CHAPTER I
Introduction
Education has changed, from books to e-books, and from actual class meetings, it became virtual
class meetings. Adapting to a new type of learning method requires a lot of effort; learners need to explore
the lessons by themselves, learners need to stay at home, and they need to manage their time.
As the number of Covid-19 cases swell, the Department of Education has pushed online learning for
private schools and ensured all students would be able to avail of it. Families can avail private teachers and
courses, but public schools will not be able to support online learning for most of their students (Kritz,
2020). Distance learning suddenly became a necessity here in the Philippines because of the pandemic.
Technical Element has been the most substantial issue of distance learning. It involves the availability of
devices both for students and teachers. These are mobile phones, computers, and internet connection.
According to the Department of Science and Technology (DOST), the Philippines is far from being
technologically advanced, being 83rd out of 138 countries in terms of digital readiness. Due to poverty in
the Philippines, not all families have the resources to get the required equipment for online learning.
These families cannot adjust to online schooling requirements and will otherwise be left behind or
forced to find other schooling methods for their children. The Philippines is far too unprepared for the

Public schools relied on printed modules because of poverty and lack of technology. Modular
learning is a self-taught type of learning; the information in the printed modules should be clear and easy to
understand. These instructional materials will be assessed by students on their own. Sense of Authority, as
mentioned, is the luxury of being less pressured. Parents become teachers but do not seem to be as one.
Students tend to divert their attention instead of focusing on and prioritizing their homeschooling first.
Parent's/Guardian's Educational Background may sound off but let's face the reality that not all parents are
well-equipped with proper education (Chin, 2020). The disadvantages include greater self-discipline and
self-motivation required for students, increased preparation time and lack of concrete rewards for teachers
and staff, and more significant administrative resources to track students and operate multiple modules
According to a survey conducted by the Department of Education (DepEd), learning through printed
and digital modules emerged as the most preferred distance learning method for parents with children who
are enrolled this academic year. One of the benefits of using modules for instruction is acquiring better self-
study or learning skills among students. They develop a sense of responsibility in accomplishing the tasks
provided in the module. With little to no assistance from others, the learners progress on their own. Other
advantages of modular instruction include more choice and self-pacing for students, more variety and
flexibility for teachers and staff, and increased instructional materials' adaptability (Dangle & Sumaoang,
2020).
Statistics have shown that 3.4 million parents preferred online learning and have an internet
connection at home, 6.5 million parents said they have a way to connect to the internet, and 6.3 million
respondents said they don't have access to the internet. About 1.3 million respondents chose television as a
medium of learning. 8.9 million parents preferred modular learning (ABS-CBN NEWS, 2020), which means
many parents agree to have modular learning. This learning method includes more guardian support if the
students does not have the mental capacity to understand the lesson for the first time.

The researchers' purpose is to improve for the next year; we may know that this global pandemic is
unstoppable and cannot be controlled by anyone. It is better to prepare for the next school year and improve
Online and Modular learning have flaws because our country is not yet ready, but it also has a
benefit for everyone. They are prepared for jobs of the future that will require a hybrid, evolving set of skills
from a variety of subject areas. It expands the options for students to attain educational development.
Modular content will benefit students and employees by allowing them to tailor their educational
background to better position them for job prospects and career mobility. Modular learning also enables
lifelong learning because working professionals can learn new skills in shorter amounts of time (even at
work). Students will essentially be able to synthesize their own education with the customized skill set they

4. How is it safe for the teachers/workers to distribute the printed modules to the students amidst the
pandemic?
5. If the student prefers not having a standardized test over having one, how could it affect their academic
performance?
6. How could it affect the academic performance of a student if the internet connection is unstable?
This research is significant for providing the next quality of education especially in this time of the
pandemic. Either modular or online class the state of education must remain the same or advance by
providing students options on how they can continue their education. The research does not only benefit the
students but also the parents, the teachers, and future researchers by providing knowledge in the two options
of educations commonly used as of now by our government which is modular or online classes. The
1. Students. In this study, students will help to know which learning system is the most convenient
and able to determine if that system is effective enough to improve their knowledge.
2. Teachers. The teachers will be able to determine which is effective between modular and online
classes to know what the purpose is and know what is more appropriate for the learners.
3. Parents. Parents will also benefit from this research because they can support and help their
child in adjustments and what is the best system that will improve their child’s academic
performance.

4. Future Researchers. The study may motivate other researchers whose research has the same
interest in the new normal learning system. They can gather some ideas about it with the help of
this research.
The pandemic brought by the virus currently affecting the students to learn. The Traditional Face-to-Face
Learning before became Distance Learning, it has 2 major types and it’s known as Online Learning and
Modular Learning today. This study generally aims to perceive what Distance Learning is best for the
students. This where the tagline “adopt quickly” enters that means adopting the pandemic and the new
normal in studying despite of the pandemic. The eight respondents will be Grade 11 of Senior High School
in Apalit (public school) while the other eight respondents will be Grade 11 of St. John the Baptist Catholic
School (private school), a total of 16 students will be respondents of this study. Online Learning only offers
in private schools while public schools apply Modular Learning. For this reason, this study will need
respondents that will come from both public and private schools. To perpetuate the welfare and protection of
the researchers and the selected respondents, this study will be channeled through online forms like Google
form and interviews like Zoom meeting and Google Meet as reference and questionnaire for this research.
Online forms and virtual interviews are mostly preferred by the researchers due to the pandemic to avoid
any physical contact and maintain the safety protocols as well as physical distancing required this time.
