BUILDING THE CENTER OF SUPERVISORY EDUCATION AND TRAINING
(PUSDIKLATWAS) OF BPKP
FINANCIAL YEAR 2021

A. BACKGROUND
A.1 Overview
The STAR AF ADB Loan No. 3872-INO is a continuation project of the collaboration
between the Government of Indonesia and the Asian Development Bank (ADB). This
project aims to support the strengthening of the revitalization of public sector
accountability, which has been implemented during the period February 2013 to March
2020 through the STAR ADB Loan No.2927-INO, with BPKP as the Executing Agency.
As the government’s internal monitoring agency, BPKP is tasked with overseeing
various government programs including handling the Covid-19 pandemic and the
national economic recovery (Pemulihan Ekonomi Nasional / PEN), state and regional
financial accountability and strengthening K/L/D/BU governance as well as sectoral
and thematic supervision consisting of 15 groups of priority monitoring issues in 2021.
The responsibility of BPKP must be supported by adequate governance and
accountability in order to meet the expectations of the BPKP main stakeholder, the
President.

BPKP plans to manage construction activities for development of new training and
education center in four (4) cities Ciawi-Bogor, Medan, Bali, and Makassar. These
centers are intended to improve the facilities and capacities of BPKP training
institution.
Better training capacities in several locations will increase opportunities for more
government auditors (APIP) and public finance officers (PKN) to participate in capacity
buildings and continuous improvement programs. Currently, training is concentrated
at BPKP center for training and education of auditors (Pusdiklatwas) in Ciawi. Despite
the fact that some BPKP representative offices are able to provide few training
programs with the limited training facility.
Therefore, BPKP Pusdiklatwas will build training center representatives in strategic
locations, to ensure all initiatives and improvement programs created by the presence
of STAR can accelerate the capacity building of APIP and PKN all over Indonesia, as
well as continuously provide more impacts on improving SPIP and public finance
management practices. The construction of these buildings will be funded by a loan of
Government of Indonesia obtained from ADB (Asian Development Bank) with Loan
No.: 3872-INO on STAR AF (State Accountability Revitalization) Additional Financing.
Future development of BPKP Pusdiklatwas training and education centers will ease
budget constraints for most local governments to improve their APIP and PKN
capacities. The new facilities will have similar standard with BPKP Training facilities in
Ciawi-Bogor, so the local government can send their officer advance training level to
the nearest training center. From the perspective of cost-benefit analysis, the
distribution of training locations and education centers can serve more trainees on a
more efficient budget. In addition to being able to save on transportation costs (air
fare), it also opens up the possibility to actively involve alumni of STAR degree
programs in related areas.
Selected cities for building facilities development are Medan (North Sumatera
representative office) as BPKP training and education center which may cover West
Indonesia regions, Denpasar (Bali representative office) which may cover Central
Indonesia regions, Makassar (South Sulawesi representative) which may those
trainees from East Indonesia regions, and also the training facilities ini current training
center at Ciawi-Bogor. In each selected city, BPKP has planned to develop training
and development of education standards together with its dormitories. The
government buildings will have up to four (4) floors and are estimated to have a total
area of more than 5.000 m2.
Refer to the regulation of Public Works Minister No. 22/2018 concerning the
Construction of Government Buildings, the development must involve a Construction
Management (CM) consulting firm. The consulting firm will support BPKP to review
the feasibility of planning documents to be tendered, accommodate minor errors on
building designs, prepare final bidding documents (drawings, specifications, and
budget), provide supervisory for Contractor Selection Committee (CSC) during bidding
process, perform control/ supervision to contractor works during the construction
processes, provide advisory during maintenance period after provisional hand over
(PHO), and facilitate the administration to obtain the building standard function
certificate (SLF) after the final hand over (FHO).
This Terms of Reference (TOR) is a guide for the CM consulting firm that contains
input, principles, criteria, outputs and processes that must be fulfilled and considered
as well as interpreted into the CM consulting firm tasks implementation. It is expected

that the CM consulting firm can carry out their responsibilities properly so that it can
produce adequate output in accordance with this TOR.
B. OBJECTIVES

Stage 1 - Preparation Stage
• Assisting the project in preparing and compiling construction development
implementation management programs, which include (i) conducting desk studies
related to project documents, regulatory frameworks and policies of GOI
(Government of Indonesia) and ADB, and (ii) reviewing the existing DED (Detailed
Engineering Design) with the Green and Smart Building concept.

Stage 4 - Implementation Stage
• Monitoring and evaluating the physical activities of program implementation
performed by service providers (contractors), which include program’s physical
target achievement, provision and use of resources in the form of:
- Manpower, equipment and supplies, building materials, information, funds for
Quality Assurance and Quality Control, and occupational health and safety
(Keselamatan dan Kesehatan Kerja or K3) programs
- Control on the construction of program implementation, covering resources,
cost, time, physical target (quality and quantity) of construction results, work
change, administrative order, and occupational health and safety (K3)
- Evaluations on any occurrence of technical and managerial deviations,
proposals for program corrections, actions for intervention, and technical
corrections if deviations occur. Coordination among parties that are involved in
the physical construction implementation
- Carrying out supervisory activities:
▪ Checking and examining the documents for the implementation of
construction which will be used as the basis for supervising the fieldworks
▪ Supervising the use of materials, equipment and implementation methods,
as well as monitoring the timeliness and cost of construction work
▪ Supervising construction work in terms of quality, quantity and rate of
volume achievement or physical realization
▪ Collecting information from field data to resolve the problems that occur
during construction work
▪ Holding regular meetings, creating weekly and monthly reports on
construction management work, taking notes on the results of field
meetings, creating daily, weekly, and monthly reports on construction work
that are made by construction service providers
▪ Creating review and other reports of work progress and installments
payments for construction work
▪ Examining the implemented construction drawings (shop drawings) that are
submitted by service providers (contractors)
▪ Reviewing the appropriate drawings with the implementation in the field (As-
built Drawing) before the first handover
▪ Compiling a list of defects or damages before the first handover and
supervising repairment during the maintenance period
▪ Compiling instructions for the maintenance and use of buildings with the
providers of construction planning services
▪ Creating investigation reports of work progress, first handover, investigation
report of maintenance work, and second handover of construction works, to
fulfill the installments payment of construction work
▪ Inspecting and declaring the appropriateness of the building function in
accordance with the Building Constructions Approvals (Persetujuan
Bangunan Gedung or PBG)

▪ Assisting project manager in compiling registration documents
▪ Assisting project manager in preparing the completeness of the Functional
Worthy Certificate (Sertifikat Laik Fungsi or SLF) from the respected local
district or administration
▪ Conducting a review of land holdings, compiling a land acquisition and
resettlement plan documents, and assisting project manager in preparing
the necessary social documents
▪ Creating a Final Report of Construction Management Work
▪ In order with the supervision tasks related to COVID-19, the Consultant
should:
- Prior to conducting a field visit, the Client will ask the consultant to ensure
that the Site-specific Health and Safety Management Plan (SSHSMP)
must be updated, including information related to Covid 19,
- The client will ask the consultant to conduct a safety audit of all stages of
the project,
- Prepare the Project Execution Plan, which inter alia, includes how
management of SSHSMP is to be addressed throughout all stages of the
Project.

D.4 Risk Assessment and Mitigation
In relation with the pandemic Covid-19 and its implications to the planned activities,
PIU conduct a risk assessment to ensure the whole activity is in accordance with the
regulation of handling Covid-19.

Due to corona virus disease (COVID-19) situation, the consultant who will visit to the
field must comply with the following:
▪ Consultants who are required to visit the project site will be briefed by the Client
on the approved site specific health and safety management plan (which should
be updated to include COVID-19 specific elements) prior to entering the site and
comply with the provisions of it,
▪ The consultant is responsible for their own health and safety in relation to the
consulting services assignment and shall comply with the country specific
requirements and regulations in relation to COVID-19.
To achieve the expected result, the Construction Management consulting firm must
provide consultants who are competent and have relevant certifications to execute
their obligations related to the scope of services described in this TOR and they should
be approved by the project owner.

Qualifications
A professional who has a master’s degree in civil or Architectural Engineering,
with the relevant experience in managing the team of building construction
projects. The candidate should have the relevant experience of more than 8
years and is fluent in English. Furthermore, the candidate should possess the
basic level of construction management certification related to the
Construction Services Development Institution (Lembaga Pengembangan
Jasa Konstruksi or LPJK) Regulations by acquiring a Basic Level 101 or 201
of Work Competency Certificate (Syarat Kecakapan Khusus or SKK).

Duties and responsibilities
The duties and responsibilities of this consultant will include, but are not limited
to following:
1. Coordinate with the Team Leader and contractors to implement quality
controls (e.g. quality and quantity of materials, and dimensions) activities
2. Review the test of materials used
3. Review the materials procurement performed by the contractor (such as
dimensions, types of materials, quantities attached from the factory’s
brochures, and if it is needed to conduct a factory’s visits)

The duties and responsibilities of this consultant will include, but are not limited
to following:
a. Monitor the Environmental Management Plan (EMP) of contractors, and
prepare the biannual progress report on environmental protection efforts
b. Monitor the enforcement and resettlement of land acquisition, and compile
the implementation reports
c. Compile LARAP documents and assist the Team Leader to obtain ADB
approval
d. Assist the Team Leader to develop IEE documents and the necessary
approval
e. Ensure that management's action, mitigation, and environmental and social
monitoring activities are appropriately reviewed
f. Produce a quarterly report on environmental and social monitoring activities
that covers: (i) review of contract documents related to the environmental
provisions, (ii) mitigation of any environmental risks potentially made by
contractors, (iii) provisions of protective measures, (iv) provide necessary
recommendations to the contractor
g. Review various environmental reports or assessments and other information
provided by the projects
h. Assist the project management in reviewing contracts, submission, and
acquisition of environmental related agreements to comply with The
Indonesian Government and ADB's SPS requirements
i. Provide project monitoring report related to the environmental indicators and
indicators that are set out in the Design and Monitoring Frameworks (DMF)
j. Assist the Team Leader for timely preparation and submission of the
environmental monitoring reports

d. Ensure all K3/ HSE aspects related to the entire stages of the work
execution have been comprehended and fulfilled by the implementing
contractor and checked periodically.
e. Review the test related to work completion stages, the performance of the
pipeline network with hydraulic tests, conduct tension tests to find out the
leak of pipeline networks, and execute the garbage facilities and
installations of waste management to make sure the output related to the
standards of the Ministry of the Environment.
f. Carry out commissioning and documenting the results of work supervision,
aspects of Environmental Engineering.
g. Collaborate with the engineers and physicians to institute control and
corrective actions for hazardous conditions or equipment and potentially
contribute the hazardous
h. Collect samples of dust, gases, vapors, and other potentially toxic materials
for analysis.
i. Collect samples of hazardous materials, or arrange sample collection.
j. Conduct audits on hazardous waste areas or industrial areas, and
participate in hazardous waste area investigations.
k. Conduct safety training and education programs and demonstrating the use
of safety equipment.
l. Coordinate a program of "right to know" regarding hazardous chemicals
and other substances.
m. Develop and maintain hygiene programs such as noise surveys,
sustainable atmospheric monitoring, ventilation surveys, and asbestos
management plans.
n. Inspect and ensure the environment, equipment and workplace, to ensure
compliance with safety standards and government regulations.
o. Inspect certain areas to ensure the availability of fire safety equipment,
safety equipment, and first aid kits.
p. Investigate accidents to identify the causes and to determine how they can
be prevented in the future.
q. Investigate health-related complaints and inspect facilities to ensure that
contractors comply with public health laws and regulations.
r. Investigate adequate ventilation, exhaust system, lighting and other
conditions that may affect the health, comfort or performance of employees.
s. Maintain and updating the emergency response plan and procedures.
t. Maintain an inventory of hazardous materials and waste, using a waste
tracking system to ensure that materials are handled properly.
u. Order the cessation of activities that threaten the health and safety of
workers.
v. Conduct laboratory analysis and performing a physical examination of
samples to detect disease or assess purity or cleanliness.
w. Prepare samples of hazardous, radioactive and mixed waste for transport
and storage by processing, compacting, packaging and labeling.
x. Provide a health and safety orientation for new employees and developing
materials for this presentation.
y. Recommend steps to protect workers from potentially hazardous work
methods, processes or materials.
8) Interior Specialist

Qualification:
The consultant must have a Bachelor's degree in Interior design with 5 years of
work experience in the design and supervision of building architectural work. The
Interior Specialist is responsible for the selection of architectural materials in
consultation with the PIU (Project Implementation Unit) and ensuring the correct
installation of architectural works.
Duties and responsibilities
The duties and responsibilities of this consultant will include, but are not limited to
following:
a. Consider how the space will be used and how people will move through the
space.
b. Sketch initial design plans, including electrical layout and partitions.
c. Define materials and furnishings, such as lighting, furnishings, siding, flooring,
and plumbing fixtures.
d. Establish technical specifications for the procurement department.
e. Create timelines for interior design projects and estimating project costs.
f. Order materials and inspecting Ordering supervises the installation of design
elements.
g. Supervise construction and coordinating with general building contractors to
implement project plans and specifications.
h. Visit the site after the project is completed, to ensure that the client is satisfied.
i. Collaborate with architects, civil engineers, mechanical engineers, and
construction workers and assistants to determine how interior spaces will
function, look, and furnish. Interior designers read the blueprints and must
know the building codes and inspection regulations.
1) Chief Supervisor
Has a Bachelor’s degree in Civil Engineering or related fields, preferably having a
minimum of 7 (seven) years of experience in supervising building project
construction, and having a valid electrical engineering professional license, or
Intermediate level Civil Engineering certification according to LPJK regulations.
Responsible for supervising all technical work, sequence, construction safety,
quantity and quality of construction to be carried out by contractors.

4) Junior Mechanical
Preferably has a technical background from at least a Diploma degree from a
polytechnic school majoring in electrical or mechanical engineering or related
fields with at least 3 years of work experience in supervising M/E installation and
working in building construction.
Responsible for overseeing all M/E work, sequence, installation safety, quantity
and quality of M/E installations by contractors.
5) Junior Electrical
Preferably has a technical background from at least a Diploma degree from a
polytechnic school majoring in electrical or mechanical engineering or related
fields with at least 3 years of work experience in supervising M/E installation and
working in building construction.
Responsible for supervising all M/E work, sequence, installation safety, quantity
and quality of M/E installations by contractors.
6) Junior Architecture
Preferably has a technical background, at least a Diploma degree from a
polytechnic school majoring in Architecture or related fields with at least 3 years
of work experience in supervising building construction.
Responsible for supervising all architecture works, all technical work, sequence,
construction safety, quantity and quality of construction to be carried out by the
contractor.
7) Project Administration
Preferably has a Diploma degree in accounting, economics, business
administration, or finance and approximately 3 years of relevant work experience
in financial management of loan financed projects. He or she will assist the
Financial Management Specialist in verifying expenses, preparing withdrawal
applications, and financial documents, reports or statements.

H. COST ESTIMATE
The cost estimate for this Construction Management Consulting Service is IDR
8.821.610.000 (Eight billion eight hundred twenty-one million six hundred and ten
thousand rupiah), which is allocated through the ADB Loan from the DIPA (Budget
Implementation List) allocation of BPKP Supervisory Education and Training Center
(PUSDIKLATWAS) multi-years Working Unit.
