1 INTRODUCTION
The Nigerian National Petroleum Corporation (NNPC); hereby referred to as the OWNER
has awarded contract to BrentexCPP for the Engineering, Procurement and Construction
of the Ajaokuta Kaduna Kano (AKK) Gas Pipeline Project (Segment 2) from Block Valve
Station 12 (outer line of the wall) to Kano Terminal Gas Station with a distance about
318.66 km of the Trans Nigeria Gas Pipeline and stations. The pipeline runs from BVS12
roughly northern towards to Kano TGS as illustrated in Figure 1-1 below.
• Linear Sections with main sections, special zones and encroachments and
crossings;
• Pipeline stations with block valve, pigging and terminal gas stations;

1.2 Purpose
This document defines the minimum technical requirements relating to all work
necessary for the manufacture, supply and application of underground pipeline warning
tape / mat which shall be laid parallel to the 40” x 318.66 km gas pipeline from Block
Valve Station 12 (outer line of the wall) to Kano Terminal Gas Station of the Trans
Nigeria Gas Pipeline.
The Warning tape or mat is required to warn excavators and to prevent any future
damage or interruption of the buried pipeline during its operation.
The following definitions shall be applied to the standard terms used throughout this
document.

The underground pipeline warning tape covered by this specification shall be designed,
manufactured, inspected, tested and prepared for shipment in accordance with the
requirements stated in the codes, standards and specifications contained within this
document.
Compliance by the Supplier with the provisions of this specification does not relieve him
of responsibility to furnish warning tape of proper design to meet the specified service
conditions.
Any deviations from these codes, standards and specifications by the Supplier must be
specifically highlighted together with reasons for such departure.
Hazardous areas will be identified in accordance with Part 15 of the IP Model Code of
Safe Practice.
In Nigeria, specific laws regulate the activities of the oil industry. The Federal
Environmental Protection Agency (FEPA), the Department of Petroleum Resources
(DPR) at the federal level and the State Environmental Protection Agency at the state
level implements these laws.
The Federal Ministry of Power is the regulatory body for electrical system design and
installation. The National Inland Waterways Authority (NIWA) approval is required for
utility installation in creeks and rivers.
Nigerian Statutory requirements (e.g. Mineral Oils Regulations) are fully covered by
NNPC Specifications.

For areas of conflict between relevant documentation, the following order of precedence
shall apply:

2 TECHNICAL REQUIREMENT
Underground pipeline warning tape is a high quality polyethylene tape that can prevent
the dangers of digging into buried pipeline of all types. Its use can avoid service
interruptions, unnecessary loss of revenue and repair expenses that occur when a buried
pipeline is damaged. Underground pipeline warning mat or tapes are most economical
way of warning excavators of underground services and is specified the world over to
protect against accidental dig-ins and to alert workers of buried pipes and cables.
Warning Tape are manufactured and printed with any text and any language with various
sizes and colours. For the purpose of this project the underground warning tape text shall
be printed in English language with colour and size as specified section Figure 2-1
below.
The Pipeline underground warning tape shall have the following dimension as a
minimum:
• Aparture size 95 mm x 20 mm

Printing on the pipeline warning tape shall be in accordance with Typical Warning Tape,
10481-BCL-AKPL-PE-TYP-0026. Two (3) lines, minimum 30 mm high lettering on each
line, repeated continuously along length of tape at intervals no greater than 0.9 m (90
cm).

g. The material and ink shall be chemically inert and will not degrade when exposed
to acids, alkalis and other destructive substances commonly found in soil.
2.6 Installation
After the trench is partially backfilled as per Typical Trench Dimension Details (10481-
BCL-AKPL-PE-TYP-0001), the CONTRACTOR shall install a warning tape over the
entire length of the 40” x 318.66 km. However, the warning tape will not be installed at
creek/river crossing and cased section of the pipeline along the pipeline ROW. The
backfill shall be sufficiently leveled so that the tape will be installed on a flat surface. The
tape shall be centered in the trench and laid flat with the printed side up as shown in
Figure 2-2 below.

Backfilling of the trench shall be executed with extreme care in order not to damage pipe
or pipe coating and the warning tape. Wherever deemed necessary by the OWNER, the
initial layers of backfill shall be manually deposited.
Warning tape shall be installed at a distance of 300 mm (+100 mm/-0 mm) above the top
of the pipeline as detailed in 10481-BCL-AKPL-PE-SPC-0004 (Specification for Pipeline
Construction).
3 GENERAL REQUIREMENT
The underground warning tape shall be in rolls. Cleaning, preservation, and packaging of
warning tape shall be in accordance with the manufacturer’s commercial practice,
provided they are such as to ensure acceptance by common or other carriers for safe
transportation to the delivery point.

Note 1: The quantities shall be indicated in Pipeline Material Take Off, 10481-BCL-
AKPL-PE-MTO-0001 and it will come in cartons, 4 rolls per carton.
Each roll of the warning tape shall be labeled as defined in section 2.2 above
The underground warning tape shall be in rolls. Cleaning, preservation, and packaging of
warning tape shall be in accordance with the manufacturer’s commercial practice,
provided they are such as to ensure acceptance by common or other carriers for safe
transportation to the delivery point.
Each crate or pallet shall be plainly marked with the following minimum information:

4.1 General
All the delivered underground warning tape shall be certified by the appropriate test and
complete with certification documents where required.
Warning tape defects or deviations from the requirements of this specification shall be
subjected to rejection and returned to the point of origin at the supplier’s expense. They

shall be subjected to rejection even if such conditions are discovered after acceptance of
the items at the Project location, Job site in Nigeria.
The CONTRACTOR shall inspect the warning tape to guarantee a defect free
installation.
Visual test shall be carried out. The warning tape shall be uniform in colour and gloss;
and without any surface defects such as blisters, orange peeling, scratches, sags, voids
or any other irregularities.
Dimension check shall be carried out. The dimension of each roll of warning tape shall
be measured. All measured values shall correspond to, at least, the minimum specified
in Section 2.2.
Test certificate shall be submitted. The supplier shall provide Test Certificate in
compliance with the requirements of ASTM D2103.
