A. Introductory paragraph

The Corruption Eradication Commission (KPK) action team succeeded in

arresting Social Minister (Mensos) Juliari Peter Batubara. The PDIP politician has
been named a suspect in the corruption of the covid-19 social assistance program.

Previously, KPK chairman Firli Bahuri announced that Juliari had been
named a suspect along with four other people. The other four suspects in this case,
among others, are committed officials at the Ministry of Social Affairs
(Kemensos) Matheus Joko Santoso and Adi Wahyono, as well as Ardian I M and
Harry Sidabuke as private parties.

The alleged corruption case was uncovered through a hand arrest operation
(OTT) against six people. Those who were secured included Matheus, Director of
PT Tiga Pilar Agro Utama Wan Guntar, Ardian, Harry, and Sanjaya from the
private sector, as well as the Secretary at the Ministry of Social Affairs Shelvy N.

In this silent operation, the KPK prosecution team also secured around Rp.
14.5 billion in cash consisting of rupiah denominations, US dollars and Singapore
dollars. Money is stored in 7 suitcases, 3 backpacks and a small envelope prepared
by Ardian and Harry.

As the recipient, Law Number 31 of 1999 as amended by Law Number 20

of 2001 concerning Eradication of Corruption in conjunction with Article 55
paragraph (1) 1st of the Criminal Code.

Meanwhile Adi and Matheus are charged with Article 12 letter a or Article
12 letter b or Article 11 and Article 12 letter (i) of Law Number 31 of 1999 as
amended by Law Number 20 of 2001 concerning Eradication of Corruption in
conjunction with Article 55. paragraph (1) 1st KUHP.

Meanwhile, as the givers, Ardian and Harry were charged with Article 5
paragraph (1) letter a or Article 5 paragraph (1) letter b or Article 13 of Law
Number 31 Year 1999 as amended by Law Number 20 Year 2001 concerning the
Eradication of Crime Corruption.

b. Social assistant

One of the programs created by the government through the social ministry
is a cash social assistance program to help people who are less fortunate and
vulnerable to Covid-19.

The government promises to immediately distribute various social

assistance (bansos) in early 2021. The social assistance in question starts from the
family hope program (PKH), basic food, cash social assistance (BST), to direct
cash assistance (BLT).

PKH assistance will be provided to 10 million beneficiary families. This

assistance will be distributed by the association of state-owned banks (Himbara).
PKH is targeting a number of groups such as families, including pregnant women,
early childhood, school children, people with disabilities, to the elderly. This
assistance is given every three months for one year, namely January, April, July
and October. Meanwhile, basic food assistance will be provided to 18.8 million
recipients. This Rp 200,000 worth of assistance will be distributed from January
to December 2021. Particularly for Jabodetabek residents who originally received
basic food assistance, starting in 2021 will no longer receive the same assistance
and will be replaced with direct cash assistance.

Seizing the assets given by the corruptors is also important, so that they
realize that the money they take is not theirs, so that they also feel how difficult it
is for the little people to make a living for a bite of rice.

D. Conclusion

The corruptors are very detrimental to the little people where the little
people really need help from the community to survive, and the corruptors
without realizing that it is as easy as having everything just for their own
satisfaction, many people die of hunger, and they easily take which is their right
small community, who really need that help
