Employers

As managers of the JAKARTA MRT you have recognized that most commuters now use electronic
means to buy their tickets – in particular, the OVO card. This means that the manned ticket booths at
stations are not being used efficiently – only 3% of all transactions are booked through these. You
have decided to make the following changes:

 All stations will have only one manned ticket booth unless it is a particularly busy station.
 Busy stations will have manned ticket booths cut by at least half, probably more.
 Supervisors will cover up to six stations

Making the following changes will save the organization Rp.700billion/year and there will be
additional revenue through renting the ticket booths as retail spaces. However, this will mean over
900 current employees will be made redundant. You have told staff that they can take voluntary
redundancy and any further redundancies will be allocated as needed. You have also told staff that
further restructuring within the organization may create up to 200 new jobs next year.

The staff are not happy regarding these changes and have gone to their trade union representatives.
You are aware that industrial action may be planned, which is something that you want to avoid. As
employers you have the following options available to you:

 Negotiations
 Public relations
 Threats of redundancies
 Changes of contract
 Closure
 Lock outs

As employers you need to investigate these options and plan how you wish to approach this
issue with the employees.

As employees of the JAKARTA MRT you have been told that the managers are going to make the
following changes:

 All stations will have only one manned ticket booth unless it is a particularly busy station.
 Busy stations will have manned ticket booths cut by at least half, probably more.
 Supervisors will cover up to six stations

take voluntary redundancy and any further redundancies will be allocated as needed. You have also
been told that further restructuring within the organization may create up to 200 new jobs next year.

You are obviously not happy about these changes and have gone to your trade union
representatives. One of your biggest concerns after the job cuts is the safety of you as employees.
Many will be working at stations by yourselves late at night without even a supervisor on site. You
know that there are often incidents of violence during the night and you will be very vulnerable as a
target. Your trade union representatives have given you the following options:

 Negotiations
 Go slow
 Work to rule
 Overtime bans
 Strike action

As employees you need to investigate these options and plan how you wish to approach this
