1. INTRODUCTION

1.1 GENERAL

Alan Rides ARC – ARC LTD UAE (ARC) has received the order for replacement of a
Singe Point Mooring CALM Buoy (SPM) for Zueitina Oil ARC PR 197008 off the coast
of Libya in approximately 34m water depth.

ANTHAR Offshore BV (ANTHAR) is invited to provide a Technical Proposal and


Specification for the SPM.

This technical proposal is based on the provided Technical Specification & Scope of
Work for New Single Point Mooring SPM At Zueitina Terminal.

Stabilized crude oil and fuel oil will be conveyed from onshore storage facilities to a
CALM Buoy via floating hoses, CALM Buoy (SPM), submarine hoses, PLEM, pipelines
to a trading tanker moored to the CALM Buoy (SPM)

2. CLASSIFICATION, RULES, REGULATIONS, CODES AND STANDARDS

2.1 CERTIFICATION

The Terminal will designed and build in accordance with the rules and regulations of
the Classification Authority. The design and construction of the SPM system will be
conducted in accordance with the available editions of codes and standards listed in
the following sections.

3. SYSTEM DESCRIPTION

3.1 GENERAL

The CALM Buoy consists primarily of:


• A 8 leg equally spaced anchoring system anchored to the seabed (not part of
the scope of work)
• A SPM Buoy (turntable buoy) consisting of:
• A buoy body with center well
• A turntable located on the top of the buoy body
• A main bearing connecting the buoy body and the turntable
• Rigid piping incorporating central pipe swivel, valves and flexible joints.
• Two 20 inch submarine and two 20 inch floating hose strings; (not part of the
scope of work)
• Single mooring hawser arrangement, including ancillaries (not part of the
scope of work)
• Hoisting, maintenance, life-saving and navigation equipment.

The crude oil will be conveyed from the onshore terminal to the tanker via a
submarine pipelines and the CALM Buoy piping systems.

The PLEM connect the pipeline with the two (2) submarine hose strings which are
suspended in a to be (by ARC) confirmed configuration. The submarine hose strings
provide the flow path between the PLEM, the piping system on the CALM Buoy and
the two (2) floating hose strings.

The CALM buoy is anchored in position by anchor chains connected to the subsea
anchor points. Each anchor chain is connected to its chain stopper, housed in the
skirt of the Buoy. The anchors and anchor chain are not a part of the scope of work.

A three race roller bearing couples the Buoy and the Turntable, permitting the
tanker to weathervane when moored to the buoy.

The tanker will be connected to the CALM buoy by means of a dual hawser
arrangement. Once moored, the ends of the floating hose strings are pulled in and
connected to the tankers mid ships manifold.

The CALM Buoy will be used for Portside Loading.

The buoy body will include a skirt holding the chain stoppers. Each of the eight (8)
compartments will be provided with a manhole, access ladder and sounding pipe.

The turntable will include heavy pad eyes to lift the entire CALM Buoy incl. turntable
and have mooring lines connection points for small crafts. The CALM will be
provided with one air driven bilge pump complete with hoses.

The turntable will be provided with a cover to protect the main bearing against sea
spray and rain. The cover will be provided with access point to inspect the bearing
and perform maintenance for the bearing.

The turntable will consist of the boat landing platform, piping platform and mooring
bridle platform. The boat landing to accommodate small vessels to moor and it will
include the ballast compartment.
The mooring platform will accommodate the mooring bridle. The dual hawser
system will be connected to the mooring bridle to transfer the mooring load from
the tanker to the turntable.

The CALM Buoy will be designed suitable for tanker port side loading.

The Solar System will be will provide 12 or 24 V electric power and will power and
operate the navigation light

The CALM Buoy will be provided with navigation aids consisting of one (1) marine
lantern and radar reflector.
4. BASIC DATA

The CALM system will be designed based on to the following assumed conditions
and parameters:

4.1 LOCATION
The CALM Systems will be located approximately tba km offshore. This information
is to be provided by ARC. Lat 30 deg 55’ N. Long = 20deg 02’E

4.2 WATER DEPTH


The water depth at the center of the mooring system will be approx. 34 m relative
to the LAT datum.

4.3 IMPORT FLOW RATE

The flow rate for the loading system will be tba m3/hr. The product will be crude oil.
This information is to be provided by ARC.

4.4 CERTIFYING AUTHORITY

The CALM Buoy will be designed in accordance with:

• DNV Rules DNV-OS-E403 Edition July 2015 Offshore loading buoys


5. DESIGN ENVIRONMENTAL CONDITIONS

5.1 GENERAL

The CALM system will be designed based on to the following assumed conditions
and parameters and as specified in Section 13 Basis of Design

5.1.1 Mooring Load conditions (This is to be provided by ARC LTD)

I. Operational condition (with Tanker moored)

NOMINAL TANKER DATA

The CALM system will be designed for mooring of tankers of 275,000 DWT tankers.

5.2 MOORING TUG

The assistance of a mooring tug might be required during mooring to avoid too
much fishtailing of the tanker in certain conditions. The load generated by the
mooring tug to be applied on the stern of the tanker can be up to 25 ton pull.

5.3 CRUDE COMPOSITION & PARAMETERS

The SPM system will be designed for the loading of crude oil and fuel oil from the
trading tanker at a maximum flow rate of tba m3/hr

The piping system will be designed for a product temperature from 34 0C to 38.0 0C.
Specific gravity of the product is 880 kg/m3.
6. DESIGN PREMISSES

6.1 DESIGN LIFE

The CALM Buoy will be designed for a lifetime of 25 years. Fatigue data input to be
provided by ARC.

6.2 STRUCTURAL STRENGTH

Structural strength calculations will be based on the following allowable Stresses:

Functional loads:
- σ = 60% of the Minimum Yield Strength;
- τ = 40% of the Minimum Yield Strength;
- Von Misses = 80% of the Minimum Yield Strength.

Incidental dynamic loads and Chain stopper support structure:


- σ = 80% of the Minimum Yield Strength;
- τ = 60% of the Minimum Yield Strength;
- Von Misses = 95% of the Minimum Yield Strength.

Chain stoppers will be checked on 80% of the breaking strength of the chain.
Stresses up to yield strength of the material, as being non plastic, are acceptable.
7. CALM BUOY CONFIGURATION

7.1 GENERAL

The configuration of the CALM Buoy will be a conventional design consisting of


geostationary buoy body and a weathervane turntable.

The SBM Buoy body will have the following sizes:

Outer Diameter : 12 m
Center Well Diameter : 3.98 m
Height of Buoy Body : In between 4,5 to 5.3 m
Watertight Bulkheads : 8
Weight of the Buoy : Approx. 260 - 270 ton
Free floating Freeboard : Approx. 2.5 m
Chain stopper attachment : Approx. 0.5 m above the keel of the buoy
Radius of Chain Stopper : Approx. 7.5 m from the center of the buoy
Hawser attachment point : Approx. 5.9 m above the keel of the buoy
Approx. 3.0 m from the center of the buoy

7.2 SPM BUOY DESIGN DATA.

7.2.1 Stability of SPM Buoy


The following criteria are applicable for the SPM Buoy:

- Freeboard after installation will be 1.8 m or more.


- The Buoy will stay afloat with two compartments flooded.
- GM will be minimum 0.5 meter with the buoy in a free floating condition.
- Out of trim of the buoy will be limited to 50mm in a free floating condition.

7.2.2 Buoy Body Design Data


For the Buoy Body a maximum wave height of 4.0 m will be considered.
Further calculations will determine the water pressure (height) which will be
applicable for the Buoy Body design verification in accordance with DNV OS E 103.

7.2.3 Main Bearing


The main bearing will be of the three race roller type.
The main bearing will be provided with built in/on seals.
The main bearing loads will be limited to 400 ton max horizontal.

The bearing will be designed with a safety factor of 1.5 on the race ways at ultimate
loads. The bearing life time will be designed for 100,000 revolutions.

The bearing support will consist of machined steel flanges. The accuracy of the
machined flanges will be in accordance to the bearing suppliers recommendation.
The bearing internal play will be selected such that the floating hoses can generate
the turning moment to have the turntable been turned without the hoses wrapping
around the buoy body. The bearing will be installed directly on the machined
bearing support flanges by high tensioned bolts.
The bolts will be protected by a plastic cap, filled with grease.

The interface between the bearing and the bearing support will be designed with a
friction factor of 1.0.

7.2.4 Buoy Body Design

The buoy body hull, bottom plate and deck plate design will include a corrosion
allowance of 2.0 mm.

7.2.5 Marine Growth Profile

The SPM Buoy will be designed based on the following Marine Growth Profile:

7.2.6 Cathodic protection


The Buoy Cathodic Protection system will be designed for a lifetime of fifteen (15)
years and the anodes will be replaceable. The electrical connection between the
anode and the buoy body will be made by means of tack weld.
The anodes will be installed under and on the skirt and on the lower part of the
hull.

8. CALM BUOY

8.1 GENERAL

8.2 BUOY BODY

The CALM Buoy Body will be divided into eight (8) water tight compartments. Each
compartment will be provided with a venting plug, sounding pipe, manhole and
ladder for access to the compartment. The compartments will be empty.
Around the buoy body the skirt will be constructed. The aim of the skirt is to house
the chain stoppers and protect the buoy body against tanker touching.
The chain support assemblies will be integrated with the radial watertight bulkheads
of the Buoy Body.
Each chain support assembly will be identified with numeral from 1 through 8.
The buoy body will be provided with draft marks on four locations around the buoy
hull and fender pipe over a length of 2.5 meter from the top of the buoy hull.
On top of the buoy body eight (8) bollards will be provided.
The skirt will be provided with markings for the chain numbers.
The center well of the buoy will be provided with a platform to provide access to the
main bearing cover, the product swivel and center well piping/valves.
The buoy body will be provided with a locking mechanism to lock the turntable
rotation for maintenance purpose.
8.3 CHAINSTOPPER

The eight chain stoppers will be of the single ratchet type and will be supported by
self-lubricated hinge connections.
The chain stopper will be suitable to fit the 3 inch U3 mooring chain of the current
mooring system. The maximum load on the chainstopper will be 2000 kN (the
maximum load on 3 inch U3 chain)
It is assumed that the chains are of the so-called stud link chain type.

8.4 TURNTABLE

The turntable is the rotating structure and will consist of a central part connecting
the pipe support platform, the mooring platform and the boat landing platform.

The turntable will be provided with 2 mooring lugs, connecting the CALM Buoy and
the Single Hawser by means of Mooring Bridle.
The turntable will be provide with four (4) lifting eyes to enable to lift the entire
CALM Buoy (Buoy Body and Turntable) as one unit.

The turntable will be provided with means to lock the rotation of the turntable to
the buoy body to carry out maintenance works as required.

The turntable will be provided with a boat landing to enable small boats to moor to
the CALM Buoy. Integrated ladders will provide access to the CALM Buoy.
The boat landing will be provided with rubber D-fenders and mooring bollards.
The counter weight of the turntable is integrated in the boat landing. Trim ballast
containers are accessible from the top of the turntable.
The boat landing platform will include the lifting frame to enable chain (re)
tensioning.

On top of the turntable a rope guard will be mounted covering the entire turntable
to prevent mooring hawser entanglement and supporting miscellaneous equipment.

The turntable will be provided with the following equipment.


• Tool and equipment box
• Safety and fire protection equipment.
• Navigation aids
• Air operated winch
• Sheaves for handling of hoses and hawser
• Chain lifting equipment
9. PRODUCT SWIVEL

9.1 PRODUCT SWIVEL GENERAL

The product swivel forms the rotating link between the center well piping and the
turntable piping.

The swivel arrangement consist of a product swivel installed in the upperpart of the
center well.

9.2 PRODUCT SWIVEL

The product swivel forms the rotating link between the center well piping and the
turntable piping.

Loads from the center well piping will be transferred into the buoy body and not
been transferred by the swivel bearing.

The product swivel will be installed on special supports inside the center well of the
buoy.

The product swivel will be of the single path type. The main path of the swivel will
be used for transfer of the crude oil.

The swivel will be designed with internal seals ensuring a leak-free product flow
path. The seals will be with an internal spring of a corrosion resistant material.

The seals will run on Inconel 625 overlaid surfaces machined in accordance to the
seal manufacturer specification.

In between the internal seals a double leak detection system will be provided to:

• Check leakage of the primary seal


• To enable flushing the detection ports and the annulus between the seals.

The leak detection port will be connected to a leak detection tank of approx 10 liter
with a sight glass.

The static and rotating part of the swivel will be connected by means of a ball
bearing bolted to machined flanges.
A manual lubrication facility will be provided on the swivel.

The swivel bearing will be protected against ingress of sea spray, dirt and rain water
by means of one external seal.

The swivel rotation will be arranged by a separately installed swivel driver.


The swivel will be designed for a 100,000 rotations and the seals are to be
considered as consumables.

The swivel will be designed in such a way, that the seals of the swivel can be
replaced in situ, without removal of the CALM Buoy from its location.
10. PIPING SYSTEM

10.1 GENERAL

The piping system of the SPM will be designed in accordance with the DNV-OS-E-
103. All flanges of the piping system will be ANSI B 16.5 class 150#.
Spool pieces will connect the CALM Buoy interface piping points with either the
subsea- or the floating hoses.
The connection between the spool pieces will be sealed by means of o-rings to
ensure that no (diver) fingers can be trapped between the flange faces during
installation and hook-up.
Piping materials will be ASTM A 106 Gr B, API Grade B and X 52, ASTM A 105 N,
ASTM A 193 B7 and ASTM A 194 2H. Piping bolts will be Xylan coated.
The flanges mating the hoses will be 20 inch 150#.

10.2 CENTER WELL PIPING SYSTEM

The center well piping will connect the submarine hose to the bottom end of the
product swivel.
The center well piping will be supported by independent pipe supports which will
transfer the forces from the submarine hose to the buoy body and visa versa.
The 24 inch valves in the center well will be hand operated elastomeric butterfly
valves suitable for its application. Two 4 inch drain valves (ball valve type) will be
mounted to drain or flush the pipes for maintenance purpose.

10.3 TURNTABLE PIPING SYSTEM

The Turntable piping connects the product swivel with the floating hose strings.
In between the product swivel and the piping flexible joints will be installed. Those
flexible joints will be made of rubber and connected by special sealed flanges. Due
to the special centralized structure and design of the swivel into the center well the
flexible joints offer a longer lifetime towards the operator. Main valves on the
turntable will be 24 inch elastomeric butterfly valves and will be manually operated.
Two 4 inch drain valves (ball valve type) will be mounted to drain or flush the pipes
for maintenance purpose.

The height of the overboard piping will be determined during detail design and aims
for the center line of the flange connection approximately at sea level.

15. BASIS OF PROPOSAL

15.1 PROVISION OF DESIGN DATA

The provision of all data necessary for the proper design of the SPM System is
considered to be ARC’s responsibility. This information shall include at least:
• water depth (to HAT) at the buoy location
• wind data for the operational and survival conditions
• wave data for the operational and survival conditions
• current data for the operational and survival conditions
• air and water temperature
• existing buoy characteristics (w.r.t. mooring loads)
• product data
• tanker data
• Buoy data (incl. pressure transducer information)
• PLEM data (incl. valve control system)
• Marine spread specifications
All relevant information shall be made available prior to Contract Award.
ANTHAR OFFSHORE BV cannot accept any responsibility for incorrect or
insufficient information.
The proposed design is based upon ARC information as defined in the Basis of
Design as presented in Appendix A. Deviations or modifications to the design
data may have commercial consequences and price impact for ARC.
15.2 PROPOSED SPM SYSTEM DESIGN

The CALM Buoy design used for this tender is based on common industry
practices and on the information received from ARC and referenced in
this proposal.

Changes to the design presented, due to new and/or revised information may
result in a cost adjustment.

15.3 DELIVERY

All equipment as per equipment list will be delivered DAP Amsterdam, the
Netherlands.
15.4 PROJECT MANAGEMENT

ANTHAR OFFSHORE BV will manage the entire project from its office in the
Netherlands.

15.5 DOCUMENT REVIEW

A 10 calendar day review cycle (including distribution time) for any document
requiring review and/or approval of ARC has been assumed.

15.6 DESIGN LIFE

The 25 years design life relates only to permanent equipment of the SPM
system which cannot be easily exchanged on location. Consumables with a
much lesser life such as hoses, valves, expansion joints, hawser, seals, etc.
do not fall under this requirement.

15.7 SURGE ANALYSIS

A surge system is not included in this proposal.

15.8 FLOATING AND SUBMARINE HOSES CALM BUOY

The floating and submarine hoses are outside ANTHAR Scope of Work.

15.9 MOORING LEGS

The 76 mm mooring chain legs of the existing SPM system will be used for
the mooring of the new SPM. It is assumed that the quality of this chain is
Grade U3. This chain is considered standard studlink chain.

15.10 PRESSURE TRANSDUCERS

A standard type pressure gauge are not included on the SPM buoy.

15.11 ARC SUPPLIED INFORMATION

ANTHAR OFFSHORE BV will not be held responsible for the correctness of the
ARC supplied information.

15.12 TRANSPORTATION OF SPM FROM FABRICATION YARD TO


INSTALLATION SITE

Transportation supervision of the SPM from the fabrication yard to the


installation site is not included in this proposal.

15.13 INSTALLATION OF SPM

The offshore installation supervision of the SPM system is not included this
proposal.
