1 GENERAL
The Nigerian National Petroleum Corporation (NNPC), hereby referred to as the OWNER
has awarded the contract to Brentex CPP Limited for the Engineering, Procurement and
Construction of Ajaokuta Kaduna Kano (AKK) Gas Pipeline and Stations Project
(Segment 2) from Block Valve Station 12 (outer line of the fence) to Kano Terminal Gas
Station with a distance of about 318.66 km of the Trans Nigeria Gas Pipeline and
stations. The pipeline runs from BVS12 roughly northern towards Kano TGS as
illustrated in Figure 1 below:
This document covers the technical requirements for engineering works and services,
including all items such as pipeline, crossings, stations, BVS, ancillary installations,
temporary installations, etc.
2 PURPOSE
The purpose of this document is to describe the minimum technical and other
requirements for the design and preparation of the architectural documents and drawings
to be used for the complete procurement and construction of the BUILDING(S) and
SHELTER(S) for the PROJECT. In addition to the requirement specified in this
document, the relevant statutory authority requirements and all requirements in FEED
must be observed wherever applicable.
This document provides a tool that can use to clearly present the decision, assumptions,
and specifications that are being used to develop the construction documents in the
project.
This document shall be read and construed in conjunction with other documents
concerning or affecting CONTRACTOR’s execution of the Works.
3.1 Definitions
SUBCONTRACTOR The party(s) which carries out all or part of the engineering,
design, survey and geotechnical investigation as specified
by the CONTRACTOR.
SUPPLIER The company or factory that designs and manufactures the
equipment and provides it to the OWNER of this Project.

In the event of conflict between project documents and references made in the project
documents, the order of precedence shall be as follows:
In such cases, CONTRACTOR shall provide its interpretation in writing of the most
stringent requirement for Owner approval. In all such cases of conflict, Owner’s decision
will be final.
The industry codes and standards referenced in and/or applicable to this document are
listed below in Table 3. A reference, in this specification, to these documents, invokes
the latest edition of the code, specification or amendment, unless otherwise specifically
stated.
Vendor shall comply with Owner standards, specifications and shall notify Owner of any
conflicts or discrepancies between standards and shall provide its interpretation in writing
of the most stringent requirement for Owner approval.

All documents, calculations and drawings shall be carried out using International System
of Units (SI).
5.4 Language
Facilities like Building(s) and Shelter(s) in Project shall have a design life of minimum 25
years.
6 BUILDING DESIGN
All buildings shall meet the requirements of National Building Code Federal Republic of
Nigeria and IBC. The detailed design of each building shall consider its location relative
to other buildings as well as the surrounding site environment and shall be designed to
maintain a consistent site aesthetic where practical.
The building shall be design and constructed to accommodate the staff and equipment
safely, economically and functionally.
Buildings shall be designed as one storey buildings. The building’s interior shall be
designed to meet the requirements defined by its function. The building shall be
designed as concrete foundation, concrete block walls, plastered, roof as concrete slab
with parapet, floor as concrete slab on the ground. Workshop & Warehouse Building
shall be designed as Steel structure.
Electrical installations for the buildings shall consist of cabling, socket outlets, indoor
lighting, foundation earthing.
Buildings and facilities related to the security and safety of the Terminal Gas Station,
such as Entrance Security Check Building and the like, the final design shall be agreed
with Owner and relevant local authorities for final approval.
Final setting out for each building shall be engineered and Locations of Mecca shown on
the north arrow of architectural drawings shall be confirmed for exact location from
Ministry of Endowments & Religious Affairs.
As a minimum requirement, all buildings shall be provided with the following systems
where applicable: Electrical System, Interior & exterior lighting, Earthing and Lightning
protection, emergency and exit lighting, Heating Ventilation & Air-Conditioning, Electric
water heater for Kitchen, Prayer Room and Ablution, Plumbing, Drainage, Fire protection
& Detection Systems, Gas & Smoke Detection Systems, PAGA Systems, Emergency
Communication Systems, Communication Systems and Control Access Systems.
Building design shall address the safety of the occupants, possible hazards and provide
an evacuation plan to applicable codes and standards.
Unoccupied buildings and occupied buildings with primarily industrial occupancies shall
be designed in accordance with NFPA 101 Life Safety Code 2006.
Refer to Appendix ‘2’ – “Building(s) and Shelter(S) Description and Basic Requirement”
and of this document contained herein for the basic requirements of each building.
Where required, all buildings and major equipment areas shall be accessible to allow
installation of large vessels or oversized heavy equipment or crane.
Owner shall be entitled to review all building designs for compliance with their
requirements and building designs shall be modified to comply with Owner requirements
accordingly.
The final design and engineering of each building shall be approved by Owner prior to
the start of building construction.
6.2 Scope
The Architectural scope of work considered in the project, includes as per Appendix 2:
“Building(s) and Shelter(s) Description and Basic requirement”.
Industrial occupancies shall be classified in accordance with NFPA 101 Life Safety Code
2006, Chapter 40 ‘Industrial Occupancies’.
Building occupancy classification shall be reviewed with Owner to confirm the building
design, building service loads and operation requirements of the buildings. Buildings
shall be designed in accordance to local accessibility standards where applicable, based
on each building’s use and occupancy.
The general philosophy for the Building(s) and Shelter(s) in the Project shall consider the
purpose of each building, functionality and the location. Building(s) and Shelter(s) must
have road access, simplified design, regular structural modules, safe and away from
hazardous area.
The shelter shall be a welded steel or aluminium structure constructed to ensure water
and dust proofing of the casing. It shall include foundation fixing to withstand the
environmental conditions.
Foundations and construction of the shelter shall withstand wind forces up to 144 km/h
(40 m/s) as described in Basis of Design.
As the shelter shall be mounted at about 0.5 m above ground level an access stair made
of hot dip galvanized steel structure and steel grating shall be provided.
External vertical ladder (hot dip galvanised structure) shall be provided for access to
shelter roof.
Additional substructure for mounting of solar panels shall be provided on the roof. Solar
panels shall be additionally protected against vandalism.
Cooling for the Shelter shall be via Passive cooling. Passive cooling relies on simply the
swing between day and night ambient temperatures and by simply storing night free cold
energy for use during daytime to keep the shelter inside temperature.

The fire resistance, including fire ratings for building components shall be reviewed and
specified in accordance with the National Building Code of Federal Republic of Nigeria,
International Building Code 2009, NFPA 101 Life Safety Code 2006, NFPA 5000 Building
Construction and Safety Code and IFC if applicable.
Fire walls located within the fire zones designed to protect object or building shall have
minimum fire resistance of 1 hour.
Height and dimensions of the wall shall be defined individually with respect of the height
of the surroundings objects or equipment and due to fire & safety requirements.
Buildings shall be provided with means of egress in accordance with the National
Building Code of Federal Republic of Nigeria, International Building Code 2009, based
on use and occupancy and in accordance with the egress requirements of NFPA 101
Life Safety Code 2006.
Plant facilities shall be provided with acceptable access and egress for personnel,
materials, and equipment by using access ways, ladders, roads, stairways, stiles, and
walking / working surfaces (decks, floors, grade, platforms, ramps, runways, and
walkways).
6.5.4 Escape Routes
All areas of the facilities shall be provided with two separate and diverse escape routes,
which shall be readily accessible and unobstructed. Escape routes shall be arranged
such that from each unit, escape is possible in two diverse directions. Escape routes
shall be as direct as possible and shall not be obstructed.
At least one main escape route shall remain passable for long enough to allow personnel
to reach a safe area without incurring injury.
Doors that open on to the route shall not reduce the width of the escape route. Doors
from enclosed areas shall open outwards, in the direction of escape. Emergency doors
from buildings shall be equipped with anti-panic bars. Minimum door dimensions shall be
2m height and 0.8m width. No exit locking facilities shall be provided for doors along
escape routes.
Sizing of escape routes, especially stairways and staircase shall take into consideration
transit of stretchers and persons wearing breathing apparatus.
All escape routes shall be of non-slip finish and marked with arrows directing personnel
to a safe area. They shall be adequately illuminated. Direction signs shall be strategically
positioned along escape routes and shall lead personnel to the muster area or
emergency exits.
Windsocks shall be provided at suitable locations in the plant to assist safe escape of
personnel in case of a flammable gas release.
The buildings shall be designed with the materials and methods of construction
appropriate for its occupancy and shall be built in accordance with the requirements of
the governing building codes.

The Project Manned Building designs are based on the Building Occupancy level
established in FEED and will be developed during detailed engineering.

total visitors).

As this is a security related building and it shall always be manned. It is not expected to
have any female staff in this building. This facility is to provide permit in the Station. The

Guard Post is to monitor vehicles and pedestrian access in and out of the Terminal Gas
Station. It is not expected to have any female staff in this building. The Occupancy

Competent architectural design resource shall be employed for the Project to prepare
and agree external and internal materials, fixtures, fittings, finishes samples and color
schemes with Owner.
All finishes specified in this document do not include colors or identified finishes
manufacturers. Final selection of colors and finishes shall be submitted by
CONTRACTOR for Owner’s approval.
8.1.1 Quality
Notwithstanding the requirements relating to Owner approved vendor lists, materials for
buildings generally shall be obtained from Owner’s’ approved manufacturers and
suppliers. All materials shall be new, free of defects and shall conform to the
requirements of applicable codes and standards.
Consideration shall be applied to the uniformity and commonality of specification for all
finishes, textures, colors, components, features, and materials and for the high quality of
design, construction and workmanship required.
All building materials and components specified shall be resistant to potential local pest
infestation.
8.1.2 Fire Resistance and Combustibility
Fire resistance of building material / separating walls and associated structure shall be
maintained to the required Project standards, including the National Building Code of
Federal Republic of Nigeria, International Building Code 2009 and NFPA.
Any necessary approvals shall be obtained from applicable fire authorities. The use of
readily combustible materials within buildings and structures is not acceptable. All
internal lining and structural surfaces shall be material of limited combustibility such that
they adequately resist the spread of flame over their surfaces. Buildings and structures
shall be constructed in accordance with NFPA 5000 code.
ANSI S12.2: American National Standard Criteria for Evaluating Room Noise serves as
the basis on the values above.

A sandwich structure is a fabricated material that consist of two relatively thin, stiff
facings sheets separated by a thicker, lower density core material or structure.
One or both metal faces may be flat, lightly profiled or fully profiled to Owner’s approval.
The formulae and the design rules are applicable for the range of face thickness of 0.5 to
2.0 mm and for panel depths of 50 to 300 mm. Outside these ranges, additional
precautions are required.
The sandwich panel system must include suitable fastening to secure the composite
cladding units to the supporting framework in a sound and weathertight manner without
crushing the core material.
Sandwich Panel shall be used for the Workshop and Warehouse building and as
indicated in the Architectural drawings and specifications.
Exterior single skin pre-painted profiled steel panels shall be used on the roofs of
shelters / sheds to provide a protective outer shell on the following. Steel sheeting shall
be hot-dip galvanized.
Parking and Walkway sunshades shall be provided to car parking areas as shown in
architectural drawings to Owner’s approval. They shall be of lightweight PVC coated
Poly-tetrafluoroethylene (PTFE) fabric top supported on a lightweight painted steel
structure offering over 90% UVA/B protection and 75% shade to people and vehicles.
The sunshade design and selected fabric shall be insured & adequate to withstand the
design wind velocities, including cyclones, as defined in the local meteorological and
seismic design data. The sunshade structure shall be robust to withstand the harsh local
weather conditions. In addition, sunshades shall be protected against impact from tall
vehicles.
8.4.1 Materials
The materials used for roof coverings and flashings shall be manufactured in accordance
with current standards and they use-by date should be affixed to packaging / container.
Steel sheeting shall be hot-dip galvanized.
o when unrolling the roll, any damage resulting from felt sticking together
shall be unacceptable,
o 3 instances of slight perpendicular tearing of the felt edge up to 30 mm
long per each 10 m of felt length are acceptable,
o after tearing off and delamination, felt colour shall be uniform dark -
brown;
Underlayment thermoweldable membrane - Asphalt-saturated felt based on
polyester nonwoven fabric;
Top thermoweldable membrane - asphalt-saturated felt for the top coat
based on polyester nonwoven fabric. The top surface with coarse-grained
finish, the bottom surface protected with plastic film;
Bitumen and polymer bitumen adhesive - Hot-applied adhesive with fillers:
o softening point: 60-80°C,
The roof will be built with attics, water drainage by means of outdoor gutters and PVC
downpipes.
The flat roof for buildings will be accessible via outdoor ladder permanently fastened on
the object structure in accordance of relevant regulations in the scope of occupational
health and safety.
8.5.1 Materials

8.5.1.3 Products for moisture proofing and waterproofing from rolled materials
For insulation of underground parts and building footings, the following rolled materials
are used:
asphalt felts on cardboard and glass fiber tissue, and thermally welded or
adhesive felts.
Timber / wood shall not generally be used for construction work, unless noted or
specified otherwise. If timber is used, it shall be pre-treated to protect against termite
attack.
All timber to be used shall be highly quality, locally sourced hardwood, free from all sap,
shakes, large, lose or dead knots, waney edge, borers and other serious defects. All
timbers shall be properly seasoned.
8.6.3 Plywood
8.6.4 Fabrication
All works necessary for correct jointing of carpentry and joinery works, such as mortising,
miters, tenoning, grooving, matching, tonguing, housing, rebating, etc. shall be carried
out by the CONTRACTOR in a proper, workmanlike manner and to the best standards of
local workmanship.
8.7.1 Materials
All materials for the installation of the doors and windows should conform to the
requirements included in the appropriate Local and International Standards, and be
obtained from a manufacturer of repute.
Continuity shall be maintained between elements in the doors and the weather resistant
barrier that provides weather protection, air leakage control and resistance to heat flow
and vapour diffusion (acc. to ASTM E2112).
Doors to technological and security areas shall be included in the access control system.

door dimensions result from the need to meet fire safety and technological
requirements,
door types according to operation, acoustic or fire safety requirements,
Doors and frames shall be cold rolled steel with a stretcher level degree of flatness,
smooth, clean surface, hot-dip galvanized. Steel sheet metal shall conform to ASTM
A366 for cold rolled steel and ASTM A525 for hot-dip galvanized.
Face panels – two or more wood veneer plies. Side edge veneer bands to match face
veneers species. Hardwood core construction.
For fire rated door use only pressed welded steel frames.
Selected system of windows hardware shall be based upon aluminium systems proved in
climatic conditions in Nigeria or on other systems meeting similar technical requirements
in the scope of the resistance to wind pressure, impermeability to rain water, air
infiltration, sound attenuation and heat transfer coefficient.
Hardware shall be furnished and installed by the door manufacturer. Hardware finish
shall match finish of doors and frames.
Doors shall be design for glazing with clear laminated safety glass.
All other glass shall be set as required by the glazing facilities provided and location
requirements relative to glass embedment.
All glass shall be protected against breakage during the construction period and all
broken or cracked glass shall be replaced at the time of completion of the work, at no
cost to the Owner.
All glass shall be cleaned just before final inspection. The cleaning of reflective glass
shall conform to the manufacturer’s instructions.
Doors shall have steel flush panel type with foamed in place insulation cores. Doors shall
have steel front and back panels.
Doors shall be installed complete with overhead tracks, springs and hardware.
Steel sheet shall by roll formed commercial quality sheets, hot-dip galvanized in
accordance with ASTM A525, ASTM A526 phosphate coated, pre-painted with primer
and baked-on polyester topcoat.
Rollers shall be full floating ball bearing in case hardened steel races, mounted to fit the
slope of track.
The doors, frames and fixtures for all external door openings and the internal door
openings of air locks in external blast-resistant walls shall be designed to be able to
resist an external explosion pressure acting inward and outward. Latch and hinge
mechanisms shall be capable of withstanding the door rebound loading.
Doors shall have panic bar, automatic door closers, non-sparking latch bolts, threshold,
stainless steel lever and pull handles.
Windows shall be sealed with extruded vinyl weather – stripping with consideration for
blowing sand.
Safety glass for exterior windows and exterior door lights shall by laminated, tinted and
coordinated with HVAC design for proper shading coefficient. For interior windows and
interior door lights glass shall by laminated plate safety glass, clear.
8.8.1 Ironmongery
All hinged doors shall have profiled cylinder mortise lockset with SCP lever handles
(except those marked "Emergency", which shall be provided with a suitable panic latch,
key operated from the outside).
All external & fire-escape doors shall be provided with automatic door closers.
All external doors shall be provided with locks. Where keys are used a key cabinet shall
be provided in an appropriate location in each respective building containing a key for
each lock in that building. A key cabinet for each building shall also be provided in the
control building each containing a set of keys for each building.
Emergency access doors shall be provided with panic bars & bolts and a pad external
LOCKING attachment. The panic bolts shall provide 2-point locking.
External doors to the technical and store rooms shall be provided with a sand trap
ventilation grill.
Loose furniture, all built-in fixtures, equipment and fittings for buildings shall be supplied
within Project scope of work. Owner shall be consulted for any operation and user
requirements where necessary and agree with Owner the final specifications and product
selections before placing the purchase order.
8.9.2 Fixtures
All built-in fixtures and furnishings including worktops and cabinets, vanity counters to
WC’s and counter tops shall be fabricated from approved materials to designs to Owner
requirements. The selected materials shall be classified as suitable for the purpose and
shall be finished in accordance with good trade practice and methods.
All surface finishes shall be smooth and free from protrusions, crevices and corners in
order to avoid personal injury and damage to clothing. Minimize number of joints and
allow for continuous trim(s) between angles or ends of runs wherever possible.
Timber used in the fabrication of other furnishings shall be properly seasoned and
conditioned by the manufacturer so that moisture content is between the limits required
for local climatic conditions. All metal parts shall be corrosion resistant or shall have a
corrosion resistant finish.
Metal lockers and associated benching shall be provided to locker rooms, type subject to
Owner’s approval.
8.9.3 Fittings
Handrails and guardrails in ramps and steps (if applicable) shall be designed such that
open guardrails shall have intermediate rails or an ornamental pattern of guardrails so
that a sphere 300mm in diameter cannot pass through, as per IBC requirements.
The use / purpose of all internal rooms shall be identified on a label / nameplate attached
to all doors accessing each room. All exterior doors are to be marked with the building
number, name of the building, and door number. The lettering shall be white and a
minimum of 50mm high. Access doors into rooms containing hazardous materials shall
be appropriately labelled describing the hazard and / or listing hazardous materials
present and any special protective equipment required before entering.
All exterior and interior signage, including safety and emergency escape signage to
building(s) and shelter(s) shall be submitted to Owner for approval.
Safety signs shall be provided throughout the facilities. Emergency signs shall be
provided to inform personnel of escape routes, emergency exits, fire-fighting and rescue
equipment locations.
Enclosures protected by gaseous agent or water mist shall have at their entrance
warning signs that inform personnel of imminent gaseous agent or water mist discharge
as well as instruction to inhibit the system before entering the area.
Hazard warning notices with reference to the admission of unauthorized persons and
vehicles, naked lights, smoking, traffic hazards, speed limits, vehicular head room, toxic
risk, etc., shall be prominently displayed.
The sanitary drawing symbols as shown in the architectural drawings shall be used to
quantify the sanitary fixtures requirements and sanitary fixture and fitting schedules,
drawings and specifications shall be produced for Owner’s approval.
All sanitary fitments of the same kind shall be one uniform make and type supplied by the
same approved manufacturer.
All WC and locker / showers’ fittings shall be white glazed vitreous ceramic Pedestal-
type. WC’s shall be close-coupled flush tank. All flush boxes shall consume no more than
three litres of water.
All WC, wash areas, kitchens, battery rooms, mechanical plant rooms, janitor’s rooms,
service areas and locker areas shall be provided with chromium plated, stainless steel or
other approved floor drains / gratings.
All units shall be complete with manufacturer’s fittings, accessories and fasteners. All
toilet fittings shall be provided with an adjacent water tap and hose. Wash hand basins
shall be provided with central pillar mixing taps and all necessary accessories. Water
supply control fittings to ablution areas shall be provided with automatic shut-off timer
valves.
Janitor’s room/area shall be provided with stainless steel sinks and hose connections.
Safety showers and eyebaths /bottles shall be located within buildings and other process
areas where there is a hazard of chemical spillage or splashes. They shall be self-
contained and supplied with potable water. The piping shall be protected to prevent
temperature extremes due to solar radiation and routed to prevent stagnation to avoid
bacterial growth.
The maximum travel distance from the hazard to a safety shower or eyewash station
shall be 15m; also, they shall be located as close as practicable to escape routes from
hazards identified.
Safety showers and eyebaths /bottles shall be provided in accordance with ANSI Z358.1.
8.10.4 Restrooms
Restrooms shall be provided with electric hand dryer, soap dispensers, paper towel
dispensers, waste receptacle, mirrors, and a shelf for personal items. Restrooms without
toilet compartments shall be provided with additional accessories as described above for
toilet compartments.
Anchors shall be concealed and shall be made of nonferrous metal or stainless steel.
Steel ladder, external access platforms and landings shall be designed as per IBC and
NFPA 101.
Provide a cage, well, or ladder safety system where it is shown on architectural drawings
or where the length of climb is 6m or more above or below ground level, or above or
below a floor or roof with access/egress from ground level, floor, or roof.
Safety guards shall be provided along open-sided walking surfaces, including equipment
platforms, stairs, ramps and landings that are located more than 762mm measured
vertically to the floor or grade below at any point within 914mm horizontally to the edge of
the open side, except vehicle service pits or on the loading side of loading platforms.
Where walking surfaces could be exposed to a slippery fluid, such as water or oil, it shall
have a non-skid surface. Steel plate with diamond or other patterns may be provided for
such walking surfaces but does not over-ride the requirement for anti-skid paint.
Steel louvers shall be colour coated with chemical, sand abrasion and pollution resistant
paint, to match cladding with drainable blades to minimize water and sand penetration
while maintaining a high free area.
Louvers shall be designed with a frame that includes a jamb gutter, a recessed drip lip at
the head, and an extended water stop on the back of the sill.
Louvers shall be in accordance with AMCA 511 and shall bear the AMCA-certified rating
seal for both air performance and water penetration.
Wherever applicable, the sunshade provisions shall be provided to all windows of the
building. The sun shades shall be of aluminium horizontal louver frame, placed above the
full length of the windows with a minimum projection of 600 mm.
At the office areas there will be internal vertical blinds with the same length of the window
height, to be used manually.
This shall include, but not limited to, all soft landscaping, all paving / footpath
arrangements on building perimeter, plinth protection around buildings, planting,
irrigation, shaded car parking, shaded walkways.
Local faunas and plants shall be used where possible, with appropriate irrigation and
landscaping strategy to be agreed with Owner. Special care shall be given to
landscaping areas where there is considerable amount of gypsum or expansive clay soil.
The paving system shall utilize locally available products, providing these comply with
the specified requirements and are of a type and size suitable for pedestrian traffic.
Pavers shall be bedded on cement/sand mortar of the type of bond recommended by the
paving manufacturer and to achieve an aesthetically attractive finish. Mix of mortar shall
be suitable for light duty paving generally except to areas where heavy equipment may
need to be moved. Technical requirement of paving shall be in line with project
specifications.
Please note that hard and soft landscaping in this section is for guidelines only, which
shall be as per the Project approved scope of works.
9 SURFACE FINISHES
All finishes requirements shall be based on the room finishes schedule as indicated in
the architectural drawings and as described below.
9.1.1 Materials
Acoustical pane ceiling shall be made of mineral fiber, textured and with factory applied
washable vinyl paint. Size of panels: 600mm x 600mm.
Habitable rooms shall have a ceiling height of not less than 2.4m unless otherwise
specified. Offices shall have a clear height of 3.0 meter as specified in the Architecture
Drawings.
Suspended ceilings shall be humidity, mold, vermin resistant. Suspended ceilings shall
be executed in accordance with ASTM C635 and ASTM C636.
9.2.1 Material
For execution of stud walls with plasterboard covering, the following materials are used:
Refer to the Schedule of Finishes for respective building drawings. All specified floor
finishes and colours shall be submitted to Owner for approval.
Medium-range directional carpet roll (pattern to show Mecca Direction) for Prayer House
shall considered and provided for Owner’s approval.
Raised access floor, flush with surrounding floor levels, shall be provided to control,
instrumentation, telecom, electrical equipment and computer rooms where indicated on
architectural drawings. The flooring systems shall be proprietary, pre-fabricated and
approved and shall comply with all relevant IBC / NFPA requirements for loading,
electrical conductivity / standards and physical performance. The concrete sub-floor shall
be epoxy paint finished to prevent dust formation. Allow for 800mm raised access floor
(Top of base floor to Finished Floor Level) in rooms or as shown in the Architectural
drawings.
The 600 X 600mm square fully removable floor panels shall be formed from heavy duty
composite materials with acoustic properties to prevent impact noise, noise transference
and tile rocking. They shall be finished with a factory applied, hardwearing, anti-static
vinyl surface and with an aluminium base. Perimeter make up panels shall be used
where required by room shape to detailed design requirements and Owner’s approval.
Floor panels shall be supported by removable stringers and braced, adjustable and
lockable steel pedestals, mechanically fixed to the concrete floor base. The pedestal
support and floor tile system shall be separated from supports for the electrical and
instrumentation equipment supports. Where required provide ventilation floor panels to
ventilate heat load.
Floor panels shall have a Class ‘A’ flame-spread rating when tested without floor
covering in accordance with ASTM E 84. Floor panel covering shall be as indicated in
this specification
Ceramic, non-slip ceramic, acid-resisting ceramic tiles and matching coved base tiles
shall be plain, square-edged, flat tiles. All floor tiles shall comply with relevant ANSI
Standards. Ceramic tiles’ design, size, and colour shall be submitted to Owner for
approval.
Ceramic floor tile shall have a minimum 10mm thickness. Ceramic tiles size shall be as
per Architectural drawings.
Resilient flooring and accessories shall be obtained from a single approved manufacturer
including all primers, adhesives and sealant. Flooring shall be vinyl sheet and tile with
filled vinyl plastic wear-layer and fibrous backing. The material shall be non-combustible.
Compatible coved wall base units shall be provided with preformed or moulded corner
sections.
All fitting materials shall be approved and recommended proprietary products. Installation
shall comply with the manufacturer’s recommendations. Each product shall be provided
from a single manufacturer as approved by Owner.
PVC tiles:
PVC floor covering, not easily ignitable, meeting the requirements of the
design documentation, referring to technical-utility properties (format,
dielectric / anti-electrostatic properties, anti-skid properties, abrasibility, etc.),
glue for PVC flooring, meeting the requirements of its manufacturer and
design documentation, also in the aspect of electric conductivity properties.
Roughcast, levelling putties, screeds, impregnating agents:
Materials for preparing the base under the floor covering (depending on its
type and condition, type of glue and floor covering), for levelling,
strengthening, egalisation, priming, increased adhesion.
Ancillary materials, accessories:
Where specified, commercial grade carpet shall be installed, type to Owner agreement,
complete with all necessary accessories, underlay, grippers, edgings and trims.
Installation shall be carried out only when the base surface has a relative humidity above
75%, unless otherwise complying with the recommendations of the carpet manufacturer.
Any adhesives used in the installation shall be as specified by the carpet manufacturer.
Colours and textures shall be selected from the manufacturer’s standard range and
subject to Owner approval.
Chemically resistant floor hardener shall be applied to inhibit dusting and to improve the
hardness and chemical resistance of concrete floors.
For impregnation of floor surface, solutions of acrylic and epoxy resins, silicate and
silane are used.
For filling expansion joints, flexible putties (masses) are used on the basis of
polysulphides (Thiokol sealants), polyurethanes, polyurethane-epoxy mixes or silicon.
Materials for subgrade repair, cleaning agents (solvents appropriate for the impregnate),
etc., have been determined in specifications of MSDS charts.
9.3.7 Sub-floors
Sub-floors shall be sealed with epoxy resin and chemical resistant coating to prevent
dusting. Drains shall be provided in the sub-floor to prevent flooding, unless Owner has
approved the use of dry chemical fire extinguishers with no potential source of moisture
or water ingress.
Locally sourced natural or artificial stone shall be considered in the following areas for
Owner’s approval.
Ceramic and chemical resistant ceramic wall tiles and accessories shall comply with
relevant ANSI Standards and requirements and shall be square edged, plain and flat.
Ceramic wall tiles shall have a minimum thickness of 6mm. Sizes shall be as per
Architectural drawings.
All fitting materials shall be approved and recommended proprietary products. Installation
shall comply with the manufacturer’s recommendations. Each product shall be provided
from a single manufacturer as approved by Owner. Colours and textures shall be
selected from the manufacturer’s standard ranges and shall be agreed with Owner.
Paint finish to external render, steelwork and concrete and to internal plaster, concrete,
steelwork and gypsum boarding shall only be carried out when factory-finishing or
installer-finishing has not been included.
The extent of electrolyte resistant, anti-static and slip-resistant paint coverage shall be
determined in Battery room according to the type of battery and battery bank
arrangement.
Concrete Masonry Unit (CMU) walls as specified in the Architectural drawings shall be
finished with a water tight sand/cement render for external and plaster for internal with a
thickness of 25 mm for external walls and 15 mm for internal walls with a minimum of 2
coats. The plastered walls shall be finished with a wall paint as described in the Painting
section of this document. Where indicated, any fair faced walls suitable for direct paint
finish shall comply with BS 6150, laid in gauged mortar and finished with a neat flush
joint.
9.6.1 Materials
All materials and products used for execution of plastering works must correspond to the
requirements contained in reference documents (standards, technical approvals).
Approved waterproofing shall be added to all mortar used for external plastering.
Mortar for plastering shall be mixed per batch in powered mixing drums on site, to control
the mixing proportions as per relevant standards, and handled by buckets.
All external corners of plaster work above finished floor level shall be finished with
heavily galvanized angle beads.
Galvanized steel stop beads shall be used wherever necessary for a proper termination
of the plaster coat.
Plaster coats with a thickness greater than 18 mm shall be provided with a light mesh of
galvanized steel wires 0.8 mm diameter with a 10 mm square grid, or alternatively,
expanded metal lathing.
A 150 mm wide strip of such mesh shall be used in plaster at junctions between block
walls and concrete elements such as beams, columns or walls.
for cement-lime mortars, use hydrated or slaked lime in the form of lime cake
of calcined lime, which should form a uniform and monochromatic mass.
Volumetric composition of mortars must be selected experimentally,
depending on the required mortar brand, as well as types of cement and
lime.
9.6.1.3 Water
Without laboratory tests, exclusively drinkable water from the mains can be used.
It is prohibited to use effluent, sewerage, bog waters, or waters containing organic fats,
oils and mud.
Use priming agents for priming mineral subgrade, to reduce their absorbability, surface
hardening and increased adhesion.
9.6.1.5 Sand
All building external painting shall be specified for the following conditions:
All internal and external exposed surfaces shall be painted, except where the schedules
indicate that a surface or material is not to be painted or is to remain natural. If the
schedules do not specifically mention an item or surface, then it shall be painted the
same as similar adjacent materials or surfaces.
The best quality grade of the various types of paint, coating and finish materials shall
provide from approved manufacturers. Materials not exhibiting the manufacturer’s
standard identification as a best-grade product shall not be accepted.
All paint and coating materials shall be applied in strict accordance with the
manufacturer’s instructions.
Safety colours for, for example, piping and equipment, shall be in accordance with OSHA
29 CFR 1910 regulations for marking physical hazards.
9.7.1 Materials

9.7.1.3 Water

For the Electrical and Control Building, all utilities shall be hidden from view to the
greatest extent possible while still permitting ease of maintenance.
Openings provided in walls, ceilings, roof, floor, foundations for services into or out of the
building shall be sealed after installation of the service to prevent ingress of moisture,
dust, debris and vermin.
For building’s plumbing requirements, refer to Plumbing Design Basis document no.
10481-BCL-AKSX-PB-REP-0001.
For building’s HVAC requirements, refer to HVAC Design Basis document no. 10481-
BCL-AKSX-HV-REP-0001.
The HVAC systems at all Terminal Gas Stations (TGS) shall be designed to maintain
and control the temperature, relative humidity, air filtration and ventilation for normal
operation of the personnel, process instrumentation and equipment in buildings and
containers.
10.4 Electrical
For building’s electrical requirements, refer to Electrical Design Philosophy document no.
10481-BCL-AKSX-EL-PHL-0002.
Fire protection and safety for buildings, including automatic fire sprinkler systems, F&G
detection System, Smoke Detection System, Portable fire extinguishers and clean agent
fire extinguisher systems, Hydrant, Hose Reels, etc., shall be in accordance with the
documents; HSE Philosophy document no. 10481-BCL-AKSX-HS-PHL-0001; Fire
Fighting Philosophy document no. 10481-BCL-AKSX-HS-PHL-0002; Fire protection

Human Factors Engineering (HFE) is the process of designing a facility for human use.
The intent is to improve the interface between personnel and the systems they operate
thereby improving operating performance as well as reducing the likelihood of human
error.
Human factors shall be accounted for in the design of facilities and selection of
equipment requiring human interaction or intervention for construction, commissioning,
operation and maintenance activities.
Areas for particular analysis shall be control rooms, control panels, switchgear rooms
and vendor packaged equipment.
The following HFE objectives shall be accounted for in the design of the facilities:
Operability: To ensure that all operable components, including valves,
instruments, controls and displays, can be viewed, reached, and operated
effectively and safely by the expected working population;
Maintainability: To ensure that safe and efficient removal of equipment
requiring maintenance;
Access and Egress: To ensure that all areas of the facilities including
equipment packages can be accessed and evacuated safely and efficiently
under normal and emergency conditions;
Materials Handling: To ensure that requirements for lifting/lowering, holding
and moving of equipment manually and mechanically have been addressed
with due consideration for safety and the bio-mechanical and physiological
capabilities of the expected working population;
Environmental Factors: To ensure environmental aspects applicable to
human health, safety and performance including noise, lighting, vibration,
climatic conditions and proximity to hot, cold, hazardous and contaminated
equipment or areas have been addressed;
