1 PURPOSE
This document gives an overview of the Ain Tsila Development for providers of
equipment and services to the Development. It includes a description of the
Development, the utilities available in each area and common design/procurement
requirements.
This specification shall be attached to all Development specifications issued to
providers.

3 DEFINITIONS

“ISARÈNE” means Groupement ISARÈNE (the operator of the Ain


Tsila Development)

“shall” or “must” indicates that the specified action is mandatory (i.e. must
be done by the specified action party)

“should” indicates that the specified action is recommended but not


mandatory. However the action party will be responsible
for the consequences in the event that he/she elects not
to do it

“will” indicates a commitment by ISARÈNE or a statement of


fact

“Purchaser” means the entity defined as such in the purchase


order or contract
“Seller” means the entity defined as such in the purchase
order or contract
“Sub-supplier” means the entity responsible for the supply of
components or services to the Seller

4 INTRODUCTION
Groupement ISARÈNE (“ISARÈNE”) will develop the Ain Tsila gas field which is
located in the Illizi basin in the eastern part of the Sahara Desert in south-east Algeria,
south of the Grand Erg Oriental.
Figure 4-1 below shows the location of the Périmètre Isarène and AinTsila.

The field lies in the Sahara Desert, approximately 1,100km south-east of Algiers,
175km west of In Amenas, 175km north-west of Illizi and 450km to the south-east of
Hassi Messaoud.
Raw gas, initially produced from about 30 wells, will be collected in a gathering
system and delivered to the Central Processing Facility (CPF) for processing. Over
time, the total number of wells used to produce the field is expected to exceed 120.
Following processing:
 Sales quality gas will be compressed and delivered to the existing
SONATRACH GR1/GR2 pipeline system at a point close to the TFT
compression station (approximately 95km north of Ain Tsila)
 Liquefied petroleum gas (LPG) will be delivered to SONATRACH’s existing
LR1 pipeline system at a tie-in point also located close to the TFT compressor
station

 Stabilised condensate will be delivered to the existing SONATRACH


condensate pipeline system at a tie-in point located at Méderba, approximately
185km north of Ain Tsila.
Due to the remote location, the site facilities will include the CPF, an operations base
(“Base Industrielle” - comprising offices, workshops and storage facilities) and an
accommodation camp (“Base de Vie”) with associated Security Camp.

4.1 Design Life


The equipment shall be designed for a service life of 25 years. It is recognised that
achieving this life will depend upon Seller’s recommended maintenance being carried
out on the equipment at planned intervals. Equipment which cannot have a
guaranteed supply availability for 25 years (e.g. electronic equipment) shall have an
agreed period of availability so that replacement programmes can be planned.

4.2 Maintenance Interval


The equipment shall be designed to minimise maintenance, particularly that requiring
a shutdown. The interval between shutdowns is expected to be 1 year with a major
shutdown occurring every 3 years.

4.3 Order of Precedence


In the event of conflict between the requirements of the equipment specification and
other referenced documents, the Seller shall request written clarification from the
Purchaser. The order of precedence will normally be:
 Algerian legislation and regulations
 Equipment data sheets
 The primary equipment specification including agreed exceptions and
deviations.

 Algerian codes and standards
 International/industry codes and standards
 Seller’s specifications, documents and information as accepted by the
Purchaser
Any deviations from these documents shall be agreed with the Purchaser prior to
implementation.

4.4 Materials
Seller shall ensure that the materials of construction are chosen to avoid the
possibility of galvanic corrosion. Insulating (sacrificial) spools, insulation gaskets, and
insulated bolt sets shall not be used.
The use of asbestos or materials containing asbestos is prohibited.

4.5 Tag Numbering (Equipment Numbering)


All equipment shall have tag numbers (equipment numbers) allocated in accordance
with ISARÈNE’s Tag Numbering Procedure (A-IMT-PRO-000-00005) and Tag
Allocation Procedure (A-IMT-PRO-000-00006). The Seller’s attention is drawn to the
depth of tagging required and the information required to be supplied for each tag
number. All tagged items shall be labelled in accordance with ISARÈNE’s
Specification – Equipment Labelling (A-IMT-SPE-000-00002).

4.6 Quality Assurance


The Seller, and its Sub-suppliers, shall operate a quality system satisfying the
applicable provision(s) of ISO 9000 (series) or, if agreed with ISARÈNE, an equivalent
standard commensurate with the equipment provided.

5 EQUIPMENT PROTECTION

5.1 Sun Protection


Equipment which cannot withstand the specified black body temperature must be
fitted with a sunshade to keep it in shadow during the hottest parts of the day. A
sunshade protecting for a solar elevation of 55º over an azimuth range of 125º to 235º
(i.e. 55º either side of south) will give shade for 6 hours in summer and 4 hours at the
equinox.
Control panels and similar items shall have extended sunshades to protect the
operators and keep the panel face in shade.
Cables in outdoor areas shall be protected from sunlight; cable trays and racks shall
be fitted with covers.

5.2 General Environmental Protection


Equipment located outdoors shall be suitable for use in the environmental conditions
specified in Section 14. The minimum ingress protection requirements in accordance
with IEC 60529 “Degrees of protection provided by enclosures (IP Code)” shall be:

6 HAZARDOUS AREA CERTIFICATION

6.1 Outdoor Equipment – Hazardous Areas


Unless otherwise specified, all equipment installed outdoors within the fenced areas of
the CPF, wellsites and other hazardous areas shall be certified for use in a Zone 1,
Gas Group IIB, Class T3 hazardous area.
All electrical equipment in these areas shall be fully tested and certified by a
CENELEC recognised certifying authority.
All equipment supplied shall comply with the requirements of Directive 94/9/EC (the
ATEX directive).

6.2 Outdoor Equipment - Base Industrielle


The Base Industrielle is a non-hazardous area.

6.3 Outdoor Equipment - Base de Vie and Security Camp


The Base de Vie and Security Camp are non-hazardous areas.

6.4 Indoor Equipment


Equipment located indoors in forced ventilation hazardous areas, specifically rooms
containing battery systems, the associated lighting circuits, isolation controls and
extract fans shall be certified for gas group IIC (hydrogen) temperature class T3.

6.5 ATEX Register


The Seller shall maintain a register of all ATEX certified equipment being supplied in a
form suitable for handover and meeting the requirements of IEC 60079-17 “Explosive
atmospheres Part 17 Electrical installations inspection and maintenance”.

7 INSPECTION AND TESTING


The inspection and testing requirements are specified in the Inspection Requirement
Form attached to the requisition. For equipment that has to meet requirements set by
the Autorité de Régulation des Hydrocarbures (ARH) there are specific inspection and
documentation requirements set out in A-QAC-SPE-000-00001 “Specification for ARH
Compliance Requirements”.

8 DOCUMENTATION

8.1 Seller’s Documentation Requirements Schedule


The Seller shall provide documentation in accordance with the Seller’s Documentation
Requirements Schedule attached to the requisition. The descriptions of the required

document contents are detailed in A-IMT-SPE-000-00005 “Seller Document


Requirements”.

8.2 Document Numbering


Documents numbers will be assigned by the Purchaser.

8.3 Abbreviations and Units of Measurement


Measurements for the Ain Tsila Development shall generally be stated in SI units.
“Abbreviations and Units of Measurement” (document number A-IMT-GLS-000-
00002) states all allowed units of measurement and abbreviations.
Where abbreviations are used on drawings, a legend shall be provided defining the
abbreviations, in both English and French.

9 PAINTING AND PREPARATION FOR SHIPMENT

9.1 Painting and Protective Coatings


The surface preparation and painting of all external surfaces shall conform to
“Specification for Surface Preparation and Painting of Equipment and Structural Steel”
(A-MTL-SPE-000-00007).
All access ladders, platforms and structural steel shall be hot-dip galvanised.

9.2 Preservation and Preparation for Shipment


Unless otherwise specified, all equipment shall be preserved and packed for shipment
as deck cargo and 12 months’ site storage. It will be transferred to road transport for
delivery to site; the road transportation distance will exceed 1000km. As a minimum,
all machined surfaces and threaded connections shall be protected by coating with
rust preventative. Flanged and other openings shall be protected by a soft gasket and
a bolted steel plate cover retained by at least four bolts.
Adequate temporary supports and/or protection shall be provided for safeguarding the
materials during lifting and transportation. Temporary supports/protections on
equipment skids shall be easily identifiable and removable at the site, and painted
pink.

10 LOGISTICS

10.1 Envelope Size and Weight [HOLD 2]


Package sizes shall generally be limited to 3m x 3m x 17m. The maximum package
size that can be accommodated as an escorted load is 4.0m high x 4.7m wide x 24m
long.

11 SPARE PARTS
The Seller shall guarantee that spare parts for the equipment offered will be available
for the design life of 25 years or the agreed obsolescence period of specific sub-

systems such as electronics modules. Itemised quotations for the following


categories of spare parts shall be provided with its tender:
i. Start-up and commissioning spares (as recommended by the Seller)
ii. Two years’ operating spares (for the entire package)
iii. Insurance spares

11.1 Start-up and Commissioning Spares


The start-up and commissioning spares shall include appropriate quantities of
manufactured components that may be damaged during the construction and
commissioning activities. For packaged equipment, these spares shall include
nominal quantities of materials used in the equipment manufacture, such as touch-up
paint, wires and terminals used in the control panel and a full set of gaskets for the
piping.

11.2 Two Year’s Operating Spares


The proposals for two-years’ spares shall take into account the ISARÈNE
Maintenance and Spare Parts Philosophy (A-OPS-PHL-000-00002) which sets floor
limits for the types of maintenance or repair that will be executed at site; this limits the
number of small parts that are required and confines many elements to whole unit
replacement or soft goods replacement only.

11.3 Insurance Spares


Insurance spares are those parts which are unlikely to fail in service but which cannot
be obtained quickly in the event of a failure. Where the equipment includes a major
component that may suffer early obsolescence (such as a programmable logic
controller) this should also be considered as a potential insurance spare.
The main equipment specification will specify the minimum required insurance spares;
the quoted price shall include long-term preservation and packing of these spares as
well as quality assurance and control to the same level as the installed components.
The Seller is free to propose additional insurance spares.

11.4 Information Required with Tenders


Seller shall provide a quotation for each of the above categories of spares in its tender
and include an un-priced version in the technical submission.

11.5 Spare Parts Interchangeability Record


The Seller shall re-submit the lists of two years’ operating spares during the
manufacturing stage, using the spare parts inter-changeability record forms attached
to the requisition.

12 SPECIAL TOOLS
Seller shall provide a quotation for any special tools that are required for installation,
adjustment, commissioning, operation and maintenance of the equipment. This shall

include any special lifting devices required for site installation and maintenance of the
equipment. An unpriced version shall be included in the technical submission.

13 PACKAGED EQUIPMENT

13.1 Design
The Seller shall provide a complete system including all components located within
the confines of the equipment. The equipment shall be complete with all structural
supports, platforms, ladders, controls, instrumentation, piping, wiring and components.
All packaged equipment shall be designed and supplied for continuous and
unattended operation, taking into account the extreme weather conditions at the
installed location.
Unless otherwise specified, the noise level shall be less than 85dBA at a distance of 1
metre from any part of the package.
Interface points for piping and cables shall be located at the boundary of the
equipment.
Each piece of equipment (including instruments) shall be clearly identified by a
nameplate, permanently attached to the equipment as specified in the technical
specification.
The package skid shall be designed to withstand dynamic and static stresses due to
hoisting, transportation and operation.

13.2 Maintenance
Equipment shall be designed for minimum maintenance. The equipment shall be
suitable for unattended operation other than periodic maintenance activities.
All equipment, instrumentation, observation windows, access doors and parts
requiring maintenance, operation and inspection shall be accessible from grade or
permanent platform.
Access shall be provided to accomplish all maintenances tasks (from routine to major
overhaul) from the baseplate edge or via open areas provided with walkways,
platforms or both.
Maintenance activities are not permitted from ladders.
The equipment design shall be such that the removal of any component for
maintenance, including those removed for access can be achieved with minimum
impact on associated pipe work or equipment.
Access areas with walkways or platforms shall be free of tripping hazards, overhead
obstructions, dead ends, and constricted passageways.

13.3 Mechanical handling


For any item requiring removal during maintenance operations, if the weight is greater
than 25kg a handling assessment shall be executed and provision made for

mechanical handling if required. Where cranes or portable lifting devices cannot be


used from outside the package, runway beams or pad-eyes shall be provided.
Special lifting frames, spreader beams and other attachments that are required for
maintenance removal of some items of major equipment (e.g. rotors, pump cartridges,
etc.) shall be provided by the Seller.

13.4 Preferred Manufacturers


Equipment fitted within packages shall be selected from ISARÈNE’s list of preferred
manufacturers. Items for which only one manufacturer will be acceptable are:

14.3 Air Conditioned Indoor Areas


Indoor air conditioned areas in the CPF, Base Industrielle and Base de Vie will
normally be kept at conditions within a range bounded by dry bulb temperatures
between 20ºC and 25ºC and relative humidity between 30% and 60%.
Equipment placed in these areas shall nonetheless be capable of operation if the air
conditioning fails. For each item, the Seller shall state the maximum permissible
ambient temperature for operation of the equipment.

15 AVAILABLE UTILITIES IN THE CPF AND BASE INDUSTRIELLE


Unless otherwise stated, the figures given are valid for all parts of the CPF and Base
Industrielle (i.e. these are delivery conditions).

16 AVAILABLE UTILITIES IN THE BASE DE VIE/SECURITY CAMP


Unless otherwise stated, the figures given are valid for all parts of the Base de Vie
and Security Camp (i.e. these are delivery conditions).

16.1 Electrical Supply


Low voltage supplies will be available as for the CPF.

16.2 Potable Water


Potable water will be available to World Health Organisation standards.

16.3 Other Utilities


No other utility will be available in the Base de Vie or Security Camp.

17 AVAILABLE UTILITIES AT WELLSITES AND REMOTE STATIONS

17.1 Electrical Supply


All power at wellsites and remote stations will be generated from solar cells, backed
up by batteries. The nominal supply voltages will be 24 and 48 Volts DC,

17.2 Other Utilities


No other utilities will be available at remote stations.
