A. PRE-CONSTRUCTION REQUIREMENTS
1. BAUER shall secure Work Permits from LGU as requirement prior to re-mobilization.
2. COVID-19 Test - Bauer workforce shall undergo the Rapid Testing thru Accredited 3 rd Party of
DOH/FDA.
3. BAUER shall provide personnel and workers continue supply of vitamins, particularly vitamin C or other
over the counter medicines to boost their immune system.
4. BAUER shall provide disinfection facilities in the project site incompliance with pertinent DOH and IATF
Guidelines, to be placed in strategic locations to ensure the safety and welfare of all personnel.
Disinfection Booth in entry point of the workplace must be established prior to resumption of Work
(foot & hand washing area).
All workers / staff are required to undergo disinfection prior to entry of the workplace area.
Daily disinfection of facilities is a must (office / warehouse / work area)
Disinfection Log must be posted in the entry door of site office, verified and signed by the site
Safety Officer. No disinfection, No work Policy will be strictly implemented.
Alcohol shall be provided in the entrance gate and in the site office entry door.
5. Additional PPE requirements such as; (face shield / mask, long sleeves and gloves) on top of usual
construction PPE (hard hat / visibility vest, safety spectacles and safety shoes) must be issued to all
workers and staff and must be worn at all times during working hours.
6. Bauer International Phils., Inc. will consider the GCQ condition to be the “New Normal” in the
construction industry. Within 15 calendar days upon resumption of work, BAUER International Phils., Inc.
will file for Variation Order (VO) to recoup the costs and expenses associated with the “New Normal”.
7. Bauer will strictly follow the Pure Foods Hormel Company Inc. (PHCI) Guidelines in the “New Normal”
as project site Safety Protocol.
B. CONSTRUCTION GUIDELINES
The Project Safety Officer will provide to staff and workers with the standard materials on
Information, Education and Communication on COVID-19, highlighting transmission, treatment
prevention and control of the virus. Dissemination shall be done thru the following, text blast,
email health advisories, posters, safety bulletins, this will be discussed during the daily Toolbox
Meeting. In addition, during toolbox meeting, physical and social distancing shall be observed
among the attendees.
Employees will be fully briefed on the new safety methods and protocols under the defined Safety
Guidelines and Protocols from BAUER and PHCI. Re-orientations on the proper use and care of
the PPE's to be issued will likewise be conducted in the Toolbox Meeting.
BAUER will comply to all mandates, guidelines and regulations issued by the pertinent
government agencies (IATF, DOLE, DPWH, DTI, DOTr, LGU, etc) relative to COVID-19.
Frequent washing of hands, regular disinfection of work areas and hard surfaces as well as
observance of proper coughing etiquette will play a major strategy for the prevention of infection
and control of the virus. This will be discussed and reinforced through regular toolbox meetings,
Safety meetings and other Project Site Coordination meetings.
All personnel/workers will be required to fill-up forms that will be the records of health history of
each individual.
All staff, workers, sub-contractors and visitors shall undergo temperature check before entering
on the jobsite (persons with temperature above 37.5 ⁰C shall not be allowed to enter the
workplace). A daily attendance log of all visitors must be kept and retained for at least four weeks,
this will help in contact tracing. The log must include the name of BIPI employee they visited,
name of visitor, phone number, and email address of all visitors.
Project site shall ensure that adequate soap and water are available in hand, handwashing
facilities shall be considered.
Dispensers for hand sanitizers shall be provided in site office, meeting room, and entrance and
exit points.
All staff, personnel and workers is required to pass through footwear disinfection treatment units
(foot baths) before entering the site office.
Workers designated as site utility will regularly (twice a day) clean hard surfaces (table tops, door
knobs etc.) using a detergent or a soap and water solution.
Proper coughing etiquette shall be constantly reminded. Face mask and face shields shall be
issued to the workers to prevent not only respiratory secretions from spreading but also to
prevent people from inadvertent touching their face
Staff, personnel and workers shall avoid gathering together, visiting crowded areas and direct
exposure to sick people. Everyone should maintain distance of at least 1.0 meter from each other
and observe social distancing.
Work activities shall be under daily strict monitoring by the Safety Officer to ensure compliance to
safety standards at the work areas. In addition, Safety Officer is expected to conduct daily audits,
and safety reports to management in order to ensure that the appropriate measures are
implemented and followed at all times.
Coordination meetings will be conducted through telephone and/or video conference or any other
means that do not require physical attendance to minimize risk contamination.
Un-avoidable in-person meetings should be short (at least 45 minutes or less) and physical and
social distancing must be observed at least 1m apart from each participant.
E. STAFF AND WORKERS CONDITIONS
All personnel, staff and workers are advised to take adequate rest (8-hours work per day 48-
hours per week), drink plenty of fluids, eat nutritious food and take vitamins daily.
Adequate drinking stations will be provided in designated area at the work site.
Workers are encourage to bring water containers at least 1 liter to the work site. In addition,
workers are encouraged to bring their snacks / lunch in the work area.
For personnel, staff and workers exhibiting influenza-like symptoms (sudden onset of fever,
cough or sore throat) or presenting themselves as possible COVID-19 cases at the entrance area
or work place, the guards on duty shall notify the site Safety Officer and,
Provide the person with a medical mask to prevent the risk of spreading the infection.
Isolate the subject person immediately in a separate well-ventilated holding area (or in
site clinic) in the workplace, away from the rest of the workers for evaluation of
symptoms.
Report the person who will fall as patient with possible COVID-19 infection to the
proper government authorities.
If a staff, personnel and worker being tagged as non-COVID 19 case and living in the
company quarters or barracks, the said patient will be quarantined within 14 days.
If a staff, personnel and worker being tagged as suspected COVID 19 case, the
workplace and quarters will be decontaminated with appropriate disinfectants and
ensure appropriate PPE for site utility crew handling the said disinfection procedures.
The site clinic team will conduct the internal contact tracing of people who have close contact with
the patient as tagged as suspect COVID-19 case.
All staff, personnel and workers will be provided with 2-3 face mask per day to ensure protection
against COVID-19 infections.
Safety Officer assigned to the site shall ensure strict compliance to DOLE-OSHC Department
Order No. 13, Series 1998, Department Order 198 of RA 11058 and implementation of wearing
of Personal Protective Equipment (PPE) required such as face mask, safety glasses/goggles,
face shields and long sleeves T Shirts, to contain the spread of COVID – 19 in the workplace.
A daily monitoring of pre and post work health conditions of workers shall be undertaken
including, but not limited to, temperature, health and exposure monitoring, as preventive
measures. Personnel with manifestation or symptoms relative to COVID – 19 shall be
immediately isolated and quarantine for fourteen (14) days and if necessary, brought to the
nearest DOH COVID – 19 treatment facility under strict confidentiality and privacy.
All staff houses shall observe physical distancing (at least 50% reduction in density of people).
Company transport service shall be duly disinfected before and after use with social distancing
observed.
Conduct inventory of the works for the construction sequencing to be followed and undertaken to
uphold the required social distancing. Break time shall be conducted in a staggered manner.
Employees will be encouraged to stagger breaks and lunches, if practicable, to reduce the size of
any group at any one time to less than ten (10) people at least.
Sharing of construction and office equipment is strongly discouraged. However, if necessary, the
shared equipment must be disinfected in between transfers amongst personnel.
All material and equipment delivery, pull-out and disposal shall be conducted by the specific team
of personnel on an isolated loading/unloading zone while limiting contact with the
delivery/disposal personnel. All material and/or equipment entering the construction site shall be
duly disinfected as possible.
F. BIPI SAFETY & HEALTH GUIDELINES
Use of elevators, common toilets, hallways, canteens and common areas are also high risk
for transmission, physical distancing must be observe (use of stair is advised).
Temperature scanning - person with temperature higher than 37.5 (even after a 5 min. rest)
will not be allowed inside.
Do not forget to use footbath upon entering inside the office premises.
Observe proper use of alcohol/hand sanitizer.
Finger scanning is temporary suspended. Bundy clock will be used instead.
Answer Health Questionnaire provided at the office lobby.
Skeletal Schedule – Staggered work hours is advised (coordinate with your Dept. Head
regarding your schedule)
Observe 1 meter social distancing.
Washing of hands prior to use of common office items such as photocopying machine,
computers, telephones, office supplies, water dispenser, door handles/knobs, tables,
computers and other office supplies will be sanitized every 2 hours.
Avoid borrowing any items from other employees.
Every employee must clean their workstation daily.
Workers are also discouraged to engage in conversation, as well as prolong face to face
interactions with co-workers.
Observe proper respiratory etiquette (cough or sneeze to a tissue or bend of your arm, avoid
using your hands).
Avoid touching eyes, nose & mouth.
Proper waste disposal is advised. Please dispose your trash properly specially your used
facemasks, gloves, tissues etc.

Back home
When you reach home don’t forget to leave your shoes or footwear outside your door.
Avoid interacting with other household members or touching surfaces unless you already took
a bath or sanitized properly.
Upon arrival you are advised to take a bath and soak your clothes in a soap and water or put
it in a sealed plastic bag. This will reduce the risk to your loved ones.
Eating healthy foods, drinking plenty of fluids and taking vitamins/food supplement can help
boost your immune system.
Exercise regularly.
Seeking mental counseling might help you in case you are feeling overwhelmed scared etc.
(a hotline for mental counseling are posted in the office boards).
Avoid smoking & drinking alcohol or liquor.
4. TRANSPORTATION - Company will provide shuttle service to lessen the employee exposure in
public transportation system but still, social distancing is observed.
Dept. head will submit their skeletal schedule in advance with detailed pick-up point/location
for each employee. Approval & arrangement of schedule by the Motor pool Team Leader.
Physical distancing (1 meter) must be observed inside the shuttle services.
5. SOCIAL DISTANCING (also refer to RPTCC PMO, LGU, DOLE, DTI & DOH Protocol)
Don’t forget to sanitize all the necessary material/deliveries in the provided sanitation box.
Avoid unnecessarily on-line deliveries in the office.
Meeting of clients/visitors outside the office premises is also considered.
People not working in the office are not allowed to enter the office. All transactions are done
outside the lobby door.
