 to 30 seconds A1 to A7 strapped
31 to 100 seconds A1 to A2 to A7 strapped
101 to 300 seconds A1 to A2 to A3 to A7 strapped

These relays shall conform to the requirements of BRB Specification 962 (attached to
this specification) with the exception of Clauses 14 and 17 and that all reference to a
thermal unit is deleted and replaced with reference to an electronic unit.
Delay Adjustment:
• Coarse adjustment - by wire links on plugboard; for strapping see below.
• Fine adjustment – by potentiometer with provision for sealing after adjustment.
Note: The resealing of a relay following time setting may only be carried out in
accordance with Section 6 of this standard. The time setting and associated
strappings shall be noted on the relay test label (Label Type B in Section 7.2 of this
standard.)
