Comprehensive Plan

This is the proposed plan on how to execute the identified non-emergency yet essential activities
amid pandemic while ensuring stringent observance of public health and emergency protocols and,
compliant to the mandates of the Department of Health and ordinances issued by the City Government
of Davao.

Floor Plan:

Specifications

1. Each table will be limited to 3-seating capacity


2. Organizers, Facilitators, Secretarial will have a separate table
3. Resource Persons will too be provided with a separate table
4. Maximum number of pax per function hall will be 25 pax

Accommodation / Food service arrangement

1. Instead of buffet style, food shall be plated and individually served to each activity participants.
2. Room accommodations will be double sharing with each participant provided with own bed.
COVID-19 preventive measures

CB Activities shall be implemented strictly observing the Covid-19 health emergency protocols, including
guidelines set by the City Government of Davao. Below are the minimum precautionary measures that
shall be followed and observed during the conduct of the activities, which includes but are not limited
to:

1. Social distancing and other COVID-19 protocols are observed at all times
2. Wearing of basic PPEs for the activity participants such face masks, face shields.
3. Alcohol and sanitizers at the entrance and exit of each hall shall be provided c/o Hotel Service
Provider.

Training Arrangements

For the past quarters, the program has already explored and maximized the use of online
technology and application in conducting activities and discussing specific topics that can still be
effectively delivered through online discussion. Several activities were done through the webinar method
optimizing the Google Meet and Zoom Applications. Nonetheless, as stated in the communication letter,
the identified activities are the most crucial capability-building intervention that needs to be rolled out
face-to-face within the calendar year. Hence, the request for the exemption.

To continue delivering effective training to the field staff, Capability-Building Unit is called to
adopt other strategies to facilitate the transfer of knowledge and provide inputs and directions to
implementing teams. The following are the strategies to be employed to facilitate workplace learning and
development amid limitations. Activity conduct may be done through the specified methods or a
combination of these, depending on which option best suits the context.

Full Face-to-Face Method. The conduct of full face-to-face activity pertains to the method wherein
both activity participants and technical resource person/ speaker will be at the activity venue.
Discussion of critical topics will be delivered on-site.

Blended Learning Method. (Face-to-face/ Virtual) This method pertains to the activity style in
which activity participants will be gathered in an activity hall together with the learning facilitator.
Meanwhile, the resource person will deliver the topic/discussion via an online platform. The topic
shall be discussed in real-time to generate clarifications, questions from the activity participants.
The learning facilitator shall do processing of the activity and the management of learning.

This method shall entail strong internet connection which the hotel service provider will provide.

Batching Method. To provide capability interventions to all identified program staff, the activity
shall be done in batches. Activity participants will be divided into various cohorts, considering the
allowable number of participants for mass gatherings that is compliant with the set guidelines of
the City Government of Davao.
