Planning and Design Unit Profile

The Planning and Design Unit of the Engineering and Operations Section provides technical
support to Engineering and Operations Unit in the in the Northern Samar Irrigation
Management Office.

1.1 Functional Description

1. Development and formulation of short and long-range plans and programs for
thedevelopment of feasible irrigation and related water reseources projects,
construction/rehabilitation of irrigation projects/systems, O&M of systems and
utilization and repair of available equipment.

2. Formulation of the 10-year irrigation development plan and Three-year Rolling


Irrigation Projects (TRIP)

3. Undertake investigation and gathering of technical, hydrological, socio-economic


and environmental and other necessary data; preparation and updating of plans,
designs and specifications of irrigation projects approved for construction.

4. Undertake investigation and study all available and possibly water resources in the
province primarily for irrigation purposes.

5. Design and prepare plans of diversion works of new projects

6. Formulation of quantity and cost estimates, programs of work, design and plans of
irrigation facilities and other related drawings

7. Process and validate water permit applications

1.2 Quality Objectives

1. To ensure sustainable and sufficient irrigation to vast area of rice land in Northern
Samar Province.

2. To develop more areas for irrigation to increase developed area and cropping
intensity.

3. To ensure accurate and detailed Engineering survey and data gathering.

4. To ensure efficient and effective plans and design of irrigation projects that are
climate change resilient and GAD adaptive.

5. To ensure sufficient water sources for irrigation projects/systems.


NSIMO-Quality Objectives
CONSTRUCTION
 To construct/repair/rehab irrigation projects or systems to increase irrigated areas
 To ensure efficient and effective monitoring and evaluation in accordance to the
construction management plan and existing rules and regulation
 To ensure timely submission of accurate periodic construction related reports
 Ensure construction/occupational safety and health programs is implemented in
irrigation projects
 Ensure excellent and in-depth inspections of on-going projects
 Ensure coordination with other related agencies

O&M Unit
 To monitor O&M subsidy fund utilization
 To strengthen partnership with IA and line agencies
 Ensure efficient and effective operations of irrigation systems through timely
formulation and implementation of Operations Plan
 To develop and implement site specific plans and programs to sustain and increase
irrigation and crop area to increase agricultural production.
 Enhance development and adoption of matured technologies to improve water
management and increase irrigation efficiency and cropping intensity.
 Improve and sustain canal structures and facilities through proper and timely
maintenance activities

Equipment Unit
 Ensure cost effective program of works for the repair and preventive maintenance
of equipment.
 Ensure effective and efficient preventive maintenance plan.
 To utilize properly of the equipment
 To ensure the deployment of heavy/light equipment as required in the Operation &
Maintenance and rehabilitation of irrigation systems
 To timely monitor and review of preparation of equipment reports submitted to
regional office
 To generate additional income through equipment rental of the office
 Provide technical assistance for disposal of equipment
 Increase Operability of Equipment thru timely and effective repair and maintenance
 To ensure personnel safety thru daily checklist
Property Unit
 To prepare and implement yearly reports such as RPCPPE, APP-CSE, and quarterly
reports within the deadline
 To facilitate purchase and issuance of office equipment
 To prepare and issue necessary documents to end-users
 To initiate the disposal activities within the year

Administrative Unit
 Ensure the timely submission of request for extension and creation of casual and job
order personnel twice a year
 Timely submission of PS Report of JO personnel to RO every month
 Timely submission of personnel strength every quarter
 Ensure the correctness of the submitted IPAR, IPCR, DPAR, and DPCR every
semester
 Ensure submission of SALN of every employee every year
 Provide timely updated service records and leave credits of permanent and casual
employees regularly
 Ensure efficient tour of duty of the security guards regularly
 Ensure effective monitoring of the safety of employees and office through the
coordination of security guard on duty
 Provide well-regulated duties to utility workers for efficient cleaning of office and
surroundings

Finance Unit
 To coordinate with all concerned units in formulating the required budget for the
incoming year
 To ensure that all procurements are made within the approved PPMP and APP-CSE
 To ensure that all procurements are in accordance with the laws and regulations on
government expenditure
 To accelerate processing of IA Remuneration and other claims of our clients
 To generate revenue from non-irrigation sources
