Context and Environment
The British Council in Colombia is a largely UK government grant funded non-for-profit organisation. Colombia
is an important commercial, cultural and educational partner for the UK, and we need to increase the impact of
our operation locally. In Colombia, the British Council works mainly in English, Education and Arts.
The British Council delivers a series of consultancy and large-scale projects in the public sector:
Contracts and projects: British Council delivers a series of consultancy and teacher training and mentoring
projects for both public and private sectors. Main contracts are usually with the Ministry of Education, the
Ministry of Commerce, the Ministry of Defence and Local Education Authorities.
In the Education Area, the British Council engages in medium and large-scale projects that require the need to
hire consultant and expert services to deliver specific results and products.
The project School to School has aimed to promote collaborative work between official and private educational
institutions in the country and which, thanks to a strategic pairing, shared good practices around the teaching
and learning processes of English. The project aims to strengthen English at the institutional level in Escuelas
Normales Superiores (ENS) through a scheme of school to school support and taking into account the Teaching
for Success Professional Development Framework of the British Council. Thus, the project seeks to accompany a
group of 12 ENS in the transformation processes to a Bilingual Educational Model (MEB) and continue
strengthening collaborative work under new schemes and possibilities for cooperation focusing on teachers and
curriculum development in 2021.
Purpose
To continuously accompany the headteachers participating in all the phases of the project, advising the
implementation of the action plan for 2021 and strengthening their leadership skills. The mentor will support
and deliver workshops and training sessions when the work with the headteachers requires it. The
accompaniment will follow previously established protocols to ensure standardized and high-quality actions.
Responsibilities

General
- Design or adapt the leadership strategy for headteachers with the support of the technical lead.
- Deliver activities and products according to the chronogram of the project.
- Attend the training sessions required by the British Council.
- Support the validation of instruments and tools for data collection, systematization, and standardization of
the project.
- Keep a written record for each session and activity delivered in relevant formats, including the corresponding
attendance list.
- Provide timely information, prepare analytical reports, presentations, and technical documents relevant for
the project, when needed and requested.
- Deliver monthly technical reports about the progress of each activity, milestones, and results of the project.
- Consolidate a final report with the evaluation of the results of the programme including an analysis of how
the objectives were achieved.
- Accompany 12 head teachers and carry out the mentoring and follow up scheme.
- All other activities related to accomplish the object of the contract.
- Guarantee that all action plans for 2021 include the planned leadership component/ input.
Initial phase
- Actively participate in all the preparation activities and elaboration of material required for the launching of
the project for 2021.
- Support the virtual launch and awareness event where the action plan for 2021 will be presented.
- Virtual meeting with assigned headteachers to define work priorities for 2021.
- Monthly report of activities.
Implementation phase
- Accompaniment and support for the duration of the project for 12 Headteachers in the implementation of
their institutional action plan, individual meetings with headteachers will be carried out according to the
strategy designed by the technical lead.
- Deliver the necessary training sessions.
- Carry out of at least 3 virtual meetings with headteachers as a group to exchange best practice and follow
up the implementation of plans.
- Implement a levelling scheme for those headteachers that did not participate in the two phases of the
process.
- Support the implementation of an incentive scheme for the ENS allowing the continuity of the institutional
transformation process.
- Support the implementation of a Monitor and Evaluation strategy, collection of data, etc.

- Monthly report of activities.
Closing phase
- Development of a virtual exchange space to analyse conclusions about the implementation of the
Institutional Action Plan for headteachers.
- Final report of activities and impact data and conclusions and recommendations on the progress, needs
and opportunities for improvement of each of the targeted headteachers.
TERMS OF REFERENCE
D1. Document with the accompaniment plan in the School to School model of 2021 in
order to promote Bilingual Educational Models for 12 Headteachers.
D2. Monthly technical reports about the progress in each of the activities, milestones
and results of the project, with evidences in relevant formats.
Deliverables D3. Monthly participation matrix, with the participation data of headteachers in relevant
formats.
D4. Closing report of the accompaniment strategy for teaching directors with their
respective attendance lists, impact data and conclusions and recommendations on
the progress, needs and opportunities for improvement of each of the targeted ENS.

- Bachelor’s degree in modern languages, philology, or education related areas.
- Postgraduate (MA or specialization) in education related areas.
- 6 to 8 years of experience in projects or activities related to the object of the contract
Essential
(English teaching training programmes)
qualifications,
experience, and - Teacher training experience of at least 1 year
skills - Experience on in-situ accompaniment with teachers of primary and / or secondary
(state schools) of at least 1 year
- Ability to operate in Spanish (both written and spoken) at a business level. Non-native
speakers should demonstrate a C1 level CEF.
- Knowledge of Escuelas Normales Superiores and how they operate
Desirable
- Knowledge of the British Education System
