Background:
UNFPA Afghanistan is seeking a qualified Humanitarian Access Officer/Humanitarian SRH Officer.
Afghanistan is affected by one of the most severe humanitarian crises in the world, emanating from almost
40 years of protracted, armed conflict and frequent natural disasters. Afghanistan consistently ranks globally
within the top 10 countries facing the worst humanitarian disasters. It is the country with the highest level
of risk in the Asia Pacific region, according to the Inform Risk Index for humanitarian disasters. The COVID-
19 crisis with 146,523 cases and 6,677 deaths (as of 28.07.2021) in a country with weak health care system
has exacerbated the population’s needs for humanitarian assistance and increased the caseload, while
posing new challenges to service delivery. The current humanitarian challenges must be addressed through
service adaptation as well as increased support and resources dedicated to humanitarian coordination of
the response.

The Position:
The thematic focus of humanitarian and emergency support will be centred on reproductive health and GBV
in emergencies. The Humanitarian Access Officer/Humanitarian SRH Officer’s duties include liaising and
coordinating with MoPH, BPHS implementing organizations, and UN agencies at provincial level, as well as
training and sensitization, strategic planning, monitoring and evaluation. The Humanitarian Access
Officer/Humanitarian SRH Officer will use the above mentioned tools and companion materials to facilitate
access, implementation, coordination, monitoring and evaluation of SRH and community based health
proposed activities as outlined in the IASC guidelines.

S/he works closely with the International Humanitarian coordinator (surge), Humanitarian and RH Program
Specialists and other programme staff providing analysis of projects. The humanitarian Access
Officer/Humanitarian SRH Officer monitors access and supervises the project activities implemented by the

Implementing partners of UNFPA in humanitarian crisis focusing on SRH in the provinces based on needs.
Also the Humanitarian Access/Humanitarian SRH Officer will participate in the Health and RMNCAH in
Emergency taskforce working group meetings.

Job Purpose:
Under the direct supervision of the Program Specialist/Humanitarian Assistance, the Humanitarian Access
Officer will be responsible for the planning, coordinating, implementation, monitoring and evaluation of the
project “Humanitarian response with focus on SRH and access. The humanitarian Access
Officer/Humanitarian SRH Officer will be based in Kabul with frequent traveling to project sites all over the
country. The humanitarian Access Officer/Humanitarian SRH Officer facilitates and coordinates rapid
implementation of health project supported by UNFPA in humanitarian emergency setting in accordance
with Inter Agency Standing Committee guidelines, such as the IASC Guidelines on Reproductive Health and
GBV Interventions in Humanitarian Settings, Minimum Initial Service Package (MISP) implementation, tools
on capacity building of health workers in clinical management of rape survivors, involving multiple
organizations and actors from the displaced and host communities, NGO and government implementing
partners, UN agencies, and other national and international organizations to engage in implementation of
humanitarian projects.

Responsibilities:
Coordination
 Participate in meetings including humanitarian access working group and consultations related to
humanitarian assistance;
 Build strong partnerships with Humanitarian assistance stakeholders at provincial and regional
levels.
 Actively participate in health cluster meetings and workshops, provide feedback on key areas of
UNFPA interventions at country, regional and provincial level to health cluster members.
 Ensure integration of SRH and GBV in contingency plans of humanitarian actors at regional level.
 Liaise with other clusters and sectors (particularly health and child protection sub-cluster, etc.) to
ensure a multi-sectoral approach for SRH and GBV.
 Provide timely feedback on questions and technical assistance requests from country program
team members

Project Implementation
 Implement humanitarian access strategies and approaches tailored to local contexts in affected
provinces / districts;
 Ensure programmatic, financial and operational management of PRM supported programme;
 Ensure humanitarian access approaches are responsive to the local context and include
overarching community engagement components.
 Assist the UNFPA Afghanistan team in efforts to conduct principled and sustainable negotiations
with relevant actors in all areas of intervention and in line with the humanitarian principles,
humanitarian needs, and duty of care principles.
 Work to encourage stakeholders to work with the UNFPA in ensuring that staff and programs are
safe and allowed to continue humanitarian activities in each area of intervention.

 Provide technical input and advice in assessments to consider new programs in new geographic
areas, and regular assessment reviews for existing locations outlined in PRM programme as
directed by UNFPA Representative
 Assist in the continued development of humanitarian access and activities across all areas of
intervention and in close collaboration with OCHA
 Contribute to developing and implementing UNFPA specific guidelines for humanitarian access and
engagement with external stakeholders
 Maintain a high level of preparedness vis-a-vis predicted contextual fluctuations operationally and
programmatically.
 Provide technical support and guidance to the implementing partners responsible for PRM funded
programme, in order to ensure good quality implementation of project activities;
 Build capacity of newly recruited staff under the IP, through coaching and on the job trainings.

Assessment, Monitoring and Evaluation


 Undertake monitoring of PRM funded programme and assessments as appropriate to inform
strategic approaches and for addressing the issues around SRH and GBV and access to SRH and
GBV services in humanitarian context.
 Participate with IPs implementing PRM programme and other key actors in the humanitarian
action, health and SRH in the development/revisions of SRH specific assessment tools, health and
protection clusters tools and any other initiative as required.
 Monitor progress of the project activities, identify sources of delays in the project implementation,
contribute to feasible solutions, and ensure follow-up actions are being carried out.
 Collect, compile, and analyse monthly report data with an emphasis on identifying trends and
patterns. Develop or adapt monthly report formats that capture relevant information and that
support the analysis and evaluation of project progress and outcomes.
 Organize and ensure that UNFPA AFG office keep and maintain a network of key informants and
interlocutors at field level to ensure timely and accrete information sharing.
 Identify, create and maintain a network with INGO/UN and other humanitarian access and
safety/security specialists suitable for Afghanistan.

Emergency Preparedness and Response:


 Contribute to the development of country emergency preparedness plans
 As required, support and advise the SMT during humanitarian or security/safety emergencies
 Assist with the humanitarian access and security component (situation analysis and background
information, security assessments) of the Emergency Response Team deployments in Afghanistan
 Contribute to the development of operational and programmatic contingency plans that respond
to different emergency scenarios

Reporting
 Compile and submit monthly reports that track incidents and trends in humanitarian access and
local security contexts
 Submit daily and monthly contextual updates as needed to the Representative
 Prepare regular weekly and monthly access reports for project implementation be shared with
UNFPA Country office.
 Ensure preparation and submission of PRM supported programme report to a donor
 Any other activities as requested by the UNFPA Representative

Qualifications:

 University degree in Management, Political Sciences, or related field, preferred.


 Technical degree or certification in related field with significant applicable experience.
 Prior training in Minimum Initial Service Package (MISP), access and its implementation in
humanitarian settings.

Knowledge and Experience:

 5 years of progressively responsible professional experience, within humanitarian assistance


programs with demonstrated capabilities in planning, organizing and executing humanitarian
security operations in the field
 Understanding the humanitarian principles, code of conduct and specific intricacies of delivery
essential of services to people in need inside Afghanistan sub-sector work linked to NGO field and
operations contexts
 Proven experience of working on prevention and response to Sexual Reproductive health / GBV
programming in emergency settings, access in humanitarian settings,
 Previous experience in managing programme with humanitarian access focus,
 Knowledge of US grant management and compliance
 Understanding of local context, dynamics, and access limitations related gender, disability,
religion, tradition, and local norms.
 Experience of gaining a precise and impartial understanding of local, regional and international
policies, operational positions and interactions, providing clear dynamic briefings and analysis of
given and unfolding security and political situations when they occur
 Knowledge of humanitarian emergency operations and roles/ responsibilities of humanitarian
actors.
 Knowledge, skill, and experience in participatory methods for community development and
mobilization.
 Experience working in humanitarian settings - preferably in an acute emergency focusing on SRH.

Languages:
Fluency in spoken and written English, Dari, and Pashto is required.
