A RESOLUTION RECOMMENDING “SHOPPING” AS MODE OF PROCUREMENT

WHEREAS, pursuant to the Local Government Code of 1991, there shall be in every province, city or
municipality, and barangay a committee on awards to decide the winning bids and questions of awards on
procurement and disposal of property;

WHEREAS, GPPB issued Circular 07-2019 dated 17 July 2019 to provide guidance on how the SK, like any
procuring entity, shall conduct its procurement activities pursuant to RA No. 9184 and its Implementing Rules and
Regulations (IRR), as provided in Sections 8(l) and 20(a) of the IRR of RA No. 10742 or the SK Reform Act;

WHEREAS, this Committee has been institutionalized thru an approved resolution by this Sangguniang
Kabataan;

WHEREAS, this Bids and Awards Committee has been authorized to advertise and/or post the invitation to bid,
conduct pre-procurement and pre-bid conferences, determine the eligibility of prospective bidders, receive bids,
conduct the evaluation of bids, undertake post-qualification proceedings, recommend award of contracts to the
Head of the Procuring Entity or his duly authorized representative;

WHEREAS, as provided in the RA No. 9184 otherwise known as the Government Procurement Reform Act, this
Bids and Awards Committee recommends “Shopping” as method of procurement for the following expenses:

NOW THEREFORE, on unanimous motion and duly seconded by the members present, be it resolved, as it is
hereby resolved by this committee TO RECOMMEND TO SK CHAIRPERSON ENGR. LEONIELJUN D.
ARESCO AS IT IS HIGHLY RECOMMENDED THAT “SHOPPING” BE USED AS MODE OF
PROCUREMENT;

RESOLVED FURTHER, that the Committee shall strictly follow provisions in the 2016 Revised IRR of RA No.
9184 in determining eligible bidders and the lowest calculated responsive bid before recommending award of
contract;

RESOLVED FURTHER, to furnish copies of this resolution to concerned officer for their information and
appropriate action.
