background of dispute

This project was signed by Najib Razak, the Malaysian prime


minister whom he defeated in a tight election. [when]
Malaysia and Singapore on December 13, 2016 signed a bilateral
agreement related to the fast train project. The two countries promised
that the project would be officially operated by the end of 2026.
The reason was the lack of budget after being undermined by the
1MDB corruption scandal involving Razak. [we need to explain
what the corruption scandal was]
The 1Malaysia Development Berhad (1MDB) is a Malaysian state-owned
investment company formed by Najib in 2009, and he heads the 1MDB
advisory board until 2016. The company was founded to encourage
investment and stimulate the economy of the neighboring country.
1MDB focuses on strategic development projects in the fields of energy,
property, tourism and agribusiness.
Generally, sovereign wealth funds are funded by central bank foreign
exchange reserves that come from budget and trade surpluses, as well as
revenues from natural resource exports.
However, Malaysia does not have sufficient funds when establishing 1MDB
so that its managers raise funds by selling bonds and conducting joint
ventures with foreign parties. A young Malaysian banker named Low Taek
Jho, also known as Jho Low, a close friend of Riza Aziz, who is a stepchild
of Najib, helped establish 1MDB.
1MDB obtained billions of dollars in funds from bonds to be used in
investment projects and joint ventures between 2009 and 2013.
Unfortunately, the money was actually used for money laundering and
self-enrichment by officials and related parties.
In 2015, Malaysia's former Prime Minister Najib Razak was accused of
channelling over RM 2.67 billion (nearly USD 700 million) from 1MDB to
his personal bank accounts.
Court proceedings in the case of alleged corruption of investment funds
from the 1Malaysia Development Berhad or 1MDB investment company
were proceeding quickly after the Malaysian general election held by the
May 2018.
Malaysian prosecutors filed a total of 32 indictments against Najib. He
also faces a sentence of up to 20 years including a fine if found guilty of
four counts of abuse of authority.

This was a painful step for Singapore. As the management of the
airport was under the 1973 agreement – signed by the two
countries - which was approved by the International Civil Aviation
Organization (ICAO). [Could you elaborate?]

Under the current arrangement, airspace management in southern Johor


was delegated to Singapore. That means, Singapore provides services in
the form of air traffic control (ATC) in the room.

The arrangement was agreed in 1973 by Malaysia, Singapore and other


countries. The agreement was then approved by the International Civil
Aviation Organization (ICAO). A year later, a bilateral agreement was
then signed between Malaysia and Singapore.
Now, Malaysia wants to reclaim "delegated air space" on the grounds of
concerns about sovereignty and national interests.

In addition, Malaysia began (when) to manipulate the 1962


Water Agreement, by reviewing the price of Johor River water
which was considered too cheap. (what was the agreement, why
is Johor River significant?)

Mahathir voiced loudly on June 22, 2018 about a water cooperation


agreement with Singapore which he considered detrimental to Malaysia.
"We will sit and talk with them, as civilized people," he said.

The water agreement was made in 1962 and ended in 2061. Based on
the aggrement, Singapore can import every day up to 250 million gallons
of unprocessed water -- giving 60% for Singapore water need -- from the
Johor River at a price of 3 cents per 1,000 gallons. Singapore then had to
sell part of the treated water back to Malaysia at a price of 50 cents per
1,000 gallons.
According to Mahathir, the selling price of Singapore processed water is
too expensive. The agreement he called as obviously ridiculous.
Previously, the Johor state government had proposed that the Johor River
water purchase price be raised 1,600%, or 48 ringgit per 1,000 gallons.

The Johor River is the main river in the Malaysian state of Johor. The river
is 122.7 km long with a catchment of 2,636 km² and flows in a roughly
north-south direction, originating from Mount Gemuruh and then empties
into the Johor Strait.

The Johor River basin occupies about 14% of the Johor State
of Peninsular Malaysia. The river and tributaries are important sources of
water supply not only for the state itself but also for
neighbouring Singapore
