Introduction

The goal of this document is to provide an overview of the main NodeB resources usage: R99 CE, MCPA, Iub
interface…

When the network was opened commercially, two issues main issues were met due to the application of
Capacity Licensing parameters:
- R99 CE shortage
- Lack of DL Power (Rrm_Refusal)

These Capacity Licensing parameters (NodeB), discussed with OML during the RFP, have been under
estimated and this causes degradation: Call Setup Success Rate and Call Drop.

Since the Capacity Licensing feature is not yet T6, the feature has been deactivated and parameters set so that
issues are no more impacting the KPIs.

R99 CE Analysis

This study has made from the 22nd to the 26th of July.
The reason is that since the 21st, all NodeB have been configured with 256 CE (Hw limit of the xCEM card).

Evolution of R99 CE allocated from Commercial opening:


- From 30/06 to 05/07: 80 CE
- From 06/07 to 09/07: 256 CE parameters set manually to correct call rejection
- From 10/07 to 21/07: 64 CE. Should have been 256 but one parameter wrongly set after feature
deactivation

To perform this audit, the following indicators were used:

- VS_CEMAlloc_Success(U10309_0)(Event)
- VS_CEMUsedDCH_Max(U10301_Max)(%)
- VS_R99CECapacity_CumHWcapacity
- VS_R99CECapacity_CumLicensing
- VS_R99CECapacity_AllocSuccess

From these, the following were calculated over the period:

- CEMUsedDCH_Max (%)
- Averaged CE used
- Max CE Used

The indicators were collected per hour over the period.


Values were erroneous (100% for CEMUSed or less than 256 for Sw Capacity) for some NodeB because of
some operation on the nodeB (loss of supervision / restart) were not taken into account.

This concerns NodeB 065BKO1 (26/07/2010 at 5pm) and 0142BKO1 (26/07/2010 at 10:35pm).

Conclusion
The analysis allowed to demonstrate that the root cause of the issues met was due to the assumption taken for
dimensioning of the network. Obviously, the number of R99 CE, and the the call profile, is higher than predicted.

A similar study will have to be carried out before the T6 of Capacity Licensing (traffic will probably increase until
then) to review the number of R99 CE necessary, to share the CE over the different NodeBs, to keep a maring
and anticipate R99 CE shortage.

In any case, the issue was not due to NodeB or RNC hardware capacity.

MCPA Usage Analysis

The goal of this analysis is to explain the reason of the increase of the MCPA Maximum power increase from
30W to 45W.

After the removal of the ARD flag (01/07/2010) for the commercial launch, the Call Setup Success Rate (CS &
PS) has decreased significantly. The most visible consequence was the raised of Radio Link unsuccess due to
Rrm_Refusal.

Main dates:

01 to 03/07/2010 ARD flag Removal => traffic increase
15/07/2010 maxPowerAmplification set from 30w to 45W

In order to identify the root cause of this issue, traces and indicators analysis have been performed.
As they both find the same root cause, the focus will be made on indicators analysis.

Here are the indicators that were used:

Here is the repartition of Number of seconds per range of power considered by the CAC algorithm for that cell.

After the 15/07/2010 the CAC is considering rarely range of Power higher than 70%.

Conclusion
The analysis clearly showed that having a maximumPowerAmplification limited to 30W was not sufficient for
OML call profile.

The increase to 45W has been possible because the Capacity Licensing feature is not T6 and so there are no
software limitation to 30W.

Our recommendation is that OML should increase the maximumPowerAmplification 45W on the NodeBs.
This means additional RTUs: 60 x 6 x 15w RTU for phase 1 + 30 x 6 x 15w RTU for Phase1 bis.
