planning which can divide into 2 scenarios.

District: Mtwara Rural
Ward: Nitekela Single Village Scenario1: this is a single village

scenario(village radius is less than 3km), there
is not other village around. Using macro site
can cover this village, but with high CAPEX.
Note: there are 4 villages with the scenario in this project.
