1.0 GENERAL INFORMATION

1.1 INTRODUCTION
The objective of Support to Colombo Urban Regeneration Project (SCURP) is to improve
the housing conditions of low-income communities and increase land use efficiency in Colombo
through investments in the construction of affordable housing and redevelopment of land, along
with the associated enhancement of systems and policies. The proposed results indicators for these
objectives include: (i) number of low-income and lower-middle income households that move
from underserved settlements to newly construct housing units with improved utilities and
facilities, and under improved resettlement practice; and (ii) the increase in the land value of the
areas made available for redevelopment.
The proposed project will support through three main project components are outlined below.
Component 1: Housing Construction.

The component will support construction of about 5,500 housing units in multi-story apartment
buildings in eight or nine residential complexes (sub-projects) 5 with provision of full
infrastructure.
Component 2: Land Redevelopment.
This component will maximize the revenue from the land that has or will become available after
the households in the underserved settlements move into the new apartment units constructed.
Component 3: Technical Support and Project Management.
This component will support project management and other quality enhancement measures to
improve the implementation.
This report is prepared only for the progress of component 01 ongoing projects.

4.0 PREVAILING DRAWBACKS

Project Name Drawbacks
- Material shortage in the market. (Cement, Aggregates)
Stadiumgama - Obstacles (unauthorized dwellings) in the site access road
causing problems for material transportation.
- Night work concreting near the road area cannot be done due

- Cement shortage in the market.
- Delays in submission of design deliverables and method
statements.
- Delays in submission of testing results.
- Delay in fixing the broken-down tower crane
- Manpower shortage
Obeysekarapura
- Issues in staff retention
- Due to prevailing Economic crisis
 Material shortage in the market and high price
 Importation restrictions.
- Construction of pile caps of Block C cannot be started since two

PDA Test results of Block C are still pending.
- There was no continuous concreting process due to difficulties
in obtaining ready-mix concrete because of the prevailing
Applewatta
cement shortage of the country. (According to Contractor’s
information).
- Lack of labor force at site compared to the approved
construction programme.
- No pile boring & concreting work due to no concrete supply
from approved batching plants (Detong Lanka, Capital &
Tudawe Brothers) as per contractor’s information.
Furgusion Road
- Not proceeding the pile hacking & pile testing works
- Most of the structural & MEP drawings are not submitted yet
- Unavailability of key technical persons at site.
- Block E area is required to clear in order to proceed the soil
investigation and structural design. There are existing houses
to be removed.
- Approval for site entrance is required from Madampitiya
Madampitiya roadside. To have easy access for the main stores, material
storing area and bar bending yard, site entrance from
Madampitiya road is highly required.
- Actual labor strength is considerably behind the scheduled
manpower, and it will directly affect for the physical progress.
