Operations Department

Position: Department Manager

Duties and Responsibilities

1. Overseeing the daily operations of all covered Divisions to ensure that subordinates are
properly guided by updated rules and regulations and that these are all properly
implemented;
2. Managing the daily operational activities of all covered Divisions, and ensuring the targets of
the Department are being complied;
3. Preparation of plans for revisions or improvements of existing procedure and policies to be
presented to the Office of the General Manager;
4. Evaluation and approval of proposed projects, program of works and other improvements
plans of the Department;
5. Familiarization, assessment, evaluation of the SMWD pump stations, storage tanks and
other water utilities appurtenances;
6. Familiarization, assessment, evaluation of the SMWD water supply distribution/transmission
system that may require additional coverage or rehabilitation/improvement;
7. Evaluation and approval of proposed innovations;
8. Delegates tasks to the Officers of the different Divisions under Operations Department;
9. Attendance to meetings with the Office of the General Manager and other agencies;
10. Recommends approval of requested overtime work, offsetting/flexi-time and leave
application of all subordinates;
11. Approval of Monthly work schedule of all covered Divisions;
12. Review, Recommend and Monitor of Annual Budget of all covered Divisions;
13. Monitoring and evaluation of Department's Business Plan;
14. Review and approval of written communications;
15. Recommending approval of Purchase requests of all covered Divisions;
16. Evaluation and review of the reports coming from all concerned Divisions;
17. Evaluation and approval of recommended performance indicators for approval of the
General Manager;
18. Evaluation of performance of subordinates, ensuring that their duties and responsibilities
are being done;
19. Dissemination of all updates in policies and procedures;
20. Enforcing discipline among subordinates;
21. Coordination with other Departments/Divisions/Sections regarding inter-related activities;
22. Updating the Office of the General Manager on all related concerns;
23. Performance of other relevant tasks that may be required by the Office of the General
Manager.
Water Resource Division
Position: Senior Engineer A

Duties and Responsibilities

1. Project planning and preparation of equipment and materials;


2. Conducts technical researches and new product/technology assessment;
3. Constant monitoring and evaluation of the water distribution system to identify and detect
cause of Unaccounted for water such as leakages and water pilferage;
4. Familiarization, Assessment, Evaluation of the SMWD pump stations, storage tanks and
other water utilities appurtenances;
5. Supervision, monitoring and inspection of daily activities of the Pump Operators;
6. Delegates daily tasks which include production and inspection orders, pressure monitoring
of critical areas, checking of water quality, flow meter reading and checking of status of
SMWD pump stations and storage tanks to all pump operators;
7. Implementing and supervising actual construction works;
8. Administering of design components, electrical installation and security check of wells;
9. Coordinating with Meralco regarding electrical concerns;
10. Checking and evaluation of the condition of pump stations, electro-mechanical equipment,
filtration system and hypo chlorination equipment and preparing report of the equipment
which needs immediate repair;
11. Facilitates and conducts sampling for water quality testing with regards to bacteriological,
fecal coliform, HPC, physical and chemical parameters;
12. Submitting monthly report of chlorine residual tests and flow meter reading to the General
Manager;
13. Supervision, monitoring and inspection of SMWD contractors performing works related to
the division;
14. Preparation of accomplishment report and verification of contractor's payment report;
15. Recording and safekeeping all necessary data, plans and drawings with regards to status of
valves, pump house, storage tanks, well design and other vital information regarding Water
Resource Division;
16. Records and maintains accomplished daily activities and regular reporting to the Department
Manager of relevant information;
17. Evaluation of performance of subordinates, ensuring that their duties and responsibilities
are being done;
18. Prepares Division's Monthly Reports for submission to the Department Manager;
19. Prepares Division's Annual Budget requirements for submission to the Department
Manager;
20. Monitors Division's Budget Expenses;
21. Preparation of written communications, Purchase Requests and other tasks requiring
AutoCAD programs;
22. Transacts with different government agencies regarding water production;
23. Coordinates with other Divisions and Departments for verification purposes of the assigned
task/activities;
24. Performs other relevant tasks that may be required by the Department Manager or Office of
the General Manager.
Water Resource Division
Position: Engineering Assistant

Duties and Responsibilities

1. Assist in project planning and preparation of equipment and materials;

Position: Engineering Assistant

Duties and Responsibilities

1. Assist in ensuring the water quality is compliant with the PNSWD, maintaining sufficient
chlorine residual at all points in any given time;
2. Conducts technical researches and new product / technology assessment;
3. Constant monitoring and evaluation of the water distribution system to identify and detect
causes of water quality problems;
4. Familiarization, Assessment, Evaluation of the SMWD pump stations, storage tanks and
other water utilities appurtenances;
5. Ensuring all recovered materials are properly returned to the General Services Division;
6. Assist in the preparation and execution of Physical, Chemical and Bacteriological sampling
and testing;
7. Assist in the delegation of daily tasks which include production and inspection orders,
checking of water quality, schedule and route of flushing activities;
8. Preparation of Overtime Request, Flexi time, Accomplishment of Overtime, Leaves and
Schedules of pump operators;
9. Supervision, monitoring and inspection of SMWD contractors performing works related to
the division;
10. Assist in preparation of accomplishment report and verification of contractor's payment
report;
11. Assist in evaluation of pump house, wells, storage tanks, pressure gauges, air release, flow
meters, gate valves, blow-off valves of the SMWD water supply system that may require
rehabilitation and improvement;

Water Resource Division
Water Resource Operation
Position: Water Resource Facilities Operator (Shifting Assigned Operators)

Duties and Responsibilities

1. Operates all Pump Stations at a given schedule and recording of flow meter, pressure,
voltage, ampere hour readings;
2. In-charge of diluting powder/granulated chlorines for proper dosage in chlorination.
Maintaining the chlorine residual of 0.3ppm to 1.5ppm at and submitting the chlorine
residual test results along the system, source and at end points;
3. Ensuring that all the equipment in the Pump Stations are in good working condition.
Reporting any malfunction of any equipment to the immediate Supervisor and
Division/Department Manager;
4. Maintaining all Pump Stations and chlorine tanks clean and presentable;
5. Controlling of gate valves and pressure monitoring in the system;
6. Execution of the Production Inspection Orders stating needed data, findings, actions taken
and recommendation;
7. Constant monitoring and evaluation of the water distribution system to identify and detect
causes of unaccounted for water such as leakages and water pilferage;
8. Coordination with other Divisions and Departments for verification purposes of the assigned
task/activities;
9. Maintaining and ensuring that the assigned vehicle is in good working condition, recording
of odometer reading; and reporting any related problem to the immediate supervisor or the
Office of Department/Division Manager;
10. Maintaining and ensuring that all assigned tools and equipment are in good working
conditions and reporting any related problem to the immediate supervisor or the Office of
the Department/Division Manager;
11. Recording and maintaining log book of accomplished daily activities and regular reporting to
the immediate supervisor of relevant information;
12. Performs any related work/activities that may be assigned by the immediate Supervisor and
Division/Department Manager.
Water Resource Division
Water Resource Maintenance
Position: Water Resource Facilities Operator (Office/Maintenance Assigned Operators)

Duties and Responsibilities

1. Execution of monthly regular activities, but not limited to, recording of Pump and Motor
performance (volumetric pump flow rate reading, pump and motor efficiency, etc.) and
pumping water level reading of all pump stations; flushing at all end point;
2. Monthly Bacteriological Test sampling; and yearly Physical/Chemical Test sampling;
3. Maintaining the chlorine residual of 0.3ppm to 1.5ppm along the system, source and at end
points;
4. Ensuring all recovered materials are properly returned to the General Services Division;
5. Assist in electrical layout in pump house construction and rehabilitation.
6. Ensuring that all the equipment in the Pump Stations are in good working condition.
Reporting any malfunction of any equipment to the immediate Supervisor and
Division/Department Manager;
7. Keeping all Pump Stations, control panels, circuit breakers, dosing pumps and chlorine tanks
clean, presentable and free from any foreign objects;
8. Execution of the Production Inspection Orders stating needed data, findings, actions taken
and recommendation;
9. Acts as reliever for the shifting assigned operators during their leave of absence.
10. Constant monitoring and evaluation of the water distribution system to identify and detect
causes of unaccounted for water such as leakages and water pilferage;
11. Coordination with other Divisions and Departments for verification purposes of the assigned
task/activities;
12. Maintaining and ensuring that the assigned vehicle is in good working condition, recording
of odometer reading; and reporting any related problem to the immediate supervisor or the
Office of Department/Division Manager;
13. Maintaining and ensuring that all assigned tools and equipment are in good working
conditions and reporting any related problem to the immediate supervisor or the Office of
the Department/Division Manager;
14. Recording and maintaining log book of accomplished daily activities and regular reporting to
the immediate supervisor of relevant information;

Water Resource Division
Water Resource Maintenance
Position: Water Resource Facilities Operator (Team Leader)

Duties and Responsibilities

1. Daily coordination with the supervisor of the Water Resource Division regarding projects,
regular duties, issues, daily accomplishments, special assignments and other concerns
surrounding the division;
2. Acts as a Lead Person in cases of absence/travel of the supervisor of the Water Resource
Division;
3. Assists in daily monitoring and random inspection of regular daily duties of the Water
Resource Facilities Operators emanating from complaints and requests, and Productions
Inspection Orders, and ensuring that the SMWD’s procedures, standards and specifications
are being implemented;
4. Organize Water Resource personnel with regard to special activities such as, but not limited
to, flushing, leak detection, tank cleaning and other task that may be requested from the
Division;
5. Execution of monthly regular activities, but not limited to, recording of Pump and Motor
performance (volumetric pump flow rate reading, pump and motor efficiency, etc.) and
pumping water level reading of all pump stations; flushing at all end point;

Duties and Responsibilities

1. Cleaning and general maintenance of Pump Station perimeter, Pump House and chlorine
tanks;
2. Assist in the execution of monthly regular activities, but not limited to, recording of Pump
and Motor performance (volumetric pump flow rate reading, pump and motor efficiency,
etc.) and pumping water level reading of all pump stations; flushing at all end point;
3. Execution of various maintenance activities inside the Pump Stations such as, but not limited
to, basic carpentry, painting, plumbing and masonry works;
4. Ensuring that all the equipment in the Pump Stations are in good working condition.
Reporting any malfunction of any equipment to the immediate Supervisor and
Division/Department Manager;
5. Keeping all Pump Stations, control panels, circuit breakers, dosing pumps and chlorine tanks
clean, presentable and free from any foreign objects;
6. Coordination with other Divisions and Departments for verification purposes of the assigned
task/activities;
7. Maintaining and ensuring that the assigned vehicle is in good working condition, recording

Work Orders, Water Meter Replacement Orders (WMROs) and Service Orders (SOs) to the
assigned Construction and Maintenance group;
8. Supervision and monitoring of new water meter connections;
9. Supervision, monitoring and inspection of SMWD contractors performing works related to
the division;
10. Preparation of accomplishment report and verification of contractor's payment report;
11. Recording and safekeeping all necessary data, plans and drawings with regards to pipelines,
valves, interconnections and other vital information regarding construction and
maintenance;
12. Maintain and ensure that all assigned tools and equipment are in good working condition
and reporting any related problem to the Department Manager or the Office of the General

the Construction Section;
10. Assist in preparation of accomplishment report and verification of Contractor’s payment
report;

regards to pipelines, valves, interconnections and other vital information regarding
construction activities;

10. Recording, maintaining and safekeeping of all necessary data, plans and drawings with
regards to pipelines, valves, interconnections and other vital information regarding
maintenance activities;

7. Delegates daily tasks which include the Maintenance Inspection Order to the assigned
Descaling group;
8. Supervision, monitoring and inspection of SMWD contractors performing works related to
the division;
9. Preparation of accomplishment report and verification of contractor's payment report;
10. Recording and safekeeping all necessary data, plans and drawings with regards to pipelines,
valves, interconnections and other vital information regarding construction and
maintenance;
11. Maintain and ensure that all assigned tools and equipment are in good working condition
and reporting any related problem to the Department Manager or the Office of the General
Manager;

2. Conducts technical researches and new product/technology assessment;
3. Constant monitoring and evaluation of the water distribution system to identify and detect
cause of Unaccounted for water such as leakages and water pilferage;
4. Familiarization, Assessment, Evaluation of the SMWD water supply system that may require
additional coverage or rehabilitation/improvement;
5. Conducting materials and supplies inspection of various materials and fittings for water
supply prior to acceptance;
6. Direct supervision, monitoring and inspection of water meter calibration activities;
7. Supervision and monitoring of pre-installation and post inspection activities for new water
meter connections;
8. Delegates daily tasks, such as but not limited to, Service Orders (SOs) due for pre-inspection,
post-inspection and installation of meter base to the assigned Engineering group;
9. Supervision, monitoring and inspection of SMWD contractors performing works related to
the division;
10. Preparation of accomplishment report and verification of contractor's payment report;
11. Recording and safekeeping all necessary data, plans and drawings with regards to well,
pumping conditions, pumps, motors, water treatment facilities, electrical, and mechanical
components, pipelines, valves, interconnections and other vital information regarding
construction and maintenance;
12. Maintain and ensure that all assigned tools and equipment are in good working condition
and reporting any related problem to the Department Manager or the Office of the General
Manager;
13. Records and maintains accomplished daily activities and regular reporting to the Department

7. Constant monitoring and evaluation of the daily progress of the project;
8. Direct supervision, monitoring and inspection of daily activities of the Contractor/s;
9. Supervision, monitoring and inspection of SMWD contractors performing works related to
the division;
10. Accomplishment of various forms related to construction such as: Contractor’s Input Daily
Record, Field Instruction Sheet, Weather Record, Emergency Work Order, Foundation
Inspection Report, Concrete Pouring Clearance, Concrete Pouring Report, Reinforcing Bar
Cutting Schedule, Quantity Sheet, etc.;
11. Preparation of Daily, Weekly and Monthly Accomplishment Report for submission to the
Department Manager;
12. Verification of Contractor's Progress Payment Report;
13. Evaluation of performance of the Contractor/s;
14. Recording and safekeeping all necessary data, plans and drawings with regards to the
construction of the SMWD Four (4) Storey Building with Roof Deck;
15. Maintain and ensure that all assigned tools and equipment are in good working condition
and reporting any related problem to the Department Manager or the Office of the General
Manager;
16. Regular reporting to the Department Manager and the General Manager of relevant
information;
17. Preparation of written communications related to the project.
18. Transacts with different government agencies regarding the assigned project;
19. Coordinates with other Divisions and Departments for verification purposes of the assigned
task/activities;
20. Performs other relevant tasks that may be required by the Department Manager or Office of
the General Manager.
