Feasibility Study

A. Brief Description of Proposed Program

Bachelor of Science in Criminology is a four-year degree program consisting of


general education and professional courses which prepared registered criminologist for
higher level criminology competencies. The program includes on the General Education
Courses, Law Enforcement Administration, Sociology of Crimes and Ethics, Crime
Detection and Investigation, Criminalistics, Criminal Law and Procedures, Correction
Administration and On Job Training/Community Immersion.

B. Institutional Mandate & Philosophy and Goals of proposed program

As a vision, the Marasigan Institute of Science and Technology is an academic


community dedicated to foster the values of leadership, integrity, and accountability
while serving their fellowmen, community and country; to prepare students for career in
crime prevention, law enforcement, scientific crime detection and correctional
administration; encourage research and inquiry on the nature, causes treatment or
punishment of criminal behavior and how criminal justice agencies respond to crime,
criminals and victims. Its mission is to create an academic environment that will enable
the individual to discover and realize full potentials; to offer an inquiry-based, student-
centered education relevant to the needs of the local and global community; and to live
the values of excellence, service and justice.

Rizwoods Collegs is a private, non-sectarian, educational institution of learning


that fosters: equal and fair opportunities for education; one’s national identity while
conscious of his/her role in the global community.

This program is guided by our vision to commit ourselves in the creation of


educational environment that promotes integration of personal values and professional
competence. Formation of globally competitive criminology enriched by values of God
fearing, care and compassion, humility and simplicity, leadership and patriotism,
honesty and respect. Formation of holistic service for humanity with integrity
regardless of race, nationality and religion.

The College of Criminology believes that man is a unique bio-psycho-socio-


cultural and spiritual being always in constant interaction with his physical and social
environment. Man exists in the community and so possesses the basic rights and
responsibilities. This program offers a unique opportunity to contribute towards the total
integration of the individual. Its dynamic, caring and teaching process is aimed to
promote the optimum knowledge of the individual, family and community; and that is
committed to meeting the communities’ social awareness on criminal justice system,
law enforcement, criminal procedures needs utilizing knowledge, skills and attitudes
through the following roles: Promotive, Preventive and Preserve. The school being
opened to be changed leading to the development and progress of a culturally diverse
community.

The Bachelor of Science in Criminology according to CMO #21 series of 2005


aims to:

1. Develop higher level competencies of criminology as a security provider: educator,


researcher, supervisor and corporate facility manager / entrepreneur.

2. Specifically, this enables the graduates to:

 Broad cultural background and thorough knowledge and understanding of


constitutional guarantees.
 Knowledge, skills, attitudes and values essential to the practice of
Criminology in the field of criminalistics, law enforcement administration,
criminal sociology, criminal law and procedure, correctional administration,
ethics and community relations and defensive tactics.
 Knowledge and understanding of crime problems including casual theories
and the implications of crime statistics.
 Adequate knowledge of the organization and operation of law enforcement
agencies and how it forms part of the Criminal Justice System.
 Scientific knowledge and skills to investigate analyze and preserve
physical evidence relating to the commission of the crime as well as
identity and present the same in court.
 Adequate proficiency and technical knowledge in the fields of criminalistics
such as Police Photography, Dactyloscopy, Questioned Document
Examination, Polygraph, Ballistics, Forensic Science and Toxicology C.
 Knowledge and understanding of elements of crimes as provided under
existing laws, including impassable penalties and principles of criminal
evidence.

C. Management viability such as:

Management capability and administrative competence as reflected in


Organizational chart and qualifications of Management personnel.

D.2 Prospective students (enrollment projection)

 Employee from Security and Training Agency. (For almost 600 existing
security personnel, 80% of them are high school graduate).
 Business owners and managers who are required to finish BS in Criminology.
 New criminology enrollees due to limited number of schools with Criminology
High Program.
 Foreign students who are willing to enroll in our institution because our
curriculum is globally competitive.
 Related students/graduate who are interested to take up Bachelor of Science
in Criminology.

D.3 Presence of existing Higher Education Institution (HEIs) offering same


course within the area

 Only few schools offered the same program vicinity considering of large
population.
 The school offers cost-effective and affordable payment scheme.
 The institution provides higher quality education for all students.
 Qualified and dedicated faculty members.
 Well-equipped laboratory/facilities.
 The strategic location of the school helps in making good choice of
prospective students because of its accessibility.

E. Financial viability in terms of sustainability of operation such as:


E.1 Financial soundness

 The School of Criminology is the first program opened in this institution


primarily to support the present employed security personnel from different
security agencies here in the Province of Cebu
 Expected enrollees from presently employed security personnel that are
mostly identified high school graduates who are required by the PNP SOSIA
for at least 72 units for the security guard and baccalaureate degrees for the
Security Officers.

RULES GOVERNING RECORD/ADJUSTMENT OF FEES

When the student enrolled in the College, it is understood that he/she is enrolling
for the entire semester.
A student who transfer or otherwise withdraws, in writing, within two (2)weeks
after the beginning of course and who has already paid the pertinent tuition and other
school fees in full or in any length of time longer than one (1) month may be charged
10% of tuition of he/she withdraws within the first week of classes or (20%) percent of
tuition if within the second week of classes, regardless of whether or not he/she has
actually attended the classes. The student may be charged all the school fees in full if
he/she withdraws anytime after the second week of classes.
If the transfer or withdrawal is due to a adjustable reason, the student shall be
charged the pertinent fees only up to the last month of attendance.

Registration and other pertinent fees are not refundable.
