CHAPTER 1
INTRODUCTION

This chapter includes the introduction, background of the study, theoretical

framework, and conceptual framework, statement of the problem, scope and limitations,

significance of the study and the definition of terms used.

Tourism refers to the process of individuals traveling from one location to another

for the purpose of having fun and passing the time. Most full-service restaurants are

running at a fraction of their capacity, if they are open at all—either as a result of a

government order or as the least terrible alternative to save money in the hopes of

reopening once restrictions are lifted. The people, for their part, needed to reclaim their

independence, change their surroundings, relax, and break free from the lifestyle forced

within their houses, understanding that leisure is beneficial on a psychosocial level. is

essential for psychological balance It is thus noted that the strategies for exiting

containment following COVID-19 have experienced difficulties when meeting the needs

of the populations on vacation and tourism at this time of the year,The COVID-19

pandemic has produced an urgent need to assure the sufficiency of healthcare systems at

the national level, leading to the development of several intervention mechanisms aimed

at limiting the virus's spread. In comparison to earlier epidemic outbreaks (e.g., SARS,

H1N1, Ebola) and the financial crisis of 2008, the Coronavirus (COVID-19) outbreak has

resulted in a global pandemic in which the hotel industry has suffered like never before

and travel bans that resulted in booking cancellations, unemployment and, overall,

lower travel confidence. Indeed, due to lockdown measures imposed by the current

pandemic, many tourism locations have seen a drop in visitors.

During the Enhanced Community Quarantine (ECQ), all establishments providing

services were temporarily suspended, forcing most businesses to shut down or lay off

workers. The Laguna Government (Gov.Ramil L. Hernandez) imposed Lockdown to

restrict the movement of people and populations in different towns and cities in Laguna

when the Enhance Community Quarantine (ECQ) was first announced on March 28,

2020. Many hotel, resorts, and restaurants operations were suspended and lockdown.

While the hospitality industry is gradually recovering, the COVID-19 situation

continues to have a significant impact on how businesses operate in the industry. In the

COVID-19 business climate, hospitality organizations are expected to make significant

adjustments to their operations in order to protect staff and customer health and safety, as

well as increase customer willingness to patronize their firm (Gössling et al., 2020).

Pagsanjan Laguna combines warm hospitality with a lovely ambiance to make

your stay in different resorts unforgettable. In Laguna, there are lots of Resorts that are

still operating until now such the Pagsanjan Falls Lodge Resorts, Palm Resorts, Casa del

Rio, 818 Resort,Tropical Inn, Montenelle Nature Park Resort Hotel, Pagsanjan Paradise

Resort, Riceland Resort and Casa Violante Resort . These resort utilized the use of social

media to receive inquiries, reservations and bookings since face-to-face visit and inquiry

is not tolerated. However, some resort in Pagsanjan, Laguna closed their establishment

due to profit loss and unsalable.

The tourism sector was completely at a standstill in many tourist spot in Laguna

around the Pagsanjan tourists are not visiting in the tourist destination because of corona

pandemic for the fear of getting infected. The tourism and hospitality business is one of

the primary sectors that may face a more alarming situation as a result of the COVID-19
epidemic. The impact of COVID-19 on resorts in Pagsanjan Laguna will be discussed in

this paper, as well as potential recovery measures for reshaping the tourism industry to

reduce current losses.

Background of the Study

The Philippines is known as a country rich in human nature and diverse tourist

attractions. One of these tourist attractions is in Pagsanjan Laguna, where there are the

famous Lodge and Resort called Pagsanjan Falls Lodge Resorts, Palm Resorts, Casa del

Rio, 818 Resort,Tropical Inn, Montenelle Nature Park Resort Hotel, Pagsanjan Paradise

Resort, Riceland Resort and Casa Violante Resort. The tourism industry in Pagsanjan

Laguna is networked with other sectors of the tourism industry such as hotels, travel

transportation, community level operations, medical and others. But due to the pandemic

occurring and the heavy toll of tourism on the country's economy, some of the resorts

have been closed due to COVID-19. Based on the current trends, UNTWO forecast the

tourism industry will lose 5% of income and rivals of tourists since the 2020 pandemic

occurs. The COVID-19 will affect the tourism industry most. Travel restrictions have

been lifted and the closure of the boarders of each town in Laguna, resorts, hotels,

companies and other tourism industries have been affected.

The researchers will conduct a study in Pagsanjan Laguna, This study made used

of all (10) respondents both the owner and employees of other resort here in Pagsanjan,

Laguna. Also will look into the consequences of the coronavirus outbreak on the resort in

Pagsanjan, Laguna. Evaluations were performed in the study by taking into account both

the opinions of the employees and the opinions of the business managers.
In addition to our study is to know how would the owner, manager, employees

handle and operate the resort in new normal despite pandemic. This study will discuss

about the effects of COVID-19 to the resort in Pagsanjan, Laguna.

Theoretical Framework

This study will be Economic Theories to support and give framework in the study.

Economic Theories on COVID-19’s Impact on Hospitality and Tourism. If we consider

the various economic factors that influence the extent of the pandemic's impact on the

hospitality and tourism industries. How, who, and why certain aspects of the industry

may fare better or worse than others.Customers do not consume, visitors do not book

accommodations, and passengers do not travel as a result of the COVID-19 problem,

much as they did during the 2008 crisis. This is a well-known and troubling situation. It's

akin to the Great Depression, which was analyzed by Keynes, a well-known economist.

The Keynesian hypothesis has had such an impact on economic thought that it is now the

opening chapter in most textbooks In a macroeconomics course, the first chapter is

taught. If we had to summarize Keynes' theory, we could say that, at least in the short

run, it is demand that generates supply. And it's the short term that counts. What's more,

this shock - a drop in demand - is well-known and treatable, thanks to so-called fiscal and

monetary policies, for example. This crisis, however, has had an impact on supply, which

is unusual. Social distancing creates a barrier between people, reducing working hours,

lowering productivity, and reducing the capacity of our stores, restaurants, and trains. As

the marginal cost rises, so does the supply. The availability! Say's Law is a law that states

that if you say something, you must The short run macroeconomics has been ignoring

this for far too long In most cases, supply simply follows demand in macroeconomics
analysis. This is a Catch-22 issue in terms of treatment. To make matters worse, the

COVID-19 dilemma now affects both demand and supply simultaneously. As a result, the

outcome is highly unpredictable, particularly in terms of future price levels. A decrease in

demand should result in a fall in price, but a drop in supply should result in a rise in

price. As a result, we have no idea if inflation, deflation, or price stability will occur. This

further complicates the divide between the short and long run. Finally, there is a dearth of

data. The most recent precursor is the Spanish flu, which has been around for over a

century and has been associated with a variety of environmental factors. In a nutshell, the

following is a summary of the situation,There's a lot of doubt. What we do know is that

GDP fell, resulting in a fall in national income. Predictions about the general impact of a

drop in national income on the economy are difficult; each industry has its own set of

characteristics that contribute to its own economic consequence. However, if we

concentrate on just one industry, a few things can be accomplished.

COVID-19 PANDEMIC

The COVID-19 outbreak and the global tourism sector are the subject of this section's

theoretical and empirical findings. The tourism industry has been identified as a crucial

economic sector that has been hit particularly hard by COVID-19. The report claims that

tourism plays a significant part in a country's economic growth, and goes on to show how

the COVID-19 epidemic impacted tourism, posing hazards to a country's economic

growth.
However, the Covid 19 pandemic dramatically forced the whole world to live in a new

normal. A pandemic histotically generates fear, anxiety and depression of other people

according on the perceived threat of pathogens (Murray & Schaller, 2010).Tourism is one

of the most important industries of the global economy, contributing significantly to

global GDP (Gamage et al., 2017). Tourism is a "social, cultural, and economic

phenomenon that causes individuals to go to a country, an outside location, or an

environment for personal or business reasons" (UNWTO, 2020; Lin et al., 2017).

The tourist business, which is a labor-intensive industry, is a major source of employment

around the world. Accommodation, transportation, food and beverages, retail and culture,

hospitality, and sports are all supporting industries in tourism (WTTC, 2017). A country's

tourist sector provides benefits and possibilities for its citizens. A country's tourist sector

provides benefits and possibilities for its citizens. The tourism business is part of the

economy's service sector, which has its own set of features (Haq et al., 2014; Gamage et

al., 2017).

As stated by (Gossling et al., 2020) The hospitality industry is slowly rebounding, the

COVID-19 situation continues to have a significant impact on how businesses operate in

the hotel and resort industry. In the COVID-19 business environment, hospitality

organizations are expected to make significant adjustments to their operations in order to

maintain the health and safety of their employees and customers, as well as increase

customer willingness to visit their establishment.

APPARTELLE ONLINE RESERVATION SYSTEM

Bituin Abi, (August 2010), 658 Apartelle Online Reservation System. Short time period

base accommodations is the primary purpose that a resort has been established. In the

Philippines in which many overseas human beings cross and feature a vacation, resort is

usually their first vacation spot to have rest after lengthy hours of journey in an airplane.

Because of the fast growth of foreigners travelling the Philippines for a vacation, a not

unusualplace sight is the institutions advert state-of-the-art accommodations for

aggressive advantage.

As the end result of the opposition among distinctive hotels, numerous commercial

enterprise techniques have been made to draw customers, including placing discounts,

having stunning and enjoyable surroundings and chiefly having a nation of the artwork pc

machine and facilities. The modern-day trouble discovered is the guide visitor listing

records, the guide reservation of visitors, the guide reserving of rooms for the visitors

which takes a long term to accomplish Similar to the proponent’s examine Alta Roca

Mountain Resort and Convention Center nevertheless makes use of guide manner of

reservation.

Bituin Abi, (2013), 658 Apartelle Online Reservation System. Short term base lodging is

the main reason that a hotel has been established. In the Philippines, wherein many

foreign people go and have a vacation, hotel is always their first destination to have

relaxation after long hours of travel in an airplane. 6ecause of the rapid increase of

foreigners visiting the Philippines for a vacation, a common sight is the establishments ad

sophisticated hotels for competitive advantage.

As the result of the competition between different hotels, various business

strategies had been made to attract customers, such as putting discounts, having beautiful
and relaxing environment and above all having a state of the art computer system and

facilities. The current problem observed is the manual guest list records, the manual

reservation of guests the manual booking for rooms for the guests which takes a long

time to accomplish. According to the manager in the establishment, because they keep on

doing their job manually, it resulted to a very messy office, lots of papers around the

desks and sometimes important documents disappear. $rom the information gathered, the

proponents came up with an idea of proposing a system that is relevant to the needs of

the establishment, highly efficient to meet their needs and most of all simple, easy to use

system.

Based on the preliminary findings of a longitudinal study done by the editorial team of

the Journal of Hospitality Marketing & Management, restoring sit-down restaurants and

reducing travel restrictions would not immediately bring customers back (Gursoy et al.,

2020). A big percentage of people (more than 50%) are unwilling to eat at a restaurant

right away.

According to various research, visitor behavior in determining tourist sites is influenced

by a variety of factors. First, age, gender, marital status, money, education, lifestyle,

personal beliefs, and tourism motivation are all important elements in tourist decision

making. Second, specific characteristics for alternative tourist destinations, including

tourist attractions, tourism resources, infrastructure, services, and tourist destination

accessibility. Furthermore, situational influences include weather conditions, tourism

destination cultural conditions, and social situations such as political conditions.

Lagman D, (September 2012), Lab-Based Reservation System for Hacienda Gracia

Resort and Hotel. A inn is an area used for rest or recreation, wherein traffic are being
interested in take their excursion or vacation. !t refers to places, cities or occasionally

industrial institutions operated through a unmarried company. On the opposite hand, a

motel is differentiated as an established order that gives paid accommodations on a

short7term basis. Computer programmers are constantly growing a gadget utility to

higher serve inn or motel visitors due to the fact a few lodges and lodges are getting

completely computerized at the same time as others are nevertheless striving for the same

setting. The researchers introduce a “Land-Based Reservation with Billing System for

Hacienda Gracia Resort and Hotel” to enhance its reservation and billing gadget. The

introduction of recent era gave upward push to smooth and hassle-unfastened interplay

among and amongst humans. This is why maximum motel and lodges favor to hire

computerization of their business. As a conclusion, their gadget is a land-primarily based

totally gadget so we generate their gadget a web gadget for a few to prepare and

advanced gadget is regarded to be greater attractive, green and dynamic.

TOURISM

Tourism changed into described as humans visiting overseas for duration of over 24

hours (Vijaya, 2016). It includes the motivations and reviews of the tourists, the

expectancies of and modifications made via way of means of citizens of reception regions

and the jobs performed via way of means of the numerous organizations and

establishments which intercede among them.

“Tourism is the temporary short-term movement of people to destinations outside the

place where they normally live and work, and their activities during their stay at their

destinations, including movement for all purposes, as well as day visit or excursions,”
according to the Tourism Society in the United Kingdom. (2010 et., al) Tourism is mostly

determined by the variety and kind of accommodations available at a given location.

RECOVERY PLAN

In an article published by Rocamora (2020), it was mentioned that one of the best ways to

recover from the current pandemic is to have a “relaunch mindset”. The idea is to

introduce new attractions or offer different options for the tourists, such as sales to pique

the interest of individuals to consider the locale as a destination. This entails that the

locale, together with the LGU, should promote the destinations or repackage them to

garner more interest from local and/or international tourists

Digital tourism is one of the best ways to accumulate foreign visitors, according to Asian

Development Bank, (2020). The idea is to promote tourist attractions and destinations

while strictly following health protocols to prevent and health issues for the tourists. This

includes contactless and cashless transactions. This suggests that there is still a possibility

for local tourism to thrive without endangering the health and welfare of the tourist. This

also shows that there are ways to still keep the tourism industry afloat even if faced by a

global crisis.

In a published article written by Bahr on “How Your Business Can Effectively Recover

from the COVID19 Disruption”, he noted that companies and/or business together with

the governing unit should focus on recovery plans to turn tragedies to opportunities. He

also noted that in response and recovery are two different phases to a total spring back to

a normal business. This connotes that, while recovery plans are focuses on resuming
functions, the industry should first have a response to limit the impact of the crisis.

Though this phase may have been overlooked, a recovery plan is still crucial and

essential to stabilize the current situation.

A Tourism Reopening and Recovery Plan (TRRP) was put into action for the recovery of

Puerto Prinsesa Palawan. This pan with an estimated budget of 205 Million Pesos aims

for the gradual reopening of the tourist destination. This seeks to slowly have operation

of the locale be operational with the consideration of safety and health protocol. They

project this plan will aid in the stabilization of the tourism of the island. Since Puerto

Prinsesa is a tourist hot spot, it was one of the most affected areas in the country. Hence,

the LGU together with all concerned parties rallied to create a plan to somehow cope and

compensate with the pandemic. This entails that there is a possibility for a local tourist

destination to have a sense of stability if it will be aided by the upper offices financially.

(Philippine Daily Inquirer, 2020 “Puerto Princesa readies P205-million tourism recovery

plan”)

According to an article written by Talavera (2020), it was noted that the Philippines will

follow-through with the standards of the ASEAN in the recovery plan for the tourism

industry. The Department of Tourism has acknowledged the plan to attract more

international and foreign investment that will in turn create the needed funding to

procreate a long term recovery plan for the country.

The enhancement of the displaced workers is the top priority to give the individuals

affected opportunity outside or within their desired industry may it be in the tourism

sector or not. This gives provision for the individuals to still maintain somewhat of a
bearable lifestyle while the government is still researching for a better and long term

solution with the impact of COVID 19 to the tourism industry. Rodriguez, (2020)

In the article, The Tourism Crisis: Impacts and Solutions by Randle D. and Halter R.

(2017), it was noted that, though tourism crisis has the potential to harm biological and

socio-economic diversity within a given locale, it can also be an opportunity to accelerate

the implementation of developmental and sustainable ecological and economic plans.

Tourism crisis can promote a more preventive environment in the future that will benefit

everyone in the process.

Related Studies

In the aftermath of the Covid-19 accident, all places should work on health security to

gain a competitive advantage, as visitor numbers are projected to plummet worldwide.

Various facets of the Covid-19 catastrophe in the tourism business have already been

examined in previous articles (Dolnicar & Zare, 2020; Li et al., 2020; Wen, Kozak, Yang,

& Liu, 2020; Yang, Zhang, & Chen, 2020; Zenker & Kock, 2020)

In the finance literature, the cutting-edge articles studying the Covid-19 disaster take a

look at the consequences at the monetary markets, specially the inventory marketplace

reactions (e.g., Pagano et al., 2020; Ramelli & Wagner, 2020). Since inventory costs are

the existing fee of the predicted coins flows generated via way of means of the

corporation withinside the future, a transitory and quick length of decreased hobby have

to simplest have a slight impact on costs.

“This (COVID-19) remarkable public fitness disaster tourism “is the toughest hit zone

and all our best estimates have been overtaken by the changing reality” according to the

Secretary-General of the UNWTO (UNWTO, 2020).

According to Avraham (2015), the political issue of the coronavirus pandemic affords

similarities to the usage of theories of tourism studies at some point of the length of the

Arab Spring rebellion at the refugee disaster and the way a country’s picture changed into

impacted via way of means of the political disaster (Zenker et al., 2019). The subject

matter of traveler behaviour research on crises with both herbal outcomes or socio-

political or human-made outcomes is useful to recognize the present day developments

(Alvarez & Campo, 2014), for example, conceptualizing a phase of disaster-resistant

travelers that would give an explanation for why a few travelers maintain traveling and an

exam of the protection perceptions of worldwide traveler.

RESEARCH METHODOLOGY

The chapter includes the Research Design, Population and sample Research

Procedure Research Instrument and Statistical Treatment of Data.

Research Design

Descriptive research can be either quantitative or qualitative. It can involve

collections of quantitative information that can be tabulated along a continuum in

numerical form, such as scores on a test or the number of times a person chooses to use a-

certain feature of a multimedia program, or it can describe categories of information such

as gender or patterns of interaction when using technology in a group situation.

Descriptive research involves gathering data that describe events and then organizes,

tabulates, depicts, and describes the data collection mentioned by Glass & Hopkins

(2017).

Recognizing the impact of COVID-19 on the resort industry in Pagsanjan, Laguna,

this study examines the many pandemic implications based on analysis. The researcher

will use descriptive method to assess the effects of COVID-19 pandemic from the Resort

in Pagsanjan . Likewise this research will determine the recovery plans of the local

government to sustain the tourism industry in Pagsanjan.

Population and Sampling Technique

The researchers will utilize purposive sampling to evaluate the study. Purposive

sampling is the intentional selection of the respondents based on the discretion and

judgement of the researchers who fit the intended criteria for the research. (Robinson R.,

2014).

This study comprise of five employee respondents from each resorts and five owner

respondents from Pagsanjan Falls Lodge Resorts, Palm Resorts, Casa del Rio, 818

Resort,Tropical Inn, Montenelle Nature Park Resort Hotel, Pagsanjan Paradise Resort,

Riceland Resort and Casa Violante Resort. as the instrument of the study that entitled

Effects of Pandemic to the resort in Pagsanjan, Laguna. This study has a total of 30

respondents from the resorts. In addition one representative from the LGU will be

interviewed to determine the recovery plans of Pagsanjan.

Research Procedure

These steps will be followed in gathering data and information. The first step is to

ask the permission to the Owner of the establishment that the researchers want to conduct

a study based on the Effects of Pandemic in their respective resports. Then the

researchers will send the questionnaire via google form to the respondents . Data will be

tabulated and will be submitted to the statistician for the statistical treatment. As data will

be statistically treated, the researchers will analyze the findings for the discussion. After

the findings were analyzed, the researcher will formulate conclusions and

recommendations as contributions to the future readers of her study.

Research Instrument

This study will utilize survey questionnaire to determine the effects of Covid 19

Pandemic to the resorts in Pagsanjan. The researchers will present the instrument to their

research adviser to seek comments that may help improve the instrument. Afterward, the

research instrument will be validated by a research facilitator. The instrument will also

have a cover letter that will ensure the confidentiality of information. After the validation

process, the researchers will proceed in acquiring data through the use of google forms

that will be disseminated through messenger or e-mail. The researchers will ensure the

confidentiality of the respondents’ identity and information and will assure them by

providing informed consent including the information and the purpose of the study. Any

use of offensive and unacceptable language will be avoided in acquiring the data.

Honestly will also be taken into consideration to ensure the validity of the acquired data.

In addition the researcher will use interview guide to determine the recovery plans of

Pagsanjan Laguna

Statistical Treatment

In order to determine the demographic profile of the respondents, percentage

distribution will be used.

Formula:

f
P= x 100
n
Where:

P = percentage

f = the number of categorized respondents

n = total number of respondents

On the other hand, the researchers will use Weighted Arithmetic Mean to determine the

effects of COVID-19 pandemic to the Resorts of Pagsanjan, Laguna and analysis on the

effects of COVID-19 pandemic to the Resorts of Pagsanjan, Laguna

Formula:

4 f +3 f + 2 f +1 f
wm=
N

Where:

WAM is the weighted arithmetic mean

Σfw is the sum of the products of frequency and weight

N is the total number of respondent.

To determine the significant effect, Multiple regression analysis will be used to assess the

strength of the relationship between an outcome (the dependent variable) and several predictor

variables as well as the importance of each of the predictors to the relationship, often with the

effect of other predictors statistically eliminated.
