A. BACKGROUND

A.1 Overview

a. A state building is a physical form resulting from construction work that is


integrated with its domicile, partially or entirely located above and/or in the land
and/or water, that serves as a place for humans to carry out their activities,
whether for housing or residence, religious activities, business activities, social,
cultural and special activities (refer to Government Regulation No. 16 of 2021 on
the Implementing Regulation of Law No. 28 of 2002 on Buildings).
b. State buildings must be developed as effectively as possible so that they may
best fulfill the building functions, are dependable, are ecologically friendly, and
can serve as environmental role models, and contribute positively to the
development of architecture in Indonesia.
c. Every state building must be well planned and designed in order to meet the
technical standards of a proper building in terms of quality, cost, and
administrative criteria for state building construction which are further explained
in the Regulation of the Minister of Public Works and Housing (PUPR) No.
22/PRT/M/2018 Concerning the Construction of Government Buildings.
d. Construction Management includes controlling time, achieving physical targets
(quantity and quality) and maintaining orderly administration in the construction
of state buildings, starting from the preparation stage, planning stage,
construction implementation stage to the maintenance period.
e. Construction Management Consultancy Services Providers for state buildings
need to be appropriately and comprehensively directed in order to construct
adequate and acceptable buildings in accordance with professional rules, norms,
and practices.
f. The construction implementation must obtain technical supervision from the
construction supervision or construction management service provider, and
periodic monitoring by the construction planning service provider.

A.2 General Descriptions

The STAR AF ADB Loan No. 3872-INO is a continuation project of the collaboration
between the Government of Indonesia and the Asian Development Bank (ADB). This
project aims to support the strengthening of the revitalization of public sector
accountability, which has been implemented during the period February 2013 to March
2020 through the STAR ADB Loan No.2927-INO, with BPKP as the Executing Agency.
As the government’s internal monitoring agency, BPKP is tasked with overseeing
various government programs including handling the Covid-19 pandemic and the
national economic recovery (Pemulihan Ekonomi Nasional / PEN), state and regional
financial accountability and strengthening K/L/D/BU governance as well as sectoral
and thematic supervision consisting of 15 groups of priority monitoring issues in 2021.
The responsibility of BPKP must be supported by adequate governance and
accountability in order to meet the expectations of the BPKP main stakeholder, the
President.

BPKP plans to manage construction activities for development of new training and
education center in four (4) cities Ciawi-Bogor, Medan, Bali, and Makassar. These
centers are intended to improve the facilities and capacities of BPKP training
institution.
Better training capacities in several locations will increase opportunities for more
government auditors (APIP) and public finance officers (PKN) to participate in capacity
buildings and continuous improvement programs. Currently, training is concentrated
at BPKP center for training and education of auditors (Pusdiklatwas) in Ciawi. Despite
the fact that some BPKP representative offices are able to provide few training
programs with the limited training facility.
Therefore, BPKP Pusdiklatwas will build training center representatives in strategic
locations, to ensure all initiatives and improvement programs created by the presence
of STAR can accelerate the capacity building of APIP and PKN all over Indonesia, as
well as continuously provide more impacts on improving SPIP and public finance
management practices. The construction of these buildings will be funded by a loan of
Government of Indonesia obtained from ADB (Asian Development Bank) with Loan
No.: 3872-INO on STAR AF (State Accountability Revitalization) Additional Financing.
Future development of BPKP Pusdiklatwas training and education centers will ease
budget constraints for most local governments to improve their APIP and PKN
capacities. The new facilities will have similar standard with BPKP Training facilities in
Ciawi-Bogor, so the local government can send their officer advance training level to
the nearest training center. From the perspective of cost-benefit analysis, the
distribution of training locations and education centers can serve more trainees on a
more efficient budget. In addition to being able to save on transportation costs (air
fare), it also opens up the possibility to actively involve alumni of STAR degree
programs in related areas.
Selected cities for building facilities development are Medan (North Sumatera
representative office) as BPKP training and education center which may cover West
Indonesia regions, Denpasar (Bali representative office) which may cover Central
Indonesia regions, Makassar (South Sulawesi representative) which may those
trainees from East Indonesia regions, and also the training facilities ini current training
center at Ciawi-Bogor. In each selected city, BPKP has planned to develop training
and development of education standards together with its dormitories. The
government buildings will have up to four (4) floors and are estimated to have a total
area of more than 5.000 m2.
Refer to the regulation of Public Works Minister No. 22/2018 concerning the
Construction of Government Buildings, the development must involve a Construction
Management (CM) consulting firm. The consulting firm will support BPKP to review
the feasibility of planning documents to be tendered, accommodate minor errors on
building designs, prepare final bidding documents (drawings, specifications, and
budget), provide supervisory for Contractor Selection Committee (CSC) during bidding
process, perform control/ supervision to contractor works during the construction
processes, provide advisory during maintenance period after provisional hand over
(PHO), and facilitate the administration to obtain the building standard function
certificate (SLF) after the final hand over (FHO).
This Terms of Reference (TOR) is a guide for the CM consulting firm that contains
input, principles, criteria, outputs and processes that must be fulfilled and considered
as well as interpreted into the CM consulting firm tasks implementation. It is expected

that the CM consulting firm can carry out their responsibilities properly so that it can
produce adequate output in accordance with this TOR.

B. OBJECTIVES

The objectives of this TOR are as follows:


• To select a CM consulting firm that has competence in the qualifications and
experience in construction management which includes the preparation, planning,
tendering, construction and retention phases, the process of implementing the
construction of the BPKP training centers in four locations is in accordance with
applicable regulations/standards. The CM consulting firm will assist the
development process to be fully controlled by the PMU in terms of schedule,
materials (quantity and quality), budget, and personnel, ensure risk mitigation and
safety procedures to be well carried out by all relevant parties, and have an
experience in designing, managing, and controlling the Green and Smart Building
concepts.
• To ensure that the CM consulting firm can perform and deliver the work in
accordance with requirements as described in the scope of work in this TOR.

C. GOALS

The goals of this program are:


a. Drafting a reporting document of technical plan review in accordance with the
PUSDIKLATWAS of BPKP smart building development concept in Bogor, Medan,
Denpasar, and Makassar that meets the requirements and regulations relating to
the construction of state buildings through a review process that will be carried out
by a Construction Management Consultant. The planning result document which
is reviewed by the Construction Management Consultant is expected to provide
complete guidelines for the PUSDIKLATWAS BPKP smart building development
in Bogor, Medan, Denpasar, and Makassar.
b. Supervising the procurement process of the Pokja’s (Working Group) in tender
process of Construction of smart buildings in Bogor, Medan, Denpasar, and
Makassar.
c. Supervising physical development of the PUSDIKLATWAS BPKP smart buildings
in Bogor, Medan, Denpasar, and Makassar in the 2022 Fiscal Year.

D. OUTPUT ACHIEVEMENT STRATEGY

D.1 Scope of Work


The scope of work is defined in accordance with the applicable regulations,
specifically the Government Regulation No 16 Year 2021 on The Implementing
Regulation of Law No 28 Year 2002 on Buildings. Details scope of work can be
divided into four stages and are presented as follows:

Stage 1 - Preparation Stage
• Assisting the project in preparing and compiling construction development
implementation management programs, which include (i) conducting desk studies
related to project documents, regulatory frameworks and policies of GOI
(Government of Indonesia) and ADB, and (ii) reviewing the existing DED (Detailed
Engineering Design) with the Green and Smart Building concept.

Stage 2 - Planning Stage


• Evaluating the implementation program of construction planning activities, which
includes the program for the provision and use of resources, strategies and stages
of preparation of tender documents, and working plans and methodologies
• Providing consultancy on planning activities, which include research and
examination of planning results from the point of view of resource and cost
efficiency, as well as the possibility of construction implementation
• Controlling the planning program, through evaluation of the programs toward the
planning results, environmental changes, technical and administrative deviations
from problems that arise as well as proposing program revision
• Coordinating the parties that are involved at the planning stage
• Organizing monthly reports on construction management consulting activities at
the planning stage, formulating evaluation status, and correcting the technical in
case of deviations
• Reviewing the completeness of planning documents
• Creating a design review report at each stage of the technical plan preparation as
a reference for service users’ approval
• Reviewing the tender documents, organizing the auction implementation
programs with construction planning service providers, and participating in
providing job descriptions at the time of the auction, as well as assisting the
activities of the Selection/Procurement Working Group
• Holding and leading coordination meetings, compiling reports on the results of
coordination meetings, and creating progress reports on construction
management work

Stage 3 - Procurement Stage


• Assisting the program manager(s) in preparing and compiling construction work
tender implementation programs
• Assisting the Working Group (Kelompok Kerja or Pokja) in disseminating tender
announcements through the auction board of print or electronic media
• Assisting the Pokja in carrying out pre-qualification of prospective bidders (if
carried out through pre-qualification)
• Assisting the Pokja to provide explanations at the pre-bid meeting
• Assisting the Pokja Selection in carrying out a review of the Cost Estimate (Harga
Perkiraan Sendiri or HPS) or OE (Owner's Estimate) construction work
• Assisting drafts preparation of construction work agreements/contracts
• Drafting a report on procurement activities

Stage 4 - Implementation Stage
• Monitoring and evaluating the physical activities of program implementation
performed by service providers (contractors), which include program’s physical
target achievement, provision and use of resources in the form of:
- Manpower, equipment and supplies, building materials, information, funds for
Quality Assurance and Quality Control, and occupational health and safety
(Keselamatan dan Kesehatan Kerja or K3) programs
- Control on the construction of program implementation, covering resources,
cost, time, physical target (quality and quantity) of construction results, work
change, administrative order, and occupational health and safety (K3)
- Evaluations on any occurrence of technical and managerial deviations,
proposals for program corrections, actions for intervention, and technical
corrections if deviations occur. Coordination among parties that are involved in
the physical construction implementation
- Carrying out supervisory activities:
▪ Checking and examining the documents for the implementation of
construction which will be used as the basis for supervising the fieldworks
▪ Supervising the use of materials, equipment and implementation methods,
as well as monitoring the timeliness and cost of construction work
▪ Supervising construction work in terms of quality, quantity and rate of
volume achievement or physical realization
▪ Collecting information from field data to resolve the problems that occur
during construction work
▪ Holding regular meetings, creating weekly and monthly reports on
construction management work, taking notes on the results of field
meetings, creating daily, weekly, and monthly reports on construction work
that are made by construction service providers
▪ Creating review and other reports of work progress and installments
payments for construction work
▪ Examining the implemented construction drawings (shop drawings) that are
submitted by service providers (contractors)
▪ Reviewing the appropriate drawings with the implementation in the field (As-
built Drawing) before the first handover
▪ Compiling a list of defects or damages before the first handover and
supervising repairment during the maintenance period
▪ Compiling instructions for the maintenance and use of buildings with the
providers of construction planning services
▪ Creating investigation reports of work progress, first handover, investigation
report of maintenance work, and second handover of construction works, to
fulfill the installments payment of construction work
▪ Inspecting and declaring the appropriateness of the building function in
accordance with the Building Constructions Approvals (Persetujuan
Bangunan Gedung or PBG)

▪ Assisting project manager in compiling registration documents
▪ Assisting project manager in preparing the completeness of the Functional
Worthy Certificate (Sertifikat Laik Fungsi or SLF) from the respected local
district or administration
▪ Conducting a review of land holdings, compiling a land acquisition and
resettlement plan documents, and assisting project manager in preparing
the necessary social documents
▪ Creating a Final Report of Construction Management Work
▪ In order with the supervision tasks related to COVID-19, the Consultant
should:
- Prior to conducting a field visit, the Client will ask the consultant to ensure
that the Site-specific Health and Safety Management Plan (SSHSMP)
must be updated, including information related to Covid 19,

- Review the Site-Specific Health and Safety Management Plan (SSHSMP)


for the Project that is prepared and submitted by the Contractor. Then,
make recommendation to the Employer in relation to the approval of the
SSHSMP. After received an approval then communicate the SSHSMP to
all consultants and contractors throughout all project stages. Should any
unforeseen events occur, review the updated SSHSMP and make
recommendation to the Employer in relation to the approval of the
SSHSMP,

- The client will ask the consultant to conduct a safety audit of all stages of
the project,

- Prepare the Project Execution Plan, which inter alia, includes how
management of SSHSMP is to be addressed throughout all stages of the
Project.

D.2 Location
There are four locations within the scope of CM consulting firm:
a. Bogor
b. Medan
c. Denpasar
d. Makassar

D.3 Availability of the Data


To carry out its duties, the CM consulting firm must explore other sources of the
needed information, not only the information provided by the Head of the Work Unit
but also through this Term of Reference. The Construction Management consultant
must check the correctness of the information used in carrying out his duties, both
from the Head of the Work Unit and from other sources. Negligence in the work
planning as a result of misinformation is the responsibility of the Construction
Management consultant.

D.4 Risk Assessment and Mitigation
In relation with the pandemic Covid-19 and its implications to the planned activities,
PIU conduct a risk assessment to ensure the whole activity is in accordance with the
regulation of handling Covid-19.

Due to corona virus disease (COVID-19) situation, the consultant who will visit to the
field must comply with the following:

▪ Consultants who are required to visit the project site will be briefed by the Client
on the approved site specific health and safety management plan (which should
be updated to include COVID-19 specific elements) prior to entering the site and
comply with the provisions of it,
▪ The consultant is responsible for their own health and safety in relation to the
consulting services assignment and shall comply with the country specific
requirements and regulations in relation to COVID-19.

E. TEAM COMPOSITION AND QUALIFICATION REQUIREMENTS OF KEY

To achieve the expected result, the Construction Management consulting firm must
provide consultants who are competent and have relevant certifications to execute
their obligations related to the scope of services described in this TOR and they should
be approved by the project owner.

Followings provide qualifications, duties and responsibilities of consultants as


mentioned in previous table.

1) Team Leader/Construction Management Expert

Qualifications
A professional who has a master’s degree in civil or Architectural Engineering,
with the relevant experience in managing the team of building construction
projects. The candidate should have the relevant experience of more than 8
years and is fluent in English. Furthermore, the candidate should possess the
basic level of construction management certification related to the
Construction Services Development Institution (Lembaga Pengembangan
Jasa Konstruksi or LPJK) Regulations by acquiring a Basic Level 101 or 201
of Work Competency Certificate (Syarat Kecakapan Khusus or SKK).

Duties and responsibilities


The duties and responsibilities of this consultant will include, but are not limited
to following:
a. Provide the guidance and instructions to the Site Engineer and Site
Inspector (Field Supervisor)
b. Ensure the satisfactory of technical aspects of work to fulfill the required
time, quality, and costs
c. Ensure the timely submission of monthly progress report to the project
owner and management of BPKP
d. Represent the CM consulting firm in dealing or coordinating with
taskmaster/project owner and report the coordination results to the
management of CM consulting firm
e. Manage the change of design, if needed
f. Create the standard forms for the field supervisor activity
g. Respond to written or verbal questions from project owner and carbon copy
the responses to the management of CM consulting firm
h. Monitor and control the project S-Curve, including the critical path analysis
to identify any potential problems, and to recommend anticipated solutions.
This also covers mitigation of issues related to the delays in labor and
supply of materials
i. Monitor and control the quantity and quality of materials and coordinate the
related inspection activities, with close and continuous quality control during
the construction process, covering material procurement plans, site
mobilization, implementation, and quality assurance
j. Monitor and control budget implementation, and measure and update the
project’s S-Curve.
k. Monitor and control the labor with the managing contractors to project and
schedule labor mobilizations, and also the schedule for material
procurement such as the orders, shipment, storage up to field installation.
l. Prepare the team performance reports on regular basis

2) Senior Civil Engineer Structure


Qualifications
A professional who preferably has a Bachelor’s degree in Civil Engineering
with related experience in building construction supervision. He/she will report
directly to the Team Leader and will assist with the coordination of the entire
core team activities. The candidate should have the relevant experience of at
least 8 years with a valid professional engineering license. He or she
preferably has been certified in Civil Structural Engineering at intermediate
level (201) following LPJK regulation.

Duties and responsibilities
The duties and responsibilities of this consultant will include, but are not limited
to following:
1. Coordinate with the Team Leader and contractors to implement quality
controls (e.g. quality and quantity of materials, and dimensions) activities
2. Review the test of materials used
3. Review the materials procurement performed by the contractor (such as
dimensions, types of materials, quantities attached from the factory’s
brochures, and if it is needed to conduct a factory’s visits)
4. Check building drawing

3) Project Engineer- Architect


Qualification
Has Bachelor’s degree in Architecture or Civil Engineering with 5 years of
working experience in preparing contract documents and estimating the cost
as well as the quantity of road and building construction. Has a valid
professional engineering license preferably of intermediate level of
Architectural Certification (101) according to LPJK Regulations. Has
experience in the procurement of public works infrastructure in Indonesia.

Duties and responsibilities


The duties and responsibilities of this consultant will include, but are not
limited to following:
1. Assist the Team Leader as a field coordinator
2. Provide necessary documents to the Team Leader to evaluate and
provide recommendations during the implementation of construction
works (from preparation to building maintenance stage)
3. Recommend improvement suggestions for materials used
4. Give recommendations for proposed materials
5. Supervise quality control activities

4) Project Engineer- Mechanical Engineer


Qualifications
A professional who preferably has a Bachelor's degree in Mechanical
Engineering with relevant experience in the supervision of mechanical work.
The candidate will directly report to the Team Leader to assist and to
coordinate the core team activities related to mechanical works. The candidate
should have minimum of 5 years of working experience in supervising the
mechanical installation of buildings such as escalators, elevators, and air
conditioners (AC). The consultant preferably has a valid mechanical
engineering professional license or has an intermediate level of Mechanical
Engineering certification (Medium 301) according to LPJK regulations.

Duties and responsibilities


The duties and responsibilities of this consultant will include, but are not limited
to following:
a. Review the mechanical design of plumbing and building HVAC
b. Supervise the method and implementation of mechanical aspects of work
c. Ensure the implementation complies with the standard (SNI) and quality

control (QC)
d. Scope the equipment includes:
▪ Piping system
▪ Pumping System
▪ Hydrant system
▪ HVAC system

5) Project Engineer- Electrical


Qualifications
A professional who has a Bachelor's degree in Electrical Engineering and has
the relevant experience in the supervision of electrical work. The candidate
will directly report to the Team Leader to assist and to coordinate the core
team activities related to electrical works. The candidate should have
minimum of 5 years of working experience in supervising the electrical
installations of buildings, such as escalators, elevators, and air conditioners
(AC). The consultant preferably has a valid electrical engineering professional
license or has an intermediate level of Electrical Engineering certification
(Medium 301) based on LPJK regulations.

Duties and responsibilities


The duties and responsibilities of this consultant will include, but are not limited
to following:
a. Execute the supervision of electrical work in buildings to comply with SNI
requirements
b. Coordinate and control the cable excavation work of the ground from the
Main Panel Distribution (MDP) to Sub Panel, which covers work, withdrawal
of the ground cable from the MDP (Existing) to the new sub-panel
c. Install building Sub Panels and supporting facilities
d. Ground installation with a maximum ground resistance of 5 ohms
e. Implement and supervise Tests and Commissioning

6) Environmental & Social Safeguard Expert


Qualifications
A professional who has a Bachelor's degree in Environmental Engineering
and has the relevant experience in conducting environmental study for
building projects. The candidate should have minimum of 5 years of working
experience with comprehension of Indonesia's regulatory framework for
environmental regulations and ADB's requirements on environmental
protection as set out in the Safeguard Policy Statement (SPS). Preferably the
candidate has also experience with the policy implementation of ADB
projects. The candidate should have government accreditation as the
environmental specialist related to the AMDAL Regulations in Indonesia and
has an experience in land acquisition. Fluent in English and Bahasa
Indonesia.

Duties and responsibilities

The duties and responsibilities of this consultant will include, but are not limited
to following:
a. Monitor the Environmental Management Plan (EMP) of contractors, and
prepare the biannual progress report on environmental protection efforts
b. Monitor the enforcement and resettlement of land acquisition, and compile
the implementation reports
c. Compile LARAP documents and assist the Team Leader to obtain ADB
approval
d. Assist the Team Leader to develop IEE documents and the necessary
approval
e. Ensure that management's action, mitigation, and environmental and social
monitoring activities are appropriately reviewed
f. Produce a quarterly report on environmental and social monitoring activities
that covers: (i) review of contract documents related to the environmental
provisions, (ii) mitigation of any environmental risks potentially made by
contractors, (iii) provisions of protective measures, (iv) provide necessary
recommendations to the contractor
g. Review various environmental reports or assessments and other information
provided by the projects
h. Assist the project management in reviewing contracts, submission, and
acquisition of environmental related agreements to comply with The
Indonesian Government and ADB's SPS requirements
i. Provide project monitoring report related to the environmental indicators and
indicators that are set out in the Design and Monitoring Frameworks (DMF)
j. Assist the Team Leader for timely preparation and submission of the
environmental monitoring reports

7) Health Safety Environment (HSE) Expert


Qualifications
A professional who has a Bachelor's Degree in Civil Engineering with a
minimum of 8 years of work experience in the Health Safety Environment (HSE)
in the construction sector. Professionals are preferred to have a valid
Occupational Safety and Health License (K3) and Specialist in Construction
(K3), or an Intermediate Level of Civil Engineering Certificate (SKK medium
401) following LPJK provisions.

Duties and responsibilities


The duties and responsibilities of this consultant will include, but are not limited
to following:
a. Ensure the contractor to comprehend all the specifications and
implementation stages, move the work, install, connect, upgrade, and
revitalize the drinking-water and waste-water plumbing as well as the move
and build the new building refers to DED and the Construction Drawing that
has been made.

execution have been comprehended and fulfilled by the implementing
contractor and checked periodically.
e. Review the test related to work completion stages, the performance of the
pipeline network with hydraulic tests, conduct tension tests to find out the
leak of pipeline networks, and execute the garbage facilities and
installations of waste management to make sure the output related to the
standards of the Ministry of the Environment.
f. Carry out commissioning and documenting the results of work supervision,
aspects of Environmental Engineering.
g. Collaborate with the engineers and physicians to institute control and
corrective actions for hazardous conditions or equipment and potentially

8) Interior Specialist

Qualification:
The consultant must have a Bachelor's degree in Interior design with 5 years of
work experience in the design and supervision of building architectural work. The
Interior Specialist is responsible for the selection of architectural materials in
consultation with the PIU (Project Implementation Unit) and ensuring the correct
installation of architectural works.
Duties and responsibilities
The duties and responsibilities of this consultant will include, but are not limited to
following:
a. Consider how the space will be used and how people will move through the
space.
b. Sketch initial design plans, including electrical layout and partitions.
c. Define materials and furnishings, such as lighting, furnishings, siding, flooring,
and plumbing fixtures.
d. Establish technical specifications for the procurement department.
e. Create timelines for interior design projects and estimating project costs.
f. Order materials and inspecting Ordering supervises the installation of design
elements.
g. Supervise construction and coordinating with general building contractors to
implement project plans and specifications.
h. Visit the site after the project is completed, to ensure that the client is satisfied.
i. Collaborate with architects, civil engineers, mechanical engineers, and
construction workers and assistants to determine how interior spaces will
function, look, and furnish. Interior designers read the blueprints and must
know the building codes and inspection regulations.

E.2 Qualifications and Duties of Non-Key Expert

1) Chief Supervisor
Has a Bachelor’s degree in Civil Engineering or related fields, preferably having a
minimum of 7 (seven) years of experience in supervising building project
construction, and having a valid electrical engineering professional license, or
Intermediate level Civil Engineering certification according to LPJK regulations.
Responsible for supervising all technical work, sequence, construction safety,
quantity and quality of construction to be carried out by contractors.

2) Financial Management Assistant


Preferably has a Diploma degree in accounting, economics, business
administration, or finance and approximately 4 years of relevant work experience
in financial management of loan financed projects. He or she will assist the
Financial Management Specialist in verifying expenses, preparing withdrawal
applications, and financial documents, reports or statements.

3) Junior Civil Structure


Preferably has a technical background of at least a Diploma degree from a
polytechnic school majoring in civil engineering or related field with at least 3 years
of work experience in supervising building construction.
Responsible for supervising all technical work, sequence, construction safety,

quantity and quality of construction to be carried out by contractors.

4) Junior Mechanical
Preferably has a technical background from at least a Diploma degree from a
polytechnic school majoring in electrical or mechanical engineering or related
fields with at least 3 years of work experience in supervising M/E installation and
working in building construction.
Responsible for overseeing all M/E work, sequence, installation safety, quantity
and quality of M/E installations by contractors.

5) Junior Electrical
Preferably has a technical background from at least a Diploma degree from a
polytechnic school majoring in electrical or mechanical engineering or related
fields with at least 3 years of work experience in supervising M/E installation and
working in building construction.
Responsible for supervising all M/E work, sequence, installation safety, quantity
and quality of M/E installations by contractors.

6) Junior Architecture
Preferably has a technical background, at least a Diploma degree from a
polytechnic school majoring in Architecture or related fields with at least 3 years
of work experience in supervising building construction.
Responsible for supervising all architecture works, all technical work, sequence,
construction safety, quantity and quality of construction to be carried out by the
contractor.

7) Project Administration
Preferably has a Diploma degree in accounting, economics, business
administration, or finance and approximately 3 years of relevant work experience
in financial management of loan financed projects. He or she will assist the

applications, and financial documents, reports or statements.
