NOTICE OF RACE

The notation ‘[DP]’ in a rule in the NoR means that the penalty for a breach of that rule may, at the
discretion of the protest committee, be less than disqualification.

The notation of ‘[NP]’ denotes that a breach of this rule will not be grounds for a protest by a boat.
This changes RRS 60.1(a).

1 RULES
1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing
(RRS) 2021– 2024.
1.2 The Penalty for a breach of the class rules may, at the discretion of the Protest
Committee, be less than a disqualification. [DP]
1.3 The infringement of RRS Appendix G, IDENTIFICATION ON SAILS, shall not be
grounds for protest by a boat. [NP]
1.4 RRS Appendix G3, CHARTERED OR LOANED BOATS, will apply. 1.5
The Low Point System of RRS Appendix A will apply. RRS B8 is deleted.

2 ADVERTISING
2.1 Advertising – The organizing authority may require competing boats to carry event
sponsor advertising. [DP] [NP]

3 ELIGIBILITY AND ENTRY


3.1 The regatta is open to all participants in the following class(es):
Pathway Class Division

Single

Laser Standard Open mixed

Handed 29er Open mixed

3.2 Competitors must be a member of an affiliated club to Singapore Sailing Federation, or


for the case of foreign competitors, must be a member of an affiliate to their respective
member national authority for sailing.
3.3 All Singaporean participants are required to have a Dinghy Proficiency Level 1 for single-
handed dinghy sailors. Double-handed sailors will require at least a Dinghy
Proficiency Level 2. [NP]
3.4 A minimum of 6 entries in each class is required to form an event. If the minimum number of
entries is not received for any particular class, the decision to allow the event to be
included will be at the discretion of the Organising Authority.

3.5 Late entries after the closing date may be accepted at the discretion of the Organising
Authority.

5 COMPETITION FORMAT
The regatta will consist of a single series for all classes

6.3 On the last day of racing, no warning signal will be made after 1600hr.

7 SAILING INSTRUCTIONS
The sailing instructions will be available after 14 February 2021 at Changi Sailing
Club or available for download from www.csc.org.sg

8 VENUE
8.1 The regatta will be held at Changi Sailing Club, 32 Netheravon Road, Singapore
508508.
8.2 Attachment 1 shows the location of the racing area.

9 THE COURSES
9.1 Windward leeward courses will be used for all classes.

10 PENALTY SYSTEM
10.1 For the 29er class, rules 44.1 and P2.1 are changed so that the Two-Turns Penalty is
replaced by the One-Turn Penalty.

11 SCORING
11.1 At least 3 races are required to be completed to constitute a regatta.
(a) When fewer than 5 races have been completed, a boat’s series score will be
the total of her race scores.
(b) When 5 or more races have been completed, a boat’s series score will be the
total of her race scores excluding her worst score.

12 RADIO COMMUNICATION
Except in an emergency, a boat shall neither make radio transmissions while racing
nor receive radio communications not available to all boats. This restriction also
applies to mobile telephones. [DP]

14 SAFETY REGULATIONS & MPA REQUIREMENTS
14.1 All Participating boats must be registered with Maritime and Port Authority for use in
Singapore Waters. [DP]
14.2 Standard MPA safety requirements shall apply. In particular, boats must keep clear of
larger vessels making way in restricted channel. [DP]

14.3 Prohibited Areas

a) Chek Jawa Wetlands (1° 24’.7N, 103° 59’.6E)


Entry into the Chek Jawa Wetlands is affected by numerous restrictions and
prohibitions. For further details, see Port Marine Notice No 126 of 2007.

b) CAAS 1 (1°23’.55N, 103°59’.94E)


No vessel shall proceed south of the line of CAAS Buoy 1 All vessels are prohibited
from entering, transiting, anchoring or mooring within these areas unless specific
approval has been obtained from the Port Master.

14.4 All participating boats must stay within Singapore Port Limits at all times.

14.5 Any infringement of the port regulations may result in the disqualification of the
boat(s) involved.

14.6 When onboard the boat, all participants must wear masks unless engaged in strenuous
activity. [DP]

15 DISCLAIMER OF LIABILITY
Competitors participate in the regatta entirely at their own risk. See rule 4, Decision
to Race. The organizing authority will not accept any liability for material damage or
personal injury or death sustained in conjunction with or prior to, during, or after the
regatta.

16 INSURANCE
Each participating boat shall be insured with valid third-party liability insurance. [NP]

17 MEDIA RIGHTS, CAMERAS AND ELECTRONIC EQUIPMENT


17.1 By participating in an event, competitors automatically grant to the
Organising Authority, their sponsors, the right in perpetuity to make,
use and show, from time to time at their discretion, any motion pictures
and live, taped or filmed television and other reproductions of the
athlete during the period of the competition without compensation.

17.2 Boats may be required to carry cameras, sound equipment and positioning
tracking equipment as specified by the Organising Authority. [DP] [NP]
