The Center for Urban Water will manage urban flood control facilities in Metro Colombo by operating

pumps and control gates currently being constructed under a World Bank funded project.

The activities covered by the Center are shown in the above diagram. Its functions will not be confined
to flood management, but also will cover urban water management in the city.

This is a call for R.Engs and RAs in Computer Science, Civil Engineering, Computer and Database
Programmers, Web Developers and Technical Officers who are interested in joining the Center to be
part of the development and operational teams.

There is a provision in the program for qualified candidates to register with a university to obtain a
M.Eng degree if the arrangements can be made either through the University of Peradeniya or the
University of Moratuwa. Selected candidates will spend 1 day at the university and 4 days at the Center,
the work carried out at the center will be considered as part of the requirements for M.Eng. programme.
There can be lectures during the weekends. Currently around 07 staff members are enrolled in this
programme.

Successful candidates will be offered a one year contract and an all inclusive allowance of Rs. 60,000 to
Rs. 100,000.00+ per month depending on the experience and qualifications. This should cover any
expenses associated with the M.Eng. programme.

1. R.Eng /R.A in Data Integration and Forecasting


• BSc (Hons) Degree in Computer Science, Mathematics or a related field with a 1st class or
2nd class.
• Experience in statistics, machine learning, neural networks, using specialized software such
as Mathematica and Neuro Solutions would be a plus. Knowledge of Linux operating system
management would be a plus.

Duties and Responsibilities

• Application of deep learning and neural networks for forecast bias correction
• Development of routines for observed and forecast data integration.
• Decision support system development based on forecasted impacts

2. R.Eng in Computer System Management


• BSc Engineering degree in Computer Science or a related field with a 1st class or 2nd class
upper division.
• Experience in cloud server management, programming (Python, Fortran}, and Linux system
administration would be a plus

Duties and Responsibilities

• Maintenance of the Center’s server system on cloud


• Ensuring continuous execution of system workflows (automation) that integrate monitoring,
forecasting and simulation submodules
• Develop and operationalize central SCADA system for managing flood control facilities based
on forecasted impacts.
3. R.Eng in Hydrodynamic Simulations
• BSc Engineering (specializing in Civil Engineering) or advanced degree with a 2nd class or
above.
• Experience with distributed hydrodynamic numerical models will be required. Operational
skills of GIS and knowledge of programming languages (Fortran, Python or C) will be a plus

Duties and Responsibilities

• Operational forecasting using hydro-dynamic models for canal water levels and inundation
simulation.
• Development of procedures for operating pumping stations to minimize impacts based on
forecasts
• Modeling for integrated wetland management for flood control and environmental services

4. RA in Monitoring Devices and Network Management


• NVQ Level 4 or above.
• Knowledge and experience of IoT platforms, including maintenance and development of
embedded systems.
• Experience and knowledge of PLC / SCADA systems
• Working experience/knowledge in Unix system administration and programming in python.

Duties and Responsibilities

• Monitor weather and water level station functionality.


• Identify failures and take necessary actions to restore the functionality.
• Visit weather and water level stations and carryout inspection and identify maintenance
requirements.
• Assistance in field work.
5. RA in Web Development

• BSc Degree in Computer Science or a related field

Required Qualifications

• Minimum 2 years of professional experience in web development


• Comprehensive knowledge of front end web development technologies, including HTML,
CSS, Bootstrap, JavaScript, JQuery, Ajax, ReactJS, NodeJS
• Experience developing web CMS using Drupal (Open Atrium) and/or PHP Laravel Framework
is a must
• Experience in WordPress is a must
• Experience in Charts / Graphs development is a must (Highcharts Preferred)
• Hands-on RDBMS experience (data modeling, analysis, programming, stored procedures) –
MySQL (preferred) or Postgres
• Past experience with using web development tools and methods (source control, bug
tracking, continuous integration, etc.)
• Should have excellent English communication skills; both verbal and written

Desirable Skills

• Experience with LAMP, LEMP stacks


• Exposure to ArcGIS JavaScript API is a big advantage
• Experience in Google Maps API, Google Charts API is a plus
• Past experience using or developing web applications for real-time data
• Experience in Adobe suit would be a plus (Photoshop is preferable)
