NSTP INSTRUCTORS
INTRODUCTION
It is hereby affirmed the prime duty of the government to serve and protect its
citizens. In turn, it shall be the responsibility of all citizens to defend the security of the
State and in fulfillment thereof, the government may require each citizen to render
personal, military or civil service.
Recognizing the youth s vital role in nation building, the State shall promote civic
consciousness among the youth and shall develop their physical, moral, spiritual, and
social wellbeing. It shall inculcate in the youth patriotism, nationalism and advance
their involvement in public and civic affairs. In pursuit of these goals, the youth, the
most valuable resource of the nation, shall be motivated, trained, organized and
mobilized in military training, literacy, civic welfare and other similar endeavors in the
service of the nation.
National Service Training Program NSTP is a program aimed at enhancing civic
consciousness and defense preparedness in the youth by developing the ethics of service
and patriotism while undergoing training in any of its three 3 program components. Its
various components are especially designed to enhance the youth s active participation
to the general welfare. The National Service Training Program was required to all
incoming freshmen starting School Year S/Y 2002-2003. RA 9163

COMPETENCY # 2: THE NATIONAL SERVICE TRAINING PROGRAM


Objectives
At the end of this lesson, you should be able to:
a. Explain the legal basis of National Service Training Program (NSTP);
b. Differentiate the three 3 components of National Service Training Program
(NSTP); and
c. Recognize the role of the youth in nation building.

Definition of key words


National Service Training Program NSTP- is a program aimed at enhancing civic
consciousness and defense preparedness in the youth by developing the ethics of service
and patriotism while undergoing training in any of its three 3 program components.
Reserve Officers Training Corps ROTC – a program institutionalized under Sections
38 and 39 of Republic Act No. 7077, designed to provide military training to tertiary
level students in order to motivate, train, organize and mobilize them for national
defense preparedness.
Literacy Training Service LTS – a program designed to train students to become
teachers of literacy and numeracy skills to school children, out-of-school youth and
other segments of society in need of their service.
Civic Welfare Training Service CWTS – programs or activities contributory to the
general welfare and the betterment of life for the members of the community or the
enhancement of its facilities, especially those devoted to improving health, education,
environment, entrepreneurship, safety, recreation and morals of the citizenry.

THE ROTC, WHERE THE NATIONAL SERVICE STARTED


The Reserved Officers Training Corps (ROTC) started originally in the United
States. It dates from the passage of the Morill Act of 1862 which granted public land to
the senator and representative of each state. These lands were to be sold; and then the
proceeds were to benefit educational institutions that would offer certain programs,
including part-time military training, to their students. These schools, called “Land
Grant Colleges,” began to appear after the American Civil War. After its beginning,
many countries in the world follow. Colleges and Universities abroad and in the
Philippines were required to maintain an ROTC unit. It requires all male students of any
baccalaureate course to undergo military training either in Army (AROTC), Air Force
(AFROTC), or Navy (NROTC). The basic course can be finished for four consecutive
semesters. The advance course, on the other hand, can be finished for eight consecutive
semesters and will make them eligible to be candidates as officers of the Armed Forces
of the Philippines (AFP).

THE CREATION OF THE NSTP LAW


In June 2001, an official statement was released by the U-Belt Consortium, an
association of universities along the city of Manila, headed by the University of Santo
Tomas ROTC unit which called the abolition of the ROTC Program in response to the
death of Cadet Officer Mark Welson Chua, a 19-year old Mechanical Engineering
student of UST. His death became the catalyst for the passage of Republic Act 9163 or
the National Service Training Program Law, which removed completion of ROTC as a
mandatory requirement for graduation for all male college students in the Philippines. It
appeals that the ROTC program can no longer meet the constitution it was based on,
and that it perpetuates the power of the military over the liberal university orientation.

THE NATIONAL SERVICE TRAINING PROGRAM [R.A. 9163]


The legal basis of the National Service Training Program (NSTP)
The National Service Training Program (NSTP) Law or RA 9163 also known as
“An Act Establishing the National Service Training Program (NSTP) for tertiary
level students, amending for the purpose Republic Act No. 7077 and Presidential
Decree No. 1706, and for other purposes.” was enacted last January 2002 to
amend the Expanded ROTC. This program aimed to enhance civic consciousness
and defense preparedness in the youth by developing the ethics of service and
patriotism while undergoing training in any of its three (3) program components,
specifically designed to enhance the youth’s active contribution to the. general
welfare.

COMPONENTS OF THE NATIONAL SERVICE TRAINING PROGRAM
The NSTP law is anchored in the provision of Article 2, Section 13 of the 1987
Philippine Constitution which states that “The State recognizes the vital role of the
youth in nation-building and shall promote and protect their physical, moral, spiritual,
intellectual and social well-being. It shall inculcate in the youth patriotism and
nationalism and encourage their involvement in public and civic affairs”. Under the
Republic Act 9163 or the “National Service Training Program (NSTP) Act of 2001”,
the following are the components and requirements for NSTP:
a. Reserve Officer’s Training Corps (ROTC) - refers to the program
component, institutionalized under Section 38 and 39 of Republic Act No.
7077, designed to provide military training to motivate, train, organize and
mobilize them for national defense preparedness. The ROTC under the NSTP
shall instill patriotism, moral virtues, respect for rights of civilians and
adherence to the Constitution.
b. Civic Welfare Training Service (CWTS) - refers to the program
component or activities contributory to the general welfare and the betterment
of life for the members of the community or the enhancement of its facilities,
especially those devoted to improving health, education, environment,
entrepreneurship, safety, recreation and moral of the citizenry.
c. Literacy Training Service (LTS) - refers to the program component
designed to train the students to teach literacy and numeracy skills to school
children, out-of-school youth and other segments of society in need of their
services.

Who are required to take the NSTP?
Students, male and female, of any baccalaureate degree course or at least two-
year technical vocational courses in public and private educational institutions shall be
required to complete one (1) of the NSTP components as requisite for graduation.
Duration of the NSTP
1. Two (2)-semester program for any of the components of the NSTP; or
2. One (1)- summer program may be designed, formulated and adopted by the
DND, CHED and TESDA.

Fees and Incentives


Higher and technical vocational institutions shall not collect any fee for any of
the NSTP components except basic tuition fees, which shall not be more than fifty
percent (50%) of what is currently charged by school per unit.

NSTP OFFERING IN HIGHER AND TECHNICAL-VOCATIONAL


EDUCATIONAL INSTITUTIONS
All higher and technical-vocational institutions, both public and private, must
offer at least one of the program components: Provided, that State universities and
colleges shall offer the ROTC component and at least one other component as provided
herein: Provided, further, that private higher and technical-vocational education
institutions may also offer the ROTC if they have at least three hundred and fifty (350)
cadet students.

INSTITUTIONS EXEMPTED FROM THE NSTP


In view of the special character of the following institutions they are exempted
from offering NSTP under the implementing rules and regulations of the NSTP Law.
1. Philippine Military Academy (PMA)
2. Philippine Merchant Marine Academy (PMMA)
3. Philippine National Police Academy (PNPA)
THE NATIONAL SERVICE RESERVE CORPS
The National Service Reserve Corps is composed of the Graduates of the non-
ROTC components. Members of this Corps may be tapped by the State for literacy and
civic welfare activities through the joint effort of the DND, CHED, and TESDA.
Graduates of the ROTC shall form part of the Citizens’ Armed Force, pursuant to
Republic Act No. 7077.
