ARREST REPORT
NARRATIVE

On Thursday, September 23, 2001, at or about 11:27 hours, Kequan Waller was taken into custody after an investigation
revealed he was the suspect wanted for multiple car burglaries and possession of the stolen property. Waller was found
outside 532 Grand Oaks Drive. During the incident, we received several calls and tips that the subject was on foot in the area.
Officers were dispatched to several locations in reference to crimes that had just taken place. One of the last tips came in from
a citizen on Grand Oaks Dr. stating that they had spotted the suspect(s) in the area. Lt. Moorehead and Sgt. James responded
to the area of Grand Oaks. Officer Placentia and I were a two-man patrol car for the shift and were in the area assisting with the
search. We arrived on the scene to hear Lt. Moorehead say he is behind this residence, 532 Grand Oaks.

The suspect was potentially armed with a gun so Lt. Moorehead, Officer Placentia, and I took our weapons out and went up the
driveway towards the backyard. We spotted a female subject (homeowner) at the picket fence gate at the end of the driveway
looking at someone or something that was behind some trees and we advised her to go back inside and lock the doors. At the
same time, a black male subject stepped out from behind the tree with his hands in the air. We ordered him to keep his hands
up and slowly walk toward us. When he got close enough, Lt. Moorehead advised the subject to get on the ground and not to
move once he was on the ground. Once on the ground, Lt. Moorehead and I provided cover on the suspect while Officer
Placentia approached the suspect and placed handcuffs on him without incident. A few steps from the suspect was a .380
handgun, several IDs, credit/debit cards, and a Ford key fob that did not belong to Mr. Waller. Those items were placed into
evidence by Detective Maga.

Officer Placentia conducted a search of Mr. Waller and secured him in the patrol car we were in for the shift. While searching
the suspect, we were advised by him that his friend was in the woods with him and was possibly armed with a handgun. I, along
with several officers took a position of cover and started calling for the subject to come out. No response from the wooded area
and Officer Frasch brought the K9, Pax out to search the area for a possible second suspect. No suspect was located during
the search.

Mr. Waller was taken from the scene to police headquarters, 910 Heritage Way, for questioning and booking. After Detective
Russ interviewed Mr. Waller, I booked him on the charges of Theft over $10,000 and Felon in possession of a firearm. I
transported him to Williamson County Jail and once at the jail, the nurse and Sergeant on staff would not take him into the
facility without a medical clearance due to his limping and inability to stay awake while at the jail. I placed Mr. Waller back into
handcuffs and into my custody and transported him to Williamson Medical Center. where he was admitted into the ER and was
examined by the physician. While at the hospital, Officer Willey and Officer Anderson took over custody of Mr. Waller and I
returned to the department.

On Thursday, September 23, 2021, at or about 1114 hours a subject matching the description of a car burglary suspect was
seen in the area of Shadow Ridge Court and Grand Oaks Drive. The suspect had been described as a black male, short
dreadlocks, and blue jeans. I responded to the area and arrived at or about 1116 hours.

Upon my arrival, I checked the immediate area and asked questions of citizens I observed walking. While doing so I observed
Sgt. James speaking with an area homeowner and stopped to gather information from them. As Sgt. James and I were
speaking to the homeowner a female resident approached and stated that there was a black male between her home and her
neighbor’s home. I parked my patrol unit and began walking up the driveway of 532 Grand Oaks Drive, which is where the
resident pointed. As I walked up the driveway, I was joined by Sgt. Scot James and Officers Ray Placentia and Chris Thigpen.
I observed a female white to my left and at the rear corner of 532 Grand Oaks. I advised her to go inside. The female
responded by saying “he’s right there, and pointed at the suspect, who was standing between two trees, directly in front of my
position. I continued my approach with my duty rifle pointed at the suspect, later identified as Kequan Waller. Officer Thigpen
was providing cover to my left and Officer Placentia and Sgt. James were on my right. I observed that Waller’s hands were
empty and called for Waller to walk down a small rise toward us. I then had Waller stop and lie down on the ground with his
hands out. Officer Placentia moved in and handcuffed Waller. Waller then advised his friend was in the woods to our east, 30
yards behind Waller’s position. Waller gave the name of "Treyquan". I moved past Waller and towards the wooded area. As I
was doing so, I observed a handgun and several cards lying on the ground where I had originally seen Waller standing. I
alerted others to the presence of the evidence and called for someone to provide security over it. I then moved up to the wood
line and called out the name of the person identified by Waller.

A search of the wooded area was completed by both K-9 and helo. No additional suspects or evidence was located at this
location.

The evidence was not disturbed until Detective Chris Maga took possession of it.
