INTRODUCTION

Tumauini the “golden grain city” of Northern Isabela, a haven of cornfields


located on vast agricultural lands, which supports the primary livelihood of the
Tumauinians, is steadily developing and home of the unexplored natural tourism
sites in northern Luzon. Aside from being known from its Mangi Festival which is
celebrated during the month of February, it is also the home of Saint Matthias
Church, a roman catholic baroque inspired brick structure which is included in the
UNESCO’S WORLD HERITAGE SITE tentative lists since 2006, declared as
National Cultural Treasure by the National Museum and a National Historical
Landmark in the year 1989.

The town is also popular for its unexploited eco-tourism sites, there lies the
hidden treasure of Tumauini, away from the town’s numerous populace, the the
Pinacanauan de Tumauini as the “enchanted river of the north”, the panoramic-
crystal clear balasig river, the “virgin cave” - Sinabuluan, Nagtuun and Rusod Cave
which will make you believe that God truly makes wonders beyond beliefs, the
eminent Camp Samal, the home of the Boy Scouts of the Philippines which has an
elevation of 500 feet above sea-level you can overlook the whole town of Tumauini,
and the Sierra mountain trails, the Municipal Park where you can find peace and
tranquility because of the different plants encircling the park, mostly loved by
students and professionals which they consider a conducive place to review and
meditate.

Aside from the this natural attractions, different man-made attractions,


like malls, retail stores and fast food chains are also fast rising in the town, where
numerous people from different places come and visit, in this way the tourist arrivals
in the town of Tumauini is greatly increasing, and finding a job is way easier than
before, through this continuous development, the town one way or another, no one
can hinder the rapid progress that is happening in the municipality.

With the dedication, expertise and political will of the local government officials led by
the Municipal Mayor Arnold S. Bautista, the Municipal Council for Tourism, Culture,
and the Arts, and the cooperation of every inhabitants of this town, the people of
Tumauini will always be one of the best tourist attractions you can see, because of
the passion, hospitality, resiliency and warm smile of every Tumauinians, Tumauini
will be called the TIMELESS TUMAUINI.

CHAPTER 1
TOURISM PROFILE
A. EXISTING TOURISM ATTACTIONS, PRODUCTS AND ACTIVITIES

TUMAUINI CHURCH

The San Matias Parish Church (Spanish: Iglesia Parroquial de San Matías),
commonly known as Tumauini Church, is a Roman Catholic church in the
municipality of Tumauini, Isabela, Philippines, within the jurisdiction of the Roman
Catholic Diocese of Ilagan. It became a separate parish independent
from Cabagan under the advocacy of Saint Matthias in 1751.
The church, known for its brick, Baroque-style architecture, was declared a National
Cultural Treasure by the National Museum of the Philippines. Together with the
churches of Boljoon, Guiuan, Loboc and Lazi, the Tumauini Church has been
considered for the UNESCO World Heritage Tentative List since 2006 under the
collective group of Baroque Churches of the Philippines (Extension).

HISTORY

The first church made of nipa and other light materials was built by
the Dominican priest Francisco Nuñez in 1707, and dedicated to Saint
Matthias. Tumauini became an independent parish from Cabagan in 1751. The
current church was built under the auspices of another Dominican, Domingo Forto, in
1783 and later continued by the priest Antonio Herrera in 1788. In constructing the
church, Forto hired artisans from as far south as Pampanga. It was completed in
1805.
The church was damaged during the Second World War; a faithful reconstruction
programme followed, with undamaged parts of the church building retained.

FEATURES
Tumauini is an ultra-baroque church known for its extensive use of red bricks on its
exterior and interior ornamentations. Brick was used due to lack of good quality
stones in the area. The church building is made entirely of ornately designed red
bricks in its façade and its interior walls. A closer look at the brick façade shows
numbers and dates for the correct sequence of the bricks in Forto's design. The
façade is flanked by two pseudo-Corinthian columns and niches, one located above
the entrance and the two remaining larger niches on each side of the columns. The
church's circular pediment is unique relative to all other churches built during
the Spanish Era.

BELFRY

Attached to the church's façade is a unique cylindrical belfry built in 1805. It is the
only known Spanish colonial era cylindrical tower in the country. [7] The tiered belfry
notably resembles a wedding cake. The bell housed within has bullet holes but was
never recast. Convento

The ruins of the church's convento (clergy house) are located on the gospel
side of the church.

Historical and cultural declarations

Tumauini Church was declared a National Cultural Treasure by the National


Museum of the Philippines. The National Historical Commission of the
Philippines declared Tumauini Church a National Historical Landmark on February
24, 1989.

MUNICIPAL PARK

A 7,579 sq.m park located in front of Municipal Hall and considered as Lover’s
paradise due to the beautiful ornamental plants and a tree perched atop of the Narra
tree. It provides intrinsic environmental, aesthetic, and recreation benefits to the
Municipality. It also serves as study area for students and professionals due to the
fresh breeze and tranquillity of the said spot. This Eden version of Rizal Park is open
for family picnics and other recreational activities that will truly makes everyone feel
safe and relax.

CAMP SAMAL LEISURE PARK AND TRAINING CENTER

The area now known as Camp Samal used to be the camp of guerillas in 1945
during the Japanese Occupation of the Philippines. The name is derived from the
first syllable of the surname of the spouse-donors, Ricardo C. Sadornas and
Purification Malana. Originally, the area of the camp was only two hectares donated
to the Boy Scouts of the Philippines in 1954. An additional 46.7889 hectares were
donated by the couple on November 15, 1977 and the deed of donation was formally
received by the Jamboree Organizing Committee through the Provincial Governor on
December 12, 1977. An area of 60.2111hectares of public land had also been
segregated to bring the total area of the camp to 107 hectares. It is located at the
eastern outskirts of Tumauini on elevated mass of rolling hills 500 feet above sea
level. It is endowed with natural spring, evergreen grasses, trees and shrubs. It

overlooks the Cagayan River, the Pinacanauan River, the town of Tumauini itself,
the municipality of Delfin Albano, and the Sierra Mountain ranges.

The historic Camp Samal was the site of the National Jamboree in 1977 and is the
home of the Boy Scouts of the Philippines. After the holding of the National
Jamboree, the camp slept for 26 years until the assumption of Arnold S. Bautista in
July 2001 as Municipal Mayor, who drew out the support of the government and
private sectors for its restoration and development. It is still the favourite destination
of the Boy Scout and Girl Scouts of the Philippines for their annual district and
provincial encampments. It hosted another big event which is the 5th Northeastern
Luzon Regional and Ilocos Region Invitational Jamboree of the Boy Scouts of the
Philippines held last November 25 – 30, 2004 with a total of 5,281 participants. The
Jamboree Organizing Committee appropriated more than a million pesos for the
development of the camp in preparation for the jamboree. The herculean task of
developing the camp drew out the united support of the government and private
sectors in Isabela and Region II. Because of the plan of the Jamboree Organizing
Committee that the camp will be multipurpose training center of the region after the
jamboree, it caused construction of semi- permanent buildings.

Camp Samal is also known as leisure park with hotel, resort and training center that
will accommodate and provide different nature experience to our tourists visiting the
town Tumauini.

TUMAUINI WATERSHED NATURAL PARK

Eco-tourism is a vital approach in protected and natural resources management,


providing benefits to all like tourists who are looking for a breath of fresh air, local
communities that nurture nature destinations, protected area managers and
personnel tasked with the conservation of increasingly fragile natural resources, and
more importantly, the wildlife and ecosystems that require protection and care (Sec.
Ramon B. Paje, Jr., Guidebook to Protected Areas of the Philippines).

Republic Act 11038 which is known as the Expanded National Integrated Protected
Areas System (ENIPAS) in which Tumauini Watershed Forest Reserve is one of the
94 sites declared as protected area and renamed as Tumauini Watershed Natural
Park (TWNP). This TWNP is a promising ecotourism site in entire Luzon.

LOCATION/AREA

TWNP is located
within the
municipalities of
Tumauini and
Cabagan, Isabela
covering an area of
17,670 hectares
particularly between
geographical
coordinates of
122°00’ longitude
and 17°20’ latitude. It
is accessible by all
types of land
transportation and is
432 kilometers north
of Manila, the seat of
the Philippine
Government. It is
approximately 14 kilometers away from the town proper of Tumauini, Isabela and
one and a half hour trip from Tuguegarao City via land vehicles. Moreover, it is more
or less 45 kilometers from the municipality of Ilagan, the capital town of the province
of Isabela.
By virtue of the Republic Act No.9125 dated July 24, 2000, an area of 11,420
hectares now falls within the area coverage of Northern Sierra Madre Natural Park
(NSMNP), making the area subject of this plan to only 6,350 hectares.
The actual area delineated in CY 2016 is 6,411.00 hectares and by virtue of
Republic Act No. 11038, the area of TWNP was increased to 6,509.38 which are
subject for delineation and demarcation.

1NATURAL RESOURCES BASE

A. Natural Ecosystem
a.1 Forest Ecosystem

The forest ecosystem composed of the mixed stands of dipterocarp, premium


and other commercial and miscellaneous species. Shrubs and herbs are also
present in the forest ecosystem.

The freshwater ecosystem comprises the
Pinacanauan de Tumauini, creeks, springs and
falls. Pinacanauan de Tumauini which traverses
the protected area is the second longest river in
Region 02 and its head water comes from the
Northern Sierra Madre Natural Park (NSMNP).
The area is also endowed with other freshwater
bodies such as creeks and water falls.

a.3 Grassland Ecosystem

Grassland ecosystem is also found in the Protected Area in which some are
medicinal and traditionally used by the community. Some are being used for forage
of domestic animals by the community people.

a.4 Natural Formations and Caves


The series of stone and rock formations in the area is one of its natural
features. There are three (3) caves being assessed and classified as Class II which
are the Sinabuluan, Nagtuun and Rusod caves. Aside from these three caves,
there are still caves to be identified, assessed and classified which are potential for
ecotourism.

B. Attractions
The aesthetic value of TWNP is endowed with bluish river of Pinacanauan
de Tumauini, water falls, caves, rock and stone formations and the secondary
forest. It is worth to mention that the bluish and crystal-like water bodies inside
the area is very suitable for nature lovers.

MAGOLI ECO PARK AND NATURAL RESORT

Caves are found within the PA in which two (2) were already assessed and
classified as Class II, the Sinabuluan and Nagtuun caves.
A swimming and picnic site currently managed by the Barangay
Government of Antagan 1st. As per data of the barangay, from 2016 to present, they
catered more than 20 thousand tourist from nearby towns and barangays.

BALASIG WATERSHED

Balasig Watershed has a unique landscape which comprises three major


ecosystems, vast agricultural ecosystems at the lower elevation, rolling upland
ecosystems dominated by grassland species at the middle elevation and intact forest
ecosystem at the upper elevation(watershed area).
The watershed area has a slope category of rolling to rugged and steep slope
towards the upper stream of Balasig Creek. The vegetation in the upper stream is an
intact old growth forest dominated by Philippine Mahogany speicies such as
Mayapis, Red Lauan, Tangile, and many more together with premium woods like
Narra, Tindalo, Kamagong, Molave and Almaciga.
In terms of biodiversity, the watershed area is a part of the Sierra Madre mountain
range recognized as one of the most diverse are in terms of flora and fauna.
The water source of this balasig watershed is the balasig creek with watershed
extending to the forest areas of the Municipality of Cabagan and San Pablo. The
water is year round abundant water for irrigation, domestic use and for tourist
activities.

The Balasig Watershed has a total land area of 25,7772.59 hectars covering 33
barangays, 22 barangays in Tumauini with 13, 841.71 hectares, 10 barangays in
the Municipality of Cabagan with 10,735.88 hectares and 1 barangay in San Pablo
with 1,195.00 hectares area coverage.
Land uses are a combination of forest zone and Alienable and Disposable lands.
Forest zone covers about 74% of the whole watershed area . Large part of forestland
is under different tenurial management agreements. Landuses include agricultural
(rice & corn), pasture, agroforestry, tree plantations, built-up areas

I. INTERNATIONAL TOURIST ARRIVALS
As per record of the Department of Tourism, just for the first five months of
2019(January – May), a total of 3,489,270 tourists visited the Philippines, marking a
9.76 percent increase from last year's figures. While we catered 3,178,984 tourists
recorded from January to May in 2018. Secretary Puyat is also pleased to note that
for the month of May, tourist arrivals saw an impressive 15.62 percent growth, the
highest month-per-month growth rate this year to date, from 537,743 last year to

percent market share. Sustaining its third and fourth rankings are the USA with
472,469 (+1.98%) and Japan with 281,988 (+2.19%). Another market with a
remarkable double digit growth rate is Taiwan at the fifth place with 128,986
(+27.24%). Australia with 123,851 (+2.7%), Canada with 114,605 (+5.01%), and the
United Kingdom with 92,914 (+3.49%), posted positive growth placing sixth, seventh,
and eighth, respectively. Singapore followed at the ninth spot with 64,951 (-14.38%)
with Malaysia winding up the top ten markets with 62,144 (+1.81%).

II. REGIONAL TRAVELLERS

In Cagayan Valley, the data from the DOT, Region 02, Tuguegarao City
recorded a total of 2,638,142 visitors from CY 2015-2017 (Table 3). Based from the
data, there was an increase of 4.7% in the number of visitors from CY 2015 to CY
2016 and 21% from CY 2016 to CY 2017.

III. PROVINCIAL TRAVELLERS
For the Province of Isabela, the data gathered from the Civil Aviation
Authority Cauayan Airport, Cauayan City shows that from CY 2015 to September,
2018, there were 180,849 visitors arrived in the airport who visited the different
attractions in the municipalities of Isabela (Table 3).
The data from the Provincial Tourism of Isabela shows that there were
4,536,156 tourists arrived in Isabela during the Bambanti festival, other events and
attractions in the 37 municipalities of Isabela (Table 4).

IV. TUMAUINI TRAVELLERS


For Tumauini, Isabela, a total of 25,012 visitors arrived during the Mangi
festival, visit to Sinabuluan and Antagan caves and Camp Samal Jamboree site.
Looking into the data, it is expected for the visitors to visit the Tumauini Church.
Aside from this, other tourism spots of Tumauini like camp samal and and TWNP will
be an attractions.
a. Domestics Tourism Segments

○ Families

Based on the demographic profile of the municipality of Tumauini, there are


16,750 households and 23,406 family(2019 data), with assumption that 30% of the
families is projected to visit the area for swimming and nature-trip.
○ Students

Students who are on vacation from other towns, municipalities, cities and in
the town proper of Tumauini used to go in the site for swimming and picnic and
some for biking. Some students are bringing home their friends and have fun in
the swimming site of the protected area. Students from The Netherlands with
counterparts from the Isabela State University, Cabagan, Isabela used to conduct
research works in the area, thereby, discovering the beauty of the area.

International Tourism Segments


○ Balikbayan

Alumni homecoming is an event that brings balikbayan to arrive. It was an


observation that after the alumni event, the balikbayans used to visit some
ecotourism destinations near the venue of homecoming. The existence of schools
and universities in nearby municipalities and provinces for alumni homecoming will
entail them maximize their stay in the locality.
In the municipality of Tumauini alone, there were alumni homecoming being
organized in the past years from elementary to secondary batches. The Isabela
State University in Cabagan, Isabela has been organizing an alumni homecoming

the eco-tourism sites through advertisement in social media, television, radio, print

Package tours are exist in the cities of Tuguegarao and Ilagan. However,
given the tourism master plan of LGU-Tumauini, Isabela, this can be managed by
the LGU-Tumauini and it is projected that package tour agencies will soon
emerged.

○ Free and Independent Tourist (FIT)

Free and independent tourist are expected to visit the site considering its
proximity from the National Highway. Aside from this, through social media, the
influx of FIT will be expected.

Other special interest travellers

Foreign and/or exchange students, representatives of foreign assisted


projects, religious sectors and other organized groups are most likely to visit
TWNP.

vii. Health Facilities and Establishments


Public Health Facilities
Tumauini is one of the municipalities whose municipal government took
the responsibility of running its own community hospital simultaneously with
the rural health unit. The Tumauini Community Hospital was formerly a District
Hospital with 15-bed capacity operating as secondary level hospital.
Shortly after devolution, when the operation was handed by DOH to the
provincial government, the operations were left under the discretion of the
governor. It has been one of the hospitals in Isabela which was ordered for
closure due to proximity of another district hospital. Nevertheless, the Local
Chief Executive took the responsibility of operating the hospital together with
the Rural Health Unit under the municipal funding.
Aside from the Tumauini Community Hospital, Tumauini has one (1)
Municipal Health Office, 22 Barangay Health Stations with own building and
10 are integrated in the barangay hall. These health facilities basically
provide the health and medical needs of the populace. Each Barangay Health
Unit has its own catchment barangays to serve. Their service primarily center
on children and mothers needing expanded immunization, nutrition, maternal
and child care, family planning methods and other health program
interventions.

The Municipal Health Office (MHO) is located within Barangay


Lingaling catering to the basic health needs and problems of the sick

Among the 46 barangays, only 32 have operational BHS and seven (7)
of those facilities need repair. The other 14 barangays have no BHS but

E. TRANSPORTATION(transportation access into the area and internal
transportation system)
a. Air
There are three (3) existing airports in Cagayan Valley to be
found in the cities of Cauayan and Tuguegarao and in Bagabag,
Nueva Vizcaya. From Cauayan City airport to ecotourism site, it will
be a two-hour trip by land. From Tuguegarao City, by land will be a
one-hour trip to the ecotourism site and from Lallo airport, it will be a
four-hour trip to eco-site by land.

b. Water
Visiting the other parts of TWNP could be reached through boat,
however, since the TWNP is a terrestrial type and is not located in
the coastal town, greater portion of it is through vehicles and hiking.

c. Land
It is convenient to visit the ecotourism site through any type of
land vehicles. From Metro Manila to Tumauini, Isabela, it is a 10-12
hours bus trip. Through air flights, manila to cauayan airport is a 45-
minute flight. From the cauayan airport, it will take a one and a half
hours trip to TWNP through any type of vehicles. From manila to
tuguegarao is a one-hour flight and 45-minutes trip to the TWNP
through vehicles. From manila to bagabag airport is a 45-minute
flight and takes 4-hour trip to the TWNP through vehicles .

F. OTHER INFRASTRUCTURE

i. Power and electricity


Isabela Cooperative II is the lone provider of electricity in the locality.
ii. Telecommunication
Communication is very indispensable in ecotourism destinations. The
existence of Globe and Smart cell sites make easier for visitors to
communicate.
iii. Water
Local Water Utilities Administration is the only water concessioner in
the municipality. However, Eastern Barangays and Southern Barangays of the
locality use level 1 water source.

iv. Waste disposal facilities


Tumauini has Sanitary Landfill located at Barangay Namnama.

G. NATURAL AND SOCIO-ECONOMIC ENVIRONMENT

Natural Environment
The municipality’s entire territory is classified as either Alienable or
Disposable land (A & D), Forestland and National Park. About 18,517.97 hectares
falls under A & D comprising 38.80% of the total municipal area. Forestlands are
found in the eastern part of the municipality which has a total aggregate area of
19,851.50 hectares or 41.59% of the municipal area while Northern Sierra Madre
Natural Park (NSMNP) occupies an aggregate area of 9,360.56 hectares or
19.61%% share of the total land area of Tumauini.

GEOLOGY

Rock Formation

Based on the data supplied by the DENR, the municipality’s geological


foundation comprised of 37.07% or 17,691.67 hectares of undifferentiated
sedimentary and metamorphic rocks mostly located at the central to eastern part of
the municipality, 19.99% or 9,542.22 hectares recent rocks mostly located along the
Cagayan River and in the central to southern portion of the municipality, 18.9% or
9,020.29 pliocene-pleistocene rocks situated in the central part of the municipality.

Also, geological foundations at the central portion includes 6.49% or 3,096.10


upper miocene-pliocene (sedimentary and rocks), 6.18% or 2,948.91 hectares
undifferentiated rocks, 4.55% or 2,169.66 hectares oligocene-miocene (sedimentary
and metamorphic rocks), 3.6% or 1,720.45 hectares oligocene-miocene, 1.21% or
578.21 hectares neogene rocks and the remaining 2.02% is portion of the Cagayan

TOPOGRAPHY AND SLOPE

Generally, Tumauini
has a level to rolling terrain.
Flat lands are usually found
along the Cagayan River. The
terrain or relief features on the
eastern portion of the
municipality, however, is
generally hilly and mountainous
for it is a part of the Sierra
Madre Mountain Ranges.

Based on the slope map of the municipality, approximately 28.99% or


13,836.79 hectares of the total land area of the municipality are classified under 0-
3% slope category. These areas are predominantly found in the western barangays.
These lands are level to nearly level which could be utilized for intensive agriculture
and high intensity urban development. About 6.89% or 3,288.83 hectares fall under
3-8% slope category. These lands are gently sloping to undulating which are used
for intensive agriculture and high density urban development requiring good
farm/land management practices and soil conservation measures. More or less
13.52% or 6,452.68 hectares fall under 8-18% slope category. These lands are
undulating to rolling which could used for agriculture and medium density urban
development but with carefully planned and scientifically implemented erosion

control measures. About 3.51% or 1,676.58 hectares belong to 18-30% slope


category. This type of slope is found in the northern and southern portion of the

arability and crop suitability and could be used for low density urban development
only. Approximately 13.83% or 6,601.12 hectares fall under 30-50% slope category.
These are steep areas and are best suited for pasture and forest purposes. About
29.28% or 13,975.08 hectares of the total municipal area has a slope of 50% and
over. This slope type is found in the eastern portion of the municipality. These areas
are strongly hilly or mountainous. Therefore they are best suited for forest purposes.

3.1 Demographic Profiling

3.1.1 Provincial Population by Municipality/City

The population of the province of Isabela as of August 1, 2015 was


1,539,566 based on 2015 Census of Population (POPOCEN 2015). It is the
second fastest growing province in Region 2 next to Nueva Vizcaya with an
annual population growth rate (PGR) of 1.29 percent during the period 2010-
2015.
Among the cities and municipalities in the province of Isabela, the
largest in terms of population is Ilagan City with 145,568 persons. It was
followed by the two cities-Santiago City (14,830) and Cauayan City (129,523).
Three municipalities comprise the rest of the top 6 most populous
municipalities and cities in the province-Echague (79,094), Alicia (71,504) and
Tumauini (67,650).

Urbanization Level

In 1995, a population of 15,003 or 32.94% lived in the urban barangays while


30,548 or 67.06% were in rural barangays. Meanwhile in 2015 a total of 20,264 or
29.95% are urban dwellers while 47,386 or 70.05% are rural dwellers. The trend
from 1995-2015 clearly indicates that the urbanization level of the municipality is still
very slow as shown in the 32.90% urbanity level in 1995 to and 30% urbanity level in
2015. This can be explained by the fact that some urban barangays particularly,
District I, District 2, District 3, District 4, Maligaya, Compania and Lingaling are
already congested as shown in their high density ratio that a number of households
have to transfer their residences to rural barangays with wider spaces.

From year 1995, urbanity level was 32.90% while that of year 2000 was at
31.40% revealing that there was a -1.50% tempo of urbanization for Tumauini.
Likewise, from year 2010, urbanity level was 30.90% while that of year 2015 was at
30% revealing that there was -0.90% tempo of urbanization for the municipality. This
is indicative that in the urban population there was negative in-migration from the
rural barangays occurring over time.

Based on the 2015 data, Tumauini is predominantly rural with 47,386


or 70.05% of its total municipal population residing in the 33 rural
barangays outside the urban core. With an area of 45,715.13 hectares,

The urban core composed of thirteen (13) barangays using
2,014.90 hectares of land will show an urban gross density of 10.06
persons per hectare or 1,006 persons in a square kilometer of urban
land.
With a total population of 67,650 in 2015 and an area of
47,730.30 hectares, the gross population density for Tumauini is 1.42
persons per hectare.
Gross rural density is found lower with that of the municipal
gross density while the gross urban density is higher with that of the
total municipal density.
The difference in densities is due to the major concentration of
population in the urban barangays where all amenities and
conveniences can be availed of. Further, the Poblacion is on a
generally flat terrain which is more conducive for urban development
while the rural barangays being on hilly, rolling and undulating areas
are not popular settlement areas.
Gross density of the municipality at 1.42 persons per hectare is
higher than the provincial gross density of 1.24 persons per hectare.
This reveals that the municipality is classified as a high density area in
the Province of Isabela.

Labor Force and Employment

Labor force refers to the population 15 years old and over who are either
employed or engaged in an economic/gainful activity, hence considered as
gainfully employed or unemployed but seeking for any economic activity. A
person is not in labor force, however, if he/she is engaged in non-gainful activity
such as those of a housekeeper, student, pensioner, retired, disabled or
dependent.

Based on the 2015 NSO data, about 45,556 accounts for the total municipal labor
force population. Of the total labor force as shown in Table DE-12, 60.1% were

employed while the remaining 39.9% were unemployed. The data shows that the

males dominated the employed labor force with 83.9% compared to 35.7%

female workers. However, the unemployed females (64.3%) dominated their
male counterpart (16.1%) in terms of unemployment status.

On the other hand, the percentage of employed population in the municipality is


slightly lower as compared to the province at 60.7% or a difference 0.6%.
However, the municipality’s percentage of unemployed population is slightly
higher than that of the province at 39.3% or a difference of 0.06%.

Projected Labor Force


The projected labor force for year 2018 to 2027 are shown in Table DE-17. The
data shows that the projected total labor force by 2021 will be 54,270
and will increase to 72,651 by 2027.

Mother Tongue/Ethnicity

As revealed from the above table the municipality is a conglomeration of


different ethnic groups, who speak several dialects or languages. 61.70% or 41,803
of the municipality’s total population speak Ibanag. Ilocano-speaking people
dominate the household population next to Ibanag with 22,064 or a 32.57% share.
Coming third in ethnicity are Tagalogs with a population count of 2,059 or 3.04% of
the household population.
Indigenous communities such as the Tinggian Tribe are present within the
municipality who speak Itneg dialect. They represent a minority group among the

population as they composed only 1.42% of the population. Most of the Ibanag,

near the Poblacion while generally the indigenous communities prefer to live their
lives in the rural areas where agricultural areas are found. The remaining 1.27%
belongs to other ethnic groups maybe as a result of immigration due to the strong
magnetic force of better livelihood activities.
Meanwhile, English language is spoken fluently by the educated members of the
community and most of the residents could understand and speak Filipino language.

IP Community Demographic Information

As shown in Table DE-9, there are 964 indigenous peoples (IP)


present in the municipality representing 1.42% of its total population. This
indigenous people belong to the Tinggian Tribes who are living in Dy-Abra, a
remote barangay near the foot of the Northern Sierra Madre Natural Park. This

Security

There is no insurgency records in the site since 1980’s. Safety measures will
be employed by the DENR, LGU-Tumauini and BLGU of Antagan 1st in collaboration
with the PNP. Deployment of barangay tanods, park volunteers and local guides will
be sustained to keep the visitors safe.

Rescue and medical services

Aside from the MRDMM of the municipality, a rescue and medical services to
cater the needs of the visitors will be created/established and be readily available in
case of emergencies. This will be managed by the LGU-Tumauini during the day-to-
day activities in the ecotourism site.

SOCIAL SERVICES SECTOR

Education

Education becomes more challenging now because of change from Basic


Education Curriculum to K-12 Basic Education Curriculum. Goal competition in
terms of skill and performance is anticipated. The great part of which is occurring at
an unprecedented pace, this is due to explosive growth of technology. As a result,
the modern methods of instruction through the integration of Information and
Communication Technology (ICT) become an integral part of the curriculum. It also
includes integration of Disaster Risks Reduction Management (DRRM) and the
National Drug Education program (NDEP).
Hence, in order for the schools to survive and cope with the educational
demands of the municipality, the LGU must be looking ahead, anticipate change,
and develop a strategy to proactively and successfully navigate through the
turbulence created by change to attain its primary goal of Quality Education.
As the K-12 Basic Education Program of the Department of Education is now
in full swing, we have the conviction that the features of a successful K-12 program,
our own education system, with the use of the learner’s dominant language will shift
to quality education. The Filipino child is now being taught within the resources of the
community in order to be developed to become productive and eventually to
contribute in building the community.

4.1.1 Number of Schools by Level of Education, Accessibility and Location


The educational needs of the students is provided by five (5) private
pre-schools, 39 elementary schools to include six (5) private schools, 11
secondary schools to include three (3) private high schools, one (1) tertiary
school and 38 day care centers. These schools aim to provide access to
quality education to all schools going age population of the municipality.

School sites occupy a total area of 542,149 square meters or 54.2149
hectares, specifically for the public/private elementary schools, public/private
secondary schools, and the tertiary school, but excluding day care centers
which, most often, occupy the same space with barangay halls. All schools
are highly susceptible to tropical typhoon. There are nine (9) schools found to
be located in areas considered highly prone to flood, six (6) elementary and
three (3) secondary schools. There are eight (8) schools which are being used
as evacuation centers hence, during hazard events there are class
disruptions.
Almost all elementary schools and secondary schools have incomplete
and inadequate school facilities specifically laboratories, shops, libraries and
clinics. There is a need therefore to provide and construct more of these
needs and also maintain and improve the existing with poor facilities.
While generally compliant to school area standards, some existing
schools in the municipality have school areas below the standard space
requirement of at least 5,000 square meters. This indicates that there is no
adequate learning atmosphere for the students; and for basic structures to be
built like libraries, playgrounds, industrial shops and clinics which are also
found to be absent in majority of the schools present in the municipality. There
are schools which are lacking in area for playgrounds and buildable space for
additional new construction of school buildings, namely Magoli ES, Ugad ES,
Dalayya ES, Sisim-Minanga ES, and Sta. Catalina ES, Divisoria ES, Tumauini
NHS, Lanna NHS, and Regional Science High School.
There are still three (3) elementary schools (Magoli ES, Dalayya ES,
Divisoria ES) which do not have communal comfort rooms. While in
secondary and tertiary schools only Josefina Albano NHS has incomplete
facilities, and the other 10 schools has complete facilities and in good
condition.
On hazard susceptibility, all educational institutions are prone to
tropical cyclone. There are nine (9) schools found to be located in areas
considered highly prone to flood, six (6) elementary and three (3) secondary
schools. These are Fugu ES, Fugu Abajo ES, Sta. Catalina ES, Antagan 2nd
ES, Caligayan ES, Paragu ES, Josefina Albano NHS, Lanna NHS and
Fermeldy NHS. There are eight (8) schools which are being used as

H. INSTITUTIONAL

The municipality is currently under the leadership of Hon. Mayor Arnold S. Bautista
and the same time, the present President of the League of the Municipalities of the
Philippines-Isabela Chapter, while Vice Mayor Lorenzo B. Uy, Jr seats as chief of the
legislative branch of the LGU. There are forty six (46) Punong Barangays acting the
chief local executive in the 46 barangays in the locality. The LGU Tumauini
established strong linkages and rapport to different government and private agencies
for the development of the town.
The municipality is divided into 46 barangays, 13 are classified as urban barangays
and 33 are rural barangays. The urban barangays has an aggregate area of
2,014.8994 hectares which is 4.22 % of the total area while rural barangays has the
largest share with an aggregate area of 45,715.1280 hectares or 95.78% of the
municipality’s total land area.

Tumauini is blessed with religious and natural tourist sites. Since 1800 the
Tumauini Church was established. However, the historical church needs repair.
The Camp Samal Leisure Park and Training Center including the Camp
Samal Hotel and Resort is still potential tourism site since its needs more infra
projects like concreting of road, additional accommodation facilities, among others.
The different eco tourist sites under Tumauini Watershed Natural Park and
Balasig Watershed that we can find numerous waterfalls, caves, lagoon, picnic and
swimming sites and rock formations are still undiscovered due to limited access road
and absence of support facilities.

Timber poaching, wildlife hunting and fishing are still evident in the area.
Erosion, siltation and sedimentation caused by natural calamities and anthropogenic
activities could be mitigated through various approaches such as tree panting, agro-

Community participation and readiness to accept tourist is another


challenge for tourism promotion. Mingling of the community people with the visitors
coming into the area will improve their social life coupled with the trainings, seminar
workshops given to them.
Continuous information and education will be extended to further drum-up
awareness thereby, a dedicated and committed citizen to safeguard the protected
area.

iV. Economic

As conceived, the ecotourism industry is an income generator for the


community people as well as for the government. It is expected that through this
plan, the project may impart poverty alleviation in the locals and it will improve the
economy of the municipality and for the province of Isabela.

strengthened. To avoid conflicts and overlapping of functions, a Memorandum of

1.1 Goal

Establish and promote an ecotourism and religious


entrepreneurship with consideration on the integrity and
safeguards the natural state of the environment especially the
Tumauini Watershed Natural Park and Balasig Watershed; and
preserve the historical value of the Tumauini Church and Camp
Samal Liesure Park and Training Center. Provides continuous
awareness among the public and generate income and employment
opportunities to the local communities and their constituents,
especially the women, youth, indigenous peoples, and other
vulnerable groups.

business sectors on ecotourism investment;

1.2.6 To construct ecotourism amenities and other recreational


facilities.
2. Targets

2.1 Developing and marketing diversified and competitive ecotourism


products

Diversified ecotourism products will be developed such as


swimming, caving and spelunking, mountaineering/trekking, wildlife
watching , accommodation through trainings, overnight stay, family
gatherings and others.

2.2 Creating conducive environment for ecotourism investments

Facilities, amenities and utilities will be constructed to provide


conducive environment to the visitors. Indigenous materials will be
used in some small facilities like picnic sheds. Safety measures and
medical kits will be provided.

2.3 Maximizing economic benefits to the host communities

The project will improve and stir a positive impact in the rural
economy of the municipality and increase the per capita income of
each household through the generation of employment
opportunities to residents within the area that would improve their
living conditions. It further provides general welfare as well as the
environmental protection; provide economic activities for the people
thereby reducing poverty in the Municipality.
Partial development has been done in the area through the
initiative of the LGUs. However, initial developments could not
suffice the standards for ecotourism to make the place more
competitive with other tourism destinations in the province and in

the country. Thus, the need for more eco-facilities and amenities in

2.4 Promoting and developing a culture of ecotourism

Close to nature offers enjoyment and self-renewal through


aesthetic value of the eco-sites in TWNP. It must be inculcated into
the minds of the visitors and communities that ecotourism is not a
destructive activity, instead, it must be taken into as an
environment-friendly venture.
2.5 Strengthening institutional capacity

The conservation, protection, management and development of


TWNP is not the sole responsibility of the DENR. Each stakeholder
plays a vital role towards the attainment of its vision, goals and
objectives. One policy and one direction must be taken into an
account in accordance with existing protected area and ecotourism
laws, rules and regulations.
All stakeholders must be properly clothed with the laws, rules
and regulations on protected area and ecotourism management.
2.6 Developing and strengthening partnership

Communication is very significant tool in achieving better


results. Developing and strengthening of partnerships will be
through continuous coordination and linkaging with the
stakeholders and execution of memorandum of
agreement/understanding. Such activity will avoid overlapping of
functions and it entails policy directions for each stakeholder.
2.7 Establishing mechanisms for sustainable financing

Sourcing and analysis of the funds for this plan is a primary


concern the stakeholder must addressed. To sustain the
ecotourism, support from other institutions will be tapped. Fund
support from the LGUs, DENR, NGOs and OGAs will be sourced-
out to sustainably implement this plan.
2.8 Monitoring outcomes and impacts

The process of monitoring and evaluation of the ecotourism


development project shall be based in consistent with the
provisions of the laws on protected area and ecotourism.
The DENR as the lead agency and the PAMB as the policy-
making body will be responsible in the over-all monitoring and
evaluation. Aside from this, a multi-sectoral monitoring and
evaluation team will be created to keep track of the progress along
the course of the project’s implementation.

CHAPTER VI

MONITORING AND EVALUATION

The Tumauini Tourism Development Council chaired by the Municipal Mayor will be

the lead council in charge of monitoring and evaluation of the implementation of this

Local Tourism Development Plan. During the Quarterly Meeting of Tumauini Tourism

Development Council, the secretariat chaired by the Office In Charge of Municipal

Tourism Culture and the Arts Office will present the periodic accomplishment of this

plan. Annual Accomplishment of this plan implementation will be submitted by

MTCAO Officer to the Office of the MPDC for inclusion in Tumauini State of Local

Governance Report.
